India’s digital public infrastructure (DPI) is not one app or a single government database. It is a set of interoperable platforms that different public and private services can use at population scale. A useful mental model has three layers: Aadhaar for identity and authentication, UPI for bank-account payments, and DigiLocker for access to authenticated digital documents. API Setu, single sign-on and assisted service centres extend that model to government APIs and people who need help accessing online services.
Each layer has a different job and governance arrangement. Aadhaar does not make a payment, UPI is not an identity database, and DigiLocker is not a universal replacement for every original record. Understanding those boundaries explains both how the systems can work together and why they should not be treated as one product.
What digital public infrastructure means in India
The Government of India describes DPI as digital platforms that deliver services “at population scale through open, interoperable and scalable platforms.” In practical terms, a platform supplies a common capability that many departments, banks, businesses or applications can connect to instead of each building a separate national system.

A service might use an Aadhaar authentication method, accept a UPI payment and let a user fetch a document from DigiLocker in the same journey, while each transaction remains governed by its own platform and rules.

The three functions at a glance

The operators and technical arrangements are separate. Aadhaar is associated with UIDAI; UPI is developed by the National Payments Corporation of India (NPCI) over IMPS infrastructure; and the government describes DigiLocker as a service for authentic documents from original issuers. A service provider can integrate one, two or all three according to its legal and operational needs.
Aadhaar: the identity and authentication layer
The Government of India describes Aadhaar as a unique digital identity based on biometric and demographic information. It can be used for authentication and for identifying beneficiaries in public services when the relevant service rules allow it. The important distinction is between identity and authentication:
- Identity is the record associated with a person’s claimed Aadhaar identity.
- Authentication is a check performed by a service using an allowed method to verify a claim.
An Aadhaar number should not be treated as a password. A service may use an approved authentication flow rather than asking a person to disclose the number as a routine login credential. Whether Aadhaar is required, optional or unavailable depends on the particular service and applicable rules; the existence of the platform does not make it mandatory for every transaction.
What the UIDAI app and related services can do
UIDAI’s public app information lists functions including mobile-number and address updates, biometric lock and unlock, selective sharing of an Aadhaar verifiable credential, authentication-history viewing, e-Aadhaar downloading and request tracking. These are account and identity-management functions, not payment functions.
For example, a service may ask for an Aadhaar-based authentication result to establish that the person presenting a request matches an identity record. A separate payment step could then use UPI, and a separate document step could use DigiLocker. The three steps may appear in one application, but they remain different transactions and data flows.

UPI: the instant payment rail
NPCI defines the Unified Payments Interface as “an instant payment system developed by the National Payments Corporation of India (NPCI), an RBI regulated entity.” UPI is built over IMPS infrastructure and enables instant transfers between participating bank accounts.
Think of UPI as a common rail connecting banks and payment applications. A user starts a payment in an app or other supported interface, selects or enters the recipient details, confirms the amount and authorizes the bank transaction. The authorization uses the user’s UPI-PIN. NPCI’s safety instruction is unambiguous: do not share the UPI-PIN with anyone.
A typical UPI payment sequence
- Choose a supported interface. Open the bank or payment application through which the account is enabled for UPI.
- Enter the payment details. Select the recipient or enter the relevant UPI address, account information or other option shown by the application, then verify the displayed name and amount.
- Authorize at the bank. Enter the UPI-PIN only on the trusted payment screen. The PIN authorizes the bank transaction; it is not a code to give to a caller, merchant or support agent.
- Check the result. Confirm the success or failure message and retain the transaction reference shown by the application if a dispute later needs investigation.
A UPI ID, a bank account, an application brand and the UPI network are different things. UPI can be used for a payment without turning UPI into an identity system, and a payment does not require an Aadhaar number merely because both services may be available in the same broader ecosystem.
Why UPI is often described as population-scale infrastructure
The government’s July 29, 2026 release reported 55.49 crore UPI individuals, 6.5 crore merchants and 731 connected banks. The same release attributed 85% of India’s digital payments to UPI and said India accounted for nearly 50% of global real-time digital payments. These are government-reported figures tied to that release, not permanent totals or an independently harmonized dataset.
DigiLocker: access to issuer-authenticated digital documents
The Government of India says DigiLocker provides citizens with “anytime access to authentic digital documents issued by original issuers.” In the DPI model, DigiLocker is the document-access and sharing layer. Its value comes from retrieving a document through an issuer-linked system rather than relying only on a photograph or an unverified scan supplied by a user.

