Higher Federal Reserve policy rates can push short-term market rates upward, but savings accounts and certificates of deposit (CDs) do not automatically rise by the same amount or on the same day. A savings account usually has a variable rate that the bank can change after you open it. A fixed-term CD generally locks in the rate stated in its opening disclosure until maturity, while restricting early withdrawals or applying a penalty under the contract.
The practical decision is therefore not simply “Which account has the highest rate?” Compare the annual percentage yield (APY), minimum balance or deposit, fees, access to your money, CD maturity, and early-withdrawal terms. A higher rate is useful only if the account’s restrictions and timing fit your cash needs.
How Federal Reserve rate increases reach deposit accounts
The Federal Reserve implements monetary policy partly through the interest rate it pays on reserve balances held by eligible institutions. The Board of Governors explains that an increase in the interest on reserve balances (IORB) rate “will put upward pressure on a range of short-term interest rates.”

The Federal Open Market Committee describes it this way: “Changes in the federal funds rate trigger a chain of events that affect other short-term interest rates, foreign exchange rates, long-term interest rates, the amount of money and credit, and, ultimately, a range of economic variables, including employment, output, and prices of goods and services.”

Those statements describe pressure on market rates, not a formula for retail deposit pricing. A bank decides what to pay on deposits after considering its funding needs, competition, balance-sheet position, and the alternatives available to depositors. When market yields rise, a bank may increase its deposit offers to attract or retain rate-sensitive customers. It may also leave an existing rate unchanged, raise it by less than the policy move, or adjust it later.
That is why a Federal Reserve increase should be treated as a signal about the direction of short-term rates rather than a guaranteed pass-through to your account. The timing and size of any change are institution-specific.
Savings accounts usually reprice, but not automatically
Variable rates can change after opening
Most ordinary savings accounts have variable interest rates. The bank can revise the rate after the account is opened, subject to the account agreement and applicable disclosures. If short-term rates rise, the bank might raise the savings APY; if market conditions or its funding strategy change, it might also leave the APY flat or reduce it later.
Because the rate is variable, a savings account preserves the possibility of receiving a higher yield in the future without closing an account or waiting for a maturity date. That flexibility comes with uncertainty: the current APY is not a promise that the same rate will apply next month.

Promotional and ongoing APYs are different
When comparing savings offers, check whether the advertised APY is an ongoing rate or an introductory promotion. A promotional APY may apply only for a stated period, balance range, or set of eligibility conditions. The continuing rate, minimum balance, and any monthly fee determine what you receive after the promotion ends.
Access is part of the value
Savings accounts are designed for accessible cash, but “accessible” does not mean every account has identical withdrawal methods, transfer timing, or limits. Review how you can move money, whether transfers are subject to processing delays, and whether a fee applies when the balance falls below a requirement. The account agreement is the controlling document for those details.
CDs generally lock the offered rate for a term
The opening rate is tied to the chosen maturity
A fixed-term CD generally sets an interest rate when you open it for a specified term, such as six or 12 months. The stated rate normally remains in place through that term, even if market rates move afterward. This can make a CD useful when you want certainty about the yield on money you can leave untouched.

The trade-off is that the money is intended to remain deposited until maturity. A bank may restrict an early withdrawal or impose a penalty calculated under the CD contract. Before opening one, read the early-withdrawal section, the maturity date, and the instructions for what happens when the term ends.

A CD can lag rising rates
If rates continue to rise after you open a CD, the fixed rate does not automatically reset upward. You generally must wait for maturity, accept the contract’s early-withdrawal consequences, or use new money for a different offer. A longer term can preserve today’s yield but also keeps cash committed for longer.
Shorter terms trade certainty for flexibility
A six-month CD may give you an earlier opportunity to reinvest at a new rate than a 12-month CD. A 12-month CD may provide a longer period of certainty if rates fall or remain below the opening offer. Neither term is universally better; the right choice depends on when you expect to need the funds and how much rate uncertainty you can tolerate.
Savings account versus CD: the features that matter
| Feature | Savings account | Fixed-term CD |
|---|---|---|
| Rate behavior | Usually variable; the bank may change it after opening. | Generally fixed for the selected term under the opening contract. |
| Access to money | Designed for ongoing access, subject to the institution’s transfer and withdrawal rules. | Funds are intended to remain until maturity; early access may be restricted or penalized. |
| Response to rising rates | May reprice upward, but the size and timing are not guaranteed. | Does not reset during the term; a new rate is considered at maturity or on a new deposit. |
| Key comparison items | APY, minimum balance, fees, access methods, and whether the rate is promotional. | APY, minimum deposit, term, maturity handling, and early-withdrawal penalty. |
| Best fit | Cash that may be needed before a known date or whose rate you want to be able to change. | Money you can leave untouched in exchange for a defined rate through maturity. |
What the dated national-rate figures show
The Federal Deposit Insurance Corporation (FDIC) publishes national-rate benchmarks by deposit product and CD maturity. Its table dated March 16, 2026 lists a national savings rate of 0.39%, a six-month CD rate of 1.47%, and a 12-month CD rate of 1.52%.
These are historical benchmarks, not October 2026 offers from a particular bank. The FDIC says its savings and interest-checking calculations use the $2,500 tier, while money-market and CD calculations use $10,000 and $100,000 tiers. CD figures are separated by maturity, and national-rate and rate-cap calculations follow the FDIC’s methodology. A bank’s promotional APY, minimum deposit, and customer eligibility may differ substantially from those populations.

