Indian renewable-energy startups usually need to combine several routes rather than look for one universal subsidy. First secure DPIIT recognition if eligible, then match the project to its actual function—technology development, manufacturing, rooftop installation, agricultural pumping or decentralised generation. MNRE programmes, Section 80-IAC tax relief, PM-KUSUM and state policies each serve different applicants and project stages.
Recognition or an announced funding percentage is not an automatic entitlement. Every benefit has its own eligibility test, proposal review, portal, deadline, documentation and monitoring requirements. The practical approach is to classify the project, identify the implementing agency and verify the current notification before spending money or claiming support.
Start with the project, not the subsidy
A solar hardware company, a rooftop installer, an agricultural-pump developer and a battery-control software startup are not applying for the same benefit. Government support is generally tied to the function being funded and to the applicant’s role in the value chain.
Write a one-page project classification before searching portals. State whether the proposal is primarily:

- research, prototype or technology development;
- manufacturing of renewable-energy equipment;
- a pilot or demonstration plant;
- rooftop generation for a residential or commercial consumer;
- solarisation of agricultural pumps;
- a decentralised, grid-connected renewable plant; or
- another activity such as storage, bioenergy or renewable-energy services.
Then record the startup’s role: technology owner, manufacturer, engineering-procurement-construction contractor, vendor, developer, farmer, DISCOM partner or research organisation. This distinction prevents a common error—treating a vendor’s eligibility as if it were the consumer’s eligibility.
Step 1: Establish DPIIT startup recognition
Apply for recognition through Startup India when the entity meets the notified requirements on incorporation, age, turnover, innovation or improvement, and scalability. The application creates a formal startup status that can open access to benefits, challenge calls and tax-certification routes.
DPIIT recognition is a gateway, not a blanket approval. A recognised startup still has to satisfy the separate conditions of each scheme. Check the following before relying on the certificate:

- Whether the business description demonstrates innovation, development or improvement of products, processes or services, or a scalable model with employment or wealth-creation potential.
- Whether the shareholding, legal form and controlling-interest rules for the particular benefit are met.
- Whether a second approval, certificate or application is required from another department.
Keep the recognition certificate with incorporation records, financial statements and ownership documents. Agencies can request the underlying evidence rather than accepting the certificate alone.
Tax relief: what Section 80-IAC actually provides
Section 80-IAC is a tax deduction route, not a capital subsidy for panels, pumps or factories. Startup India describes it as a key incentive under the Startup India initiative. Where the startup separately satisfies the statutory conditions and follows the required certification route, it can claim a 100% deduction of eligible profits for three consecutive assessment years within its first ten years.
The ten-year window and three-year deduction are limits, not an automatic entitlement. A renewable-energy company should obtain tax advice on its legal form, incorporation date, eligible business, commencement of operations, profit computation and certification before putting the deduction into a return. A company with no eligible profit in the selected years may not receive an immediate cash benefit, and recognition by itself does not establish eligibility under Section 80-IAC.

MNRE support for renewable-energy technology development
For a startup developing renewable-energy technology, MNRE’s solar research-and-development framework is the clearest central route in the available guidance. It expressly states: “Start-ups, entrepreneurs, Manufacturing units etc. are also be eligible for financial support up to 50% cost of the project for technology development.”
“Up to 50%” is a ceiling, not a guaranteed reimbursement. The proposal must be appraised, approved and monitored under the applicable MNRE process. The approved amount, eligible cost heads, release schedule, reporting duties and the startup’s required contribution are determined through the current guideline and sanction.
Build an MNRE technology proposal
- Define the technical problem. Explain what is new or materially improved, such as a generation, control, storage, forecasting or balance-of-system technology.
- Set measurable objectives. Include performance, safety, durability, cost and field-validation targets that an evaluator can verify.
- Separate eligible costs. Present equipment, personnel, testing, certification, materials and other costs in a defensible budget. Identify any costs that will be funded by the startup or another source.
- Show capability. Attach incorporation and DPIIT records, team credentials, intellectual-property information, previous results, manufacturing capacity and letters from pilot or research partners where applicable.
- Plan monitoring. Provide milestones, test methods, reporting dates, risk controls and a route to commercialisation or manufacturing.
- Submit through the current MNRE route. Use the named portal or implementing authority in the live call or guideline, not an old form copied from another project.
A proposal for ordinary installation of commercially available equipment is different from technology development. Do not describe a deployment purchase as R&D merely to seek the higher development ceiling.
Rooftop solar: check the consumer category first
MNRE’s standard rooftop central financial assistance (CFA) is described for residential consumers and is applied for through the national rooftop portal or a state DISCOM portal. A startup installing a system on a commercial building must therefore identify its legal role and the category of the electricity consumer before assuming that CFA applies.
The startup may be a vendor or service provider while the residential consumer is the subsidy applicant. In a commercial arrangement, the building owner, developer, DISCOM or another programme participant may be the eligible party—or no standard residential CFA may be available. Confirm the current consumer definition, capacity limits, application sequence, inspection rules, commissioning evidence and payment recipient with the relevant portal or DISCOM.

- Consumer account and DISCOM details.
- Roof ownership, lease or permission evidence.
- System design, module and inverter specifications, and installer credentials required by the programme.
- Interconnection or net-metering documents where applicable.
- Invoices, photographs, inspection and commissioning records.
- Bank details for the eligible recipient and any declarations required by the portal.
Do not promise a customer a subsidy until the portal confirms eligibility. A startup can be paid under a commercial contract even when the building is not eligible for residential CFA.

