El Niño can warm parts of California’s coastal ocean and disrupt the nutrient supply that supports marine food webs. But it does not affect every stretch of coast in the same way, and the warmth NOAA reported off Southern and Central California in September 2026 was attributed to a marine heatwave that came before the developing El Niño—not to El Niño already underway. NOAA’s October 8, 2026 outlook describes possible effects of the 2026–2027 event, not outcomes that have already been observed.
How El Niño can change California’s ocean
El Niño begins in the tropical Pacific, far from California, but changes there can influence the California Current system through oceanic waves and atmospheric connections. The effects can include warmer surface water, altered upwelling and nutrient supply, and shifts in the location or condition of marine species. These are linked processes, not a single guaranteed chain of local consequences.
From trade winds to warmer eastern Pacific water
In typical equatorial Pacific conditions, easterly trade winds push warm surface water westward. This helps maintain a sloping thermocline—the boundary between warm surface water and colder deep water—with deeper warm water in the west and shallower thermocline water in the east. During El Niño, the trade winds weaken and the thermocline flattens. The eastern Pacific’s thermocline deepens, leaving colder, nutrient-rich water farther below the surface.

That matters because upwelling brings deeper water toward the sunlit surface. When the thermocline is deeper, upwelling is less effective at supplying nutrients to surface waters. NOAA describes this as a reduction in the nutrient-rich water available to support primary productivity, the production of organic matter by organisms such as phytoplankton. Surface temperatures can rise while primary productivity declines.

How a tropical signal reaches the California Current
Oceanic Kelvin waves can carry changes eastward from the equatorial Pacific. Coastally trapped Kelvin waves can then travel along the coast. Atmospheric teleconnections can also influence conditions in the California Current. The resulting local response depends on more than the tropical Pacific signal: current strength and direction, local winds, water temperature, mixed-layer depth, and upwelling all help shape conditions and affect species’ growth, distribution, and survival.
NOAA monitors coastally trapped Kelvin waves partly through sea-level observations. These waves can produce relatively small sea-level changes of about 15 centimetres (6 inches), detectable by tide gauges and satellites. That measurement is a physical signal associated with the waves; it is not a reading of local ocean temperature and does not prove that a particular biological change was caused by El Niño.
What NOAA says about the 2026–2027 outlook
NOAA’s October 8, 2026 outlook says the West Coast typically experiences unusually warm ocean temperatures and elevated sea levels during El Niño. It discusses possible shifts in fish distributions, more observations of tropical and pelagic wildlife, risks to some marine animals, and harmful algal blooms. These are expectations based on past events, not promises that every effect will occur—or that it will happen in every California location.

The timing matters. In September 2026, NOAA reported unusual warmth in Southern and Central California and attributed it to a marine heatwave that preceded the developing El Niño. The outlook therefore should not be used to relabel that already observed warmth as an El Niño effect. A developing event may influence later conditions, but the cause of a particular local temperature anomaly requires evidence about its timing and physical setting.
| Evidence or claim | What it tells readers | What it does not establish |
|---|---|---|
| September 2026 Southern and Central California warmth | NOAA attributed the observed warmth to a preceding marine heatwave. | It was not evidence that El Niño had already caused that warmth. |
| October 8, 2026 West Coast outlook | NOAA anticipates possible warm ocean conditions, elevated sea levels, and ecosystem changes based on prior El Niño events. | It does not guarantee a specific temperature or biological outcome for a county, species, or date. |
| Approximately 15 cm (6 inches) of sea-level change | NOAA identifies this as a possible coastally trapped Kelvin-wave signal measurable by tide gauges and satellites. | It is not a temperature anomaly or proof of a species response. |
Why impacts can differ along the coast
California’s coastline is not one uniform ocean environment. Southern, Central, and Northern California differ in local oceanography, and nearshore conditions need not match those offshore. Upwelling strength, winds, current patterns, the depth of the surface mixed layer, and the presence of a separate marine heatwave can all affect how a basin-scale El Niño signal is expressed locally. Winter storms and swell add another influence for coastal habitats.
For that reason, a broad forecast of warmer West Coast waters cannot answer every local question. A temperature measurement alone also does not reveal whether nutrient supply or productivity has changed. Interpreting ecosystem effects requires keeping these indicators distinct: temperature, sea level, upwelling and nutrients, productivity, prey availability, and species observations each describe a different part of the system.

