India-Japan semiconductor cooperation is adding a new Asian manufacturing and technology node, but it is not an imminent replacement for Taiwan’s leading-edge fabs. Japan contributes industrial know-how, equipment relationships and company-level expertise; India contributes subsidies, engineering capacity, a large electronics market and new fabrication and assembly sites. The first substantial effect will be greater geographic choice in mature-node chips, packaging and testing for automotive, communications, industrial and computing customers.
The partnership therefore improves resilience rather than creating semiconductor independence. Indian plants will remain connected to Taiwanese process technology, Japanese equipment, imported materials, foreign capital and global customers. Whether the projects change supply chains materially will depend on qualified yields, reliable utilities, customer approvals and the ability to operate at commercial scale.
What the India-Japan semiconductor partnership actually covers
A formal supply-chain framework
India’s Ministry of Electronics and Information Technology (MeitY) and Japan’s Ministry of Economy, Trade and Industry (METI) signed a Memorandum of Cooperation on the India-Japan Semiconductor Supply Chain Partnership in July 2023. The agreement sits inside a broader economic-security relationship that emphasizes resilient supply chains, technology cooperation and market diversification.
The bilateral vision calls for concrete semiconductor projects rather than a purely diplomatic relationship. Its stated objective is “enhancing the semiconductor supply chain.” That language matters: the policy is aimed at adding reliable sources and reducing concentration risk, not at making every part of a chip domestically in either country.

Japan’s named corporate roles
Japan’s participation is already tied to specific organizations. Renesas Electronics is the technology partner named for CG Power’s semiconductor assembly and test (OSAT) project in Sanand, Gujarat. Renesas has also collaborated with IIT Hyderabad, linking industrial semiconductor expertise with Indian research and engineering.
Tokyo Electron, a major semiconductor manufacturing-equipment company, has a strategic partnership with Tata Electronics. That relationship can connect an Indian manufacturing program to equipment knowledge, process support and service networks. It does not mean Tokyo Electron is financing or owning every Indian fab; its role is best understood as equipment and manufacturing-technology cooperation.
What India brings
India supplies the policy framework, financial incentives, engineering talent, domestic demand and land for large projects. Its electronics and automotive markets can provide local customers while its design community can support chip development and intellectual-property work. The combination gives Japanese companies a route into a fast-growing production base and gives India access to established industrial networks.
The projects that create new capacity
Two projects illustrate the different layers of the emerging ecosystem: a front-end wafer fab at Dholera and a back-end assembly, testing and packaging operation at Sanand.
| Project | Partners and location | Announced scale | Supply-chain role |
|---|---|---|---|
| Tata Electronics semiconductor fab | Tata Electronics and Taiwan’s Powerchip Semiconductor Manufacturing Corporation (PSMC), Dholera, Gujarat | Investment of up to ₹91,000 crore; planned capacity of 50,000 wafer starts per month | Front-end wafer fabrication for automotive, computing, communications and AI markets |
| CG Power semiconductor unit | CG Power, Renesas Electronics and Stars Microelectronics, Sanand, Gujarat | Approximately ₹7,600 crore; planned capacity of about 15 million units per day | Assembly and test, with Renesas technology participation |
Dholera: a front-end fab, but not a Japan-led fab
Tata Electronics says the Dholera project is being developed with PSMC, which provides technology and execution support. The announced investment ceiling is ₹91,000 crore (about US$11 billion), and the target is 50,000 wafer starts per month. The stated markets—automotive, computing, communications and artificial intelligence—are broad enough to include chips where dependable mature or specialty processes matter more than the smallest possible transistor.