When PM-KUSUM fits a startup
PM-KUSUM is relevant when the business is connected to agricultural pumping or decentralised renewable generation. MNRE’s scheme page records a target of 34,800 MW by March 2026 and total central financial support of ₹34,422 crore. Those are scheme-level figures, not an amount reserved for an individual startup.

The PM-KUSUM national portal states central subsidy of up to 30% or 50% of total cost for specified pump activities. The applicable percentage depends on the activity and rules in force; it is not a universal rate for every component or applicant. State contributions, beneficiary shares, capacity limits, procurement procedures and commissioning obligations can change the economics.
PM-KUSUM due diligence
- Match the proposed asset to Component A, B or C and document why.
- Identify the state nodal agency, DISCOM and procurement or empanelment route.
- Check whether the startup is applying as a developer, vendor, farmer-facing service provider or another permitted entity.
- Confirm pump type, capacity, feeder, land, grid-connection and beneficiary conditions.
- Model the project using the current central support, state share and beneficiary contribution rather than the headline maximum.
- Retain performance guarantees, warranty terms, remote-monitoring data and maintenance plans required for payment.
A software or general solar-installation business that has no agricultural-pump or decentralised-generation role should not treat PM-KUSUM as a general renewable-startup grant.

Find state incentives through the notified policy
State and union-territory incentives can be more important than a central scheme for land, electricity, stamp duty, capital investment, employment or interest support. Startup India’s state-policy directory is a useful discovery point, but the underlying notification and implementing agency control the decision.
For each possible state, download the current policy and create a comparison sheet with these fields:
- Eligible sector and technology, including any exclusions.
- Startup, manufacturer, developer, investor or employment-status requirements.
- Minimum investment, capacity, turnover, local procurement or job thresholds.
- Land, stamp-duty, electricity-duty, transmission, wheeling or other infrastructure benefits.
- Capital, interest, payroll, patent, quality-certification or operating incentives.
- Maximum amount, reimbursement formula, annual cap and cumulative cap.
- Application deadline, commencement date and whether prior approval is required.
- Nodal department, online portal, inspection authority and appeal process.
Never incur an expense that the policy requires to be approved in advance. Some incentives are available only to new units, only inside specified zones, or only after an eligibility certificate and production or commissioning evidence are issued.

Challenge calls and competitive funding
Competitive calls can fund a narrow problem even when a standing subsidy does not. The Press Information Bureau reported an MNRE Innovative Projects Start-Up Challenge worth ₹2.3 crore for rooftop solar and distributed renewable-energy technologies in 2025. The amount, categories, number of winners, co-funding rules and deadline belong to that particular call and should not be treated as permanent programme terms.
For a challenge application, prepare a short technical deck, prototype evidence, pilot data, intellectual-property position, deployment partner, budget and milestone plan. Check whether the award is a grant, prize, procurement opportunity or reimbursable support, and whether intellectual-property, reporting or demonstration rights attach to it.
Build one evidence file before applying
A central or state reviewer should be able to connect the legal applicant, the project site, the technology and every cost claim. Keep a controlled digital folder containing:
- DPIIT recognition certificate, incorporation documents, constitutional records and turnover evidence.
- Audited accounts, tax registrations, bank details and authorised-signatory records.
- Technical proposal, drawings, bill of materials, quotations, cost estimates and funding plan.
- Land, roof, lease, consent or site-control documents.
- DISCOM correspondence, interconnection approvals, pump records or feeder details where relevant.
- Environmental, electrical-safety, factory, construction or other permissions required for the site.
- Research agreements, patents, test reports, pilot results, warranties and maintenance commitments.
- State-policy forms, board resolutions, declarations and any prior-approval letters.
Use consistent project names, capacity figures and cost totals across every form. Keep submission receipts, clarification responses, inspection reports and sanction letters. These records matter when a benefit is released in stages or audited years later.

Common failure points and fixes
Assuming DPIIT recognition guarantees a subsidy
Fix: Treat recognition as status evidence. Read the separate eligibility clause, certification requirement and application deadline for each benefit.

Fix: Establish who holds the electricity connection and who is the eligible consumer before signing the contract or quoting a subsidy.

Using PM-KUSUM for a non-agricultural business model
Fix: Map the project to a component and documented agricultural or decentralised-generation role. If no match exists, investigate technology, state or other deployment programmes instead.
Budgeting on the maximum percentage
Fix: Build a base case with no award, then model the approved ceiling, state share, beneficiary contribution, taxes, working capital and delayed reimbursement.
Applying after expenditure begins
Fix: Check whether prior approval, commencement certification or procurement rules apply. Obtain written clarification from the implementing agency when the notification is unclear.

Relying on an expired challenge or old portal form
Fix: Verify the publication date, closing date, current guideline and named authority immediately before submission.
How to keep the application current
Policy windows, thresholds, subsidy rates, portal workflows and challenge calls can change. Before an application or financial commitment, recheck the current MNRE guideline, Startup India notification, state policy and implementing-agency notice. Save a dated copy of the rules used for your decision and ask the authority to confirm any conflict between a summary page and the operative notification.
The strongest application is therefore not the one that lists the most schemes. It is the one that demonstrates a precise fit between the startup’s legal status, project function, applicant role, site, costs, co-funding and the rule currently administered by the responsible agency.
