Finance teams can govern AI effectively by treating every model, copilot, automated workflow, and AI feature as a controlled business system—not as an isolated software purchase. Start with an inventory and accountable owner, define the use and data boundary, set risk tolerance, assess vendors and total costs, test before deployment, monitor in production, and keep a documented path to narrow, suspend, or retire the system.
The NIST AI Risk Management Framework (AI RMF) is a useful organizing structure for that work. It is voluntary, cross-sectoral guidance released on January 26, 2023; it is not a finance regulation and does not replace jurisdiction-specific legal, privacy, cybersecurity, model-risk, procurement, accounting, or records-management review.
What AI governance means for a finance team
AI governance is the set of decisions, controls, evidence, and accountability that determine whether an AI system may be acquired, configured, used, monitored, changed, or retired. In finance, the system might draft a variance explanation, classify invoices, summarize a board packet, forecast cash flow, answer an employee policy question, score a fraud alert, or retrieve information from a financial data store. The governance obligation applies whether the capability is built internally or embedded in a third-party enterprise product.

Governance is continuous rather than a one-time approval. The NIST AI RMF Core states: “Attention to governance is a continual and intrinsic requirement for effective AI risk management over an AI system’s lifespan and the organization’s hierarchy.” That means the chief financial officer, controller, treasury leader, internal audit, security, privacy, procurement, legal, data owners, and operating managers need defined responsibilities and a way to communicate decisions.

What the NIST AI RMF does—and does not—decide
The framework is designed for voluntary use across sectors and organization sizes. NIST’s Generative AI Profile, published July 26, 2024, is a companion resource for generative-AI risks. The NIST AI RMF Playbook provides implementation ideas and is identified as updated June 10, 2026. These materials help a finance team organize questions and evidence; they do not determine whether a particular use is lawful or permissible.
Your organization still has to identify the requirements that apply to its jurisdiction, legal entity, products, customers, employees, records, and data. Depending on the use, that review may involve privacy and data-protection law, financial-sector rules, consumer-protection obligations, employment requirements, cybersecurity standards, model-risk policy, outsourcing controls, accounting judgments, retention rules, or contractual commitments. Obtain organization-specific legal, compliance, privacy, security, and accounting advice rather than treating framework alignment as a safe harbor.
Step 1: Build an inventory with named ownership
You cannot control systems you cannot see. Create a register that includes both sanctioned tools and capabilities that arrive inside software already used by finance. Ask business units about spreadsheets with AI add-ins, browser extensions, meeting summarizers, document assistants, analytics platforms, customer-service tools, and vendor portals.

| Inventory field | What to record |
|---|---|
| System and version | Product or internal service name, model or feature identifier when available, environment, and material configuration. |
| Business purpose | The task being performed, expected value, users, affected parties, and decisions influenced by output. |
| Ownership | Business owner who accepts the use case, technical owner who operates it, data owner, control owner, and escalation contact. |
| Data profile | Source systems, categories of data, sensitivity, retention, geographic location where known, and whether prompts or outputs are stored. |
| Dependencies | Third-party model, software, data, hosting, connectors, subcontractors, and critical upstream or downstream services. |
| Approval and evidence | Risk classification, approval date, testing results, limitations, human-review requirements, incidents, and exceptions. |
| Review and retirement | Monitoring cadence, next review date, change triggers, contingency plan, and an orderly decommissioning path. |
Use a documented approval status such as proposed, piloting, approved with conditions, restricted, suspended, or retired. A register is useful only when someone is accountable for keeping it current and when unregistered use triggers escalation instead of being ignored.
Step 2: Define purpose, context, and risk tolerance before choosing a tool
Write a short use-case record before procurement or configuration. State the intended task in operational terms, not “use AI for finance.” Identify who will use the output, who may be affected, what decision or workflow it informs, and what happens when the output is wrong or unavailable.
Questions the use-case record should answer
- What business problem and measurable benefit is expected?
- What decisions remain with a qualified person, and what actions, if any, can be automated?
- Which assumptions, limitations, confidence gaps, or known failure modes matter in this context?
- What data sources are permitted, and what data must never be entered, retrieved, or retained?
- Which internal policies, contracts, laws, accounting rules, or customer commitments apply?
- What level of error, delay, bias, disclosure, or service interruption is tolerable?
- What evidence would cause a no-go decision, a narrower scope, or additional controls?
NIST describes the Map function as providing context for an initial go/no-go decision. A cheaper or more capable model is not the right answer if the use cannot meet the organization’s risk tolerance or data requirements. For example, an assistant that drafts internal commentary from approved management reports may be acceptable with review, while an unsupervised system that posts journal entries or communicates a regulatory conclusion may require a different control design—or may be inappropriate.

