Ethereum burns the base-fee portion of an EIP-1559 transaction fee: the protocol removes it from circulation instead of paying it to a validator. A validator receives the priority fee, or tip. The maximum fee shown in a wallet is a per-gas spending cap, not necessarily the amount the transaction will cost.

What “burning” a transaction fee means

When an EIP-1559 transaction is included in an Ethereum block, the protocol charges a base fee for each unit of gas the transaction uses. That base-fee amount is not transferred to the validator who includes the transaction. Instead, it is destroyed by the protocol, meaning the ETH is removed from circulation. The EIP-1559 proposal states: “The base fee is always burned (i.e. it is destroyed by the protocol).” EIP-1559

Burning is different from sending ETH to a special account that someone might later spend. In the fee mechanism, the base fee has no recipient who can claim it. The transaction’s other fee component—the priority fee—does have a recipient: the block producer. Ethereum uses proof of stake, so that producer is a validator, not a miner. Ethereum.org’s proof-of-stake documentation explains the validator context.

That distinction matters when interpreting a transaction’s cost. The fee is not all validator income, and “the fee was burned” does not mean that every part of the transaction’s payment was destroyed. The base-fee portion is burned; the tip is paid to the validator.

How the base fee changes from block to block

The base fee is calculated by the protocol for each block. Its adjustment responds to how much gas the previous block used relative to a target. If gas use was above target, the base fee rises; if gas use was below target, it falls. This adjusts the price signal as demand for block space changes rather than leaving a user to negotiate the entire fee directly with a validator.

The base fee is therefore not a fixed network-wide rate. A quote can become outdated before a transaction is included if the base fee changes in intervening blocks. Ethereum.org describes the base fee as protocol-set and says a transaction must pay at least that amount for it to be considered valid. Ethereum.org’s gas guide

The rule is about the previous block’s gas use relative to the target, not simply whether a transaction is large or small. A transaction’s own gas use determines how much gas is charged for that transaction; it does not alone determine the next block’s base fee.

There are two different quantities to keep straight: gas measures the computation or work a transaction uses, while the base fee is a price per unit of gas. A transaction that uses more gas can therefore incur a larger base-fee charge even when the per-gas rate is unchanged. The changing base fee, in turn, reflects aggregate gas use against the block target rather than the size of one particular transaction.

Base fee, tip, and max fee compared

An EIP-1559 type-2 transaction, identified by the 0x02 type marker, includes two fee settings: maxFeePerGas and maxPriorityFeePerGas. These fields describe per-gas limits, not a final transaction bill. Ethereum.org’s transaction documentation

Term What it means Who determines it Where the amount goes
Base fee Required per-gas fee for inclusion in a block Calculated by the protocol from recent block gas use Burned; not paid to the validator
Priority fee (tip) An incentive per gas for including the transaction Set by the sender, subject to the transaction’s max-fee cap Paid to the block producer, now a validator
maxPriorityFeePerGas The sender’s cap on the priority fee per gas Set by the sender It is a ceiling, not necessarily the tip ultimately paid
maxFeePerGas The sender’s maximum total fee per gas, including base fee and tip Set by the sender It is a ceiling, not necessarily the amount charged

The effective priority fee is limited by both the sender’s tip cap and the space left under the total max-fee cap after accounting for the block’s base fee. In formula form:

effective priority fee per gas = min(maxPriorityFeePerGas, maxFeePerGas − base fee)

This formula applies when the transaction’s max fee is at least the base fee. If the max-fee cap is below the base fee in the block, the transaction cannot be included under those fee settings. When there is room under the cap, the sender need not pay the full max fee: the actual per-gas price is the base fee plus the effective priority fee.

The two sender-set fields serve different purposes. maxFeePerGas caps the combined per-gas charge, while maxPriorityFeePerGas caps only the tip. Neither is the fee the protocol burns or the exact tip the validator is guaranteed to receive. The realized amounts depend on the base fee in the inclusion block and on how much room remains under the total cap.

How to work out the actual fee

The amount ultimately charged depends on two things: the amount of gas the transaction actually uses and the effective price per gas in its inclusion block. Multiply the gas used by the sum of the base fee and effective priority fee:

actual transaction fee = gas used × (base fee + effective priority fee)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Any gas allowed by the transaction but not used is not charged as if it had been consumed. In particular, multiplying a gas limit by maxFeePerGas gives a possible upper bound, not the final fee. The unused portion is refunded; the fee is based on gas actually used.

  1. Check the inclusion block’s base fee. This is the protocol-set amount per gas, not the sender’s chosen tip.
  2. Find the available tip room. Subtract the base fee from maxFeePerGas.
  3. Apply the priority-fee cap. The effective tip is the lower of that remaining room and maxPriorityFeePerGas.
  4. Use gas actually consumed. Multiply that gas amount by the base fee plus effective tip to get the fee charged.
  5. Separate the destinations. The base-fee part is burned; the effective tip part goes to the validator.

For example, suppose a transaction has a total cap of 20 gwei per gas, a priority-fee cap of 3 gwei, and is included in a block whose base fee is 12 gwei. There is 8 gwei of room under the total cap, so the 3 gwei tip cap is the limiting value and the effective price is 15 gwei per gas. If instead the base fee were 18 gwei, only 2 gwei of room would remain, so the effective tip could be no more than 2 gwei per gas. These hypothetical figures illustrate the cap formula; they are not current fee rates.

