Global warehouse expansion is doing three things at once: reshaping logistics networks, putting uneven pressure on industrial rents, and shifting traffic, land use and job opportunities in nearby communities. It does not produce one universal outcome. In the latest Prologis index, global logistics rents fell in both 2024 and 2025, even as some locations faced tight space and rising demand. A new facility can improve delivery resilience while still worsening congestion or air pollution for the people living along its truck routes.
The useful way to judge a warehouse project is to separate the global market signal from local effects: identify the rent measure and period, understand the supply-chain problem the building is meant to solve, then test what happens to land, freight, jobs, housing and public infrastructure in the specific place.
Why warehouse construction is expanding
Warehouses are physical nodes in a network that connects manufacturers, ports, wholesalers, retailers and households. Companies add, relocate or lease space when the network changes, not simply because online shopping rises. The same building may support several purposes over its life, including storage, order picking, returns processing, light assembly or cross-docking.

- E-commerce and last-mile delivery: Faster delivery promises require inventory closer to customers, often in expensive urban or inner-suburban locations.
- Nearshoring and manufacturing diversification: Companies are placing production and suppliers in more than one country, creating demand for buffers, component storage and facilities near new plants.
- Inventory and resilience decisions: After supply disruptions, some occupiers hold more stock or duplicate routes. Others respond to high financing and occupancy costs by using existing space longer.
- Reverse logistics: Returns, repair, recycling and disposal need facilities that may be different from those used for outbound shipments.
- Network redesign: A warehouse near a port, rail terminal, airport, factory or population center can replace several less efficient links elsewhere.
JLL’s February 2025 global report described occupiers delaying some decisions and making greater use of existing space amid uncertainty and high costs. It also identified e-commerce, last-mile facilities, nearshoring and manufacturing diversification as longer-run supports. That combination explains why construction can continue while leasing slows: projects already under way may deliver into a market where tenants are temporarily cautious.

Expansion is not the same as net new capacity
A larger building count does not automatically mean an equivalent increase in useful capacity. A new facility can replace obsolete space, consolidate several sites, or sit in the wrong location for the freight routes a company needs. Conversely, modest construction can relieve a severe bottleneck if it is close to customers or a production cluster. Vacancy, building specifications, road access, labor availability and power connections all affect whether nominal floor area is operationally valuable.
What the latest rent figures show
Rent direction depends on the measure. Prologis reports net effective rents on signed leases, weighted by estimated market revenue. Net effective rent reflects the economics agreed in completed transactions over the lease term. An advertised asking rent is a listing price for available space and can remain high even when a landlord offers concessions or other terms that reduce the signed-lease economics. The two measures should not be substituted for one another.
Prologis logistics-rent index
| Period | Geography | Net effective rent change | What the publisher reported |
|---|---|---|---|
| 2024 | Global | -5% | Specific markets experienced oversupply and rent patterns varied by market. |
| 2025 | Global | -3.7% | Rents fell 2.3% in the first half and 1.4% in the second half, indicating a slower decline. |
| 2025 | United States and Canada | -4.9% | The regional decline was deeper than the global result. |
| 2025 | Europe | -2.9% | The decline was smaller than the global result. |
These are industry index results, not a census of every warehouse lease. They show that global logistics rents recently declined and that the pace and scale differed across regions. They do not prove that construction alone caused the movement. New supply may pressure rents in one submarket while scarce land, strong tenant demand or limited transport capacity supports rents in another.
Leasing activity was also uneven
| Region and measure | 2024 result compared with 2023 | Additional comparison |
|---|---|---|
| North America gross leasing | 27% below 2023 | JLL reported this change in its 2025 global perspective. |
| Europe take-up | 5% below 2023 | Activity was in line with 2019. |
| Asia-Pacific net absorption | 13% below 2023 | Net absorption measures the change in occupied stock after move-outs and completions. |
Lower leasing or absorption can coexist with long-term demand. A company may defer a move, renew an existing lease, or wait for construction costs and interest rates to settle while still planning a future network. For that reason, a single year of rent or leasing data should be read with vacancy, completions, the construction pipeline and occupier behavior.
How warehouses change supply chains
They can add speed, redundancy and specialization
Well-placed facilities shorten the distance between inventory and customers, give manufacturers a buffer against delayed inputs, and provide alternate routes when a port, border crossing or plant is disrupted. Last-mile depots support frequent urban deliveries; larger suburban buildings can aggregate truckloads and serve a wider region. Near manufacturing sites, warehouses can synchronize components with production schedules rather than relying on long, fragile inbound chains.