Use these numbers to understand broad context, not to estimate the APY you will receive from a specific institution. Confirm the institution’s current disclosure immediately before opening an account.
How to compare accounts before moving cash
- Record the APY and its status. Write down the advertised APY, whether it is variable, and whether it is introductory. For a CD, record the rate that applies to the exact term you are considering.
- Check the balance or deposit requirement. Note the minimum opening deposit, any minimum balance needed to earn the stated APY, and whether different balance tiers receive different rates.
- Calculate the effect of fees. A monthly maintenance fee can reduce or erase the benefit of a higher APY. Check when a fee is charged and how it can be waived.
- Map your access needs. Decide how quickly you might need the money. For savings, review transfer and withdrawal methods. For a CD, identify the maturity date and the consequences of taking money out early.
- Read the maturity instructions. Confirm whether the CD renews automatically, how long any grace period lasts, and how to give maturity instructions. Use the issuing institution’s current agreement rather than a comparison-page summary.
- Compare like with like. Do not compare a promotional savings APY with a national average or a 12-month CD with a six-month CD as though they were equivalent. Match term, balance tier, rate type, and timing.
- Recheck immediately before opening. Deposit offers can change independently of a Federal Reserve announcement. Save the final disclosure showing the APY, term, fees, and withdrawal rules.
Choosing during a rising-rate environment
When a savings account may be preferable
- You may need the money before a CD maturity date.
- You want the possibility that the bank will raise a variable APY later.
- Your balance or cash-flow pattern makes a CD’s minimum deposit or fixed term inconvenient.
- You value access more than a guaranteed rate for a defined period.
When a CD may be preferable
- You can leave the deposit untouched until maturity.
- You want to lock the offered rate rather than accept a variable APY.
- You have a specific future date for the money and the CD matures before or on that date.
- You have reviewed the early-withdrawal penalty and consider the risk acceptable.
Why “higher rates” do not make one product universally better
A CD can preserve a favorable rate if market rates later decline, but it can prevent you from benefiting from higher offers that appear during the term. A savings account keeps the cash available and may reprice upward, but the bank is free to leave the rate unchanged or reduce it. The decision is a liquidity-and-certainty trade-off, not a prediction that one product will always earn more.

Assuming a policy move equals the same deposit-rate move
Federal Reserve policy affects short-term rates through transmission channels; it does not require every bank to raise every deposit APY by the same number of percentage points. Treating a policy change as a guaranteed one-for-one increase can lead to unrealistic return estimates.

Using a national average as a live quote
A national average combines many institutions and account conditions. The March 16, 2026 FDIC figures are useful benchmarks, but they are not current offers and do not reflect every promotional rate or balance tier.

Ignoring the end of a promotional period
Model the account using the ongoing APY that applies after the introductory period. If that rate is not clearly disclosed, ask the institution before transferring money.
Overlooking the CD maturity date
Put the maturity date on your calendar and understand the renewal process. Waiting past an institution’s stated instruction window can produce a new term you did not intend to choose.
Focusing on APY while ignoring access costs
A higher APY may not compensate for a fee, a large minimum balance, or an early-withdrawal penalty if you need the money unexpectedly. Compare the complete terms, not the headline number.

Before opening either product, locate the sections covering the interest rate and APY, balance requirements, fees, transaction access, term and maturity (for a CD), renewal instructions, and early withdrawal. The institution’s agreement controls if a comparison page, advertisement, or rate table uses abbreviated language.
Also note the date of every rate you record. The Federal Reserve policy range cited above is dated July 30, 2026, and the FDIC deposit benchmarks are dated March 16, 2026. Neither should be presented as a live October 2026 quote. Recheck policy data, national averages, and the bank’s offer at the time you act.
The practical answer
Higher interest rates can create conditions in which banks raise savings and CD offers, because market alternatives and competition make deposits more valuable to them. The pass-through is indirect, uneven, and institution-specific. Savings accounts normally leave the rate variable and the money accessible; fixed-term CDs normally exchange access for a rate locked through maturity.
Choose the product by matching the account’s rate behavior and restrictions to your timeline. Compare APY, minimums, fees, access, maturity, and early-withdrawal terms together, then rely on the issuing institution’s current disclosure for the final decision.