Japan’s contribution to the wider Indian ecosystem can support equipment, process discipline and supplier development, but the Dholera fab’s named technology partner is Taiwanese PSMC. It would therefore be inaccurate to describe the fab as a Japanese replacement for Taiwan. It is better described as an Indian site using Taiwanese process support while connecting to Japanese and other international suppliers.
Sanand: the back-end link to Renesas
The CG Power unit is an OSAT project rather than a wafer-fabrication plant. Its planned investment is about ₹7,600 crore and its stated capacity is roughly 15 million units per day. OSAT facilities package dies, perform electrical and reliability tests and prepare finished components for customers. They can reduce dependence on a single country for final manufacturing even when the silicon wafer was made elsewhere.
Renesas’ technology role gives the project a direct connection to an established chip designer and manufacturer. For automotive and industrial customers, that connection could help with product qualification, reliability procedures and the documentation required before a new packaging source is approved.
The wider Indian program
The Indian government’s project list also includes Tata’s Assam assembly, testing and marking operation and a memory facility backed by Micron in Gujarat. This mix shows that the national strategy is not limited to one giant fab. It combines fabrication, packaging, testing and memory products so that bottlenecks can be addressed at several stages of the chain.
The Semicon India framework has an announced outlay of ₹76,000 crore. A government program note presents geographic diversification as a response to production concentration in Taiwan, South Korea, Japan, China and the United States. The policy logic is to spread risk across more sites and jurisdictions, even if no single new site can duplicate an entire established hub.

How the investment could change global chip supply chains
1. More qualified geographic options
The immediate change is additional capacity in India. A customer that currently relies on one Asian packaging site could eventually qualify an Indian alternative. A company sourcing selected mature-node wafers could gain another production location. In a disruption, having a second approved source is valuable even when it supplies only a portion of total demand.

A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11“Qualified” is the operative word. Announced capacity is not the same as usable supply. Automotive and industrial buyers typically require long reliability records, process audits, traceability and formal approval of every package or wafer flow. Indian output will affect global resilience only as customers complete that qualification work.
2. A stronger back-end network
Packaging and testing are often geographically separate from wafer fabrication. Expanding Indian OSAT capacity can shorten some logistics routes for products sold into India and create another Asian base for export. It also creates demand for substrates, chemicals, test hardware, maintenance, clean-room services, freight and specialized engineering.
This is strategically important because a wafer is not a finished chip. Even if the silicon is fabricated in Taiwan, Japan, South Korea or elsewhere, final assembly and test can still be exposed to shipping interruptions or local capacity shortages. Indian back-end plants address that vulnerability without claiming to replace foreign wafer fabs.
3. Greater mature-node and specialty capacity
The announced projects are aimed at automotive, communications, industrial, computing and memory applications. Those markets use many process generations and specialty technologies that remain in demand for years. A supply chain with more mature-node capacity can be more resilient even while leading-edge processors continue to come from a small number of highly specialized fabs.

The practical near-term gain is therefore likely to be diversification in mature nodes, packaging and testing. Nothing in the announced projects indicates that India will quickly become a leading-edge logic center capable of matching the most advanced production in Taiwan or South Korea.
4. A supplier and services cluster
Large semiconductor sites pull in companies that supply gases, chemicals, wafers, clean-room equipment, factory automation, calibration, spare parts and waste treatment. Equipment-service teams and logistics providers also need to be close enough to respond quickly. If the Indian projects reach sustained operation, the surrounding supplier base could become an additional exportable capability rather than merely an import channel.
That cluster effect is not automatic. It depends on reliable power and water, specialty-chemical handling, roads and ports, customs procedures, local technical training and predictable regulation. A fab can be physically complete while still waiting for the ecosystem needed for high utilization.
5. A more distributed geopolitical map
India’s entry gives multinational customers another jurisdiction in which to place capacity and inventory. Japan gains a partner outside the most concentrated East Asian production corridors, while India gains stronger links to Japanese, Taiwanese, American and European technology networks. The result is diversification across countries, not technological separation from them.

It can reduce dependence at selected steps, but not eliminate it in the foreseeable future. India can provide additional assembly and test, some wafer fabrication and a larger domestic market. It will still need imported equipment, process technology, wafers, chemicals, intellectual property and components. The Dholera partnership itself demonstrates this interdependence: an Indian site relies on Taiwanese PSMC for technology and execution support.

