Taiwan risk affects TSMC investors through potential disruption to manufacturing capacity, deliveries, costs, customer relationships and access to technology or markets. TSMC identifies geopolitical tensions, supply-chain disruption, utility interruptions, natural disasters, export controls, tariffs and economic fragmentation as business risks. Those disclosures describe possible channels, not a forecast that a conflict or blockade will occur, and they do not establish a probability or a specific effect on TSMC’s share price.
What “Taiwan risk” means for TSMC investors
For an investor, Taiwan risk is not one event with one predictable result. It is a group of exposures linked to TSMC’s dependence on Taiwan for manufacturing, utilities, suppliers, logistics, engineering activity and institutional infrastructure. A disruption could be caused by geopolitical tensions, a trade or export-control dispute, cyber activity, a natural disaster, an electricity or water shortage, or another event that interrupts operations.
TSMC’s 2025 annual report and 2025 Form 20-F describe these matters as risks that could affect operations and financial performance. The filing warns that a prolonged disruption involving TSMC or its suppliers could reduce manufacturing capacity and lead to the loss of important customers. That is a company risk disclosure, not an independent estimate of the likelihood of military action or the size of a market reaction.

How a Taiwan disruption could reach TSMC’s financial results
Lost or delayed production
The most direct channel is physical or operational interruption at a fab, an adjacent utility system, a supplier, or a transportation link. Semiconductor manufacturing depends on tightly sequenced processes; an interruption can delay wafers, reduce usable output, or require equipment and materials to be requalified before normal production resumes. The financial effect would depend on how much capacity was affected, how long it remained unavailable, the products involved and the speed of recovery.

TSMC’s 2025 Form 20-F explicitly includes both natural and man-made events, geopolitical tensions, cyberattacks, utility disruptions and disasters in its discussion of possible interruptions. It states: “If one or more natural disasters were to create a prolonged disruption to our operations, or those of our suppliers, it could significantly reduce our manufacturing capacity and lead to the loss of important customers.” The quotation is TSMC’s own risk statement, not a prediction about a particular Taiwan scenario.
Customer deliveries and revenue
If production is delayed, customers may receive chips late or in smaller quantities. Depending on contracts and market conditions, that can defer TSMC revenue, create claims or concessions, force customers to redesign products, or cause them to seek alternative capacity. A short interruption might mainly shift shipments between reporting periods; a prolonged interruption could damage customer relationships and reduce future orders.
Investors should separate an order delay from a permanent loss of demand. The disclosures do not provide a standard conversion from a specified disruption length to revenue, earnings or share-price effects. Product mix, inventory held by customers, available capacity elsewhere and the pace of qualification would all matter.

Higher operating and recovery costs
Restoration, expedited logistics, duplicate tooling, equipment repairs, employee relocation and supplier replacement can raise costs even when output eventually returns. Insurance may offset some losses, but coverage, deductibles, exclusions and timing determine the net result. TSMC’s published earthquake figures demonstrate that operational losses can be material without establishing what a geopolitical event would cost.
Trade, technology and market-access restrictions
Geopolitical tension can affect TSMC without a factory shutdown. Export controls, tariffs, sanctions, licensing rules and regulatory changes can restrict the movement of advanced equipment, materials, software or finished chips. Economic fragmentation can also force changes in investment plans, customer allocation or supply-chain design. These channels can increase compliance and logistics costs, limit addressable markets or delay new capacity.

The two earthquake amounts should be read with their periods and insurance treatment attached. They show that a natural event can produce billions of New Taiwan dollars in net losses. They do not tell an investor how much capacity a conflict would remove, how long recovery would take, or whether insurance would respond.

How concentrated is TSMC in Taiwan?
TSMC’s 2025 annual-report website describes four 12-inch GIGAFAB facilities, four 8-inch fabs and one 6-inch fab in Taiwan. It also lists facilities in Nanjing, Arizona and Japan. This footprint means TSMC has geographic diversification, but facility counts alone do not establish that overseas sites can replace Taiwan output during a major disruption.

Process technology, equipment, customer qualification and product-specific capacity determine whether one site can substitute for another. A fab that exists on a map is not automatically a replacement for every wafer made elsewhere. Investors should therefore treat overseas expansion as a mitigation factor, not proof that Taiwan exposure has been eliminated.
Scenario framework: what changes the financial outcome?
Rather than assigning an unsupported probability, analyze scenarios by duration, severity and recoverability. The following framework keeps the questions that matter visible while recognizing that TSMC’s cited disclosures do not provide numerical outcomes for these cases.

