Ethernet scale-up networking connects accelerators inside a tightly coordinated AI system through a purpose-built fabric; it is not simply ordinary data-center Ethernet made faster. The fabric includes endpoint interfaces, links, switches, transport and traffic-management behavior, plus the software used to configure and operate it. Scale-up typically prioritizes low latency and high bandwidth for close accelerator-to-accelerator communication, while scale-out connects systems across a broader cluster so workloads can grow across more machines.
Scale-up and scale-out connect different parts of an AI workload
In a distributed AI job, accelerators exchange data as they cooperate on computation. Scale-up networking serves the closely coupled communication domain among accelerators in a system or tightly managed group. Its design tends to emphasize high bandwidth, low latency, and efficient handling of frequent exchanges, including small messages. Scale-out networking connects systems across a wider cluster, often across racks, to distribute work and expand capacity horizontally.
These are architectural tendencies, not universal boundaries defined by a particular rack count, accelerator count, or latency threshold. A system can use scale-up within a group of accelerators and scale-out to connect that group to other systems. The distinction is useful because the traffic patterns and design priorities differ: a short path between cooperating accelerators may place more weight on latency and message overhead, while a larger distributed cluster must also address expansion, path diversity, and operation across more equipment.
| Dimension | Scale-up tendency | Scale-out tendency |
|---|---|---|
| Communication domain | Closely cooperating accelerators within a tightly managed fabric | Systems connected across a wider cluster, potentially spanning racks |
| Typical design emphasis | Low latency, high bandwidth, and efficient accelerator exchanges | Distributed workload growth and connectivity among more systems |
| Traffic consideration | Frequent small exchanges can make fixed packet and processing overhead noticeable | Traffic and distances vary with cluster design and workload |
| Boundary | No single accelerator count, rack boundary, or latency value defines the terms across all designs. | |
A 2026 SONiC architecture guide gives example characteristics of less than 2 microseconds round-trip time (RTT) for scale-up and less than 20 microseconds RTT for scale-out. Those are the guide’s comparison values, not universal limits, a cross-industry definition, or independently reported benchmark results. The same guide states a requirement of at least 1,024 GPUs for the scale-up fabric it describes; that is a document-specific requirement, not evidence that a particular deployed product supports that count.

What makes an Ethernet scale-up fabric a complete system
The Ethernet label describes an important foundation, not a complete performance or compatibility specification. A representative system can have compute trays containing accelerators, endpoint interface or station logic, a switch tray providing the intra-rack fabric, and a cable subsystem using copper or optical links. The physical design has to match the rack layout, reach, and serviceability needs, while the networking design determines how data is framed, forwarded, transported, managed, and recovered when links or traffic encounter problems.
It helps to think of the fabric as a set of interacting layers rather than as a cable choice:
- Accelerators and endpoint logic: These generate and consume workload data. Their interface logic must connect the accelerator system to the selected fabric and protocol.
- Physical links: Copper or optics carry signals between endpoints and switches. Medium, reach, cable routing, and replacement procedures shape the physical deployment.
- Link behavior and packet representation: Ethernet framing may be used directly or adapted. Header choices and optional tags affect how much of a packet carries useful workload data.
- Forwarding and addressing: The fabric needs a way to direct traffic between endpoints. Some designs retain standard Ethernet behavior; others adapt forwarding or packet encodings for accelerator traffic.
- Transport and reliability: This layer governs how transactions move and how lost, delayed, or damaged data is handled. Choices affect endpoint work, recovery behavior, and performance under contention.
- Traffic management and operations: Congestion controls, flow-control configuration, monitoring, fault handling, and provisioning determine whether the design can be run predictably at scale.
The Ultra Ethernet Consortium (UEC) described its Specification 1.0 as a communication stack spanning NICs, switches, optics, cables, and the networking stack. That broad scope signals an effort to address end-to-end behavior, but a stated interoperability goal does not mean that arbitrary components from different suppliers automatically work together. Compatibility and conformance still need to be established for the specific implementation.

