El Niño can shift the odds of wet or dry conditions in particular regions and seasons, but it does not guarantee drought, start a wildfire, or determine how much water a community will have. Its influence works through changes in tropical Pacific ocean–atmosphere conditions that affect broader circulation and seasonal precipitation. Those shifts can then influence soil and vegetation moisture, snowpack, streamflow, and reservoir storage—while local weather, landscape conditions, and water decisions still matter.

What El Niño changes—and what it does not

El Niño is a phase of the El Niño–Southern Oscillation (ENSO), a recurring pattern involving the tropical Pacific Ocean and atmosphere. During El Niño, surface water in the equatorial Pacific is warmer than average, accompanied by changes in the atmosphere. Those ocean–atmosphere conditions can influence circulation patterns far beyond the tropics.

The effects reach a particular place through seasonal climate patterns, especially changes in the likelihood of precipitation and temperature conditions. El Niño is therefore a climate influence, not a local weather forecast or a direct physical cause of a specific drought or fire. A strong event can make certain seasonal outcomes more likely without making them certain.

That distinction matters because drought, wildfire risk, and water supply are connected but separate outcomes. A precipitation shortfall may contribute to drought; drought can affect snowpack, river flows, and stored water; and dry vegetation can make fire growth more likely when an ignition and suitable fire weather occur. None of those links means that the next one must follow.

Where the typical U.S. winter pattern is wetter or drier

NOAA describes a typical El Niño winter pattern in the United States as wetter and cooler across much of the southern tier, and warmer and drier across much of the northern tier. This is a broad tendency, not a map of guaranteed local conditions. The pattern varies by location, season, and event, and the strength of an El Niño changes the odds rather than fixing the outcome.

Precipitation is especially relevant in the western United States, where winter and spring are important wet seasons. Seasonal outlooks can help fire and water managers consider a range of possible conditions, but a broad ENSO pattern cannot tell a resident whether a specific watershed, town, or reservoir will be wet or dry. Local precipitation and temperature outlooks, current drought conditions, and observed water conditions are needed to make that assessment.

Can El Niño cause drought?

El Niño can influence seasonal precipitation and therefore raise or lower the odds of conditions that contribute to drought in some places. It does not, by itself, guarantee drought. A typical winter pattern may favor drier conditions in parts of the northern tier, for example, but the actual outcome in a location depends on how the pattern unfolds and on conditions before and after that season.

Drought is more than a single dry day or a missed storm. A sustained precipitation deficit can reduce moisture available to soils and plants and, depending on the region and season, affect snow accumulation, river flows, and reservoirs. Heat can compound moisture stress by increasing evaporation and drying landscapes. In places with a wet season, a relatively dry winter can matter for later water availability, but one seasonal outlook alone cannot establish that a drought will occur or persist.

To judge drought risk in a specific area, look at the sequence of evidence rather than the ENSO label alone:

  • Seasonal outlook: Is precipitation expected to be above or below average for the region and time period?
  • Conditions already on the ground: What do current drought monitoring and soil-moisture conditions show?
  • Water accumulating or moving through the basin: How are snowpack, streamflow, and reservoir storage changing?
  • Local impacts: Are water agencies reporting restrictions or adjusting allocations?

These indicators answer different questions: an outlook describes probabilities, while drought monitoring and water measurements describe conditions or impacts that are already developing.

How El Niño can influence wildfire risk

El Niño can affect fire planning indirectly by influencing precipitation during the western U.S. winter and spring wet seasons. Seasonal outlooks can give fire managers a reason to consider how fuels may develop under a range of moisture conditions. They do not predict a particular ignition or determine how a fire will behave.

Fire risk depends on more than seasonal precipitation. Dry, hot, and windy weather can dry grasses, woody material, and other vegetation that can carry a fire. Fuel moisture helps indicate how readily vegetation may burn, but a significant wildfire also requires an ignition and conditions that allow the fire to grow. Local weather, humidity, wind, and the state of the fuels all affect that potential.