What a DigiLocker interaction looks like
- Open DigiLocker through its supported access route. Sign in and complete any verification the service requests.
- Find the issuing organisation. Choose the department, board, university, transport authority or other issuer that has made a document available.
- Request or retrieve the document. Provide the identifying details requested by that issuer so the service can locate the record.
- Present or share the retrieved document. Use the digital document or sharing option accepted by the receiving service, rather than assuming every organisation accepts every format.
DigiLocker does not turn every file on a phone into an official record. The relevant distinction is whether the document is issued or made available by the original issuer through the service. It also does not replace every identity check: a receiving organisation may still require a separate authentication method or an original process under its own rules.
How Aadhaar, UPI and DigiLocker can work together
Consider a service that needs to establish a person’s identity, collect a fee and receive proof of eligibility. It could use an approved Aadhaar authentication flow for the identity step, UPI for the bank payment and DigiLocker for retrieving an issuer-backed certificate. That is a coordinated user journey, not a single end-to-end protocol shared by all three systems.
Another service might use only UPI, such as a merchant collecting a payment. A government form might use DigiLocker to obtain a certificate without using Aadhaar. A benefit process might use Aadhaar for identification while sending money through a separate banking channel. Integration is therefore conditional: the service designer chooses the platform that solves each particular problem.
There is no basis for assuming that connecting an app to one platform automatically grants it access to all information held by the others. Data exchange should be understood as an explicit, purpose-specific integration through the interfaces and permissions that the participating service supports.
The wider DPI ecosystem
API Setu
API Setu publishes government APIs. An API is a controlled technical interface through which an application can request or submit data according to the publisher’s rules. API Setu therefore helps departments and approved applications connect to government capabilities without treating all government data as one open database.

Meri Pehchaan
Meri Pehchaan provides single sign-on. Single sign-on can reduce the number of separate account credentials a person needs to manage, but it is distinct from Aadhaar authentication and does not make every connected service identical.
Common Services Centres
Common Services Centres (CSCs) provide assisted access to digital government and business services, including in rural locations. A person who lacks confidence, connectivity or the ability to complete a digital form alone can use a centre rather than being limited to self-service through a phone or computer.
Official scale figures and their dates
The following figures come from Government of India releases and carry the publication or measurement date shown. They describe reported reach, not equal access, reliability or outcomes for every user.

What you need to use these services
The access route depends on the service. A phone or internet connection may be convenient, but the official material does not establish a particular consumer device, biometric reader or scanner as universally required for UPI or DigiLocker. Merchant equipment and biometric devices can belong to institutional or assisted-service settings rather than ordinary personal use.
- For Aadhaar: use the identity-management or authentication method that the particular service supports. UIDAI’s listed tools include e-Aadhaar access, authentication history and credential-sharing controls.
- For UPI: use a participating bank account and a supported interface, and protect the UPI-PIN. Never disclose the PIN to another person.
- For DigiLocker: use the service’s sign-in and issuer-selection flow, and check that the receiving organisation accepts the digital document you present.
- If self-service is difficult: a Common Services Centre may provide assisted access to government and business services.
Common misconceptions and practical boundaries
“Aadhaar, UPI and DigiLocker are one app.”
They are separate platforms with different functions. An app can present several of them in one workflow, but that user interface does not merge their databases or governance.

“Aadhaar is required for every payment.”
UPI is an account-to-account payment system. Its transaction authorization uses the UPI-PIN; Aadhaar is not the definition of UPI and is not automatically part of every UPI payment.
“A DigiLocker copy is just a scan.”
The government’s description focuses on authentic digital documents issued by original issuers. A user-uploaded image and an issuer-provided document should not be assumed to have the same status.
“Large adoption numbers prove that access is equal everywhere.”
Reach statistics show scale, not uniform access, error rates, uptime, dispute outcomes or privacy results. Those questions require separate evidence and can vary by service, location and user circumstances.

- Start with the task. If the service must establish or check an identity, investigate an approved Aadhaar or other identity method.
- Separate the money movement. If it must collect or send money from a bank account, treat UPI as the payment component and follow its authorization and dispute procedures.
- Identify the evidence. If it needs a certificate, licence, mark sheet or similar record, check whether the original issuer is onboarded to DigiLocker.
- Check the access channel. If the user cannot complete the digital journey independently, look for an assisted CSC route or another service channel.
- Confirm the integration details. Ask what data is requested, which platform supplies it and what the receiving organisation accepts; do not infer broader access from a single sign-in or payment screen.
Seen this way, India’s DPI is a toolkit: identity, payments, documents, APIs, sign-on and assisted access can be combined where appropriate, while remaining distinct systems with distinct responsibilities.
