Start with DPIIT Startup India recognition, then map your technical stage and sector to the right programme. The usual sequence is Startup India Seed Fund Scheme (SISFS) for proof-of-concept through commercialisation milestones; a DST NIDHI Technology Business Incubator (TBI) or inclusive TBI (iTBI) for facilities, mentors and prototype work; MeitY GENESIS for ICT and digital deep tech; and BIRAC BIG followed by SEED for biotechnology and life sciences. The DST Research, Development and Innovation (RDI) Scheme is a strategic financing framework rather than a normal direct-grant application route.
Government support is not one universal “deep-tech grant.” Each route has its own legal-entity rules, sector boundaries, milestone expectations, access channel and obligations. Use the framework below to choose the route that fits your startup now and the funding event you need next.
Build the administrative base before approaching a funder
Confirm that the company is incorporated in India and that its ownership and control meet the current DPIIT Startup India recognition rules. Recognition generally runs for up to 10 years from incorporation; the current recognition page allows up to 20 years for a DeepTech startup, subject to the applicable definition and approval process. Do not assume that describing a product as “deep tech” automatically qualifies it for the longer period.

Prepare a one-page technical brief
- Problem and user: quantify the unmet industrial, public-sector or consumer need.
- Scientific or engineering novelty: explain what is technically new and why an ordinary software or product-development budget cannot solve it.
- Technology readiness: state your TRL or an equivalent stage, from laboratory concept through validated pilot.
- Evidence: list experiments, prototype performance, pilot results, datasets, safety tests or other verifiable outputs.
- Intellectual property: identify filed or granted patents, ownership of code and data, licences and any freedom-to-operate concerns.
- Milestones and budget: define three to six measurable outcomes, acceptance tests, costs and dates.
- Commercial path: name prospective customers, pilot partners, regulatory steps and the financing event that should follow.
This document lets an incubator or grant committee understand the technical risk, the public-support gap and the result it can expect from its money.

Use SISFS for early milestones
SISFS is the closest match when your immediate objective is proof of concept, prototype development, product trials, market entry or preparation for commercialisation. The programme’s categories describe a progression: demonstrate that the technology works, turn it into a usable product, test it with users and establish a route to market.
How to shape the application
- Define the next milestone. For example, specify a robotics navigation accuracy target in a named environment, an electronics prototype’s thermal limit, or an AI system’s validated performance on a documented dataset.
- Attach an acceptance test. State who will test the result, what measurement will pass and what evidence you will submit.
- Separate technical and commercial work. Show which spending reduces engineering risk and which spending validates customers, pilots or market entry.
- Explain follow-on finance. Identify the grant milestone that should unlock an angel round, venture investment, strategic partnership or procurement contract.
Selected incubators are part of the access mechanism, so assess their equipment, mentor network and experience with your sector rather than treating SISFS as a purely online grant form.
Choose a NIDHI incubator for infrastructure and hands-on support
DST NIDHI Technology Business Incubators are institution-linked facilities. Innovators and startups may apply for incubation support to a suitable TBI; the practical decision is therefore which TBI can perform the work your startup needs. Compare laboratory or fabrication equipment, test facilities, domain mentors, university or national-laboratory links, location and the incubator’s ability to introduce pilot customers.

When an iTBI is the better fit
NIDHI iTBIs extend the incubation model into Tier-2 and Tier-3 ecosystems and aim to convert innovative ideas into prototypes and startups. If your team is based outside a major metropolitan cluster, an iTBI may offer local access to mentors, shared equipment and an institutional network. Capacity varies, so ask about current cohort size, machine time, specialist staff and the support available after the prototype stage.
Apply to the incubator, not just to a central department
- List the equipment, tests, certifications and mentors you need in the next six to twelve months.
- Shortlist TBIs or iTBIs whose universities, laboratories and industry links match those needs.
- Ask each facility about its current intake, fees, intellectual-property terms, reporting requirements and any associated seed support.
- Submit a concise technical plan with milestones and a budget that uses the incubator’s facilities efficiently.
University or laboratory spinouts should also examine I-NCUBATE, the DST-GDC partnership with IIT Madras launched on 6 September 2024 to nurture STEM-research-based deep-tech startups. Confirm the current intake and institutional eligibility before building a schedule around it.
Use MeitY GENESIS for ICT and digital deep tech
MeitY GENESIS is listed across pilot or proof-of-concept, investment, early-stage and deep-tech categories. It is therefore relevant to areas such as artificial intelligence, electronics, embedded systems, cybersecurity, communications and other digital technologies, provided the specific call accepts your technology and stage.

The current MyScheme listing reports a ₹490 crore Government of India outlay over five years. That is the scheme-level allocation, not a guaranteed amount for an individual startup or an always-open application window. Check the implementing incubator, current cohort, sector-specific call, eligible incorporation date and the form of support before treating the figure as available capital.

