India is becoming more influential in global technology, but not because it leads every field. Its strongest evidence is a mix of world-class ICT services exports, expanding digital infrastructure, a large startup base and policy-backed efforts to build semiconductor and other advanced-technology capabilities. The gap is turning that scale and activity into stronger research investment and deeper industrial capacity.
What does the evidence say about India’s place in global technology?
The clearest comparative measure is the World Intellectual Property Organization’s Global Innovation Index (GII) 2025. It placed India 38th overall, first in Central and Southern Asia, and at the top of the lower-middle-income group. That is a substantial position for a country seeking greater influence, but it is not evidence that India is the world’s leading innovator across the board.
The GII combines multiple indicators rather than measuring one thing called “technology leadership.” WIPO also cautions that changes to the index model and data availability can affect comparisons from one year to another. The 2025 rank is the latest result in the evidence here; it should not be blended with India’s 2024 rank of 39 as though both described the same edition.
WIPO described India as an innovation overperformer relative to its income level for 14 consecutive years through the 2024 index. That is a claim about performance relative to economic peers, not a claim that India ranks first worldwide. Together, the rankings point to a country converting its resources into innovation comparatively well while still having room to improve its underlying capacity.

Where is India already strongest internationally?
India’s clearest established technology strength is the export of ICT services. The GII 2025 ranked it first for ICT services exports. This reflects a major role in globally traded digital and information-technology services; it does not, by itself, establish leadership in every category of hardware, scientific research or advanced technology.
Other GII indicators show strengths in investment and the creation of intangible value. In 2025, India ranked fourth for late-stage venture-capital deals, eighth for intangible-asset intensity and eleventh for unicorn valuation. These measures capture different things: later-stage financing, the relative importance of assets such as brands and intellectual property, and the valuation of privately held high-growth companies. They help explain why India’s influence extends beyond providing technology services, while remaining narrower than a blanket claim of technological dominance.
How does digital infrastructure support that influence?
Digital services and startups need people and businesses to be connected. The Government of India’s Press Information Bureau (PIB) traces the expansion of this foundation to Digital India, launched in 2015, and describes fibre deployment and 5G rollout as connectivity enablers. These figures indicate the scale of deployment; they do not prove that connectivity alone caused innovation or that every resident has equally reliable access.

Digital public infrastructure (DPI)—shared digital systems and services that can support public and private activity—is another part of the strategy. In practical terms, a broad digital foundation can make it easier to deliver online services and build products for a large connected population. The scale figures above describe important enabling conditions, not a direct measure of their economic or social impact.
What do startups and semiconductor plans add?
The Ministry of Finance and PIB reported in January 2026, summarizing the Economic Survey 2025–26, that India had more than two lakh Department for Promotion of Industry and Internal Trade (DPIIT)-recognized startups as of 2025. The same summary compared this with approximately 500 at the launch of Startup India in 2016. These are administrative recognition counts: they show the breadth of the startup ecosystem, not how many firms are active, profitable or internationally competitive.
Semiconductors represent a different ambition: building more domestic industrial capability, not only expanding software and services. The January 2026 government summary reported ten approved semiconductor manufacturing and packaging projects as of August 2025, with around ₹1.60 lakh crore in proposed cumulative investment. Approval and announced investment are measures of policy-backed activity. They should not be mistaken for completed factories, actual spending or a mature end-to-end chip supply chain.

The India Semiconductor Mission and related schemes are mechanisms intended to build that capability. The strategic significance is that manufacturing and packaging could broaden the country’s role in technology supply chains if projects become operational and develop supporting suppliers and skills. The approved-project total alone cannot establish that outcome.

A June 2026 PIB backgrounder lists artificial intelligence, semiconductors, quantum technologies, supercomputing, cloud computing and cybersecurity among India’s mission-mode areas. These are priorities for investment and capability-building. The list is not evidence that India has achieved commercial leadership in each field.
This distinction matters because policy ambition, research strength, deployed products and global market share are separate stages. A credible account of India’s technology position should identify which stage the evidence supports instead of treating every announced priority as an accomplished result.

The most concrete foundational gap in the evidence is research and development investment. WIPO’s 2025 index results cite India’s R&D spending at 0.65% of GDP in 2020. That is a historical indicator, not a current estimate for 2025 or 2026. WIPO also flags R&D spending and infrastructure as areas where India continues to lag.
That gap helps explain how a country can excel in ICT-services exports and perform strongly on selected startup and intangible-asset measures while remaining outside the GII’s top tier overall. Export performance and venture deals are visible outputs; sustained research investment, infrastructure and industrial depth help create the conditions for a wider range of innovations to emerge and scale.

The government figures establish policy intent and a pipeline of projects, but the evidence cited here does not establish how much of the proposed investment has been spent or how much manufacturing is operational.

How should readers judge claims about India as a technology leader?
Ask what kind of leadership is being claimed, and what the indicator actually measures. India’s strongest case is domain-specific: it ranks first in ICT services exports in WIPO’s 2025 indicators, and it has a large, growing digital and startup ecosystem. Its overall innovation rank and the dated R&D figure show why those strengths do not yet amount to leadership in every part of technology.
- Innovation inputs: Look for evidence on R&D spending, infrastructure, researchers and financing, not just announcements.
- Innovation outputs: Distinguish exports and intangible assets from new technologies developed and deployed.
- Commercial scaling: Venture deals and unicorn valuations signal financing activity and company value, not necessarily profitability or durable global market share.
- Digital deployment: Network and connection counts show reach at an aggregate level; they do not establish equal access, quality or affordability.
- Industrial depth: Separate projects that are announced or approved from facilities under construction and capacity that is operational.
On that basis, India is more than a large technology market: it has demonstrable global strengths and a policy agenda aimed at expanding them. Whether it becomes a broader innovation leader depends on turning those advantages and plans into deeper research capacity and productive industrial capability.