A wet winter does not eliminate the possibility of dangerous fire conditions later. Heat and the normal seasonal drying of vegetation can increase flammability after a wet period. Conversely, a dry seasonal outlook does not mean a wildfire is inevitable: without an ignition, a fire does not start, and local conditions still influence whether it grows. Seasonal climate outlooks and short-term fire-weather information serve different purposes—the former describes a broad seasonal influence, while the latter helps assess nearer-term conditions.

How drought can affect water supplies

When drought reduces precipitation, it can also reduce snowpack, river flows, and reservoir levels. The consequences depend on where and when the shortfall occurs, how much water was stored beforehand, and how conditions evolve across the watershed. Snowpack is an important part of the seasonal water picture in snow-dependent basins because it can contribute to later streamflow as it melts.

Lower supplies can force difficult choices. Water managers balance needs that can include farms, cities, and ecosystems; an allocation decision for one use can affect what remains for others. A regional precipitation pattern does not reveal how much usable water a particular community has, because the answer also depends on local storage, flows, infrastructure, demand, and management decisions.

For a practical assessment, distinguish between the forecast and the supply indicators. A seasonal precipitation outlook can signal a possible change in future conditions. Snowpack, streamflow, and reservoir reports show how water is accumulating or available in a basin. Water agencies can explain how those conditions translate into local operations, restrictions, or supply plans.

Does wildfire reduce streamflow?

There is no single simple answer: wildfire can change watershed runoff, and the response depends on the basin and the scale being measured. A 2022 study by Williams, Juang, and colleagues, published in the Proceedings of the National Academy of Sciences, analyzed 72 forested western U.S. basins that burned between 1984 and 2019. Across those basins, mean streamflow was elevated by 0.19 standard deviations for an average of six water years after fire.

The study also examined 29 basins in which more than 20% of forest area burned in a year. In that group, streamflow over the first six postfire water years increased by a multibasin average of 0.38 standard deviations, or 30%. These are findings about streamflow quantity in the studied basins, not a forecast for every burned watershed.

More runoff should not be mistaken for better water quality or a more secure water supply. A measured increase in streamflow does not establish that water is safe to drink, arrives when it is needed, or can be stored and used by a community. The study’s streamflow result describes one part of a watershed’s response after fire, not a net benefit to people or ecosystems.

What NOAA’s current El Niño outlook says

As of the NOAA Climate Prediction Center diagnostic issued October 8, 2026, El Niño was continuing to strengthen. NOAA gave an 83% or greater chance of strong-to-very-strong El Niño conditions through January–March 2027. The diagnostic also gave a 54% chance of a historic event for September–November 2026 under its stated RONI threshold.

Those probabilities describe the status and expected strength of ENSO, not the chance of drought or wildfire in a particular community. NOAA’s diagnostic notes: “With an event of this magnitude, the chances of experiencing impacts consistent with El Niño are larger, though not guaranteed.” The October 8 diagnostic is a dated snapshot; seasonal outlooks and current conditions can change, so consult the newest NOAA Climate Prediction Center ENSO discussion when making decisions.

How to use the outlook without overreading it

For a useful local picture, match each question to the information that can answer it. Do not treat the El Niño forecast as a substitute for drought monitoring, fire-weather information, or water-agency updates.

  1. Start with the season and location. Check the latest NOAA seasonal outlook for precipitation and temperature in the area and months that matter. A continental pattern is not a local guarantee.
  2. Check whether drought is already present. Consult NOAA drought monitoring and local observations to see how current conditions compare with the seasonal outlook.
  3. Follow the basin’s water indicators. Look for snowpack, streamflow, and reservoir reports, then use water-agency information to understand what those measurements mean for local supply and competing needs.
  4. Assess fire conditions separately. Use local fire-weather and fuel-moisture information for near-term risk. Seasonal ENSO outlooks can inform planning, but they do not replace these local indicators.

Keeping those sources separate helps avoid common mistakes: turning a seasonal tendency into a certain local forecast, treating dry fuels as proof that a fire will occur, or interpreting postfire runoff measurements as evidence of safe or dependable water.
