Federal AI grants do not follow one universal rule. Whether you need matching funds, what milestones you must report, and how often reports are due depend on the agency’s notice of funding opportunity (NOFO), the award notice, and the executed grant conditions. In the NSF SBIR/STTR program, for example, cost sharing generally cannot be required for Phase I or Phase II, while special supplements can impose a match. The reliable way to manage an AI award is to identify the agency and phase, read the controlling cost-share language, turn the technical plan into measurable milestones, and put every technical, financial, and closeout deadline on one calendar.

What controls a federal AI grant?

“Federal AI grant” describes a subject area, not a single government program. NSF, the Department of Energy (DOE), and other agencies issue separate solicitations with different eligibility rules, award structures, reporting portals, and deadlines. A proposal that is acceptable under one agency’s small-business program can be incomplete under another.

Use the documents below in this order when they conflict or when a summary page is less specific than the award:

  1. The current NOFO or solicitation: defines the purpose, eligible applicants, allowable costs, matching language, submission instructions, review criteria, and deadlines.
  2. The award notice and executed agreement: add the conditions that apply to your particular grant, including special terms, reporting checklists, payment conditions, and authorized budget or period-of-performance dates.
  3. The agency’s grant guide: NSF uses its Proposal & Award Policies & Procedures Guide (PAPPG) and program-specific conditions; other agencies use equivalent policy manuals.

Check the publication date, amendment history, and whether the opportunity is still open immediately before applying. Award ceilings, portals, and due dates can change between funding cycles.

Do federal AI grants require matching funds?

Sometimes, but not as a blanket federal requirement. The SBA SBIR/STTR Policy Directive says cost sharing or matching funds cannot be required for Phase I or Phase II awards. It also allows agencies to require a small business to have matching funds for certain special awards. That distinction matters: a standard phase award and a supplement or pilot attached to it may have different rules.

Standard NSF SBIR/STTR phases

For a normal NSF SBIR/STTR Phase I or Phase II proposal, a required cash match is not the default under the SBA policy. You still must follow the NSF solicitation’s budget and eligibility instructions, and you should not assume that voluntary cost sharing will improve the review. If the solicitation does not authorize a cost, do not put it in the budget merely to create a match.

Special awards and supplements

The SBA directive describes a special pilot in which eligible third-party matching must equal the federal award amount. Internal research-and-development funds and in-kind contributions do not count as matching sources in that pilot. A signed investor commitment, customer funding agreement, or other evidence specified by the solicitation may be required; your own payroll, existing laboratory time, or donated equipment cannot be substituted unless the controlling notice expressly permits it.

NSF’s current SBIR/STTR solicitation, NSF 26-510, provides a concrete example. Its Phase IIB supplement matches funds from investors or customers and is subject to eligibility and available-funds conditions. Treat this as an NSF special-award rule, not as a requirement for every AI grant.

How to read cost-sharing language

Search the NOFO and award terms for “cost sharing,” “matching,” “third-party funds,” “supplement,” “special award,” and “in-kind.” Record five facts before you commit to a proposal:

  • Whether a match is mandatory, optional, or prohibited.
  • The percentage or dollar formula and whether it is based on the federal award, total project cost, or a specific supplement.
  • Which sources qualify and when the money must be available.
  • What evidence must be submitted with the proposal or after selection.
  • What happens if a promised match is reduced, delayed, or withdrawn.

Ask the agency’s designated contact for a written interpretation when the wording is unclear. Do not rely on a general statement about “federal grants” to override the solicitation.

Current NSF AI funding example (2026)

NSF solicitation 26-510, posted May 22, 2026, covers SBIR/STTR Phase I, Phase II, and Fast-Track proposals. It lists a standard grant amount of up to $305,000. The same solicitation describes several paths with separate conditions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Path Amount or match stated Conditions to verify
Standard Phase I/Phase II grant Up to $305,000 Eligibility, scope, budget rules, and the solicitation’s current deadline
Phase IIB supplement Requires matching funds from investors or customers Eligibility, acceptable third-party source, available funds, and evidence of the match
Technology Enhancement for Commercial Partnerships supplement Capped at 20% of the Phase II award Supplement eligibility, allowable activities, and available funds
Strategic Breakthrough award Requested amount up to $30,000,000 Invitation-only status, eligibility, program fit, and available funds

These figures are tied to the 2026 solicitation and are not permanent entitlements. Confirm that NSF 26-510 remains active, that your company meets current ownership and small-business requirements, and that the amount and deadline have not been amended.

How to turn an AI project into reportable milestones

A milestone is an observable result tied to a funded objective and task, not a vague intention such as “improve the model.” NSF Phase II guidance requires the final report to show results and actual data for each research objective and task funded by NSF. Build the reporting structure while writing the proposal so the same evidence supports both review and closeout.

Use a measurable milestone record

For every objective, create one row with the following fields:

Field What to specify Example for an AI project
Objective and task The funded technical question and the work package that addresses it Train and validate a defect-detection model on the agreed manufacturing dataset
Technical metric A threshold, range, or acceptance test defined before work starts Recall and precision on a held-out test set, with the dataset version named
Evidence or dataset The artifact an evaluator can inspect Evaluation script, model checkpoint, confusion matrix, and data-quality log
Responsible person One accountable owner, even if several people contribute Machine-learning lead
Target date A calendar date within the period of performance End of month 6
Variance explanation The trigger and corrective action if the target is missed Labeling delay; add an approved data source and rebaseline the test date
Commercialization or deployment implication Why the result matters to a user, customer, or production setting Demonstrates the accuracy needed for a pilot at the first customer site

Define baseline, test-set boundaries, hardware or compute assumptions, and acceptable statistical uncertainty. A metric that changes definition during the project is difficult to defend in a final report. Keep raw results and versioned artifacts so “actual data” can be reproduced rather than reconstructed from memory.

