Yes—data center heat can help warm homes, even when it is too cool to feed directly into a district-heating network. A heat pump extracts heat from the data center’s cooling system and raises its temperature to the level the receiving network needs. The result depends less on a single “right” temperature than on the match between the data center, the heat pump, the network and nearby demand.

Why data center heat often needs an upgrade

Servers and other data-center equipment use electricity, and almost all of that electricity ultimately becomes heat. Cooling systems remove the heat to keep equipment within operating conditions. But heat that is useful for cooling the facility is not automatically hot enough to supply a district-heating network or heat a building directly.

A heat pump makes that lower-temperature heat more useful by moving it from a cooler source to a warmer destination. In this application, the source is typically the data center’s cooling circuit; the destination may be a district-heating network or nearby building. The heat pump does not create heat from nothing. It uses electricity to move heat and raise its temperature, so the delivered heat includes both heat extracted from the data center and the energy used to operate the pump.

The International Energy Agency (IEA), in its article “Heat pumps in district heating and cooling systems,” says heat pumps can use waste-heat sources below 45°C in district-heating grids. That is a broad description of a potential source range, not a guarantee that every data center or network can be connected economically.

How the heat-recovery system works

A typical project links two systems that must continue doing their separate jobs: the data center must remove heat reliably, and the heating network must receive heat at the right temperature and time. Heat exchangers transfer heat between circuits without necessarily mixing their fluids. A heat pump then raises the temperature, and another heat exchanger can transfer the upgraded heat to the network water.

  1. Heat leaves the IT equipment. The data center’s cooling system carries heat away from servers and other equipment. The available heat temperature and its stability depend on the facility’s cooling arrangement and operating conditions.
  2. A source loop collects heat. A heat exchanger can transfer heat from the facility cooling circuit to a separate loop serving the heat pump. This arrangement lets the facility and heat-recovery equipment operate as connected but distinct systems.
  3. The heat pump raises the temperature. Electricity powers the heat pump as it moves heat from the lower-temperature source to a higher-temperature output. The larger the required temperature increase, the more demanding the upgrade can be; a project must assess performance under its actual source and delivery conditions.
  4. Heat transfers to the customer system. A further heat exchanger and network piping deliver heat to district-heating water or a nearby building system. The receiving system’s required supply temperature is a key design input.
  5. Storage or backup may balance supply and demand. Thermal storage can help shift heat availability against customer demand. A project may also need backup heat or network changes, depending on how the local system operates.

The exact design varies with the data center’s cooling loop, source temperature, district-heating return and supply temperatures, distance to customers, available network capacity and heat-demand pattern. The IEA District Heating and Cooling guidebook’s Braunschweig example, for instance, describes heat exchange and upgrading as part of a district-heating system rather than as a standalone appliance.

What determines whether recovered heat is useful?

Temperature lift

Temperature lift is the difference between the heat available at the source and the temperature required by the receiving system. A data center may have a steady supply of warm water, but if the district-heating network needs substantially hotter water, the heat pump must provide a larger lift. That requirement affects the equipment design and electricity use. It is one reason a project cannot be evaluated from source temperature alone.

Network temperatures and condition

The network’s return temperature—the temperature of water coming back from customers—and its supply temperature shape the heat pump’s task. Lower-temperature networks can make it easier to use low-grade heat. A high supply-temperature requirement increases the lift needed. Existing networks can also have legacy-system constraints, so the ideal temperatures on paper may not be achievable without upgrades or other changes.

Distance and a dependable heat sink

Heat is most useful when there is demand close enough to connect without making the network link impractical. The relevant “heat sink” is the system or building that can use the heat. A nearby district-heating network may offer a route to multiple customers; without one, a project may need a local building use, new network infrastructure or another suitable destination. The existence of a data center and a heating need somewhere in the region is not, by itself, proof of a viable match.

Timing, capacity and operating hours

The source must be available when customers can use the heat, and the network must be able to accept it. The IEA District Heating and Cooling guidebook notes that the investment case is sensitive to the number of annual operating hours. Demand varies over time, while data-center heat recovery depends on facility and system conditions. Storage can help with timing, but it adds equipment and does not remove the need to match supply with demand.

Electricity, ownership and project economics

The heat pump’s electricity consumption and exposure to power prices belong in the project’s energy and financial assessment. So do the costs and responsibilities for heat exchangers, piping, storage, backup equipment and network upgrades. Tariffs, ownership arrangements, planning and permitting can influence whether heat is delivered and who pays for the infrastructure. Those conditions are local and project-specific; no single heat-pump configuration or operating result can be treated as a universal benchmark.

Two projects show how different the required upgrade can be

The published examples below illustrate particular designs and scales. Their figures describe those projects; they are not predictions for another data center.

Project Source and delivery temperatures Reported scale and use
Braunschweig, Germany (IEA DHC guidebook, 2021) Cooling water at 25°C is cooled to 18°C; the heat pump raises district-heating return water to a 70°C supply temperature. A new area of 600 housing units and 48,000 m² of net floor area, with estimated peak demand of about 1.8 MW. Data-center waste heat is intended to cover base load.
Odense, Denmark (European Commission BUILD UP technology report, 2023) Data-center heat is upgraded from 27°C to 70°C. Reported capacity: 42 MWth. Reported annual district-heat production: 160,000 MWh, equivalent to 11,000 households.

