Higher petrol and diesel prices hit households in two ways at once: the same journey costs more, leaving less money for other spending, and fuel becomes a more expensive input for transporting and producing goods. The first effect appears directly in consumer-price indexes; the second arrives later and unevenly. The size of the shock depends on local fuel prices, fuel’s weight in the inflation basket, taxes and exchange rates, household driving needs, and how long the increase lasts.
The direct hit to a household budget
If a household buys the same amount of fuel after a price increase, its fuel bill rises immediately. That extra payment reduces money available for groceries, utilities, leisure, saving, or debt repayment. A family can therefore experience a real loss of purchasing power even before prices of other products change.
The short-run response is often limited because fuel is tied to work, school, medical appointments, and essential shopping. Someone who must drive 40 litres a week cannot necessarily cut consumption quickly without changing jobs, moving house, combining trips, using public transport, or buying a different vehicle. Those adjustments take time and may not be available in rural or regional areas.
A simple way to quantify the squeeze
Use this calculation for your own budget:
- Record your average litres or gallons purchased per week.
- Multiply that volume by the change in the local pump price.
- Multiply the weekly increase by 52 to estimate an annual cash-flow effect, noting that actual use may change.
For example, a driver buying 40 litres a week would spend an additional $12 per week after a $0.30-per-litre increase, or about $624 over 52 weeks if usage stayed unchanged. This is an illustration, not a forecast; seasonal driving, commuting changes, and later price movements will alter the result.

Why some households are hit harder
- Higher fuel share of income: Lower-income households generally devote a larger proportion of income to petrol, so the same price rise consumes more of their budget.
- Longer travel distances: Rural and regional residents may drive farther for work and services and have fewer public-transport alternatives.
- Vehicle and fuel choice: Larger vehicles, high annual mileage, or reliance on petrol rather than a less expensive available alternative increase exposure.
- Small savings buffers: Households with little cash reserve cannot smooth a temporary shock and may cut discretionary spending or delay debt payments.
The Reserve Bank of Australia (RBA) identifies limited savings buffers and high fuel spending relative to income as reasons households are more likely to reduce other consumption when fuel prices rise.
How fuel prices enter inflation measures
The direct consumer-price effect
Petrol and diesel are purchases in the consumer basket used to calculate headline consumer-price inflation (CPI). When retail prices rise, the fuel component raises the index directly. The contribution depends on three factors: fuel’s weight in that country’s basket, the percentage change in pump prices, and how long the change persists.
In Australia, the RBA’s May 2026 analysis assigns fuel a 3.3% weight in the CPI basket. A large price movement can therefore make a visible difference to the monthly or quarterly inflation rate even if other prices are unchanged.

The indirect production and transport effect
Fuel is also an input. Diesel powers freight vehicles, agricultural machinery, construction equipment, and many delivery operations; jet fuel affects air travel. Higher fuel costs can raise the expense of moving food and manufactured goods, operating construction sites, travelling for business, and producing fuel-derived inputs such as fertiliser or plastics.

Businesses do not automatically pass every increase to customers. A firm may absorb part of the cost by accepting a smaller margin, improve efficiency, renegotiate contracts, or wait to see whether the shock is temporary. Where demand is strong or competition is weak, more of the increase may reach retail prices. Consequently, indirect inflation is delayed and often spread over several categories rather than appearing at the pump immediately.
| Channel | What changes | Typical timing | What determines the size |
|---|---|---|---|
| Direct | Households pay more for petrol or diesel. | As retail prices enter the CPI, often within the next release. | Fuel’s CPI weight and the percentage and duration of the pump-price change. |
| Indirect | Freight, production, travel, and other operating costs rise. | Usually later, as contracts and prices are reset. | Fuel intensity, competition, margins, demand, expectations, and how persistent the shock appears. |
Headline inflation is not the same as underlying inflation
Headline CPI includes volatile items such as fuel. A temporary petrol spike can lift the headline rate sharply and then lower it a year later when the comparison is made with the earlier high price. Measures of underlying or core inflation attempt to identify persistent price pressure by reducing the influence of large temporary movements, but fuel can still affect them indirectly if transport and production costs remain elevated.
What the Australian estimates show
The RBA’s May 2026 estimates are conditional examples for Australia, not universal rules for every country or episode.
| Estimate | Meaning and qualification |
|---|---|
| 3.3% | Fuel’s direct share of the Australian CPI basket, according to the RBA’s May 2026 analysis. |
| About 40% | Estimated share of the final Australian retail fuel price accounted for by global crude-oil prices. Refining, shipping, taxes, distribution, and margins make up the remainder, so crude does not translate one-for-one into pump prices. |
| A little over 0.3 percentage points | Estimated addition to Australian headline inflation over one to two quarters from a 10% increase in domestic fuel prices through the direct CPI channel. |
| About 0.2–0.25% | Estimated increase in the overall Australian price level over one to two years from a persistent 10% domestic fuel-price increase through indirect domestic input costs, assuming eventual full pass-through, other things equal, and excluding changes in non-fuel import costs. |
These figures describe separate channels and horizons. The direct estimate concerns the inflation rate over one to two quarters; the indirect estimate concerns the eventual price level over one to two years if the increase persists and businesses fully pass costs through. Neither is a promise about a new shock in another economy.