What a strong GENESIS submission should show
- A pilot environment and a named organisation or user group willing to evaluate the product.
- Technical metrics such as latency, accuracy, power consumption, reliability or interoperability, with a baseline for comparison.
- A deployment plan covering data rights, cybersecurity, safety and maintenance.
- A budget that distinguishes prototype hardware, cloud or compute, testing, certification and customer-pilot costs.
Follow the biotech path: BIG, then SEED
BIRAC BIG for a commercialisation-oriented proof of concept
BIRAC’s Biotechnology Ignition Grant (BIG) provides early-stage funding support of up to ₹50 lakh as grant-in-aid for up to 18 months to translate innovative ideas into proof of concept. The current scheme page states that ceiling and duration; a 2025 call specified the same amounts and added a call-specific incorporation cut-off. Use the date and legal-entity rule in the live call, not an older announcement.
BIG is implemented through BIG Partners. Identify the partner’s scientific expertise, laboratory access, mentoring model, reporting calendar and intellectual-property terms before selecting it. A biotech application should connect each experiment to a commercial decision: efficacy, manufacturability, stability, safety, diagnostic performance or another endpoint that determines whether the product can progress.
BIRAC SEED Fund after PoC
Once a proof of concept exists, investigate BIRAC SEED Fund partners. BIRAC describes up to ₹30 lakh of equity or equity-linked capital assistance per startup, routed through selected BioNEST incubators. The purpose is to bridge promoter funding and angel or venture investment, so present the validated result, the remaining development risk and the financing milestone that follows.

Understand what the DST RDI Scheme does—and does not do
The DST Research, Development and Innovation (RDI) Scheme has an approved outlay of ₹1 lakh crore and identifies deep technologies including quantum computing, robotics and space. Its design discusses equity and deep-tech fund-of-funds channels, making it relevant to later-stage strategic financing.
It is not a standard form in which a startup emails a proposal to DST. DST explicitly asks industry stakeholders seeking funding under the scheme not to send proposals or emails directly to the department. Follow formally announced implementing financial institutions, funds or future calls instead, and verify the route before sharing confidential technical material.

Milestones and risk
Use three to six milestones. Each should have an owner, date, budget, acceptance test and fallback. Include a risk register covering scientific uncertainty, component availability, data quality, regulatory approval, safety and customer adoption. A committee can fund a credible experiment; it cannot evaluate a vague promise to “scale AI” or “commercialise biotech.”

Show customer-discovery interviews, letters of intent, pilot partners, paid trials, procurement requirements or a regulatory pathway where relevant. For public-interest technologies, explain the deploying agency, operating environment and measurable outcome rather than relying on a large theoretical market size.

Intellectual property and compliance
Clarify who owns inventions created with university facilities, employee contributions or sponsored research. Record patent filing status, open-source obligations, data permissions, biosafety controls, medical-device classification or other approvals that could affect the schedule.
Funding sequence and obligations
Classify every support offer as non-dilutive grant-in-aid, incubator service, equity, equity-linked assistance or fund-of-funds investment. Check utilisation certificates, milestone reports, audit rights, procurement rules, royalties, conversion terms and restrictions on transferring intellectual property. A lower headline amount can be more useful if it includes scarce testing infrastructure and expert mentorship.
Common mistakes and practical fixes
- Applying to every scheme at once: choose the route whose stage and sector match the next milestone; conflicting reporting or IP terms can create avoidable risk.
- Using an old call: recheck deadline, incorporation cut-off, eligible legal form, partner list and budget ceiling immediately before submission.
- Choosing an incubator by geography alone: prioritise equipment, domain mentors, test capacity and customer links.
- Calling all support a grant: identify dilution, conversion, royalties and reporting before signing.
- Ignoring the post-grant step: state how a completed milestone leads to procurement, revenue, angels, venture capital or a strategic partner.
- Sending confidential proposals to an announcement page: use the named implementing institution or formal application portal, particularly for the RDI Scheme.
A practical route for three common startup profiles
AI or robotics startup with an early prototype
Obtain DPIIT recognition, map SISFS and GENESIS calls, then select a TBI or iTBI with compute, electronics and field-test capability. Use funding for a measurable pilot, document performance and customer acceptance, and use that evidence to approach follow-on investors or procurement programmes.
Biotech startup with laboratory evidence
Confirm BIG eligibility and the current incorporation cut-off, select a BIG Partner with the required laboratory and regulatory expertise, and structure the 18-month plan around proof-of-concept endpoints. After PoC, approach a selected BioNEST incubator for SEED support and prepare for angel or venture financing.
Quantum, space or other capital-intensive deep tech
Use NIDHI or a specialised institutional incubator for facilities and mentors, pursue stage-appropriate grants or pilots, and monitor formal RDI implementing channels for later equity or fund-of-funds financing. Do not treat the ₹1 lakh crore outlay as a direct startup grant.
Final application checklist
- Verify the current call, deadline, incorporation date, ownership rule and legal form.
- Choose the incubator or partner first when the scheme is incubator-mediated.
- State the unmet problem, technical novelty, readiness level, IP position and reason public support is needed now.
- Translate the budget into three to six measurable milestones, acceptance tests and a risk register.
- Show customer discovery, pilot partners or the regulatory route.
- Explain which later financing or procurement event each milestone unlocks.
- Calendar reporting dates, utilisation certificates, IP obligations and call renewals.
Open calls, deadlines, implementing incubators, state programmes and cohort capacity change frequently. Recheck the responsible programme page immediately before applying and keep a dated copy of the rules used for your submission.