The cases demonstrate that low-temperature source heat can be part of a district-heating supply even when the delivered water is much hotter. They also show why the project context matters: Braunschweig describes a new development and base-load role, while Odense reports a large heat-pump capacity and annual output. The reported household equivalence for Odense is a way of expressing that report’s scale, not a statement that every household receives the same amount of heat.

How large is the opportunity—and what do the estimates mean?

In a 2025 commentary, the IEA estimates that around 70–80% of the heat from electricity consumed in data centers could be recovered using heat pumps. The estimate concerns potential recoverable heat, not the share already captured at every facility or heat that can all be used in a particular network. Actual delivery depends on the facility, the heat pump and a viable receiving system.

The same IEA commentary reports that more than 20 data centers in Stockholm provide 1.5% of the city’s district-heating needs. It also estimates that reused data-center heat could provide up to 300 TWh of space heating to buildings within 5 km by 2030, described as enough for around 10% of European homes. The 300 TWh figure is a potential estimate, not measured delivery or a forecast for any one city. Its 5 km framing also underscores the importance of proximity: heat recovery is tied to where heat demand and infrastructure are located.

In an article published about 2021, the IEA said district heating could cover up to 50% of Europe’s heating demand and heat pumps could deliver around 25% of the energy transported by the district-heating grid. These are broad system estimates, not predictions for an individual network, data center or country. They help explain why heat pumps appear in district-heating plans, but they do not settle the economics of a specific connection.

How to assess a proposed project

A useful evaluation starts with the heat source and the receiving system together. Comparing projects only by the data center’s size, or by the maximum temperature the heat pump can produce, leaves out the factors that determine actual annual use and cost.

  1. Characterize the source. Establish the source temperature, how stable it is, and how much usable heat is available across operating conditions. Confirm that heat extraction fits the facility’s cooling requirements.
  2. Define the heat demand. Identify the customers or buildings, their demand profile and the network’s supply and return temperatures. Separate base-load opportunities from demand that occurs only at particular times.
  3. Check the physical connection. Evaluate distance, piping routes, connection costs, network capacity and any network changes needed to receive the heat. A nearby heat demand without a feasible route is not a practical sink.
  4. Model the heat pump as part of the energy system. Account for electricity use and the required temperature lift, alongside the heat delivered. Assess whether storage, backup heat or additional heat exchangers are needed.
  5. Test annual operation and the business arrangement. Estimate how often the system can operate usefully, then examine power-price exposure, tariffs, ownership, investment responsibilities, planning and permitting. These determine whether a technically workable design can proceed.

Project comparisons should use the same boundaries and assumptions. A proposal with a lower source temperature is not automatically worse if its network requires a smaller lift, while a higher-temperature source is not automatically valuable if there is no nearby demand or the network cannot accept the heat. The useful comparison is the whole arrangement: source, lift, connection, demand, electricity and operating schedule.

What data centers and heat networks need to plan for

The European Commission Joint Research Centre’s “Best Practice Guidelines for the EU Code of Conduct on Data Centre Energy Efficiency,” section 5.7, advises considering heat-pump-assisted reuse when direct reuse is not possible because the heat is too cool. The guidance also recommends considering reuse of data-floor heat for nearby facility spaces, reporting energy-reuse metrics and making new builds or retrofits capture-ready.

Capture-ready design matters because fitting heat recovery into a facility or network after construction may involve more than installing a heat pump. The project may need compatible heat-transfer interfaces, room for equipment, suitable piping routes and coordination with the receiving network. The JRC guidance supports considering those needs during design; it does not mean that every new data center must connect to district heating or that a connection will be available.

On the network side, integration can be challenging. The IEA’s 2025 commentary discusses integration into existing systems, while its 2026 Heat Pump Monitor key findings identify long planning cycles and regulatory complexity as barriers for district-heating deployment. Local network conditions, permitting and legacy infrastructure can therefore affect a project independently of whether the heat-pump technology can perform the temperature upgrade.

Common assumptions that can mislead a project

  • “The heat is low-grade, so it is unusable.” A low source temperature can still be useful if a heat pump can raise it to the receiving system’s requirements and the project has a practical heat sink.
  • “A heat pump makes free heat.” It moves heat using electricity. The electricity input is part of the delivered-energy balance and must be included in operating and economic assessments.
  • “A published project’s temperature or output is a standard.” Braunschweig and Odense illustrate specific systems, not guaranteed performance for other networks. Their different temperatures, scales and operating contexts should not be flattened into one expected result.
  • “Nearby demand guarantees a connection.” Distance matters, but so do connection cost, network capacity, tariffs, ownership, planning and permitting.
  • “Recovering heat can take priority over cooling.” Heat recovery is integrated with the data center’s cooling system. The cooling function remains essential; a heat-recovery design must fit the facility’s operating needs.

Can data center waste heat heat homes?

Yes. It can supply homes through a district-heating network or another suitable nearby heating system, provided the heat is upgraded as needed and the connection makes technical and economic sense. The strongest prospects pair a usable, dependable source with nearby demand, a compatible network and a workable arrangement for electricity, infrastructure and operations. Heat pumps make the temperature upgrade possible; the surrounding energy system determines whether that possibility becomes useful delivered heat.