Worked example: a simple transfer

Ethereum.org illustrates the calculation with a simple transfer that uses 21,000 gas, a base fee of 10 gwei per gas, and a 2 gwei tip. The total is 21,000 × (10 + 2) = 252,000 gwei, or 0.000252 ETH. Of that amount, 0.00021 ETH is burned as the base fee and 0.000042 ETH is paid to the validator as the tip. This is Ethereum.org’s teaching example, not a live fee quote.

The calculation shows why the split is based on the per-gas components. The base-fee portion is 21,000 × 10 gwei; the tip portion is 21,000 × 2 gwei. The two amounts add up to the total fee, but they have different destinations.

It also shows why the maximum fields should not be substituted into the final-cost calculation. The example’s total charge uses the stated base fee and tip, multiplied by the gas actually used. A wallet may set higher caps to allow for changing conditions, but those caps do not automatically become the per-gas amount paid.

How to read a wallet’s maximum-fee quote

A wallet’s maximum-fee fields are useful as spending limits. They tell you how much the transaction is permitted to pay per gas, but they do not predict the final charge by themselves. The final amount can be lower because the base fee at inclusion may leave some of the cap unused, the effective tip may be below its maximum, and the transaction may use less gas than its gas limit.

To interpret a quote, keep three questions separate:

  • What is the maximum total price per gas? Read maxFeePerGas; this is the sender’s ceiling.
  • What tip is actually available? Compare the priority-fee cap with the room remaining after the base fee.
  • How much gas was consumed? The actual fee uses gas consumed, not the full allowance if some remains unused.

A fee quote is consequently not a promise that the transaction will cost exactly the max-fee cap times its gas limit. That product describes a ceiling under those settings. The actual charge is determined when the transaction is included and its gas use and effective per-gas price are known.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When reviewing a completed transaction, focus on the quantities that determine the charge: gas actually used and the effective per-gas price at inclusion. Do not treat the sender’s original caps as though both were fully spent. To understand where the fee went, split that actual charge into its base-fee component, which was burned, and its effective priority-fee component, which was credited to the validator.

A cap also has a practical validity consequence. A transaction whose maxFeePerGas is lower than the base fee in a candidate block cannot be included with those settings. A higher cap can leave room for a changing base fee, but it still only sets the maximum total price per gas; it does not mean the sender will pay that entire amount.

What fee burning does—and does not—say about ETH supply

Burning base fees reduces the amount of ETH in circulation compared with what would remain if those fees were transferred instead. It does not, by itself, establish that ETH supply is shrinking overall. Whether supply grows or falls during a particular period depends on the amount burned and the amount issued during that same period.

For that reason, the fee-burn mechanism is not proof of a particular current supply trend, nor does it guarantee that ETH’s price will rise. A claim about net supply needs a defined time period and figures for both issuance and burn over that period; the mechanism alone only explains what happens to the base-fee portion of transactions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The effect of any single transaction is limited to its base-fee share: that amount is not available to circulate after it is burned. A broader statement about supply must account for all relevant issuance and burn over the period being discussed, rather than extrapolating from one transaction or one busy block.

Common misunderstandings

  • “All transaction fees are burned.” No. The base-fee portion is burned, while the priority-fee portion is paid to the validator.
  • “Validators receive the base fee.” They do not; it is removed from circulation. The validator receives the effective tip.
  • “The max fee is my final bill.” It is a cap per gas. The actual fee depends on the inclusion block’s base fee, the effective tip, and gas actually used.
  • “The burn guarantees ETH is deflationary.” It does not. Net supply also depends on issuance over the period in question.

EIP-1559’s proposal was created on 2019-04-13, and Ethereum.org’s documentation describes the mechanism and its worked example. The proposal and documentation explain the fee rules; a current network-wide burn total or a supply trend for a specific interval must be evaluated for that interval rather than inferred from the rule itself. EIP-1559

Frequently Asked Questions

What happens to the base fee in an Ethereum transaction?

The base-fee amount for the gas the transaction uses is burned by the protocol. It is removed from circulation rather than transferred to a validator.

Who receives the Ethereum gas tip?

The effective priority fee, commonly called the tip, is paid to the block producer. Ethereum now uses proof of stake, so the block producer is a validator.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is maxFeePerGas the amount I actually pay?

No. It is the sender’s maximum total fee per gas. The actual charge uses the inclusion block’s base fee, the effective tip allowed under the caps, and the gas actually used.

What if my maxFeePerGas is below the base fee?

A transaction cannot be included in a block whose base fee exceeds its maxFeePerGas under those fee settings.

Does EIP-1559 burning mean ETH supply always shrinks?

No. Burning reduces supply relative to what would remain if the base fees were transferred, but net supply over a period also depends on ETH issuance during that period.

Does the priority-fee cap always equal the tip paid?

No. The effective tip is limited by both maxPriorityFeePerGas and the room remaining between maxFeePerGas and the inclusion block’s base fee. It can be lower than the priority-fee cap.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

EIP-1559 burns the base fee for gas actually used and pays the effective priority fee to the validator. The max-fee settings are per-gas ceilings, not the final bill: actual cost depends on the inclusion block’s base fee, the effective tip, and gas consumed.
