eBay seller costs usually come from an insertion fee when you create or renew a listing, a final value fee when the item sells, and optional advertising or other account-specific charges. For most categories on eBay.com, the 2026 general schedule allows 250 zero-insertion listings per month, then charges $0.35 per listing. The common final value rate is 13.6% of the sale amount up to $7,500 per item and 2.35% on the amount above $7,500, plus a per-order charge of $0.30 for orders of $10 or less or $0.40 for orders above $10. Those are general-category figures, not a guarantee for every category, seller status, Store subscription or eBay venue.
The fee model in one view
eBay separates the basic bill into two main selling fees:
- Insertion fee: associated with creating or renewing a listing. Many sellers receive a monthly zero-insertion allowance; listings outside that allowance or in excluded categories can incur a charge even if they never sell.
- Final value fee: charged when an item sells. It combines a percentage of the order’s fee base with a per-order amount.
Optional listing upgrades, Promoted Listings advertising, Store subscription terms, performance surcharges, currency conversion and venue-specific charges can change the total. eBay says the applicable terms are those in effect when a listing goes live or renews, so an estimate made before relisting may not match the later bill.

Insertion fees: what you pay to list
Monthly zero-insertion allowance
For most categories, eBay’s table lists 250 zero-insertion listings per month. The allowance is subject to category exclusions and the terms attached to the account. A listing that is created or renewed after the allowance is exhausted generally costs $0.35 in most categories.
The allowance is not a promise that every listing is free. Category rules, listing format, seller status, Store subscription and other exclusions can apply. A relisting or automatic renewal can be treated as a new insertion event, so monitor the count rather than assuming an unsold item can be reposted indefinitely at no cost.
When an unsold item still costs money
An insertion fee is tied to listing activity, not to a successful sale. If your listing is outside the zero-insertion allowance or an exclusion applies, you can owe the insertion charge even when the item receives no bids and no purchase. The final value fee, by contrast, is triggered by a sale.

Final value fees: the charge when an item sells
Percentage tiers for common categories
For most categories in the general 2026 eBay.com schedule, the final value percentage is:
| Part of one item’s sale amount | General percentage | Qualification |
|---|---|---|
| Up to $7,500 | 13.6% | Common rate for most categories; category exceptions apply |
| Amount above $7,500 | 2.35% | Applies only to the portion above $7,500 |
These percentages are not universal. eBay publishes separate rates for categories including books and media, coins, sneakers, guitars and trading cards. The category assigned to the listing matters, as do seller status and Store subscription terms. Do not multiply every eBay sale by 13.6% without checking the category table.

Per-order charge
The final value calculation also includes an order charge of $0.30 for an order of $10 or less and $0.40 for an order above $10. The threshold is based on the order amount described by eBay’s schedule, not simply the item’s displayed price. A multi-item order can therefore fall into a different threshold than a single inexpensive item.
What is included in the fee base
eBay generally calculates the percentage on the total amount of the sale. That can include the item price, buyer-paid shipping, handling, sales tax and other applicable amounts. eBay documents exceptions for some shipping arrangements and specific programs, so shipping is not treated identically in every circumstance. Use the transaction-level breakdown rather than assuming that free shipping, calculated shipping or tax will always be handled the same way.

Promoted Listings: two different billing models
Promoted Listings is not one fee. The General and Priority campaign strategies have different billing triggers and different risks.
| Campaign strategy | Billing trigger | How the amount is determined | Risk when there is no sale |
|---|---|---|---|
| General | An attributed sale after a qualifying ad click | You select an ad rate from 2% to 100% of the item’s total sale amount, or use a dynamic rate aligned with eBay’s daily suggested rate. The rate in effect when the sale occurs is used. | No sale-based ad fee, although the listing can still incur ordinary insertion or other charges. |
| Priority | Each valid click | Cost per click through a second-price auction. Price depends on factors such as listing quality, keyword relevance, your bid, competition and the reserve price. | Yes. A valid click can be charged whether or not the item sells. |
How General Promoted Listings is charged
Under the General strategy, eBay charges the ad fee when the promoted item sells within 30 days of a qualifying click. The overview describes attribution to a click in the most recent 30 days. The selected rate is a percentage of the item’s total sale amount, which can include item price, shipping, taxes and other applicable fees. A dynamic campaign can change the applicable rate as eBay’s daily suggested rate changes, so record the rate shown when you review the campaign and the rate used at the sale.
General is therefore contingent on an attributed sale, but attribution does not mean the buyer had no other exposure to the listing. A buyer can click an ad, return later through another path and still produce an attributed promoted sale under the applicable 30-day rules. Check Seller Hub for the attribution and rate details attached to the transaction.

