Geoblocking is the practice of limiting online video by the viewer’s apparent geographic location. On streaming services, the usual reason is territorial licensing: a service may have permission to show a film or series in one country but not another. The service determines which territory applies to a viewing request, then presents, hides or blocks titles according to those rights.
That is why a program can appear in one country’s catalog and be absent in another, why a catalog can change when you travel, and why a virtual private network (VPN) can cause a service to think you are somewhere else. The exact technical signals differ by provider and are not fully documented publicly, so the reliable explanation is the rights-and-location decision rather than a list of assumed technologies.
What geoblocking means for streaming
The Canadian Radio-television and Telecommunications Commission (CRTC) defines geoblocking as restricting what people can view or listen to online based on geographic location. It is used for films, television and music to reflect copyright and licensing arrangements.
In practical terms, a streaming service applies a territorial rule to each viewing request. If its rights cover the country associated with the request, the title may be offered. If they do not, the title can be omitted from search results, shown with a notice, or prevented from playing. The restriction is about the territory in which the service is allowed to distribute the content, not necessarily about where the program was produced.

Why the same service has different catalogs
Rights are licensed by territory
Studios, distributors and other rights holders often sell streaming permissions country by country or region by region. A platform may hold a license for one market while another platform has the exclusive rights elsewhere. In some countries, the necessary rights may not be offered for sale at all.
Netflix’s Help Center lists those situations as common reasons a show or movie is unavailable in a particular country. It also says regional popularity can influence what the company seeks to offer. Availability in one market is not evidence that the service has permission to stream the title worldwide.

A documented example of territorial licensing
A World Intellectual Property Organization enforcement document gives a specific illustration: Netflix was licensed to stream Rick and Morty in Australia and other countries but not in the United States. The example comes from that document and should not be read as a statement about the program’s current rights status or every contract involving the series.

What Netflix said about the model
In a January 14, 2016 company post, David Fullagar, then Netflix’s vice president of Content Delivery Architecture, wrote: “For now, given the historic practice of licensing content by geographic territories, the TV shows and movies we offer differ, to varying degrees, by territory.” He added: “In the meantime, we will continue to respect and enforce content licensing by geographic location.” Those quotations describe Netflix’s position at that date; they are historical context, not a current technical specification.
How a geoblocked viewing request is handled
The process can be understood without assuming a particular device sensor or network database:
- You request content. Opening a title, searching the catalog or pressing Play sends a request to the service.
- The service associates the request with a location. It uses its own location and account checks to decide which territory appears to apply. Public help pages do not establish one universal combination of IP address, GPS, billing address, SIM data, DNS information or device fingerprinting for all services.
- The territory is matched to rights. The service checks whether it has permission to offer that title in the applicable country.
- The catalog or playback response is enforced. A permitted title can be listed and played; a title outside the rights may be hidden, unavailable or blocked at playback.
This separates two ideas that are often confused: territorial rights explain why catalogs differ, while location determination is how the service applies the rule. The cited consumer guidance explains the licensing reason more fully than the underlying detection technology.

What a VPN changes—and what it does not
A VPN can make a device or network appear to connect from a different location. Netflix describes that effect in its consumer guidance and tells customers to check the country reported by its Fast.com connection test when the service seems to think they are elsewhere.

To deal with this situation, please reconnect your router to the wifi.)
Changing the apparent location does not create a license. Netflix warns that VPN viewing may leave a member with only titles for which it has worldwide licensing. Its help page also says VPN use is unsupported for live events and for its ad-supported experience. Other services can have different policies, so do not assume that a VPN will unlock a particular catalog or work in the same way everywhere.
A service may also detect or restrict proxy and VPN connections. Netflix discussed proxy-detection measures in its 2016 company post, but that historical description should not be treated as a current map of its systems. The present consumer explanation confirms the apparent-location effect without publishing the full detection logic.
Travel can change what you can watch
Current location versus account country
Your current viewing location and the country associated with your account are separate practical issues. Netflix says each country has its own catalog and that the account country cannot be changed unless the member has actually moved to a new country. Country switching is therefore not an ordinary catalog setting.