How data moves—and where performance can be lost
At a high level, an accelerator sends workload data through its endpoint interface, across a physical link, and into the fabric. Switches forward the traffic toward the destination accelerator, where its interface and transport behavior deliver it to the receiving workload. In a real system, the result depends on the full path: the endpoint implementation, packet format, forwarding behavior, number of switching stages, link configuration, and traffic-management response all matter.

Advertised link rate alone therefore does not establish application performance. Latency includes more than propagation over a cable: endpoint and switch processing, path length, queuing under contention, and recovery from errors can all affect a transfer. Effective throughput can also diverge from raw link capacity when packet overhead consumes bandwidth or several senders compete for the same resources. A meaningful comparison should use the target workload and a defined measurement method, especially for small messages and congested conditions.
Small messages make fixed overhead more visible
When a packet carries a small payload, headers take up a larger share of the transmitted bytes. In an October 2025 discussion of its Unified Ethernet Transport (UET), UEC said a basic UET packet has 104 bytes of headers. It compared that figure with a 4,096-byte target packet and characterized the header share as 2.5%; the same discussion said overhead becomes more significant for a 256-byte transfer. These figures describe UEC’s UET example, not all Ethernet packets or all AI traffic.
This explains why packet format can matter particularly in a scale-up fabric: frequent small accelerator exchanges may pay a proportionally high cost for fixed headers and processing. The SONiC architecture guide also notes that Ethernet and VLAN header overhead can matter for small transactions. It describes compressed packet encodings, including UEC’s Unified Forwarding Header, as one possible way to reduce overhead. That path involves trade-offs: changing ordinary Ethernet forwarding behavior can affect familiar features such as MAC learning or Link Layer Discovery Protocol (LLDP). Compression is a design option, not a universal requirement or an automatic improvement in every system.

Congestion control and link recovery solve different problems
When multiple sources send toward shared resources, traffic can contend and queues can build. Flow control and congestion response influence how traffic is managed, but a mechanism configured for one topology or workload may not behave well in another. The SONiC guide discusses Priority Flow Control (PFC) and Credit-Based Flow Control (CBFC) as options for managing loss-sensitive traffic classes. Neither should be read as a guarantee of lossless end-to-end delivery or as a way to eliminate congestion.

Link-Level Retry (LLR), also discussed in the SONiC guide, addresses errors between link partners. It is distinct from fabric-level congestion management: retransmitting after a link error does not by itself prevent queues from forming elsewhere in the network. Operators need to assess how link recovery interacts with transport behavior, traffic control, and the actual topology.
UEC’s October 2025 account described programmable congestion management and richer congestion signaling as areas of work. The stated aim of programmable control was to allow configurable algorithms; signaling was intended to provide transport with more useful information about network congestion. These were work-program descriptions, not confirmation that every mechanism was complete or broadly deployed.
Topology, media, and operational design affect the result
Scale-up fabrics are often described as single-tier designs because fewer switching stages can help keep paths short. The SONiC architecture guide cautions that a single tier is not a strict requirement. The appropriate topology depends on the accelerator system and use case, including fabric size, address allocation, number of switching stages, redundancy, and how the fabric is provisioned. A design should be evaluated at its intended scale rather than assumed to perform the same way simply because it uses Ethernet.

Copper and optics are alternative physical approaches, not interchangeable labels for identical deployment conditions. The medium affects supported reach, cable routing, rack layout, and service procedures. The evidence available here does not establish a universal distance or cost comparison between them. A system buyer should obtain the specific link reach, supported components, and cabling guidance for the implementation being considered.

Resilience also goes beyond having a second cable. A deployment needs to understand failure detection, path redundancy, link retry behavior, telemetry, and the process for isolating and replacing a faulty component. An Open Compute Project (OCP) workshop in August 2025 included a session on observability and resiliency in NICs and DPUs, reflecting that operational visibility is part of the design discussion. A workshop agenda demonstrates active discussion, not a normative specification or proof that a particular implementation has those features.

