Hurricanes can disrupt fuel supplies by forcing refineries to shut down, damaging equipment and power systems, and interrupting the pipelines, ports, terminals, and deliveries that move fuel to market. The Gulf Coast matters nationally because the U.S. Energy Information Administration (EIA) reported that it held 55% of U.S. refining capacity in its May 2025 analysis. But a storm does not automatically shut down that share of capacity or cause a nationwide shortage: effects depend on where and how strongly it hits, what infrastructure is affected, and how much fuel can be supplied from inventories and other routes.

How a hurricane becomes a fuel-supply disruption

The effect is a chain, not a single event: a storm threatens a facility or transportation route; companies reduce or stop operations; output or deliveries fall; and inventories, trade flows, and retail supply adjust. A refinery may be offline while nearby pipelines and terminals remain usable, or it may be ready to restart while power, feedstocks, or a safe route for its products are still unavailable.

Refineries turn crude oil and other feedstocks into products such as gasoline, diesel, and jet fuel. To keep operating, they need workers, electricity, functioning equipment, incoming materials, and a way to move finished products out. EIA identifies these interdependencies in its account of Hurricane Harvey, while the U.S. Department of Energy (DOE) describes the wider infrastructure links around energy facilities, including storage, feeder pipelines, ports, control rooms, communications, and, at some sites, onsite electricity generation. (EIA’s Harvey account; DOE’s review of hurricane hardening and resilience)

  1. Threat or landfall: Operators prepare for high winds, flooding, power loss, unsafe access, and damage to connected infrastructure.
  2. Reduced or stopped operations: Refineries may shut down as a precaution, sustain physical damage, or lose a critical input or outlet.
  3. Movement is constrained: Crude, feedstocks, or finished products may be delayed by problems at pipelines, ports, terminals, pumps, or power systems.
  4. Supply adjusts: Companies and markets draw on stored fuel, change delivery routes, or alter imports and exports, while some deliveries may arrive late.
  5. Consumers may see local or wider effects: A station can run short because it cannot receive fuel even when the broader market is supplied; wider price changes depend on the overall balance of supply, demand, inventories, and logistics.

Each link can be affected independently. A shutdown protects people and equipment from an approaching storm, but the knock-on effect may be small if the facility can restart quickly and routes remain open. Conversely, damage to a shared power or delivery link can disrupt several operations even when individual refineries are not badly damaged.

Why the Gulf Coast matters—and why the storm’s path matters more than a headline percentage

The Gulf Coast’s concentration of refineries makes it important to U.S. fuel markets. EIA reported in May 2025 that the U.S. Gulf Coast accounted for 55% of total U.S. refining capacity, with the Texas and Louisiana Gulf Coast refining regions together accounting for 49%. Those are regional capacity shares, not estimates of how much capacity a particular hurricane will disable. A storm crossing the region may miss major facilities, while a storm affecting a smaller area can still cause serious local problems if it strikes a key transportation or utility link. (EIA, “Refining industry risks from 2025 hurricane season,” May 20, 2025)

As EIA puts it, “A storm’s location is the main determining factor of its impact on petroleum markets, followed by the storm’s intensity.” A hurricane affecting an area without major refining capacity may still interrupt local distribution or fuel consumption, but it is less likely to create a large national refined-product supply impact. The affected geography, the infrastructure in the storm’s path, and the time needed to restore it all matter.

Gulf-origin fuel also travels beyond the region. Pipelines, barges, ports, terminals, and storage connect production areas to other markets, so an interruption can reach far from landfall. The reverse is also true: inventories, other refineries, imports, exports, and alternate routes can cushion a Gulf Coast disruption. That interconnectedness makes distant effects possible, not inevitable.

Precautionary shutdowns are different from damage-driven outages

A refinery can stop operating without suffering severe damage. Operators may shut down or reduce production to protect workers and equipment as a storm approaches, or because power, staffing, feedstocks, or safe access are uncertain. This is distinct from an outage caused by flooding or damage to a processing unit, which may require inspection and repairs before the affected equipment can return.

EIA’s July 2023 analysis calls precautionary shutdowns the most common hurricane impact on refineries. It says operations can often return near previous rates within a few days when there is no significant unit damage; flooding or other damage can create longer outages. “Often” is not a guaranteed timetable: a functioning refinery can still be held back by external problems. (EIA, “Modeling the effects of hurricanes on the U.S. energy industry,” July 2023)

What can delay a restart

  • Electricity: A refinery may need a stable power supply, and damage to transmission or distribution systems can delay the return of service. Some facilities have onsite cogeneration, but that does not eliminate every dependence on the wider grid.
  • Inputs: Crude oil, natural gas, and industrial gases used in production may be delayed or unavailable.
  • Equipment and site access: Flooding, damaged units, or unsafe conditions can require inspections, repairs, or restricted access.
  • Product outlets: Even when production equipment is ready, a refinery needs functioning pipelines, terminals, ports, or other routes to move products safely.
  • People and communications: Staffing constraints or impaired communications can complicate safe operations and coordination with utilities and transport systems.