Logistics is broader than outbound e-commerce. The OECD’s 2024 Urban Logistics Hubs report includes reverse logistics, dark stores, dark kitchens, regulatory requirements, urban consolidation and suburban warehouse demand in its description of the sector. Its concise framing is that “Urban logistics are fundamental to city life.” That importance explains why capacity has public value, but it does not establish that every proposed building is the best or fairest way to obtain it.
Capacity benefits have to be tested, not assumed
A project’s logistics contribution depends on measurable network questions:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Which customers, factories or gateways will it serve, and how much travel will it eliminate or add?
- Will it replace older, less efficient sites or create additional inventory and vehicle movements?
- Are roads, interchanges, rail links, power and loading areas capable of handling the expected operation?
- Can the building be used by multiple tenants, or is it designed for one narrow activity?
- What happens if the forecast tenant demand does not arrive?
Prologis reported that an estimated $3.2 trillion of goods produced or sold globally passed through its facilities in 2024. That figure comes from a company-commissioned Oxford Economics impact report and applies to Prologis facilities; it is not a statistic for all warehouses or for the global logistics sector.
Why local rent and housing effects differ
Industrial rents and housing rents respond to different markets
A warehouse can lower industrial asking or net effective rents in a submarket when several competing buildings open at once. The same development can raise land prices for future industrial sites by making a location more attractive to logistics users. Housing effects depend on what the land would otherwise contain, local zoning, infrastructure costs and the balance between jobs and displaced homes. There is no defensible global conversion from warehouse floor area to a standard change in residential rent.
Land competition is most consequential where developable parcels are scarce. Converting a site from housing, mixed use, agriculture or open space carries different opportunity costs in each region. A project on already industrial land may have a different housing effect from one requiring a rezoning or a new interchange on the urban edge.

Freight creates benefits and burdens along routes
Warehouses concentrate truck trips at gates, but exposure is distributed along the roads connecting those gates to ports, rail yards, suppliers and customers. The OECD and International Transport Forum state that freight transport is responsible for around half of local air pollutants in cities and generates congestion and other emissions. This statistic concerns freight transport across cities, not warehouse buildings in isolation.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Impacts vary with vehicle type, delivery schedules, road design, idling controls and the location of homes, schools and workplaces. A facility may have modern equipment while sending more traffic through a neighborhood than the older sites it replaces. Electrification can reduce tailpipe pollution, but it does not remove congestion, tire and brake particles, road noise, land consumption or construction impacts.
Jobs can be real without being evenly shared
Warehouses create construction work and operating jobs, but the quality and accessibility of those jobs depend on wages, shifts, transport options, training, stability and automation. A project may employ residents of a wider region rather than the adjacent neighborhood. Public evaluation should therefore distinguish temporary construction employment, permanent headcount, indirect jobs and whether local workers can reach the site without a car.
What the Southern California evidence says
A 2023 Mineta Transportation Institute study modeled Southern California through 2040. It was prompted by California’s 2021 executive order to use state land to increase warehouse capacity after pandemic supply-chain disruptions. The study compared warehouse and housing demand and modeled transport and environmental consequences under alternative land-use scenarios.
Modeled pollution hotspots increased
The study found that warehouse-development scenarios increased the modeled number of air-pollution hotspots, including scenarios that assumed truck electrification. This is a result of that region’s model, assumptions and forecast horizon; it is not a universal estimate for every warehouse market. It demonstrates why vehicle technology alone cannot substitute for careful siting and route analysis.

