When global crude-oil prices rise, gasoline usually becomes more expensive because crude is the main feedstock for fuel. The increase is neither one-for-one nor immediate: refineries, inventories, regional fuel rules, transport, taxes and station competition all stand between an oil-market quote and the price on a pump sign. When oil falls, those same layers can delay or partly offset the decline.
What you pay for in a gallon of gasoline
A U.S. retail gasoline price combines four broad components:
- Crude oil: the raw material refined into gasoline and other petroleum products.
- Refining: the cost of operating a refinery plus its margin for converting crude into specification-grade gasoline.
- Distribution and retail: pipeline, terminal, blending, tanker-truck, station operating and marketing costs, along with wholesale and retail margins.
- Taxes: federal, state and sometimes local fuel, sales or environmental taxes.
The U.S. Energy Information Administration (EIA) calls crude oil the largest component of the retail gasoline price, but the percentage changes by date, region and market conditions. Consumers do not buy crude directly; they buy a refined product whose wholesale value reflects crude prices, refinery performance, inventories, imports and demand.

In an EIA analytical study covering the period it examined, about two-thirds of the retail gasoline price was attributable to the refinery cost of crude oil. That is a historical relationship, not a permanent fraction for every gallon or every year. The crude share tends to shrink when refinery margins, taxes or distribution costs rise, and it can grow when crude rises while those other components remain comparatively stable.

EIA’s November 2025 Short-Term Energy Outlook provides a more recent benchmark, but it is a forecast rather than a measured historical split: crude oil was projected to represent 53% of the U.S. retail gasoline price in 2025 and 44% in 2026. The lower projected share in 2026 illustrates why a falling or stable crude price does not guarantee a proportionate pump-price decline.
How a crude-price change reaches the pump
- Global crude trading changes. Oil is priced in interconnected international markets. A disruption, production decision, currency move or demand shock can alter the crude cost faced by refiners.
- Refiners bid for crude and sell gasoline. Refineries turn crude into gasoline, diesel, jet fuel and other products. Their operating costs, available capacity and expected product prices determine how much of the crude move appears in wholesale gasoline.
- Wholesale gasoline markets reprice. Gasoline is traded regionally, not as one uniform national pool. Terminal prices incorporate local supply, imports, inventories and the specification required in that market.
- Fuel moves through the distribution system. Gasoline generally travels by pipeline to terminals, may be blended with ethanol and is then delivered by tanker truck to stations.
- Retailers set a local price. A station adds operating expenses and a margin while responding to nearby competitors, traffic, supply contracts and its pricing strategy.
- Taxes are added. Per-gallon taxes usually do not change when crude changes, so they dampen the percentage effect of an oil move while remaining a fixed number of cents in the short run.
Because these steps occur at different speeds, a crude quote can move before a station changes its sign. A station may also reprice in anticipation of a wholesale change or hold its price while it sells fuel purchased at an earlier cost.
Why gasoline does not move one-for-one with oil
Refinery margins and the gasoline crack spread
The value of gasoline relative to crude is often described through the gasoline crack spread. It represents the market’s implied refining margin, not a simple retail markup. If gasoline demand is strong or refinery capacity is constrained, the spread can widen even while crude is flat or falling. Retail prices can therefore rise, or decline less than expected, because the refined product has become more valuable relative to its feedstock.

A refinery with unusually low operating costs or plentiful product supply may not pass the full crude move into wholesale gasoline. EIA specifically cautioned in its November 2025 outlook that falling crude prices do not produce proportional pump-price declines when refinery crack spreads widen.

Outages and available capacity
Planned maintenance, storms, fires, equipment failures or other outages remove refining capacity. The remaining refineries must supply the same region, so wholesale gasoline can jump even without a new oil shock. The effect is largest where replacement fuel cannot arrive quickly from another region.
Inventories cushion the first shock
Storage inventories absorb short-term mismatches between supply and demand. High inventories give wholesalers and retailers product to sell while a refinery or pipeline problem is resolved, which can moderate a price increase. Low inventories leave less cushion; a relatively small disruption can produce a larger wholesale response. Inventory releases or restocking can also make gasoline prices move differently from the contemporaneous crude quote.
Imports and trade flows
Regional gasoline markets can draw on imports when domestic production is insufficient. Import availability depends on international prices, shipping, terminal capacity, specifications and timing. A region able to attract replacement cargoes may see a smaller or shorter-lived price spike than an isolated region.

Demand changes
Drivers buy more gasoline during high-travel periods, and demand can also respond to weather, commuting patterns and economic conditions. Strong demand raises the value of available gasoline and can widen the crack spread; weak demand can do the opposite. This is why an oil move of a given size does not have a fixed effect on the pump price.

Why gasoline prices fall more slowly than oil prices
The common impression that “oil falls fast but gas falls slowly” has several possible explanations rather than one universal rule:
- Refining margins may widen. Cheaper crude can coincide with a product shortage or refinery outage, leaving wholesale gasoline expensive.
- Retail fuel was bought earlier. A station may still be selling inventory acquired before the crude decline. Repricing follows replacement cost and local wholesale quotes, not necessarily the latest headline oil price.
- Taxes are fixed per gallon. A 40-cent tax does not fall when crude falls, so it becomes a larger share of the final price and limits the absolute decline.
- Distribution costs are sticky. Wages, rent, insurance, trucking contracts, terminal fees and credit-card fees generally do not adjust daily with oil.
- Regional supply is tight. Seasonal specifications, low inventories or an outage can keep gasoline wholesale prices elevated after crude has dropped.
- Retail competition differs. A station in a less competitive location may preserve its margin longer than a station surrounded by discounting competitors.
The reverse can happen too: gasoline may fall quickly if crude declines while inventories are ample, refineries are running well and local competition forces stations to pass through lower wholesale costs.
How long does pass-through take?
In its 2014 analysis, EIA estimated that, with all other market factors held equal, about half of a crude-oil price change passed through to retail gasoline prices within two weeks. This is a rule of thumb for the conditions and data in that study, not a promise for every city or episode. The remaining change may appear later, be offset by refinery and distribution conditions, or never reach the pump in the same amount.
Crude is globally priced, whereas gasoline is produced, traded and consumed in regional markets. A local price response therefore depends on the route from crude to a particular terminal and station. The lag can be shorter during intense competition or rapid wholesale moves and longer when stations have inventory, contracts or weak competitive pressure.