Several efforts address parts of Ethernet-based scale-up, but they are not equivalent kinds of work. A published specification, an architecture guide, a software network operating system, and an interconnect initiative should not be treated as synonyms for a shipping product or as proof of interoperability.
| Effort | What the cited material establishes | What it does not establish on its own |
|---|---|---|
| UEC Specification 1.0 | UEC announced its public release on June 11, 2025, describing an Ethernet-based AI/HPC communication stack and goals including modern RDMA for Ethernet/IP, open interoperability, and end-to-end scalability. | That all components from different vendors interoperate today, or that every announced technology is complete and deployed. |
| UEC post-1.0 work | In an October 9, 2025 post, UEC discussed congestion-control work, small-message efficiency, a scale-up-optimized transport, and in-network collectives. | That these work areas were all finished or universally available at that time. |
| OCP AI interconnect discussions | An August 26, 2025 workshop included sessions on UEC, AI architectures, scheduled fabrics, multipathing, programmable congestion control, copper scale-up networks, Scale Up Ethernet, UALink, and observability. | A single finalized standard or a verified product comparison. |
| SONiC scale-up architecture | A public architecture guide labels revision 1.0 as dated July 27, 2026, and describes an Ethernet-based scale-up design. It says work would collaborate with the SAI community on APIs and SONiC modules. | A completed normative specification, or proof that every described feature ships in production systems. |
| UALink and ESUN | The SONiC guide characterizes UALink as using high-speed Ethernet SerDes while retaining PCIe-style transport and transaction layers, unlike an all-Ethernet data-link approach. It identifies ESUN as an OCP workstream. | A comprehensive, independently validated comparison of all implementations. |
UEC’s site navigation observed in the cited material listed Specification 1.0.3. The June 2025 announcement of 1.0 is therefore a milestone, not necessarily the newest specification version. When checking a product or implementation, look for the exact specification revision it supports and current conformance information rather than inferring compatibility from a consortium name.

How to evaluate a scale-up implementation
Before comparing an implementation or planning a deployment, collect evidence against the exact accelerator platform, topology, and workload you intend to run. A generic Ethernet speed or a standards logo is not enough to determine suitability.
- Confirm system compatibility. Identify supported accelerator systems, endpoint interfaces, NICs or station logic, switch hardware, software, and any required firmware. Ask which exact protocol and specification revisions are implemented.
- Define the target fabric. Record the number and placement of accelerators, whether the domain stays within a rack or spans racks, the switching stages, addressing approach, redundancy, and expected expansion path.
- Specify workload behavior. Establish message sizes and communication patterns representative of the job. Request latency and throughput results under both expected utilization and contention, with the measurement method and topology disclosed.
- Inspect packet and transport choices. Ask about header formats, reliability, forwarding, traffic classes, congestion signaling, and any use of compressed encodings. Determine how those choices affect interoperability and operational features.
- Validate control and recovery behavior. Obtain configuration guidance for PFC or CBFC if used, LLR behavior, congestion response, redundant paths, and fault handling. Understand which failures are detected automatically and what operators must do.
- Match physical media to the site. Confirm copper or optical options, supported reach, cable type, rack routing, component qualification, and replacement procedures for the proposed layout.
- Check observability and operations. Ask what telemetry is exposed at endpoints and switches, how congestion and link errors are diagnosed, and what provisioning and management tools are supported.
- Separate roadmap from delivery. Verify what is available in shipping hardware and supported software now, what is only specified or under development, and what has passed interoperability testing with the other selected components.
The available sources do not provide a validated vendor matrix with product availability, topology limits, or comparable benchmark methodology. A procurement decision therefore needs implementation-specific documentation and, where performance is decisive, workload-matched testing rather than assumptions based on an architecture description.
Why “Ethernet-based” is not a performance guarantee
Ethernet provides a broad physical and operational ecosystem, but scale-up performance depends on how a particular system combines endpoint logic, packet and transport design, forwarding, flow control, congestion response, topology, and software. Two fabrics that both use Ethernet links can make different choices at each of those layers, with consequences for latency, small-message efficiency, resilience, and management.
The practical question is not just whether a design uses Ethernet. It is whether the exact fabric works with the chosen accelerators, sustains the target workload at the required scale, responds safely to errors and congestion, and can be observed and operated by the team responsible for it.