  • Technical feasibility: Is there a credible path from the proposed method to the stated performance, with risks and alternatives identified?
  • Commercialization or user impact: Does the result solve a documented customer, public-sector, or operational problem, and is there a plausible adoption path?
  • Reporting measurability: Can an independent reviewer verify progress from the proposed metrics, datasets, demonstrations, and records?

The NOFO and review criteria control the exact weighting. Do not assume that a technically ambitious proposal will score well if its outcomes cannot be measured with the evidence the agency requests.

What reports does NSF SBIR/STTR require?

Phase I reporting

NSF Phase I awardees submit formal reports on two occasions: when the Phase I award period ends and when they submit a Phase II proposal, if they choose to continue. The reports go through Research.gov and include cover information, products and participants data, a technical narrative, and a public project-outcomes report.

Prepare the Phase I closeout while the work is still underway. Reconcile the technical narrative with the approved objectives, list publications or other products, identify participants and their roles, and write the public outcomes text so it contains no confidential or export-controlled information. If you apply for Phase II, make sure the proposal’s claims and baseline data agree with the Phase I report.

Phase II reporting

NSF Phase II awards require interim progress reports and a final report. The final report must include results and actual data for every research objective and task funded by NSF. A useful internal package contains:

How often are federal grant reports due?

There is no single federal reporting cadence. The award’s reporting schedule controls. NSF illustrates the difference between phases: Phase I has the two formal reporting occasions described above, while Phase II adds interim progress reports and a final report. The exact due dates appear in the award documents and Research.gov task list.

DOE uses a different control point. Its SBIR/STTR awardee instructions identify project reporting requirements in the Federal Assistance Reporting Checklist and Instructions for RD&D Projects attached to the award agreement. The checklist, not a generic NSF timetable, determines which DOE reports are required and when.

Build one reporting calendar

  1. Enter the period-of-performance start and end dates from the executed award.
  2. Copy every technical, financial, invention, human-subjects, security, and property-report date from the award and its attachments.
  3. Add internal deadlines 30 to 45 days before each external due date for data freeze, quality review, approvals, and portal submission.
  4. Assign an owner and a backup for each report section; the principal investigator should not be the only person who knows the portal credentials or evidence location.
  5. Set reminders for amendment requests, no-cost extensions, and final-invoice or liquidation dates.
  6. After submission, save the confirmation, submitted PDF or export, and any agency acceptance message with the award records.

What happens if a grant report is late or unacceptable?

Consequences depend on the agency and the award terms, but lateness is not merely an administrative inconvenience. NSF’s 2024 SBIR/STTR Phase II conditions state that payment is conditioned on accepted reports. They also state that failure to submit an acceptable final report may result in withheld payment and may be grounds for suspension or termination of the grant.

If a deadline is at risk, contact the grants officer or program contact before it passes. Provide the award number, report affected, reason for the delay, current completion date, and a concrete recovery plan. Request an extension or other written authorization when the terms allow it; do not assume that an email from a technical monitor changes the legal due date unless the authorized official confirms it.

Recovery checklist for a missed deadline

  • Submit a short status notice immediately, even if the full report is not ready.
  • Separate missing evidence from work that is genuinely incomplete.
  • Use approved data and document any change in metric, method, personnel, or schedule.
  • Ask whether payment, continuation, or a supplement is blocked pending acceptance.
  • Record the agency’s response and revised date in the award file.

NSF closeout and the 120-day liquidation rule

Under the 2024 NSF SBIR/STTR conditions, unless an extension is authorized, recipients must liquidate financial obligations within 120 calendar days after the period-of-performance end date. This is an NSF SBIR/STTR condition, not a universal federal-grant deadline. Coordinate final invoices, subcontractor charges, equipment records, and any unobligated balance well before day 120, while also completing the required technical and public-outcomes reports.

A practical sequence for applying and managing an AI grant

  1. Identify the agency and phase. Decide whether the project fits NSF SBIR/STTR, DOE SBIR/STTR, or another program, and whether you are pursuing Phase I, Phase II, Fast-Track, or a supplement.
  2. Read the current solicitation end to end. Mark eligibility, AI topic scope, budget ceilings, matching language, review criteria, required attachments, portal, and deadline.
  3. Map the budget to funded tasks. Every major cost should support an objective that will produce reportable evidence; identify any subcontract or third-party funds and confirm allowability.
  4. Resolve cost sharing in writing. Determine whether the award is standard or special, calculate the required amount, verify acceptable sources, and obtain commitments before submission.
  5. Draft the milestone and evidence table. Set metrics, datasets, owners, dates, variance triggers, and commercialization or deployment implications.
  6. Prebuild the reporting package. Create folders and version-control conventions for technical data, participant records, products, financial support, and public summaries.
  7. Submit through the required system. NSF uses Research.gov for the reports described above; other agencies may use different portals or checklists.
  8. Manage changes formally. Seek approval for a no-cost extension, rebudgeting, altered scope, key-person change, or other action when the award terms require it.
  9. Close out deliberately. Submit acceptable final reports, reconcile obligations, preserve records, and meet the agency-specific liquidation and retention requirements.

Key takeaways for applicants

  • Do not assume that “federal” means a match is required or that in-kind support qualifies.
  • Use NSF’s no-required-match rule only for the SBIR/STTR Phase I and Phase II context covered by the SBA directive; special awards can differ.
  • Make every funded objective produce measurable, reproducible evidence that can appear in the final report.
  • Keep the executed award package, not just the proposal, as the source for reporting dates and checklists.
  • Verify current solicitation status, ceilings, eligibility, portals, and deadlines immediately before applying and again after award.