Why prices differ from state to state
Different tax burdens
EIA lists the federal motor-gasoline tax at 18.40 cents per gallon. State taxes and fees averaged 32.44 cents per gallon as of January 1, 2024. Those are U.S. figures; each state’s statutory rates and fee mix differ, and local sales or environmental taxes can widen the gap further. Because many fuel taxes are fixed cents per gallon, a state with higher taxes can remain more expensive even when the underlying wholesale gasoline price is identical.
Different fuel specifications
Gasoline is not one interchangeable product. States and metropolitan areas can require distinct formulations to control emissions, and summer blends differ from winter blends. A specification that fewer refineries produce can raise manufacturing and logistics costs. It also reduces the number of alternative suppliers able to respond to a disruption.
Regional refinery and pipeline geography
Refineries, pipelines, ports and terminals are unevenly distributed. A state near abundant refining capacity or waterborne imports may have more supply options than an inland market dependent on a limited pipeline route. Transportation distance and bottlenecks add to the delivered wholesale price.

Local competition and station economics
Even adjacent stations can charge different prices. Their costs may differ because of supply contracts, delivery timing, rent, wages, insurance, credit-card fees, traffic volume and brand or independent operating arrangements. A busy intersection with several nearby stations may force a lower margin than a remote station with little competition.

Seasonality: why summer gasoline is often pricier
EIA reports that average U.S. regular-grade gasoline prices in August were about 40 cents per gallon higher than in January during 2004–2023. Summer driving demand is one contributor. Seasonal gasoline formulations and refinery maintenance also matter: refineries switch products, and maintenance can temporarily reduce available output just as travel increases.
The 40-cent difference is an average pattern across the United States and those years, not a forecast for every summer or a guarantee for a particular state. Weather, crude prices, outages, inventories and taxes can make an individual year’s seasonal swing smaller or larger.
Reading a pump-price change without being misled
To diagnose a move, compare the relevant layers rather than looking only at a crude chart:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Factor | What to examine | How it can change the result |
|---|---|---|
| Crude oil | Size, speed and persistence of the global move | Raises or lowers the feedstock cost, but does not set retail gasoline by itself |
| Refinery crack spread | Wholesale gasoline value relative to crude | A wider spread can amplify an increase or offset a crude decline |
| Refinery capacity | Outages, maintenance and operating rates | Reduced output can lift regional gasoline prices |
| Inventories | Stocks available in the affected region | High stocks cushion disruptions; low stocks magnify them |
| Seasonal formulation | Summer or winter specifications and transition timing | Changes production cost and limits substitution between regions |
| Taxes | Federal, state and local cents per gallon | Usually stays fixed as crude moves, changing the percentage share of the total |
| Transportation and distribution | Pipeline, terminal, blending and tanker-truck access | Bottlenecks or longer delivery routes raise the delivered cost |
| Local competition | Number of nearby stations and their pricing strategies | Determines how quickly and fully a wholesale change reaches the sign |
For example, a crude decline accompanied by a widening crack spread, falling inventories and a summer blend change can produce only a modest pump-price decline. A similar crude decline during a period of high stocks, strong refinery runs and aggressive local competition is more likely to be visible quickly.
A practical way to estimate the effect of an oil move
There is no reliable universal conversion such as “every $10 drop in oil removes exactly 25 cents from gasoline.” A disciplined estimate treats the crude component as only one term:
- Identify the gasoline grade and region, because regular, midgrade and premium prices and regional specifications differ.
- Check whether the crude move is global and persistent or a short-lived intraday change.
- Look at regional wholesale gasoline conditions, especially the crack spread and inventory level.
- Check refinery outages, maintenance and import availability.
- Account for seasonal formulation and demand, particularly during the summer driving season.
- Separate fixed taxes and local station costs from the portion that can respond to wholesale prices.
- Allow for a lag. EIA’s historical estimate of roughly half of a crude change passing through within two weeks is a starting point, not an endpoint.
This approach explains why two states, or two stations on the same street, can show different responses to the same global oil headline.
Historical measurements versus forecasts
Two kinds of numbers are often mixed in discussions of gasoline prices. EIA’s approximately two-thirds crude share and its two-week pass-through estimate come from a 2014 analytical study. The 18.40-cent federal tax and 32.44-cent average state-tax-and-fee figures describe U.S. charges, with the latter measured as of January 1, 2024. The approximately 40-cent August-versus-January difference describes an average observed over 2004–2023. By contrast, the 53% crude share for 2025 and 44% for 2026 are projections in EIA’s November 2025 Short-Term Energy Outlook. A forecast can guide expectations, but it is not a record of what every market will actually charge.
Quick Recap
Key takeaways for drivers
- Crude is usually the largest single input, but gasoline is a refined, regional product rather than crude oil at a different price.
- Refinery margins, outages, inventories, imports and demand can amplify or counteract a crude move.
- Taxes and operating costs are comparatively sticky, so they slow the visible response to both increases and decreases.
- Regional fuel rules, transportation networks and local competition explain much of the state-to-state and station-to-station variation.
- Price changes take time; a same-day oil quote is not a same-day forecast for the sign at a particular station.