The model also indicated possible employment benefits
The report noted a positive association between low-income housing demand and unemployment and identified a potential employment benefit from additional warehouse capacity. That finding does not guarantee good jobs or prove that a project offsets its environmental costs. It shows why a local decision should examine both who gains access to work and who bears freight exposure.
Urban, suburban and regional trade-offs
Urban logistics facilities
Small depots, consolidation centers and specialized facilities closer to customers can reduce delivery distances and support frequent shipments. Their trade-offs include high land costs, competition with housing and retail, curb-space pressure and conflicts with residents over operating hours.
Large suburban warehouses
Outer-area sites can offer large floor plates, truck maneuvering space and lower land prices. They may avoid dense residential streets, yet they often require highway expansion, generate longer deadhead trips and place pollution near communities that have less influence over regional freight planning.
Port and manufacturing clusters
Facilities near ports, rail terminals or factories can reduce intermediate handling and improve reliability. Concentration also creates cumulative risks: one road failure, power constraint or air-quality problem can affect many operators at once.

- Define the rent metric and time period. Record whether the evidence uses signed-lease net effective rent or advertised asking rent, and identify the geography, publisher and year.
- Map supply and demand. Review occupied stock, vacancy or availability, completions, the construction pipeline, leasing or absorption and the extent to which existing buildings are being reused.
- Identify the network purpose. Specify the ports, customers, suppliers or factories served and quantify expected truck trips, delivery distances, operating hours and inventory changes.
- Compare land alternatives. Test redevelopment of existing industrial sites, urban consolidation, brownfield reuse and locations with available transport capacity against greenfield or housing-conversion options.
- Measure community exposure. Map freight routes and model congestion, noise, air pollutants and emissions by neighborhood, including cumulative effects from nearby facilities.
- Test job access and durability. Publish projected construction and permanent jobs, shift patterns, wages or wage ranges where available, training commitments and transit access.
- Set enforceable conditions. Use truck-routing rules, anti-idling measures, delivery-hour limits, charging infrastructure, monitoring and mitigation funds that can be checked after opening.
- Secure public agreement. Provide residents with understandable traffic and air-quality forecasts, disclose alternatives and create a process for revising conditions when actual operations differ from forecasts.
What policy challenges are emerging
Japan’s Ministry of Land, Infrastructure, Transport and Tourism summarized several 2025 logistics-facility issues: placing facilities across the network rather than one site at a time, aging buildings, constraints on coastal supply, changing truck operations and the need for community agreement. These concerns apply broadly because logistics infrastructure is interdependent. A building that looks viable on a parcel-by-parcel review may fail if regional roads, ports, labor or emergency access cannot support it.
Community agreement is therefore an infrastructure issue, not a public-relations add-on. Early disclosure of routes, operating hours, land-use alternatives and monitoring plans gives residents a meaningful chance to influence design. It also reduces the risk that a project receives approval based on capacity forecasts that later prove unrealistic.
How to interpret global figures without overgeneralizing
The available market indicators do not form a harmonized global panel linking every warehouse opening to local rents, housing affordability, jobs, health and emissions. Prologis and JLL are commercial real-estate publishers, and their measures cover particular datasets and definitions. Local planning studies, such as the Southern California analysis, answer narrower questions with place-specific assumptions.
Free tools Windows power users keep installed

The sound conclusion is conditional: warehouse expansion can strengthen supply-chain resilience and support employment, while also competing for land and increasing freight burdens. Global rent declines in 2024 and 2025 show that more construction does not automatically push rents upward. Local outcomes turn on timing, vacancy, tenant demand, transport connections, land alternatives and governance. Any claim about a community should therefore be tied to the actual market, route network and scenario being evaluated.