- Where dependence can fall: final packaging, electrical testing, selected mature-node wafers and some regional inventory can be sourced from India once customers qualify the output.
- Where dependence remains: leading-edge logic, many memory products, specialized manufacturing tools, critical materials and the global design ecosystems concentrated in established hubs.
- What resilience means in practice: a disruption in one country becomes easier to absorb because an approved Indian source can cover at least part of the affected product flow.
This is a risk-reduction strategy, not autarky. Supply chains will remain interdependent with Taiwan, Japan, the United States, Europe and Southeast Asia.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How India compares with established semiconductor hubs
Established hubs have deep supplier networks, experienced workforces, repeat customers and years of yield data. India is building those capabilities while projects move from approval and construction toward qualified commercial output.
- Process maturity: India’s announced opportunity is strongest in mature-node, specialty, memory and packaging work; established leading-edge hubs retain the advantage in the most advanced logic processes.
- Front end versus back end: Dholera adds a proposed front-end fab, while Sanand and other announced facilities expand assembly and test. Established hubs commonly combine many fabs, OSAT plants and materials suppliers in one mature ecosystem.
- Technology ownership: Indian projects involve foreign partners such as PSMC and Renesas. That accelerates deployment but means a substantial portion of process knowledge remains internationally sourced.
- Government support: India is using the ₹76,000 crore Semicon India framework and project incentives to overcome the high initial cost of semiconductor manufacturing. Established hubs also rely on public policy, but their supplier and customer bases are already deeper.
- Customer proximity: India’s large automotive, electronics and communications markets can anchor demand. Export customers will still require extensive qualification before treating Indian output as interchangeable.
- Utilities and logistics: power quality, water, chemicals, equipment servicing and transport must be proven at operating scale, not just included in a project plan.
- Workforce depth: India has substantial engineering talent, while fabs require specialized process, yield, facilities and maintenance experience that grows through repeated production cycles.
What the latest progress reports do—and do not—show
An April 2026 government update reported 10 approved projects with investment commitments of about ₹1.6 lakh crore. It said two plants had entered commercial production and two more were expected to start in 2026, and it listed the Micron, Tata-PSMC and CG Power-Renesas projects within the developing ecosystem.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A separate Prime Minister’s Office update on Semicon 2.0 said Micron, Kaynes and CG Semi had started commercial production and that another project was expected in 2026. The different counts likely reflect differences in reporting date, project grouping or what each update counts as a plant. Neither update demonstrates that the complete India-Japan ecosystem is operating at nameplate capacity.
The safe conclusion is that India has moved beyond announcements: some commercial output exists. It is still too early to assign the country a precise share of global chip supply or to assume that every approved project is producing at its planned rate.
The execution questions that will determine the outcome
- Can projects reach qualified yields on schedule? A plant must produce consistent, specification-compliant devices, not merely run equipment.
- Will supporting infrastructure keep pace? Fabs and OSAT sites need stable utilities, specialty chemicals, wafers, spare parts, logistics and trained service technicians.
- Will automotive and industrial customers approve Indian output? Reliability qualification can take longer than construction and may differ by product and package.
- How much value will remain in India? Local jobs and services can grow even when technology licenses, equipment and materials are imported; the balance will depend on domestic supplier development.
- Can the bilateral framework generate repeatable projects? The 2023 memorandum is a platform. Its long-term significance will be measured by additional commercial facilities, not by the memorandum alone.
What this means for chip buyers and policymakers
Chip buyers should treat India as a potential second source to qualify selectively, beginning with products whose process, package and reliability requirements match the announced capabilities. They should ask for evidence of production history, yield, traceability, failure analysis and continuity plans rather than relying on an investment announcement.
Policymakers and ecosystem suppliers should focus on the less visible constraints: power and water redundancy, chemical and wafer imports, equipment maintenance, port connectivity, workforce training and predictable approvals. Those factors determine whether a nominal capacity figure becomes dependable supply.

Bottom line
India-Japan semiconductor investment will most likely make global chip supply chains more geographically diverse, especially in mature-node manufacturing, assembly and testing. Japan’s companies provide valuable links to industrial technology and equipment networks; India provides scale, incentives, talent and demand. The projects are strategically significant, but they will not rapidly displace Taiwan, end reliance on China or turn India into a leading-edge logic powerhouse. Their real test is whether approved facilities progress from construction to qualified, repeatable commercial output.