Why electricity, water and suppliers matter
TSMC says semiconductor production uses extensive electricity and water and raises concerns about future availability in Taiwan. Outages, shortages and rising utility prices can affect production schedules, operating costs and the timing of expansion. A stable power or water supply is therefore an operating prerequisite, not merely a background infrastructure issue.
Supplier and logistics dependence creates another layer. A fab may remain physically intact yet be unable to run normally if specialty chemicals, gases, spare parts, packaging, transportation or data systems are interrupted. TSMC’s risk language covers disruption to its own operations and those of suppliers, so investors should examine the network rather than only the buildings.

TSMC says its Audit and Risk Committee reviews key risks and mitigation efforts at least twice each year. The company also describes ongoing risk evaluation, insurance and mitigation activities. These controls can improve preparedness, reduce the duration of an outage or offset part of a loss.

They cannot remove geographic concentration or guarantee access to utilities, suppliers, transport routes, technology and customers during a severe geopolitical event. Insurance is especially important to read on its stated basis: the disclosed earthquake losses are net of insurance, while the filings do not provide a universal assurance that every conflict-related loss would be insured.
For each annual or quarterly filing, investors can look for changes in:
- the wording and prominence of geopolitical, utility, supply-chain and cyber risks;
- insurance recoveries, impairment charges, repair costs and unusual operating expenses;
- capacity additions and the processes assigned to Taiwan, Arizona, Japan and Nanjing;
- comments about customer demand, shipment timing, inventory and qualification of alternative sites; and
- capital spending or project schedules that may indicate delays, acceleration or reallocation.
A practical way to analyze your own TSMC exposure
- Define the exposure. Record whether your portfolio owns TSMC directly, through a fund, or through companies that depend heavily on TSMC-made chips. The same event can affect these holdings differently.
- Map the dependence. Read the latest annual report and Form 20-F for Taiwan-based capacity, overseas facilities, supplier dependencies, utilities and customer concentration. Keep each number tied to its period and definition.
- Stress duration, not just headlines. Consider a brief disruption, a multi-quarter reduction in output and a prolonged interruption. For each, ask what happens to shipments, costs, working capital and customer relationships.
- Test substitution realistically. Check whether an overseas site has the required process, packaging, equipment, qualification and available capacity. Do not treat a facility count as equivalent replacement capacity.
- Separate operational analysis from price prediction. You can identify potential revenue and cost channels without converting them into a target price or a claimed probability. The cited company disclosures do not support either calculation.
- Monitor evidence as it changes. Compare future filings, earnings commentary and facility updates for concrete changes in capacity, insurance, recovery plans and risk wording rather than reacting only to market rumors.
Common mistakes when interpreting Taiwan risk
- Turning a risk disclosure into a forecast. TSMC’s warning establishes that a prolonged disruption could be harmful; it does not say that a particular military scenario will happen.
- Using earthquake losses as a conflict estimate. The NT$3 billion and NT$5.3 billion figures are realized, net-of-insurance earthquake losses in specified quarters. They are not estimates for blockade, sanctions or war.
- Assuming overseas fabs eliminate Taiwan exposure. Substitution depends on process and customer qualification, which the cited sources do not quantify across scenarios.
- Ignoring utilities and suppliers. A site can be affected by electricity, water, materials, logistics or cyber systems even without direct physical damage.
- Assigning a stock-price move without evidence. Market outcomes also depend on global semiconductor demand, customer inventories, competitors, policy responses and investor positioning. No defensible share-price percentage is supplied here.
What investors can conclude—and what remains unknown
It is well supported that Taiwan-related disruption could affect TSMC’s manufacturing capacity, deliveries, costs, customer retention and financial performance. It is also supported that TSMC is diversifying geographically and has a formal risk-review process. Those facts help identify vulnerabilities and possible mitigations.

What remains unknown from the cited disclosures is equally important: the probability of a specific conflict or blockade, the percentage of capacity lost under a given event, the time required to restore production, the exact ability of overseas fabs to substitute, and the resulting change in revenue, profit or share price. Any analysis that supplies those numbers would need additional, clearly identified evidence.
Bottom line
Taiwan risk is a material, multi-channel operating risk for TSMC investors, not a single trade with a predictable payoff. TSMC’s own filings document exposure to geopolitical tensions, supply-chain and utility disruption, disasters and economic fragmentation, while its Taiwan footprint remains central even as overseas facilities expand. The disciplined conclusion is to assess severity, duration, capacity substitution, customer effects, costs and disclosed mitigation separately—and to avoid presenting an unsupported conflict probability or share-price target as fact.