Step 3: Turn data-access policy into enforceable requirements
Data access is not only an information-security question. It determines what the model can infer, reproduce, retain, or expose and therefore belongs in the system requirements and lifecycle review.

Define the data boundary
List the exact sources the system may read, the fields it may process, and the outputs it may create. Classify financial statements, bank details, payment data, tax identifiers, employee records, customer information, deal documents, and confidential forecasts according to your organization’s policy. Distinguish production data from masked, synthetic, or redacted data used for testing.
Define who and what may access it
Specify which roles may submit prompts, retrieve records, approve connectors, view outputs, export files, or administer the system. Include service accounts, APIs, scheduled jobs, plug-ins, and vendor support access. Require an approval path for new data sources and a periodic review of access that checks whether permissions still match job responsibilities.
Control retention, disclosure, and incident response
Record whether prompts, uploaded files, embeddings, logs, and outputs are retained; how long they remain available; who can search them; and how they are deleted. Establish a response process for unauthorized disclosure, a compromised integration, a vendor incident, or an output that contains protected information. These are implementation requirements derived from NIST’s emphasis on privacy, control identification, third-party risk, and contingency planning; the framework does not mandate a particular identity product or access-control architecture.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteStep 4: Treat vendors and supply-chain components as part of the system
A provider’s marketing statement does not remove your responsibility for the way your organization uses the service. Assess third-party models, software, data, hosting, connectors, and subcontractors as components of the AI system.

Evidence to request and evaluate
- Description of the model or feature, intended use, known limitations, update process, and material configuration options.
- Data-flow documentation covering collection, processing, storage, training use, support access, subprocessors, geographic handling, and deletion.
- Security, privacy, availability, and incident-notification commitments that align with your risk and contractual requirements.
- Testing or evaluation evidence relevant to your use case, including uncertainty, error patterns, and performance degradation after updates.
- Change-management information, version identifiers, audit logs, export options, and assistance with investigation or migration.
Document which controls your organization operates and which the provider operates. For a high-risk dependency, maintain a contingency plan for outage, unacceptable model behavior, data exposure, loss of audit evidence, or a material provider change. A fallback may be a manual process, a previously approved system, a constrained feature set, or suspension of the workflow; choose and test it before an incident.
Step 5: Make a complete cost-and-benefit case
NIST calls for examining and documenting benefits and costs against an appropriate benchmark. The business case should compare the proposed AI workflow with the current process, a non-AI alternative, or another credible baseline.
| Cost or benefit dimension | What to measure or document |
|---|---|
| Direct monetary cost | Licensing or usage charges, implementation, integration, data preparation, monitoring, support, training, legal review, and exit or migration work. |
| Operational benefit | Cycle-time reduction, throughput, avoided rework, improved coverage, faster analysis, or better service—measured against the chosen baseline. |
| Quality and control effect | Changes in error rates, exception handling, reconciliation effort, auditability, explainability, and human-review workload. |
| Non-monetary cost | Expected or realized harm from errors, misleading output, privacy loss, security exposure, unfair impact, reduced trustworthiness, or loss of functionality during failure. |
| Strategic and dependency effect | Vendor lock-in, concentration risk, scarce skills, data portability, resilience, and the cost of narrowing or retiring the system. |
Do not count an automation percentage as a realized saving unless the organization can show what capacity, expense, or risk actually changed. Define success measures before deployment and assign someone to review whether the expected value materialized. Revisit the case when scope, data, model, vendor, or decision authority changes.

