Europe needs two complementary but distinct kinds of digital-skills progress: broader practical capability across the population and more people working as ICT specialists. In 2025, 40% of EU citizens lacked basic or above-basic digital skills; the EU’s 2030 goal is for at least 80% of people aged 16–74 to have at least basic skills. Separately, the EU reported 10.4 million employed ICT specialists in 2025 against a 2030 target of 20 million. A workforce strategy should address both goals, connect learning to real work, and measure each outcome with the right indicator.

Europe’s digital-skills challenge has two different targets

“Digital skills” can mean the ability to use digital tools in everyday work, or specialist expertise used to build, secure and operate digital systems. Europe needs both, but one cannot stand in for the other. A worker who can confidently use digital services is not necessarily an ICT specialist; training more specialists does not, by itself, ensure that the wider workforce has foundational skills.

The European Commission’s Digital Decade policy sets a goal of at least 80% of people aged 16–74 having at least basic digital skills by 2030, alongside a separate goal of 20 million employed ICT specialists. These are EU-wide policy targets, not guarantees that every country, sector or employer will follow the same path. The Commission’s digital-skills policy also identifies areas such as AI, data science, cloud computing and cybersecurity as relevant to workforce skilling.

Measure Latest figure in the cited sources EU 2030 target What it tells workforce planners
Basic digital skills among people aged 16–74 Eurostat reports that 40% of EU citizens lacked basic or above-basic skills in 2025, in its 2026 edition. At least 80% of people aged 16–74 should have at least basic digital skills. Whether foundational capability is spreading across the population.
Employed ICT specialists 10.4 million in 2025; Eurostat data extracted June 2026. 20 million employed ICT specialists. Whether the specialist workforce is growing, not whether all workers have basic skills.

Using the reported values, the broad-skills indicator is 20 percentage points below the 80% target if the 40% lacking basic or above-basic skills is read as the complement of the target’s “at least basic” threshold. The specialist figure is 9.6 million below 20 million. Those are simple comparisons of the cited figures, not forecasts of the pace required or evidence that a particular intervention will close either gap. The underlying measures have different populations and definitions, so they should not be combined into one score.

Build foundational capability around what people must do

Eurostat’s overall digital-skills measure covers five competence areas, rather than treating digital skill as a single technical subject. That breadth matters for employers: a strategy focused only on coding, AI tools or cybersecurity awareness could miss the wider mix of capabilities captured by the EU indicator. The available figure establishes the five-area scope, but does not in itself rank which area most needs attention in a particular workplace. Eurostat’s 2026 edition reports the 2025 skills data and describes the measure.

Map tasks before choosing training

As a practical planning proposal, employers and public training bodies can begin with the tasks workers actually perform: finding and handling information, communicating through digital systems, using workplace platforms, completing routine digital processes, and recognizing when a task requires specialist support. The point is not to assume that every worker needs the same course. It is to identify the capability needed to do a task safely and effectively, then determine whether a learner needs basic instruction, practice in a work context or a route to more advanced training.

  • For employees who are new to workplace technology: identify the essential systems and tasks for their role, then make time for guided practice.
  • For experienced workers facing changed processes: focus learning on the new tools, workflows or responsibilities that have altered their day-to-day work.
  • For workers who use digital tools confidently but need more depth: distinguish advanced use of tools from specialist ICT work, and offer a path to either deeper role-specific capability or formal technical training.

These are design recommendations, not findings that one course format works best. The EU-level indicator can help track broad progress, but employers still need to check whether workers can perform the tasks required in their own roles.

Make lifelong learning reachable for adults already at work

Digital transformation does not affect only people entering the labour market. Current employees may need to learn new systems while continuing their jobs; jobseekers may need skills relevant to current vacancies; and adults with lower qualifications can face different access barriers from those already comfortable with formal learning. A workforce plan should make these audiences visible instead of treating “the learner” as one uniform group.

The European Skills Agenda frames learning as a lifelong activity and tracks participation among adults, low-qualified adults and unemployed adults. Its page lists a 2025 objective of 50% adult-learning participation and reports 39.5% as the 2022 level for adults aged 25–64. These figures describe a participation objective and a historical level; they do not establish a more recent participation rate, identify which digital-skills courses adults took, or show which delivery method is most effective. The European Skills Agenda is useful as a policy reference for keeping adult participation and inclusion in view.

Design access into the learning plan

As a proposal, employers and public programmes can reduce avoidable barriers by asking learners and managers when training can fit around work, what prerequisites a course assumes, and whether support is available for people who need more time or foundational help. A learning offer should make its audience and expected starting level clear. Where a role requires specialist competence, a short introductory session should not be presented as a substitute for deeper preparation.

Reach should be measured alongside enrolment. A programme that attracts only workers who already have easy access to training may increase participation among that group while leaving other workers untouched. Track who is offered training, who begins it and who completes it, using appropriate privacy protections and a clear purpose for collecting the information. These checks can reveal participation gaps; they cannot, on their own, prove that training improved job performance.

Connect specialist growth to actual role and sector needs

Europe’s 20-million ICT-specialist target calls for a specialist pipeline as well as broader upskilling. The Commission names AI, data science, cloud computing and cybersecurity among areas covered by skilling initiatives. These fields are not interchangeable, and not every organization needs to recruit every specialty. Employers should translate business needs into roles and capabilities before choosing a training or recruitment route.

