Microsoft/Xbox owns the Halo intellectual property and controls its publishing direction, but the studio making each game has changed. Bungie led the original era, Microsoft’s 343 Industries carried the franchise forward, 343 became Halo Studios in 2024, and Xbox announced in September 2026 that Activision would make the next Halo title with a new purpose-built team. Halo Studios is continuing live support for games already released.

Halo is a franchise owner’s pipeline, not one permanent studio

“Who makes Halo?” has a different answer depending on the year and the project. The durable constant is Microsoft’s ownership of the Halo intellectual property and its publishing relationship. The changing element is the lead development organization that turns a franchise brief into a game.

That distinction explains why the series can move from Bungie to 343 Industries, then to Halo Studios and, for the next title announced in September 2026, to an Activision team. A studio can change while the owner retains control of the name, characters, technology strategy, platforms, release timing and commercial packaging.

The announcement about Activision is an assignment of development responsibility, not a complete staffing chart. Xbox has not published a full list of internal teams, external partners, budgets or outsourcing percentages for the next game. Those details should not be inferred from the studio name alone.

Who has led Halo in each era?

Era Lead development organization Owner and publishing control Technology direction What is confirmed
Bungie Bungie created the first five Halo games. Microsoft acquired Bungie in 2000. In 2007, Bungie became independent while Microsoft retained Halo rights and publishing. Bungie’s own technology and production pipeline for its Halo releases. Bungie led day-to-day creation during the original series era; Microsoft remained the rights and publishing holder after the 2007 restructuring.
343 Industries Microsoft’s internal Xbox Game Studios team responsible for continuing Halo. Microsoft/Xbox retained franchise ownership and publishing direction. 343 developed the proprietary Slipspace technology used for Halo Infinite. 343 became the successor lead organization after Bungie’s independence.
Halo Studios The renamed 343 Industries organization. Microsoft/Xbox still controls the property and publishing relationship. Future projects moved from Slipspace to Unreal Engine 5; Foundry was introduced to test the new workflow. The rebrand and engine change were announced in October 2024.
Next-title assignment announced in September 2026 Activision, working through a new purpose-built Halo team. Xbox remains the franchise owner and publisher. The public announcement does not state the complete engine, staffing or partner plan for this title. A smaller Halo Studios group will continue supporting games already in market.

The Bungie period: creation followed by separation

Microsoft’s 2000 acquisition

Microsoft acquired Bungie in 2000, bringing the studio and Halo into the Microsoft family during the franchise’s formative years. Bungie then created the first five Halo games, establishing the series’ combat rhythm, science-fiction setting, art direction and console identity.

The 2007 independence agreement

In 2007, Microsoft announced that Bungie would become independent. The separation did not transfer Halo ownership back to Bungie: Microsoft retained the intellectual-property rights and the publishing relationship. In practical terms, Bungie could operate as an independent studio while Microsoft remained the party responsible for deciding how Halo would be published and continued.

This is the first important lesson in Halo’s production history: a developer’s corporate status and a franchise owner’s rights are separate questions. Bungie’s independence changed who employed the developers; it did not change who controlled Halo.

Why Microsoft created 343 Industries

After Bungie’s separation, Microsoft established 343 Industries as the internal Xbox Game Studios developer responsible for Halo. The purpose was continuity of ownership and franchise stewardship inside Microsoft rather than dependence on an external rights holder.

What a lead studio owns day to day

A lead Halo studio typically coordinates creative direction, game design, engineering integration, campaign and multiplayer priorities, art and audio production, quality assurance planning, and continuity with earlier fiction. “Lead” does not mean every task happens in one building. It means the designated team is accountable for integrating the work into a shippable product.

Slipspace and Halo Infinite

343 Industries built Slipspace as proprietary technology for future Halo experiences and used it for Halo Infinite. An engine choice affects rendering, animation, tools, world-building, online systems and the training required for new staff. It is therefore a production decision as much as a graphics decision.

Why 343 Industries became Halo Studios

In October 2024, 343 Industries announced the Halo Studios name, multiple projects in development and a move from proprietary Slipspace technology to Unreal Engine 5. The rebrand signals a new operating identity, but it does not create a new intellectual-property owner: Microsoft/Xbox still owns and publishes Halo.

What the Unreal Engine 5 move changes

  • Technology base: Future projects use Unreal Engine 5 rather than the proprietary Slipspace technology used for Halo Infinite.
  • Hiring and training: Teams can recruit people with Unreal experience, while existing developers adapt their tools and practices to the new engine.
  • Production workflow: Shared Unreal capabilities can change how environments, animation, lighting and technical art move from prototype to production.
  • Risk profile: A commercial engine can reduce the burden of maintaining every foundational system internally, but migration still requires rebuilding or replacing Halo-specific tools and pipelines.

Foundry’s role

Halo Studios described Foundry as a real development environment and a training tool, not a released game or a technology demonstration. Its official description says: “Neither a game nor a tech demo, Foundry represents multi-discipline research and reflection on what is required to build Halo in Unreal, while also serving as a training tool for our development process going forwards.”

That wording matters. Foundry is evidence of how Halo Studios is learning to build in Unreal, not proof that every future Halo feature, release date or team assignment has been finalized.

The latest reorganization: Activision and the next Halo title

In September 2026, Xbox said Activision would develop the next Halo title through a new purpose-built team. At the same time, a smaller Halo Studios group would continue live support for games already in market.

