Connected cameras can turn ordinary street footage into intelligence about where people go, when they move, and how security teams operate. Associated Press and Channel NewsAsia reported that Israeli intelligence had long-term access to Tehran traffic-camera footage and that it was one input in the operation that killed Iran’s Supreme Leader Ali Khamenei on February 28, 2026. Separately, Check Point Research observed Iran-attributed infrastructure targeting IP cameras in Israel and other countries. These accounts describe different evidence: reported access in Tehran, observed targeting attempts elsewhere, and no verified count of 250 or more successfully compromised Israeli cameras.

How can camera footage become a military intelligence tool?

A camera does not need to capture a secret meeting to be useful. Repeated views of a street, intersection, or building entrance can reveal movement patterns: who arrives, which vehicles are used, where guards wait, and how routines change. Analysts can compare footage across time and locations to build a picture of a person’s movements and security arrangements.

That kind of pattern analysis can support targeting, but it is not the same as identifying a target from one image or proving that a camera alone enabled an operation. In its March 2026 reporting, Channel NewsAsia described analysts studying guards’ routines and compiling pattern-of-life information from Tehran traffic-camera views, including a view near Pasteur Street. The account also described other intelligence inputs, such as signals intelligence, human sources, penetration of mobile-phone networks, and a CIA human source who confirmed the meeting. These operational details came from people familiar with the matter, not a public technical disclosure by the Israeli government.

What the Tehran reporting says

The Associated Press reported that two people familiar with the operation described hacked Tehran camera footage as one element of the intelligence picture around the strike. In a later account published March 23, AP cited a person briefed on the operation who said almost all Tehran traffic cameras had been hacked for years, with information transferred to servers in Israel. AP also reported that a camera with a useful angle helped track where security personnel parked. Channel NewsAsia separately reported, citing two people familiar with the matter, that nearly all Tehran traffic cameras had been hacked for years.

The Israeli prime minister’s office did not respond to AP’s request for comment, and the reviewed reporting contains no official named Israeli technical statement confirming the camera access.

What is known about Iran-linked activity against cameras?

Check Point Research published technical observations on March 4, 2026, describing increased targeting of IP cameras by infrastructure it attributed to Iran-linked actors. Researchers observed activity beginning February 28 in Israel, Qatar, Bahrain, Kuwait, the United Arab Emirates, Cyprus, and Lebanon. They also observed earlier activity in Israel and Qatar on January 14–15.

Check Point described targeting and exploitation attempts, not a verified tally of cameras successfully accessed. Its assessment that the pattern was consistent with operational support and battle-damage assessment is an interpretation of the activity, not proof that every attempt worked or that any particular camera supplied intelligence to military forces.

How the two accounts differ

Question Tehran camera access Iran-attributed targeting
Evidence described AP and Channel NewsAsia accounts based on unnamed people familiar with the operation Check Point Research’s observation of targeting and exploitation attempts
Timing Reported as long-term access predating the February 28, 2026 operation; the precise start date is not stated Increased activity observed beginning February 28, 2026; earlier activity observed January 14–15
Geography Tehran, Iran Israel, Qatar, Bahrain, Kuwait, the UAE, Cyprus, and Lebanon
Successful access established? Reported by sources familiar with the operation; not confirmed in a public named technical disclosure Not established for every targeted camera; the report describes observed attempts, not a confirmed compromise count
Role described One element in a wider intelligence picture, including analysis of movement and security routines Check Point assessed that the activity could support operations and battle-damage assessment

These are not equivalent measurements. One is attributed reporting about access to a camera network in Tehran; the other is technical observation of attempts across several countries. Their figures should not be combined or treated as competing counts of successful breaches.

Were 250 or more Israeli cameras confirmed compromised?

No. The available reporting does not substantiate 250 or more successfully compromised Israeli cameras. AP reported that Israel’s National Cyber Directorate warned hundreds of camera owners who had been targeted by Iran and urged them to change passwords and update software. A warning to owners is not a count of confirmed breaches. Check Point documented targeting attempts but did not provide a confirmed total of 250 successfully accessed Israeli cameras in the account reviewed.

Three different measures matter here: a device can be targeted, an owner can be warned about targeting, or investigators can confirm that an attacker gained access. Those measures are not interchangeable. Treating a warning count or an attack-attempt count as a compromise total overstates what the reporting establishes.

Has camera surveillance been used in conflict before?

Camera networks have appeared in conflict-related reporting before the 2026 accounts. AP recounted a 2021 leak of footage from Evin prison and a 2022 group claim of access to more than 5,000 cameras around Tehran. The latter figure was a group’s claim as reported by AP, not an independently verified count. AP also recounted reported camera use by Hamas before October 7, 2023, and Russian camera activity in Ukraine; those episodes should be understood at the level of attribution and certainty in AP’s reporting, not as proof that every camera-related claim is equally established.

A separate measure of exposure came from researcher Paul Marrapese, whom AP cited describing a 2019 scan that found nearly three million hits on exposed camera feeds across almost every country, including nearly 2,000 cameras in Iran. That was a scan result reported at the time, not a current census of exposed devices.

Why are internet-connected cameras vulnerable?

Camera and recorder systems can be exposed through direct internet access, weak or reused passwords, outdated firmware, and poor separation from other networks. Once an attacker gains access, the risk is not limited to watching a live feed: stored recordings, device settings, and the network paths available to the camera system may also matter. The specific impact depends on the device, configuration, and access obtained.

Check Point identified Hikvision and Dahua devices in the targeting activity it observed and listed CVE-2017-7921 and CVE-2021-36260 for Hikvision and CVE-2021-33044 for Dahua. It said patches were available for the vulnerabilities it listed. This does not mean every product from either manufacturer is affected, nor does installing an update by itself guarantee that a device is secure. Owners and administrators should check the exact model and firmware against the applicable vendor security advisory.

How should camera owners reduce the risk?

Check Point’s defensive recommendations focus on limiting access to the devices, keeping them maintained, and watching for suspicious activity. For a home, business, or municipal system, use the measures that fit its network and operational needs:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Remove direct internet exposure. Do not expose cameras or network video recorders (NVRs) directly to the public internet. Use a VPN or a zero-trust access method for authorized remote viewing.
  • Replace default credentials. Set unique, strong passwords for each camera, recorder, and administrator account. Avoid reusing credentials from email or other services.
  • Install applicable updates. Update camera firmware and management software, following the vendor’s instructions for the exact model. Retire devices that no longer receive security fixes.
  • Separate the camera network. Isolate cameras and recorders from corporate, operational, and other sensitive networks so that access to one device does not automatically provide a route to more valuable systems.
  • Restrict outbound connections. Limit what camera devices can connect to outside the network, allowing only traffic needed for their intended operation.
  • Monitor for anomalies. Investigate repeated failed logins, unexpected remote logins, and unusual outbound connections from cameras or NVRs.

For organizations, these controls work best when assigned to a named system owner and included in routine asset and update management. A camera that is forgotten after installation can remain exposed long after the rest of a network is maintained.

What the camera stories do—and do not—show

The Tehran accounts illustrate how persistent access to routine footage can help build intelligence about movement and security behavior. They do not establish that camera feeds alone enabled the February 28 operation. Check Point’s observations show a separate pattern of targeting attempts across the region, but they do not prove that every targeted device was compromised. Keeping access reports, attempted attacks, owner warnings, and confirmed breaches distinct is essential to understanding what these incidents actually establish.
