Dynamic multi-agent workflows coordinate work by assigning bounded tasks to specialist agents, deciding which tasks can run independently, passing the necessary context and results between steps, and defining who is responsible for the final answer. Use a manager when one agent must synthesize everything; use a handoff when a specialist should take over a branch; and use an explicit graph when order, conditions, parallel branches, or loops need tighter control.
What does orchestration control?
A multi-agent workflow is an orchestration design: it determines which agents run, in what order, how routing decisions are made, and who owns the response delivered to the user. The agents are not automatically sharing a single, complete workspace. Their coordination depends on the workflow deciding what work to delegate, what information to pass, and what result to expect back.
That distinction matters because adding agents alone does not create a reliable process. An agent can produce a useful sub-result that is still hard to combine if its task was vague, its response format was unpredictable, or the coordinating agent cannot access the relevant context. A sound design treats task boundaries, state transfer, and result handling as parts of the workflow—not as behavior to assume from the word “multi-agent.”

Other parts can be expressed directly in code or a graph so the permitted steps and branches are easier to inspect. These approaches can be combined: allow an agent to select the appropriate specialist within a bounded part of the process, while keeping the specialist’s task, permitted tools, expected result, and path back to synthesis explicit. OpenAI’s orchestration guide describes the manager and handoff patterns; its practical guide to building agents discusses code-first orchestration as a flexible alternative to fixing every possible path in advance.

Which coordination pattern should you choose?
Choose the pattern based on control and answer ownership, not on how many agents you want to deploy. OpenAI summarizes the distinction as: “Choose whether specialists take over the conversation or stay behind a manager.” The first option is a handoff; the second is a manager that calls specialists as tools. OpenAI’s Agents API documentation explains both patterns.
| Workflow need | Pattern | What happens to control |
|---|---|---|
| One agent must combine specialist work and speak to the user | Manager with agents as tools | The manager calls specialists for bounded subtasks and remains responsible for the final response. |
| A specialist should own the next response or branch | Handoff | Control moves to the receiving specialist, which handles the next part of the workflow. |
| Steps, conditional branches, parallel work, or cycles must be explicit | Directed graph or state-machine workflow | The workflow encodes how execution proceeds instead of relying only on open-ended routing decisions. |
| The next task is difficult to predict and depends on runtime findings | LLM-directed or code-first orchestration | Routing can adapt as the workflow runs, while code expresses the orchestration logic. |
Use a manager when synthesis needs one owner
A manager-style workflow is a good fit when several agents contribute evidence or analysis but the user should receive one coherent answer. The manager defines or selects the subtasks, calls specialists, evaluates their returned results, resolves overlaps or discrepancies, and produces the final response. Specialists work as bounded capabilities rather than taking ownership of the whole conversation.
This design makes the synthesis point clear: the manager is accountable for deciding how the pieces fit together. It is especially useful when the final response must reconcile work from different specialties or meet one consistent set of user-facing constraints. The manager still needs clear instructions for evaluating specialist results; simply collecting them does not guarantee that their conclusions agree or that they answer the original request.
Use a handoff when the next agent should take over
A handoff transfers workflow control to a different agent, which becomes responsible for the next branch or response. The Agents SDK description says the latest conversation state is transferred to the receiving agent. That can be useful when a specialist should carry a conversation forward rather than return a result for a manager to present.

A handoff is not the same thing as giving every agent universal access to all previous context or to durable memory. The application still needs to determine which information and artifacts matter to the recipient and how they are stored or passed along. OpenAI’s practical guide describes state transfer in handoffs; the distinction between an active conversation and persistent storage must remain explicit in the design.
Use a graph when the path itself needs tight control
A directed graph is useful when the workflow has known dependencies, conditional routing, fan-out into parallel tasks, or loops that must end under defined conditions. Microsoft AutoGen’s GraphFlow documentation describes sequential, parallel, conditional, and looping behavior, and recommends structured control for deterministic multi-step work. The same page marks GraphFlow as experimental, so treat that maturity label as relevant when deciding whether it is suitable for a particular deployment. Read the GraphFlow documentation for the feature and its status.
Explicit structure improves legibility because a reader can inspect the intended route instead of inferring it from prompts and runtime behavior. It also makes it easier to specify what should happen when a prerequisite fails or a branch does not apply. If the path is genuinely open-ended, fixing every branch into a graph may be a poor fit; code-first orchestration offers a more adaptable way to express logic while retaining programmatic control.

These designs are not mutually exclusive. A stable outer workflow can preserve clear accountability and a predictable final synthesis step, while a bounded inner section uses runtime routing to choose the specialist that fits what the workflow has discovered. The useful boundary is where dynamic choice ends and controlled ownership resumes.