What happened in Australia in March 2026
The RBA reported that Australian CPI fuel prices were about 32% higher in March 2026 and that fuel added around 0.8 percentage points to the year-ended headline inflation rate in that month. This was a specific episode linked to a major energy disruption, not a normal elasticity that applies to every price change.
Australian Bureau of Statistics (ABS) household data show why nominal spending must be separated from physical consumption. In March 2026, seasonally adjusted household spending in current prices rose 1.6%. Transport spending rose 5.1%, while the ABS’s experimental estimate of household fuel volumes fell 1.3% as fuel prices rose 32.8% during the month. Households therefore spent more on transport while purchasing less fuel. ABS Head of Business Statistics Tom Lay said, “Household spending rose strongly in March, driven by a 5.1 per cent rise in transport costs as fuel prices climbed in response to the conflict in the Middle East.” The one-month result reflects that disruption and should not be treated as a forecast of every household’s response.
A New Zealand comparison
Stats NZ reported that, in the year ended June 2026, petrol prices were 27.5% higher than a year earlier and accounted for almost one-quarter of New Zealand’s 4.1% annual CPI increase. Households spent about eight times as much on petrol as on diesel. The result demonstrates why the local mix of fuels matters: a country where petrol dominates household purchases can receive a different CPI contribution from one with greater diesel use. These numbers apply specifically to New Zealand and that period.
Why timing and persistence matter
Crude-oil changes can reach Australian retail fuel prices with a lag of up to one to two weeks, according to the RBA’s May 2026 analysis. Broader pass-through was expected from the following quarter in that episode because firms needed time to adjust freight contracts, supplier prices, and retail lists.

A temporary shock does not automatically create permanently high inflation. Persistence depends on whether fuel remains expensive, whether transport and production costs continue to rise, how workers and firms adjust wages and prices, inflation expectations, and the response of monetary and fiscal policy. If fuel falls back quickly, the direct CPI effect can reverse; if costs remain high and pass through widely, the level of prices can stay higher even after the inflation rate slows.
How to compare countries or separate fuel-price episodes
Comparing a crude-oil headline from one country with a petrol-price change in another can be misleading. Use the following checklist:
- Compare local retail prices: Measure the percentage change motorists actually faced, not crude oil alone.
- Check the CPI weight: A 10% pump-price rise has a larger direct effect where fuel occupies more of the consumer basket.
- Identify the household fuel mix: Petrol and diesel use differ by vehicle fleet, geography, and transport patterns.
- Account for taxes and policy: Excise changes, temporary subsidies, price caps, and rebates can mute or amplify the change at the pump.
- Consider exchange rates and supply logistics: Imported crude, refining capacity, shipping disruptions, and currency movements affect local prices.
- Separate horizons: Report immediate direct CPI effects separately from delayed freight and production pass-through.
Statistics Canada’s 2023 analysis provides useful context by describing effects on family travel budgets and on producers facing higher shipping costs, but it is background rather than a current price estimate.

Build a fuel-shock line in the budget
Track litres purchased, price paid, and total spending separately. Comparing only the dollar total can hide a fall in volume, while comparing only volume hides the cash-flow increase. Recalculate the weekly and monthly budget whenever the pump price changes materially.
Protect essential travel first
List unavoidable journeys, then look for lower-cost changes such as combining errands, sharing rides, shifting a trip to public transport where available, or reducing non-essential mileage. Do not assume every household has these options; distance, disability, work schedules, and service availability constrain the response.
Use a range rather than one forecast
Make a low, central, and high scenario using plausible fuel prices and mileage. This avoids treating a single month’s price as permanent and shows how much savings or discretionary spending would need to change if the shock lasts longer than expected.
Recommended Free Tools
Watch non-fuel costs separately
Fuel inflation can coincide with higher food, freight, or travel prices, but those categories may respond with different lags. Separating them helps identify whether the household problem is a temporary pump-price spike or a broader loss of purchasing power.
What the overall lesson is
Rising fuel prices are both a household budget shock and an inflation shock. The budget effect is immediate and concentrated among people who drive heavily, live far from services, have few transport alternatives, or lack savings. The inflation effect begins directly through petrol and diesel in the CPI and can continue indirectly as higher diesel, jet-fuel, and transport costs move through supply chains. Country-specific CPI weights, taxes, fuel mixes, exchange rates, and the duration of the increase determine the final result, so Australian and New Zealand figures should be read as dated examples rather than universal forecasts.
