For qualifying small cars in India, GST changed from 28% to 18% effective 22 September 2025. The Ministry of Finance FAQ states a 40% GST rate for the specified mid-size, large and qualifying utility-vehicle categories. Your actual on-road price still depends on the vehicle’s official specifications, taxable value, discount documentation, insurance, registration and other charges.
A booking date alone does not decide the rate when a purchase crosses the change date. Ask for an itemised tax invoice showing the vehicle’s taxable value, GST rate, discount treatment and the relevant payment, supply and invoice dates. Treat registration and road-tax charges as separate, location-specific items rather than assuming GST changes them automatically.
GST car rates at a glance
| Category in the Ministry of Finance FAQ | Qualifying specifications | GST rate stated in the FAQ | Effective date |
|---|---|---|---|
| Small petrol, LPG or CNG car | Engine capacity up to 1,200 cc and length up to 4,000 mm | 18%, reduced from 28% | 22 September 2025 |
| Small diesel car | Engine capacity up to 1,500 cc and length up to 4,000 mm | 18%, reduced from 28% | 22 September 2025 |
| Mid-size or large car | Engine capacity exceeding 1,500 cc or length exceeding 4,000 mm | 40% | 22 September 2025 |
| Specified utility vehicle (including the FAQ’s SUV, MUV, MPV and XUV description) | Engine capacity over 1,500 cc, length over 4,000 mm and ground clearance of at least 170 mm | 40%, without cess as stated in the FAQ | 22 September 2025 |
These are category rules, not a promise of a particular model’s rupee saving. The taxable value, dealer pricing, eligible discounts and separately billed items determine the amount on your invoice. Verify the current classification and rate notification if a vehicle is close to a threshold.

The wording matters. “Small car” is not simply a dealer’s marketing label. Fuel type, engine capacity and overall length determine whether a petrol, LPG, CNG or diesel car fits the small-car definition. A car that exceeds either the applicable engine or length limit does not qualify under that definition.
How to classify the car you are buying
Check the official specification sheet
Use the manufacturer’s technical specification or type-approval information for engine displacement, overall length and, where relevant, ground clearance. Do not rely only on a badge such as “compact,” “crossover” or “SUV.” Keep a copy of the specification that matches the vehicle identification number or exact variant on your order.
Apply the fuel-specific small-car limits
- Petrol, LPG and CNG: capacity no greater than 1,200 cc and length no greater than 4,000 mm.
- Diesel: capacity no greater than 1,500 cc and length no greater than 4,000 mm.
Both conditions must fit the relevant fuel category. If either capacity or length is above the limit, ask the dealer to explain the alternative classification and rate in writing.

The FAQ describes mid-size and large cars as those exceeding 1,500 cc or 4,000 mm. The use of “or” is important: exceeding one of those thresholds is enough for the broader category described by the FAQ. Have the dealer show the capacity and length used to reach the 40% rate.

Apply the utility-vehicle description separately
For the specified utility-vehicle category, the FAQ lists all three characteristics: engine capacity over 1,500 cc, length over 4,000 mm and ground clearance of at least 170 mm. It identifies SUVs, MUVs, MPVs and XUVs in that description and states a 40% GST rate without cess. A vehicle sold as an SUV but missing one of those characteristics should not be classified from the label alone; request the official description and current rate notification.
How GST appears on the tax invoice
Require an itemised taxable value
The invoice should make it possible to follow this sequence:
- Identify the exact vehicle variant and the stated taxable vehicle value.
- Show the GST rate applied and the GST amount separately.
- List each dealer discount or other reduction, with its timing and terms.
- Show insurance, registration, accessories, handling or other charges as separate lines where they are billed.
- State the total payable and the invoice date.
If the invoice combines a discount, accessory package and finance incentive into one unexplained figure, ask for a revised breakdown before paying the balance. A written quotation is useful, but the tax invoice and the terms of the offer control the tax treatment.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIllustrative rate arithmetic
For a purely illustrative taxable value of ₹10,00,000, GST at 18% would be ₹1,80,000, while GST at 28% would be ₹2,80,000. This arithmetic does not establish what any particular car costs, whether a model qualifies, or what other taxes and charges apply. Use the taxable value actually shown on your invoice.