For example, an organization planning to use data more extensively may need people who can manage data systems, analyze data or govern its use; a cybersecurity requirement may call for dedicated security expertise rather than general awareness training alone. These are planning distinctions, not claims that the cited policy sources prescribe particular job profiles. EU-supported digital-skills initiatives provide policy context for skilling activity, but the cited source does not rank course providers, prove training outcomes or establish which delivery model produces the best return. The Commission’s overview of digital-skills initiatives describes the initiatives it supports.

Use a role-to-skill map

A useful employer proposal is to document, for each priority role, the tasks the person must perform, the level of digital capability those tasks require, and the evidence that would show readiness. This helps separate three needs that are often conflated:

  • Baseline capability: the digital skills needed by a broad range of workers to carry out ordinary work tasks.
  • Role-specific upskilling: the additional capability required when a job’s tools, processes or responsibilities change.
  • Specialist preparation: the deeper technical expertise needed for ICT roles in areas such as AI, data science, cloud computing or cybersecurity.

Use the map to decide whether to train current staff, recruit, or combine both approaches. The map is a planning aid, not a substitute for checking local labour-market conditions or the actual requirements of a role. Avoid counting every course participant as a new specialist: the EU target concerns employed ICT specialists, not training enrolments.

Treat skills as one part of digital transformation

Training cannot resolve every barrier to adopting technology. The Commission’s Digital Decade monitoring covers four areas: citizens’ digital skills; business take-up of technologies such as AI, data and cloud; connectivity, computing and data infrastructures; and online public services and administration. Its overview states: “Under the Digital Decade Policy Programme, we track performance in four areas: citizens’ digital skills; take-up of new technologies by businesses like AI, data and cloud; advancing the EU’s connectivity, computing and data infrastructures; and making public services and administration available online.” The Digital Decade overview places skills alongside these other conditions.

For a workplace, that means a skills plan should be coordinated with the systems and support people need to apply what they learn. If staff are expected to use a new platform, leaders should clarify whether the platform is available, how it fits existing processes and where workers can get help. This is a practical recommendation, not a claim that any one technology investment guarantees better outcomes. Monitoring skills alone would miss adoption and infrastructure constraints; monitoring technology adoption alone would not show whether the workforce has the capability to use it.

Measure reach, capability and specialist growth separately

A credible programme needs indicators that match the result it is trying to achieve. Do not substitute course activity for skill, or basic-skills progress for specialist workforce growth. Keep the EU-level indicators distinct from local programme measures, and state the population and period for every figure reported.

Question Indicator to track What it can establish What it cannot establish alone
Is foundational skill improving across the population? The EU basic digital-skills indicator for people aged 16–74. Progress against the 2030 target using the EU’s broad measure. Which course, employer or policy caused a change.
Are adults accessing learning? Adult-learning participation, with relevant groups such as low-qualified and unemployed adults considered separately. Whether learning participation is changing and who is reached. Whether a participant gained a specific skill or applied it at work.
Is the specialist workforce growing? Employed ICT specialists, tracked against the 20 million 2030 target. Whether the size of the employed specialist workforce is moving toward the target. Whether every sector has the specialist mix it needs.
Does a workplace programme meet its purpose? Locally selected evidence tied to a role or task, such as completion of a defined work activity. Whether participants can demonstrate the capability the programme set out to teach, if the measure is well designed. EU-wide progress or causal impact without a suitable evaluation design.

For a regional or employer programme, report the baseline, the group measured, the assessment method and the date. Separate access measures—offers, enrolments and completion—from capability measures. If a programme claims that training caused an outcome, it needs evidence capable of supporting that causal claim; a rise in attendance or a before-and-after count alone does not establish it.

A practical sequence for employers and policymakers

  1. Set the outcome first. Decide whether the priority is broad foundational capability, adapting current workers to role changes, increasing access to adult learning, or growing specialist ICT employment. These can coexist, but should not be treated as one metric.
  2. Identify the audience and task. Specify the workers or learners involved, their starting point and what they need to do. Distinguish current employees, jobseekers, low-qualified adults and people preparing for ICT careers where relevant.
  3. Choose learning that matches the need. A foundational task calls for a different level of preparation from specialist work in cybersecurity or data science. Make recommendations about course formats or teaching methods as proposals unless there is evidence for their effectiveness in the specific setting.
  4. Check access and support. Confirm that learners can participate, understand prerequisites and have a route to assistance. Track participation across the groups the programme intends to reach.
  5. Assess the intended capability. Decide in advance how learners will demonstrate the skill or task, rather than using attendance as a proxy for learning.
  6. Report the right result. Use broad digital-skills data for the population-level target, adult-learning participation for access, and employed ICT-specialist counts for specialist workforce growth. Keep local programme results clearly labelled as local.

This sequence is a proposed way to turn policy goals into workforce planning; the cited EU sources set targets, describe measures and identify policy directions, but do not establish that this sequence—or any particular training intervention—is proven to work better than alternatives.

What progress should look like

Europe’s workforce strategy should expand baseline capability without confusing it with specialist expertise, create accessible routes for adults to keep learning, and build technical talent in areas tied to real roles and sector needs. Progress is clearest when each effort has a defined audience, a task or skill to develop, and a measure that corresponds to the intended outcome. At EU level, that means tracking foundational skills, adult-learning participation and employed ICT specialists as separate indicators, while recognizing that infrastructure, business adoption and public services also shape whether digital capability can be used.