Pre-deployment test plan
- Assemble a governed test set. Use approved, minimized, or de-identified examples that reflect real workflows and edge cases. Keep a record of provenance and permitted use.
- Define pass and fail thresholds. Specify acceptable error, omission, hallucination, latency, availability, data leakage, and escalation rates for the task.
- Test controls, not only answers. Verify access boundaries, logging, retention, connector permissions, approval gates, export behavior, and handling of prohibited prompts or files.
- Test human oversight. Confirm that reviewers can understand limitations, challenge an output, correct it, and stop downstream action. Measure whether review is realistic under workload pressure.
- Document uncertainty and residual risk. Record test conditions, results, exceptions, unresolved limitations, and the owner who accepts the remaining risk.
Operational measurement
Monitor the measures that matter for the use: accuracy or agreement with an approved reference, exception rates, false positives and negatives, review overrides, latency, availability, drift in input data, privacy events, security alerts, and user complaints. Review after material model or data changes, incidents, unusual outputs, and a scheduled interval appropriate to the risk. NIST says AI systems should be tested before deployment and regularly while operating; a launch approval is not a permanent authorization.
Step 7: Decide when to continue, narrow, suspend, or retire
Connect monitoring results to predefined actions. A system may continue when evidence remains within tolerance and controls operate as intended. Narrow its scope when risk is concentrated in a subset of users, data, or decisions. Add safeguards or recalibrate when performance or trustworthiness can be restored. Suspend use when a material incident, unexplained degradation, unauthorized access, or failed control makes continued operation unacceptable.
Retirement needs its own plan. Preserve records required for audit or legal purposes, revoke credentials and connectors, remove or archive data according to policy, communicate the change to users, migrate essential work, and verify that no automated jobs continue to call the service. Decommissioning should avoid creating new privacy, security, operational, or reporting risks.

Use a written responsibility matrix rather than assuming that “IT owns AI.” The business owner defines the purpose and accepts business risk; the technical owner operates the system and implements controls; data owners approve sources and usage; security and privacy review protection measures; legal and compliance identify applicable obligations; procurement assesses contractual and supply-chain risk; internal audit evaluates evidence; and finance leadership decides whether residual risk fits the organization’s tolerance. Smaller teams can combine roles, but they should document who performs each decision.
Set review triggers as well as calendar dates. A new model version, connector, data category, user population, geography, decision authority, vendor, incident, or material change in costs should force reassessment. Keep an auditable record of approvals, tests, exceptions, incidents, monitoring results, and decisions.
Quick Recap
A decision aid for prioritizing finance AI use cases
| Decision axis | Lower concern pattern | Higher concern pattern | Governance response |
|---|---|---|---|
| Impact of the use | Drafting or search with qualified review | Autonomous action or influence on rights, money, reporting, or compliance | Increase evidence, human oversight, approvals, and escalation. |
| Data sensitivity | Minimized, approved, non-sensitive data | Personal, confidential, regulated, or broad production access | Restrict the boundary, verify retention and access, and test disclosure controls. |
| Third-party dependency | Documented provider controls and workable fallback | Opaque provider, frequent changes, or no contingency | Obtain evidence, negotiate controls, and prepare a tested alternative. |
| Cost and value evidence | Clear baseline and measurable benefit | Benefits are speculative or non-monetary harms are unassessed | Run a bounded pilot with explicit stop criteria. |
| Testing and monitoring | Representative tests, thresholds, logs, and review cadence | No test set, unclear limits, or no production monitoring | Do not scale until measurement and oversight exist. |
| Accountability | Named business, technical, data, and control owners | Shared account with no escalation path | Assign decision rights before approval. |
Common governance failures and practical fixes
- Shadow AI use: inventory embedded features and provide an approved path so staff do not move confidential data into unreviewed services.
- Approval based on a demo: require representative tests, documented thresholds, and evidence from the intended operating context.
- Licensing-only business case: include integration, review, monitoring, exit, errors, trust, privacy, and resilience costs.
- Vendor assurance treated as a guarantee: map the provider’s component and controls to your own data, users, decisions, and contingency plan.
- Human-in-the-loop in name only: give reviewers time, authority, training, and information to reject or correct output; measure overrides and missed errors.
- No retirement path: define how credentials, connectors, data, records, and dependent workflows will be shut down before production use.
A practical launch checklist
- Register the system, version, purpose, owners, users, data, dependencies, and retirement plan.
- Document context, affected parties, assumptions, limitations, applicable requirements, and risk tolerance.
- Approve the data boundary, access roles, retention, logging, export, and incident process.
- Assess vendors and supply-chain components, including change notifications and contingency arrangements.
- Compare benefits and direct and non-monetary costs with a stated baseline.
- Define test data, thresholds, human oversight, monitoring, review cadence, and stop criteria.
- Record the approval, residual risk, exceptions, and evidence in a location auditors and control owners can retrieve.
- Reassess after incidents or material changes, and retire the system safely when it no longer meets requirements.
