Federal research grants move through three connected phases: pre-award, award, and post-award. An agency publishes an opportunity, screens submitted applications, arranges merit and programmatic reviews, and then has legally authorized staff decide whether to fund. A selected applicant receives a Notice of Award (NOA), whose terms control the work, spending, reporting, and closeout. During performance, the recipient—not the peer reviewers—manages the project, maintains internal controls, submits required reports, and cooperates with agency monitoring, audits, and closeout.
The sequence is broadly consistent across federal programs, but review panels, deadlines, reporting schedules, and award conditions vary by agency, grant type, funding announcement, and NOA. The National Institutes of Health (NIH) illustrates one research-funding model; its two-level scientific and advisory review should not be treated as a government-wide template.
The federal grant lifecycle at a glance
Every award has a practical lifecycle, even though agencies use different names and systems. The three phases below show who acts and which documents matter.
| Phase | Agency activities | Applicant or recipient activities | Controlling records |
|---|---|---|---|
| Pre-award | Plans programs, publishes a funding opportunity, retrieves applications, screens compliance, and arranges scientific, programmatic, and financial review. | Confirms eligibility and fit, prepares the proposal and required forms, and submits through the designated system. | Funding opportunity announcement, application, and agency screening instructions. |
| Award | Considers review results and available funds, makes the legally authorized funding decision, and issues or declines the award. | Responds to requests for information and, if selected, accepts the award and its conditions. | Notice of Award and incorporated terms. |
| Post-award | Reviews reports and correspondence, may conduct site visits or audits, and confirms closeout requirements. | Runs the project, controls funds, tracks performance, reports accomplishments and finances, preserves records, and submits final documents. | Progress and financial reports, audit records, correspondence, and closeout submissions. |
The funding announcement and NOA take precedence over a general lifecycle description. They can impose conditions, reporting intervals, prior-approval requirements, or other obligations specific to the program.

How an opportunity becomes an application
Agencies define the opportunity
Agencies design programs around their missions, statutory authority, and enacted budgets. The funding opportunity announcement (FOA) states the research area, eligible applicants, required forms, evaluation criteria, submission method, and any page or format limits. Read the complete FOA, including attachments and agency-specific instructions, before deciding that a project is eligible.
Applicants prepare and submit
An applicant assembles the technical proposal, budget and justification, personnel information, assurances, and other forms listed in the FOA. Submission must use the system named by the agency. A proposal that misses a required form, deadline, eligibility rule, or formatting instruction can be screened out before scientific reviewers assess its merits.
Initial agency screening
After submission, the agency retrieves the application and checks basic compliance. Screening can address eligibility, completeness, required signatures or certifications, formatting, and responsiveness to the opportunity. Applications that pass are routed for consideration; an application that fails a threshold may not reach a peer-review panel. Keep the submission confirmation and the final submitted version so discrepancies can be resolved.
How applications are reviewed
Independent scientific assessment
A common Grants.gov description uses a peer-review panel of at least three reviewers. Reviewers assess applications independently, assign scores or written evaluations under the program’s criteria, and then discuss applications with the panel. Reviewers provide expert assessments; they do not possess the legal authority to award federal funds.
Agency staff monitor and participate in the review process. Their role can include managing conflicts of interest, ensuring that the review follows the published criteria, assembling the record, and explaining program requirements. The exact panel structure, scoring method, and order of reviews are set by the agency and opportunity.
Programmatic and financial review
After or alongside scientific review, staff examine whether the proposed work fits the program’s objectives and whether the budget is documented and compliant. They consider the program’s available budget and may ask for clarification or additional information. A strong scientific score does not guarantee funding if the application is outside the program’s priorities, has an unsupported budget, or cannot be funded within available resources.

What review results mean
Review outcomes are inputs to a funding decision, not an award promise. An agency may select an application, decline it, or request information as part of its process. Any score, ranking, or written critique should be read together with the agency’s policy and the specific FOA; no single cross-government scoring rule or success rate applies to all federal research grants.

NIH describes a two-level review structure for many of its research grants:
First level: scientific review group
A scientific review group, primarily composed of non-federal scientists with relevant expertise, evaluates the application’s likely scientific impact. Reviewers examine the proposal against NIH’s published review criteria and prepare assessments for discussion.
Second level: advisory council or board
A National Advisory Council or Board conducts a second review and advises the relevant NIH Institute or Center. This level adds programmatic context to the scientific assessment; it is not a substitute for the initial expert review.
Final NIH decision
The Institute or Center Director makes the funding decision. This is the point at which an authorized agency official—not the peer-review panel or advisory body—selects applications for award. Other federal sponsors may use a different number of review stages, different officials, or no comparable advisory council.

Federal agency staff with fiduciary responsibility and legal authority make final award decisions. They weigh the review record, program priorities, eligibility, budget and compliance findings, and funds available for the opportunity. Reviewers can recommend or rank applications, but their recommendation alone does not create a government obligation.

The decision may be a selection, a decline, or a request for additional information. Until an official award is issued, applicants should not treat favorable reviewer comments, a program officer’s encouragement, or an informal notice as authorization to start spending.
What the Notice of Award changes
The legally binding issuance
Grants.gov describes the Notice of Award (NOA) as the official, legally binding issuance of the award. It identifies the recipient, project period, approved amount, funding agency and office, applicable terms and conditions, reporting requirements, and any special conditions. Read every page and incorporated reference before accepting funds.
Acceptance creates obligations
Signing an agreement, drawing down funds, or otherwise accepting the award binds the recipient to its terms and applicable federal requirements. The NOA can limit rebudgeting, require prior approval for specified changes, set cost principles, and establish reporting or payment conditions. If the application and NOA differ, manage the project according to the NOA and ask the awarding office for written clarification.