Do not create a separate agent just to distribute work. OpenAI cautions that splitting work too early can add prompts, traces, and approval surfaces without necessarily improving the workflow. A specialist is more justified when it materially improves capability isolation, policy isolation, prompt clarity, or trace legibility. The orchestration guide covers these design considerations.
How should tasks and results be shared?
Give each delegated task a clear question, constraints, and an expected result. OpenAI’s multi-agent documentation describes subagent delegation, task instructions, concurrency, and coordination events. Its multi-agent guide is the primary reference for those coordination concepts.
Write a task contract before delegating
A task contract is the handoff between the workflow designer and the specialist. It should make it possible to tell whether the specialist completed the intended subtask and whether the returned result is usable by the next step. A practical contract identifies:
- Question: the specific subproblem to answer, rather than the parent request in full.
- Scope and constraints: relevant context, boundaries, policies, and any assumptions the agent must not make.
- Expected result: the facts, recommendation, classification, or artifact the coordinating step needs.
- Result shape: named fields, a structured object, or a defined prose format that downstream steps can reliably interpret.
- Completion signal: what counts as a finished result, including how to report uncertainty, missing information, or an inability to complete the task.
These fields are a design practice, not a claim that every framework enforces a particular schema. Their purpose is to reduce ambiguity at the point where one agent’s work becomes another step’s input. If a parent agent needs a short finding, a confidence note, and a source or artifact reference, specify those fields up front rather than hoping they will appear in a free-form answer.

Pass only the context the next task needs
For each task, decide which parts of the parent request, prior findings, constraints, and artifacts the receiving agent needs. A handoff can transfer the latest conversation state, but that fact alone does not establish what long-term memory is available or whether every prior detail should be passed. For production-oriented designs, the Agent Protocol organizes its concepts around runs, threads, and a store for long-term memory; these distinguish execution and conversation from durable storage. See the Agent Protocol documentation.
Keep task-specific context close to the task contract. Passing too little context can make a specialist miss a requirement; passing an indiscriminate history can make the task harder to interpret. Persist important artifacts or required result fields in a place the relevant workflow steps can retrieve, rather than relying on an event stream or an unstated assumption about shared memory.
Recombine results deliberately
The coordinating agent should compare returned results against the original request and against one another. It should be able to identify which output answers which subtask, whether a required field is missing, and whether two specialists made incompatible assumptions. A useful synthesis path states how the coordinator handles those cases: request clarification, run a targeted follow-up task, choose between supported alternatives, or report the unresolved uncertainty to the user.
Parallel tasks are appropriate when they do not depend on one another’s results. If task B needs task A’s finding, define that dependency and run B after A has completed. Treating dependent tasks as independent can result in work based on missing or stale information. For more involved dependencies, a graph can represent sequence, parallel fan-out, conditions, and loops explicitly.

How do you design a workflow from request to final answer?
- Define the parent goal and deliverable. Describe what the user needs at the end and what a satisfactory result must contain.
- Assign ownership for every branch. Decide whether the manager will receive and synthesize a specialist’s result or whether the specialist will take over through a handoff. Make final-answer ownership unambiguous.
- Split only where specialization helps. Delegate when a subtask needs distinct instructions, tools, or policy—not merely because another agent is available. Keep the question narrow and specify the result the next step needs.
- Map dependencies. Run independent work in parallel. Put prerequisite tasks in sequence, and make conditions or repeat-until-exit behavior explicit where the workflow needs them.
- Specify the transfer. State what context, constraints, state, and artifacts move to the next task, and identify any result fields that must be persisted for later synthesis.
- Define the synthesis path. Tell the owner of the final response how to evaluate incomplete results, conflicts, and uncertainties instead of assuming every specialist output will be compatible.
- Observe and test the workflow. Record coordination signals and useful task outputs, then exercise routing choices, missing fields, conflicting results, and exit conditions before relying on the process.
This sequence works for both a small manager-and-specialist arrangement and a larger graph. The amount of machinery should follow the number of meaningful decisions and dependencies, not a target number of agents.
What should you observe when the workflow runs?
Observability should answer two different questions: what did the orchestration do, and what results did the agents actually produce? OpenAI’s multi-agent documentation says coordination events can report subagent creation and coordination actions, but the event stream may omit message content and does not provide a full conversation transcript. The event-stream documentation is therefore useful for operational signals, but it should not be treated as a complete shared record.
Persist or return the result fields the parent actually needs. When diagnosing an incomplete final answer, you may need to know which task was assigned, whether it completed, what structured result it returned, and which later step consumed it. A trace of coordination alone may show that delegation happened without preserving the substance needed to explain why the workflow reached a particular conclusion.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Before relying on a dynamic workflow, exercise the cases that can break its control path: a route selects the wrong specialist, a specialist returns an incomplete result, two outputs conflict, a prerequisite is absent, or a loop has no clear exit. These are practical checks derived from the workflow’s routing and observability requirements, not performance claims about any framework. Define what the workflow should do in each case and make those outcomes inspectable.
What are the main trade-offs?
- Runtime adaptability versus explicit control: agent-directed routing can respond to findings that were not predictable in advance; a graph makes the path and permitted branches easier to inspect.
- Delegated ownership versus centralized synthesis: a handoff lets a specialist own the next response, while a manager preserves one point of responsibility for assembling the final answer.
- Parallelism versus dependency correctness: independent tasks can proceed concurrently, but tasks that rely on one another need sequencing or explicit coordination.
- More specialization versus more orchestration overhead: additional agents can improve isolation or clarity when they have distinct roles, but they also create more prompts, traces, and approval surfaces.
- Workflow capability versus feature maturity: a documented feature may still carry an experimental status; check the specific feature’s maturity label rather than inferring production stability from its documentation location.
No quantified improvement in accuracy, speed, cost, or productivity is established by the cited documentation for these patterns. Select a design because its ownership, routing, dependencies, state handling, and observability fit the work—not because a larger agent count is presumed to make results better.