How Priority Promoted Listings is charged
Priority uses cost-per-click billing. eBay says valid clicks are charged even when the item does not sell, and the click price uses a second-price auction. The amount can be influenced by the listing’s quality, keyword relevance, bid, competition and reserve price. This makes Priority an advertising-spend decision rather than a commission that exists only after revenue.
If the same item is included in both General and Priority campaigns, eBay says the same sale can appear as both a General and Priority sale. Review campaign overlap and the transaction detail before concluding that a charge is duplicated in error; the two strategies can legitimately create separate charges because one is sale-attributed and the other is click-based.
Illustrative fee calculation
The following example shows the method, not a universal eBay take rate. Assume a US seller lists an item in a general category, is within the 250-listing zero-insertion allowance, has no Store or performance adjustment, makes a domestic sale and uses General Promoted Listings at an 8% rate. Assume the buyer pays $100 for the item, $10 shipping and $8 sales tax, producing a $118 total sale amount for this illustration.
| Component | Calculation | Illustrative amount |
|---|---|---|
| Insertion | Within the monthly allowance | $0.00 |
| Final value percentage | 13.6% of $118 | $16.05, rounded |
| Per-order charge | Order is above $10 | $0.40 |
| General ad fee | 8% of $118 | $9.44 |
| Total shown in this example | $16.05 + $0.40 + $9.44 | $25.89, before any other applicable charge |
The example leaves about $92.11 from the $118 sale amount before the cost of goods, shipping expense, refunds or taxes you owe outside eBay. If the item were outside the insertion allowance, add the applicable listing fee. If its category had another final value rate, replace 13.6%. If Priority generated paid clicks, add those click charges separately; there is no fixed Priority amount to substitute without the campaign’s actual click records.
Other factors that can change the bill
Store subscriptions
Basic and higher eBay Store subscriptions can provide additional zero-insertion listings and lower final value fees. The subscription schedule differs from the standard schedule, and the useful choice depends on listing volume, category mix and expected sales. There is no universal savings amount or break-even point. Compare the recurring subscription cost with the insertion allowance and category-specific final value reduction you would actually use.

Seller performance
eBay’s fee table describes additional final value fee rates for certain Below Standard seller evaluations and for Very High item-not-as-described service metrics. The table specifies conditions and durations, and it includes a rule that prevents the two additional fees from stacking in the described overlap case. Because the trigger and duration matter, inspect the performance section of your account instead of adding both surcharges automatically.
International currency conversion
For US-registered sellers, the schedule reviewed on October 13, 2026 lists a 3% seller currency conversion charge when eBay converts funds. eBay had announced an increase to 3.25% beginning October 14, 2026. That announcement date and effective date are different, so a seller reading the older schedule should verify which rate is currently displayed in the account and on the transaction.
Different venues and formats
Vehicle sales, Store-related fees, eBay Live and listings on other eBay country sites can use different fee schedules. A rate copied from the general eBay.com table should not be applied to those venues. Geography also affects currency handling and, in some cases, the applicable category table.
How to estimate the cost of a real listing
- Identify the venue and account. Confirm that the listing is on eBay.com, note whether you have a Store subscription and check your seller-performance status.
- Confirm the category rate. Open the current fee table for the exact category. Look for a special rate before using the common 13.6% and 2.35% tiers.
- Count insertion usage. Check how many zero-insertion listings remain for the month and whether the category or format is excluded. Include planned renewals in the count.
- Build the fee base. Estimate the total sale amount using the item price, buyer-paid shipping, handling, sales tax and any other amounts eBay says apply. Note any shipping or program exception.
- Add the order charge. Apply $0.30 at $10 or less or $0.40 above $10 under the general schedule.
- Model advertising separately. For General, multiply the applicable ad rate by the attributed sale amount and use the 30-day click window. For Priority, estimate spend from the campaign’s actual or expected valid clicks and bid controls; do not assume a sale is required.
- Check currency and special fees. Add any conversion charge, performance adjustment or venue-specific amount shown for the account.
- Verify after listing and sale. Seller Hub and My eBay provide transaction fee details. Compare the actual breakdown with the estimate, especially when a dynamic ad rate, renewal or international conversion is involved.
Common mistakes and how to avoid them
Using one percentage for every category
The 13.6% figure is a common general-category rate, not a universal eBay rate. Special categories can have materially different percentages. Select the category first, then calculate.
Assuming an unsold listing is always free
The monthly allowance has limits and exclusions. An unsold listing outside that allowance can still produce an insertion fee, and a renewal can create another insertion event.

Calculating the percentage on item price alone
The fee base can include shipping, handling, tax and other applicable amounts. Use the order total described by eBay and check exceptions rather than multiplying only the headline item price.
Treating General and Priority as interchangeable
General charges after an attributed sale; Priority charges for valid clicks. A Priority campaign can spend money without revenue, while a General campaign can attribute a later sale to an earlier ad click.
Ignoring the rate date
Fee terms apply when a listing goes live or renews, and dynamic advertising uses the rate in effect when the sale occurs. Save the fee view for the relevant listing and transaction instead of relying on an old spreadsheet.

Choosing whether promotion or a Store makes sense
Use the billing trigger as the first decision point. General promotion is easier to budget when you want advertising cost tied to an attributed sale. Priority is appropriate only when you are willing to fund clicks that may not convert and can set bids and budgets accordingly.
For a Store decision, compare three account-specific values: the subscription cost, the number of listings you would otherwise pay to insert, and the final value reduction on the categories you actually sell. A high-volume seller with a category that receives a meaningful Store discount may benefit, while a low-volume seller may not use enough allowance or fee reduction to offset the subscription. Calculate both scenarios using expected—not maximum—listing and sales volume.
For either choice, keep ordinary selling fees separate from advertising spend. That separation shows whether a product is profitable before promotion and whether an ad campaign is adding incremental sales or merely adding cost to sales that would have occurred anyway.
Bottom line
Most eBay sellers should forecast an insertion event, a category-specific final value fee, the per-order charge and any applicable fee adjustments. The commonly cited 2026 general figures are 250 zero-insertion listings per month, $0.35 afterward, 13.6% up to $7,500, 2.35% above $7,500 and $0.30/$0.40 per order. Promoted Listings General is charged on an attributed sale within the applicable 30-day click window, while Priority charges for valid clicks even without a sale. Because category, account, venue, performance, currency and campaign settings change the result, the final authority is the fee breakdown for the actual listing and transaction in Seller Hub or My eBay.