At award start, the recipient should assign an authorized official and principal investigator, establish accounting codes, document purchasing and personnel procedures, calendar report due dates, and identify any subrecipients or contractors. These controls prevent an administrative deadline from becoming a performance problem.
How recipients manage performance and compliance
Daily responsibility stays with the recipient
The recipient organization and its principal investigator manage day-to-day research, staffing, procurement, data, subawards, and deliverables. NIH describes post-award responsibility as shared between the agency and the recipient organization, with operational duties resting on the organization and investigator.
Internal controls under 2 CFR 200.303
Under 2 CFR 200.303, internal controls must provide reasonable assurance that the recipient complies with federal statutes, regulations, and award terms. The recipient must evaluate compliance, promptly address noncompliance, and take reasonable measures to safeguard sensitive information. In practice, this means written authorization rules, segregation of duties, documented approvals, reliable time and effort records, controlled access to systems, and a process for correcting errors.

Monitoring subrecipients and partners
The recipient and subrecipient are responsible for oversight of the federal award. Monitor subrecipient activities, costs, and performance against the subaward and the prime award. Retain evidence of monitoring, follow up on deficiencies, and escalate material problems through the channels required by the NOA or agency policy.

Reports and correspondence
Agencies review performance reports, financial reports, and correspondence throughout the project. NIH lists progress reports, invention reports, and Federal Financial Reports among its reporting types. The agency can use these records to compare accomplishments and costs with the approved goals and budget, request explanations, impose conditions, or authorize changes.
Reporting intervals
Under the Uniform Guidance, performance-report intervals are established by the award. As a general rule, they are no less frequent than annually and no more frequent than quarterly unless a specified condition applies. The NOA or agency instructions control the actual due dates, format, data fields, and certifications. A recipient should calendar the specific schedule rather than rely on the general rule.
Site visits and other information
NIH states that active monitoring is accomplished through review of reports and correspondence from the recipient, site visits, and other information available to NIH. A site visit can examine scientific progress, facilities, records, controls, and corrective actions. Agencies may also use payment data, hotline information, audit findings, or communications from project personnel when assessing risk.
Responding to a deficiency
- Identify the requirement, affected costs or activities, and the date the issue began.
- Notify the appropriate institutional official and, when required, the awarding agency.
- Stop or contain unallowable activity while preserving records.
- Submit a corrective-action plan with an owner, milestones, and evidence of completion.
- Document the agency’s response and verify that the fix works before closing the issue.
Audits, records, and financial stewardship
When an audit may be required
NIH audit guidance states that recipients or subrecipients expending $750,000 or more in federal awards during a fiscal year are subject to an audit requirement. Those below that amount are not required to have an annual audit for that year under that guidance, but they must make grant-related records available for review or audit. The threshold and its application can change, and other circumstances or award terms may create additional duties; confirm the current rule before relying on it.
Records must support the award
Maintain financial ledgers, invoices, payroll and effort support, procurement records, subaward files, inventory records, progress evidence, approvals, and correspondence for the period required by the applicable rules and NOA. Records should allow an independent reviewer to connect each reported cost and accomplishment to the approved project.

Audit is not the whole monitoring system
An audit is one oversight tool, not a substitute for ongoing controls and reporting. Recipients remain responsible for compliance during performance, whether or not an audit is required in a particular fiscal year.
Closeout: finishing the award correctly
What closeout confirms
Closeout confirms that the approved work and required administrative actions are complete. The recipient submits the final performance and financial information, invention or property reports when applicable, and any other documents listed in the NOA or agency instructions. NIH emphasizes timely, accurate final closeout documents as a recipient responsibility.
Closeout does not erase every duty
Administrative closeout does not necessarily end record-retention, audit-access, intellectual-property, data-management, property, or other continuing responsibilities. Keep records and follow post-award obligations for the period specified by federal rules and the award.

How to read any agency’s process without overgeneralizing
When comparing agencies or opportunities, ask the same five questions while keeping the scope explicit:
- Who performs scientific merit review, and what criteria and scoring method are used?
- Is there a separate programmatic or advisory review after peer review?
- Which official or body has authority to make the final funding decision?
- What application-specific budget, eligibility, and compliance checks occur?
- What reports, audits, site visits, records, and closeout documents will the recipient owe?
Use the FOA for pre-award instructions, the NOA for binding award conditions, the agency’s policy for administration, and 2 CFR Part 200 for generally applicable federal requirements. If those sources conflict with a generic lifecycle explanation, follow the controlling award documents and obtain written guidance from the awarding office.
Quick Recap
A practical recipient checklist
- Save the final application, submission confirmation, FOA, NOA, amendments, and all agency correspondence in one controlled location.
- Map each deliverable, report, certification, and prior-approval trigger to an owner and calendar date.
- Reconcile project spending regularly and investigate variances before a report is due.
- Review subrecipient invoices and performance against the subaward and prime-award requirements.
- Train project staff on allowable costs, data protection, procurement, conflicts, and record retention.
- Prepare for monitoring by keeping progress evidence, financial support, approvals, and corrective-action records easy to retrieve.
- Start final reporting early enough to resolve outstanding costs, property, inventions, and subaward information before closeout.