When a dealer discount reduces GST
Discount given before or at supply
CBIC’s guidance says a discount given before or at the time of supply is excluded from taxable value when it is duly recorded on the invoice. Ask the dealer to show the discount as a reduction linked to the vehicle transaction, rather than describing it only in an advertisement or conversation.
Discount granted after supply
A later discount can be excluded from taxable value only when additional conditions are met. CBIC says the discount must have been established in an agreement made at or before supply, be specifically linked to the relevant invoices, and require the recipient to reverse input tax credit attributable to that discount. A private retail buyer may not claim input tax credit, but the dealer’s documentation and the offer terms still matter.
Separate benefits that are not automatically GST discounts
Ask the dealer to distinguish a taxable-value reduction from:
- an exchange or scrappage offer;
- free or bundled accessories;
- a finance-company incentive;
- insurance support;
- a cash-back or reimbursement paid later; and
- a post-sale promotional payment.
Do not assume that every benefit lowers GST. The invoice, agreement and timing determine whether a reduction is taken from taxable value.

What if booking, payment and delivery cross the rate-change date?
A booking before 22 September 2025 does not, by itself, establish that the old rate applies. The Ministry FAQ directs readers to the time-of-supply rules, including section 14 of the CGST Act, for supplies affected by a rate change.
Facts the dealer must document
- When any advance or other payment was received;
- when the vehicle was supplied or delivered;
- when the tax invoice was issued;
- the taxable value and rate used; and
- whether the supply was complete or still pending when the rate changed.
For a supply made before the change but invoiced afterward, the FAQ explains that payment timing can determine the time of supply. If payment is received after the change, the time of supply is the earlier of payment receipt or invoice issue; if payment was received before the change, the payment receipt date is relevant. Advances and incomplete supplies require the applicable statutory provisions rather than a simple booking-date rule.
Practical transition checklist
- Request a dated ledger or receipt showing every payment.
- Match each payment to the order and vehicle identification details.
- Ask the dealer to state, in writing, which time-of-supply rule was applied.
- Check that the invoice rate agrees with that explanation.
- Escalate a disagreement to the dealer’s tax or compliance contact before making the final payment.
This information allows a tax professional to assess the transaction; it does not turn a general FAQ into an individual tax determination.
Does GST change registration or the on-road price?
GST is only one component of an on-road quotation. The official material establishing the rate and discount rules does not provide a single national registration or road-tax schedule, and it does not establish that a GST change automatically reduces registration charges.

Demand a dated, itemised on-road quote
| Line item to request | What to check |
|---|---|
| Vehicle price or taxable value | Matches the exact variant and the tax invoice |
| GST | Rate, amount and category justification |
| Dealer discount | Timing, terms and whether it reduces taxable value |
| Insurance | Policy premium and optional covers shown separately |
| Registration and road tax | Registration location, authority charges and payment basis |

A buyer’s process from quotation to delivery
Before paying a booking amount
- Record fuel type, engine capacity, length and, for the specified utility category, ground clearance.
- Ask for the expected GST category and rate in the written quotation.
- Obtain the terms for every discount, exchange benefit and finance incentive.
- Confirm whether the quoted price is taxable value, ex-showroom price or an on-road total.
When the vehicle is allocated
- Match the variant and specifications to your order.
- Confirm the supply or delivery date and any balance-payment date.
- Ask whether a rate-change transition rule is relevant to your payments.
When the invoice is issued
- Check the legal name, vehicle description, taxable value, GST rate and GST amount.
- Verify that discounts shown in advertisements are reflected according to their terms.
- Separate registration, insurance, accessories and other charges.
- Save the invoice, receipts, quotation, offer terms and correspondence.
At registration and delivery
- Check that the registration location and authority charges match your request.
- Obtain receipts for amounts collected on your behalf.
- Ensure the final total equals the sum of the itemised lines.
Common mistakes and how to correct them
“The model is called an SUV, so it must be 40%.”
Correct the assumption by checking capacity, length and ground clearance against the utility-vehicle description and current notification.
“My booking was before the reform, so I get the old rate.”
Ask for payment, supply and invoice dates and the time-of-supply explanation. Booking alone is not decisive.
Recommended Free Tools
“Every discount lowers GST.”
Separate an invoice-recorded pre-supply discount from a later rebate, accessory bundle or finance benefit. Request the contractual basis and invoice linkage.
“A lower GST rate means the same percentage saving on-road.”
Recalculate using the invoice’s taxable value and add registration, insurance and other charges separately. No model-specific saving follows from the rate table alone.
Keeping the information current
The GST Council’s listing for the 57th meeting, held on 8 October 2026, includes FAQs, but the car-specific FAQ contents were not available in the material used for this explanation. Because rates, classifications and transition guidance can change, check the latest GST Council FAQ and CBIC notification immediately before signing a purchase contract or disputing an invoice.
For a boundary-case vehicle or a transaction involving substantial advances, obtain written advice from a qualified tax professional. Keep the dealer’s classification explanation with your purchase records so that the rate, discount and payment timeline can be reconstructed later.