What this assignment means

  • Activision is the named development organization for the next title announced by Xbox.
  • A dedicated team is being formed for that project rather than treating it as a side responsibility of an existing general-purpose group.
  • Halo Studios remains involved in ongoing service and support work for released games.
  • Microsoft/Xbox still controls Halo’s intellectual property and publishing relationship.

What it does not establish

  • It does not publish the next game’s budget, headcount or schedule.
  • It does not identify every co-development, outsourcing or support partner.
  • It does not by itself confirm which engine, platforms or business model the next title will use.
  • It does not mean every Halo project has moved to Activision; the announcement specifically addresses the next title and separates that work from Halo Studios’ live support.

How a Halo game moves from ownership to a shipped product

1. Franchise and publishing control

Microsoft/Xbox sets the high-level franchise direction, controls the Halo name and fiction rights, determines publishing strategy and approves the platforms and release plan. This layer can remain stable while development leadership changes.

2. Lead-studio appointment

Xbox assigns a lead organization—Bungie, 343 Industries, Halo Studios or the newly announced Activision team—to own the project’s daily creative and technical integration. The lead team translates broad franchise goals into a playable product.

3. Engine and tool selection

The team chooses or inherits the technology used to build the game. Halo Infinite used 343’s Slipspace technology. Halo Studios announced Unreal Engine 5 for future projects and used Foundry to validate workflows and train developers.

4. Multi-discipline production

Designers, programmers, artists, animators, writers, audio specialists, online engineers and producers iterate on levels and systems. A lead team may coordinate additional internal groups or vendors, but public announcements do not provide a consistent outsourcing percentage across Halo games.

5. Certification, packaging and launch

Platform requirements, storefront versions, physical editions, accessibility work, testing and support planning turn the project into a consumer release. The same owner that protects the franchise can publish the game on several platforms and distribute it through subscription services.

Case study: Halo: Campaign Evolved

Halo: Campaign Evolved shows how ownership, studio technology and publishing choices meet the player. Xbox Wire described it as a complete Unreal Engine 5 remake of Halo: Combat Evolved. The project rebuilds visuals, animation, music and voice work, adds new story content and modernizes controls while preserving the original campaign’s structure.

Release platforms and subscription access

Campaign Evolved launched on July 28, 2026, for Xbox Series X|S, Xbox on PC, cloud, Steam and PlayStation 5. It was available day one through Game Pass Ultimate and PC Game Pass. This is a broad platform plan: console hardware, Windows PC, cloud streaming, a PC storefront and a competing console all receive versions under the same Halo publishing strategy.

Physical Collector’s Edition

The official product announcement documents a Collector’s Edition containing:

  • A 12-inch Dark Horse Master Chief statue.
  • A Steelbook case.
  • Three concept-art prints.
  • A physical reimagined game manual.
  • A game disc for Xbox Series X or PlayStation 5.

The package demonstrates that digital distribution and Game Pass do not eliminate physical products. Edition contents and regional availability can change, so buyers should verify stock and pricing for their market before ordering.

Why this remake is an instructive example

Campaign Evolved keeps the original campaign’s structure while changing the underlying production technology and presentation. It illustrates how a rights holder can preserve a recognizable product identity while commissioning a new technical build, new performance work and updated controls.

How studio and publisher responsibilities differ

Decision Publisher or IP owner Lead development studio
Halo rights and brand use Microsoft/Xbox controls the intellectual property. Works within approved franchise boundaries.
Project staffing Assigns or approves the responsible organization and production strategy. Builds the team and coordinates disciplines; the full staffing plan is not always public.
Creative execution Sets franchise and product expectations. Owns daily design, engineering integration and content production.
Engine and tools Can require or support a technology direction. Implements the engine, tools and workflow needed to ship.
Platforms and distribution Sets launch platforms, storefront strategy and subscription availability. Optimizes and certifies the game for those platforms.
Live support Funds and schedules ongoing service priorities. Maintains updates, fixes and content within the assigned support structure.

What is publicly known—and what is not

Official announcements establish the sequence of lead organizations, the engine transition and the 2026 Activision assignment. They do not provide a comparable cross-era figure for budgets, total development headcount, outsourcing share or schedule overruns. Any article presenting a single percentage or budget for every Halo era would be making an unsupported comparison.

The same caution applies to partner studios. Outside companies should be named only when an official source confirms a specific role on a specific project. A publisher’s statement that a new team is being formed is not a complete partner roster.

How to read future Halo announcements

  1. Identify the owner: Check whether Microsoft/Xbox is still the rights and publishing authority.
  2. Identify the lead developer: Look for the organization explicitly named as responsible for development, not merely a studio mentioned in credits.
  3. Separate new production from live support: A support team maintaining an existing game may be different from the team building the next release.
  4. Check the engine statement: Confirm whether the announcement names Unreal Engine 5, Slipspace or another technology for that particular project.
  5. Verify platform language: Do not assume a platform from a studio change; wait for an official product announcement.
  6. Treat schedules and staffing as provisional: Unless Xbox publishes a date, headcount or partner list, those details remain unconfirmed.

The practical answer for players

If you ask who makes Halo now, the most accurate answer is project-specific. Microsoft/Xbox remains the owner and publisher. Halo Studios is the renamed 343 Industries organization and continues supporting released games. Xbox has assigned development of the next Halo title to Activision’s new purpose-built team. The series therefore has continuity at the ownership level but changing leadership at the production level.