After the 2005 and 2008 storms, extended power outages and slow arrivals of crude, natural gas, and industrial gases delayed restarts. DOE described the problem this way: “Refinery restarts were delayed by extended power outages, as electric utilities struggled to work around their damaged T&D grid, and the supply of crude oil, natural gas, and industrial gases necessary to resume production were slow to arrive.” (DOE, 2010)

Fuel availability and prices are related, but they are not the same problem

A local station shortage is a physical distribution problem: a site may be closed, inaccessible, without power, or unable to receive deliveries. A broader price response reflects market conditions across a larger area, including expected supply, inventories, transport capacity, trade flows, and consumer demand. One can occur without the other at the same scale. A region may have enough fuel in aggregate but still experience isolated outages if deliveries cannot reach particular stations; a market can also register price pressure without every station running dry.

Inventories can bridge some interruptions, but they are unevenly located and must be reachable by working transportation links. Imports, exports, and deliveries from other regions can also adjust, although those alternatives depend on available capacity and timing. These buffers explain why losing some refinery output does not automatically mean a nationwide shortage. They do not guarantee that every community will avoid delays or price changes.

Offshore crude production is a separate part of the picture. A storm can interrupt offshore oil production as well as refinery operations, but those are different facilities and supply-chain stages with distinct infrastructure and timelines. A change in crude production should not be treated as the same thing as a refinery shutdown or an immediate change in gasoline deliveries.

What Hurricane Harvey shows—and what it cannot predict

Hurricane Harvey in 2017 provides a concrete example of how refinery operations, pipelines, inventories, and prices can move together. The figures below describe that episode only; they are observations from specific dates and should not be read as a standard hurricane effect or a forecast for a future storm.

Observed measure Harvey-era result What it shows
Gulf Coast refinery gross inputs Down 3.2 million barrels per day, or 34%, for the week ending September 1, 2017 A sharp regional reduction in refinery inputs during that week.
Gulf Coast refinery utilization Fell from 96% to 63% during the Harvey week How the disruption was reflected in the share of capacity being used.
East Coast total gasoline inventories Down 2.2 million barrels, or 3.5%, for the week ending September 1, 2017 A downstream inventory change outside the landfall region.
U.S. average regular retail gasoline price Rose 28 cents per gallon, from $2.40 on August 28 to $2.68 on September 4, 2017 A national average price movement over those dates, not a current price or a rule for later storms.

These figures were reported by EIA in its September 11, 2017 account of Harvey. The same account said that, as of March 2017, the Gulf Coast held 49% of U.S. working crude-oil storage capacity and more than 40% of working motor-gasoline and diesel storage capacity. Those historical storage figures help explain the region’s importance, but they are not current capacity estimates. (EIA, “Hurricane Harvey caused U.S. Gulf Coast refinery runs to drop, gasoline prices to rise,” September 11, 2017)

Harvey also affected a major product route. EIA described Colonial Pipeline as connecting 29 refineries and 267 distribution terminals, with capacity at the time to carry up to 2.5 million barrels per day of gasoline, diesel, and jet fuel. During the storm, the pipeline briefly curtailed operations, shipped intermittently, and then returned at reduced flow after available product supply fell. Those network figures describe the 2017 source-era system, not verified current pipeline capacity.

The lesson is that a Gulf Coast disruption can coincide with changes in refinery output, a pipeline’s operations, inventories elsewhere, and retail prices. It does not establish that every hurricane will produce the same combination, magnitude, or timing. In its historical account of other storms, DOE reported that 20 Gulf refineries with 4.9 million barrels per day of capacity were shut on the worst day of the 2005 hurricane season; on the worst day of 2008, 15 refineries with 3.9 million barrels per day were shut. These are historical storm-season snapshots, not typical shutdown totals.

How facilities and markets prepare for disruption

Energy companies and utilities use industrial resilience measures to reduce the chance that flooding or utility failures will disable critical infrastructure. DOE’s 2010 review documents measures including berms, levees, floodwalls, elevated substations and pump stations, improved tank integrity, protected cabling, battery backup, and upgraded communications. These examples apply to industrial facilities and infrastructure; they are not consumer storm-preparation recommendations.

For the fuel market, preparation also involves the ability to draw on inventories, redirect shipments, and use other supply sources when available. Those measures have practical limits: an alternate source is useful only if it has product and a working route, and stored fuel cannot solve a power or access problem at a particular station. Resilience can reduce or shorten disruption, but it cannot make all parts of the system independent of one another.

How to interpret reports during a storm

A refinery shutdown announcement alone does not tell you whether local stations will run short or how much prices may change. To understand a developing disruption, separate the affected facilities from the transport and utility links, and distinguish reported operational status from market consequences. The EIA’s hurricane analysis and Harvey account offer historical context, but neither is a live outage bulletin.

  • Check the location and type of impact: Is the report about a refinery, offshore crude production, a power system, pipeline, port, terminal, or retail delivery?
  • Look for the reason and status: A precautionary shutdown, physical damage, reduced flow, and a completed restart have different implications.
  • Notice the geography and time window: A regional weekly figure or national monthly average can conceal sharper local effects or a shorter-lived disruption. EIA specifically cautions that national monthly averages in modeled scenarios may not show more acute effects in a smaller area or shorter period.
  • Keep evidence and forecasts separate: An observed historical price or inventory change tells you what happened in that episode; a model applies stated assumptions and is not a promise about the next storm.

For current conditions, consult up-to-date EIA information, operator statements, pipeline notices, port status, state emergency agencies, and storm advisories. Whether those sources report a meaningful fuel disruption depends on the particular storm and the infrastructure it affects.