What warmer water and weaker nutrient supply can mean for marine life
When less nutrient-rich water reaches the sunlit layer, primary productivity may fall. That can affect the food available to organisms higher in the food web. At the same time, warmer conditions can change where species are found or how suitable a habitat is. These pathways can overlap, but not all impacts are direct temperature stress: an animal may be affected because its prey is less abundant or farther away, rather than because the animal itself cannot tolerate the temperature.
NOAA’s outlook identifies possible shifts in the distributions of market squid and tuna, greater juvenile productivity of rockfish, and increased observations of tropical or pelagic animals. The examples include whale sharks, manta rays, sea turtles, sea snakes, marlin, dorado, and wahoo. They are anticipated possibilities informed by prior events. A sighting of a warm-water species would be an observation of its presence, not by itself proof of the cause or a prediction that the species will become established.
Harmful algal blooms and wildlife risks
Warm conditions can raise concern about harmful algal blooms. NOAA’s 2026 explainer discusses toxic Pseudo-nitzschia, an alga that produces domoic acid and can affect people and wildlife. This is a risk to monitor, not a claim that a bloom or toxin exposure is inevitable in the 2026–2027 event. NOAA’s current outlook also notes possible increased whale-entanglement risk, but the outlook does not establish that a particular future entanglement will be caused by El Niño.

California examples from earlier events
Kelp forests: heat and wave energy acted together
The 1997–1998 El Niño illustrates why local conditions matter. NOAA’s kelp account reports that some kelp regions south of Point Conception experienced up to 100 percent mortality, while comparable habitats farther north were relatively unaffected. NOAA attributes that geographic contrast to warmer water in Southern California and the combined stress of temperature and strong swell and winter storms. The episode is not a forecast of the same level of loss in 2026–2027: it shows how heat, wave energy, and regional setting can interact.
California sea lions: food shortages can affect pups indirectly
Sardines and anchovies are energy-rich prey for California sea lions breeding in the Channel Islands. NOAA describes how declines in these prey during warm conditions can force mothers to travel farther for food. Pups may then fast longer and lose weight; some hungry pups in El Niño years may leave rookeries before they would normally be weaned.

During the 2013–2016 period, NOAA reported that as many as 4,000 hungry pups arrived on California beaches. NOAA separately recorded 8,122 juvenile California sea-lion strandings during the unusual mortality event of 2013–2016. These figures describe different measures: hungry pups arriving on beaches and juvenile strandings during an event. The conditions included both the Blob—a marine heatwave—and El Niño. They should be understood as an episode of interacting warm-water conditions, not evidence that El Niño alone caused every stranding or pup’s condition.

The Blob shows why attribution matters
The 2015–2016 Blob and El Niño overlapped. NOAA reported that the Blob drove most of the modeled productivity depression off the West Coast, while El Niño also contributed. This is an important caution when interpreting a warm ocean: multiple climate influences can occur at once, and a visible impact cannot automatically be assigned to the most familiar one. NOAA’s retrospective on that period also described unusual observations such as humpback whales closer to shore, pelagic red crabs washing up on Central California beaches, and more sportfish in Southern California. Those examples concern 2015–2016, not conditions observed in 2026.
How to interpret California ocean reports during El Niño
When a forecast or news report describes an El Niño-related marine effect, separate what has been measured from what is expected and what is inferred. The following distinctions help avoid treating a regional outlook as a local certainty:
- Observed condition: A measured temperature, sea-level change, bloom, or species sighting has occurred at a stated place and time.
- Forecast possibility: An outlook describes an effect that could occur based on prior events; it is not confirmation that the effect has happened.
- Mechanism: A physical explanation—such as weaker nutrient delivery through upwelling—describes a plausible pathway, not proof that it caused a particular event.
- Attribution: If a marine heatwave, storms, and El Niño overlap, a specific impact may reflect more than one influence. NOAA’s 2015–2016 productivity analysis is a concrete example.
For California, the most useful questions are where the observation was made, whether it is nearshore or offshore, whether it concerns temperature or nutrients and productivity, and what other conditions were present. These distinctions matter because a broad West Coast signal can coexist with sharply different local outcomes.
What El Niño does—and does not—tell Californians
El Niño provides a reason to watch for changes in ocean temperature, sea level, upwelling, productivity, prey, and species distributions. It does not supply a precise forecast for each California beach or guarantee a particular ecological effect. The 1997–1998 kelp contrast, the sea-lion impacts amid the Blob and El Niño, and NOAA’s 2026 distinction between a preceding marine heatwave and the developing event all show why the local setting and timing matter.