Why a title can disappear on a trip
When you cross a border, the territory that applies to a viewing request can change. A title available at home may be unavailable in the country you visit because the service does not hold rights there. Conversely, a program absent at home may appear while traveling if the service is licensed for it in the destination country.

Downloaded programs are not exempt
Downloads can also be subject to territorial checks. Netflix identifies error 22004 as a case in which a downloaded title is not available in the country where the viewer is traveling. Its prescribed remedy is specific: return to a country where the title is available, connect to the internet and launch the app so Netflix can determine the new location. That instruction applies to the cited error, not to every download problem.
How to troubleshoot an apparently wrong country
Use this sequence when a catalog suddenly changes or a service says you are in another country:
- Check for an enabled VPN. Look on the streaming device, your router and any antivirus software. Netflix notes that some antivirus products include a VPN.
- Test the same network. On a device connected to the affected network, open Fast.com and check the client country reported by the test, following Netflix’s troubleshooting guidance.
- Compare the result with your real location. If Fast.com reports a different country, a VPN or other network-routing service is a likely cause. Turn it off and try the stream again.
- Check other network equipment. A VPN configured on a router can affect every device even when no VPN app is open on the television or phone.
- Retry after the change. Close and relaunch the streaming app so it can make a fresh location decision.
- Use the provider’s remaining support steps. If the reported country matches your location or disabling the VPN changes nothing, follow the service’s own account, network and playback troubleshooting. The Fast.com check is Netflix-specific and is not proof that every provider uses the same diagnostic.
Important distinctions at a glance
| Situation | What changes | What it does not prove |
|---|---|---|
| Different catalog in two countries | The service is applying territory-specific rights and distribution decisions. | It does not prove the title is technically unavailable everywhere else or that a law directly requires the block. |
| Travel to another country | The applicable viewing territory can change, so titles may appear or disappear. | It does not change the account country automatically. |
| VPN enabled | The connection may appear to originate from another location. | It does not grant the service a license, guarantee access or reveal exactly which signals the service uses. |
| Downloaded title fails abroad | The title may be unavailable in the country being visited; Netflix’s error 22004 guidance requires reconnecting and launching the app in an eligible country. | It does not mean every offline playback failure is a geoblocking issue. |
Is geoblocking required by law?
Licensing and copyright arrangements are major reasons for streaming restrictions, but it is too broad to say that one law always imposes geoblocking. Contracts can require territory controls, a platform can choose how to enforce its rights, and the legal position varies by country and service.

Why location checks are not perfectly transparent
Streaming companies do not generally publish a complete, provider-by-provider description of their location signals and anti-proxy systems. The available Netflix guidance confirms that a VPN can alter apparent location and offers a country check through Fast.com, but it does not identify every input or detection rule.
That uncertainty explains why two services can react differently to the same network, or why a connection that worked yesterday can be classified differently today. A troubleshooting article should therefore avoid claiming that all providers use a fixed bundle of IP, GPS, billing, SIM, DNS and device-fingerprint data unless the provider documents those methods.
What viewers should expect
- A catalog difference is usually a rights question before it is a technical fault.
- The catalog can change when you travel because the applicable territory changes.
- A VPN can make a network appear elsewhere, but it cannot supply missing distribution rights.
- Provider-specific support pages are the authority for current VPN, travel, download and account-country behavior.
- When the country is reported incorrectly, check VPNs on the device, router and security software before changing account settings.
Sources and dated context
The CRTC’s explanation supplies the general definition of geoblocking and its licensing context. Netflix Help Center articles cover country-specific availability, VPN viewing, account-country changes and error 22004 during travel. The WIPO document provides the territorial-licensing example involving Rick and Morty. David Fullagar’s January 14, 2016 Netflix post supplies the dated quotations and historical discussion of proxy detection. Current behavior can change, so use the service’s present help pages for a live account or playback problem.
