Taiwan imports almost all of its natural gas as liquefied natural gas (LNG). Tankers unload at one of three regasification terminals, the LNG is warmed back into gas, and the gas enters Taiwan’s transmission and power-generation network. The Legislative Yuan says 99.8% of natural-gas demand relies on imported LNG, so a shipping interruption can become an energy and electricity problem quickly.
CPC Corporation, Taiwan, is the country’s sole LNG importer and natural-gas supplier. Its portfolio combines medium- and long-term contracts with short-term and spot cargoes. To judge vulnerability, track five things together: supplier concentration, contract flexibility, terminal capacity, inventory days and shipping routes. A single late cargo is a logistics event; several indicators deteriorating at once signal a structural supply risk.
How Taiwan’s LNG supply chain works
Limited domestic production means seaborne LNG is essential
Taiwan has limited domestic natural-gas production and meets virtually all demand with imported LNG. The Legislative Yuan reported in 2025 that 99.8% of demand depends on imported LNG. That dependence is higher than simply saying Taiwan “uses imported gas”: it means the physical fuel must arrive by ship before it can be delivered through the domestic network.

- Procurement: CPC books cargoes under supply contracts and buys additional short-term or spot shipments when its forecast requires them.
- Voyage: LNG carriers transport the cargo from an exporting country to Taiwan. The route, weather, port access and maritime-security situation determine how reliably a scheduled arrival can be made.
- Unloading and storage: A terminal transfers the cryogenic liquid into storage tanks and manages send-out scheduling.
- Regasification: Heat converts LNG back into a gaseous state.
- Transmission and use: The gas enters the network for power generation, industrial customers and other users.
The U.S. Energy Information Administration (EIA) identifies three LNG regasification terminals with combined capacity of 1,013 billion cubic feet (Bcf) through which Taiwan imports all LNG. Capacity is an infrastructure limit, not a guarantee that a terminal can operate at that level during a storm, outage, maintenance period or port closure.

The single-buyer structure
CPC Corporation, Taiwan, is both the only LNG importer and the country’s natural-gas supplier. That centralizes purchasing expertise and system coordination, but it also makes CPC’s contract book, storage position and shipping schedule the key public indicators for national supply resilience.
Where Taiwan’s LNG comes from
Taiwan’s supply is geographically diversified, but not evenly distributed. The Ministry of Economic Affairs (MOEA) reported purchases from 14 countries in 2024. Australia and the United States together supplied nearly half of the total, while Qatar remained a major supplier with a smaller share than a decade earlier.

MOEA reported that Qatar’s share fell from 49% in 2013 to 25% in 2024, while the U.S. share reached 10% in 2024. CPC’s annual report separately lists Australia, Qatar, the United States, Papua New Guinea, Malaysia and Indonesia as the largest sources by annual volume. Those sources are consistent with a diversified portfolio, but Australia’s leading share means a disruption affecting one major supplier can still matter even when 14 countries are represented.

Taiwan does not rely exclusively on cargoes purchased on the spot market. A Legislative Yuan oversight report recorded 50 valid LNG procurement contracts and found that medium- and long-term contracts represented between 75.2% and 81.46% of procurement from 2023 through April 2025.

MOEA described the policy as ‘採中長約布局為主、短約及現貨為輔的動態調整策略,’ translated as a dynamic strategy that uses medium- and long-term contracts as the main arrangement, with short-term contracts and spot cargoes as supplements. Long contracts can provide volume certainty and reduce exposure to sudden price spikes. Shorter arrangements and spot purchases provide flexibility when demand, outages or weather change, but they can be harder or more expensive to secure during a global shortage.
What to watch in the contract mix
- Contracted share: Compare the current medium- and long-term percentage with the 75.2%–81.46% range reported for 2023 through April 2025.
- Expiration profile: A high contracted share is less reassuring if many contracts expire in the same period. Public disclosures may not provide every expiration date, so treat missing dates as uncertainty rather than assuming continuity.
- Destination flexibility: Cargoes with destination, diversion or volume-flexibility provisions can be redirected when demand or a terminal outage changes. The public figures supplied do not establish how many Taiwanese contracts contain each provision.
- Spot dependence during stress: A rising spot share can indicate that CPC is covering a shortfall, but it can also be a deliberate optimization choice. Interpret it alongside inventory and arrival data.
Five indicators for a Taiwan gas-supply risk dashboard
1. Import volume and supplier concentration
Record monthly or quarterly import volumes and each supplier’s share. Use EIA country data together with CPC and MOEA releases. Calculate the largest supplier’s share and the combined share of the top two or three suppliers, then compare those values over time. A rising concentration increases exposure to a disruption in one country, export terminal or regional shipping lane; a broader mix reduces single-supplier dependence but does not eliminate common risks such as a global LNG shortage or a Taiwan port closure.
Keep the period and denominator consistent. A country’s share of one month’s arrivals can swing because of scheduling and does not necessarily represent its annual contract share. Label every chart as monthly, quarterly or annual.
2. Contract flexibility
Track the proportion of medium- and long-term contracts versus short-term and spot purchases. The Legislative Yuan’s 75.2%–81.46% range for 2023 through April 2025 is a useful benchmark, not a permanent target. A falling contracted share may increase price and availability exposure, while an extremely rigid portfolio may make it harder to adjust when demand falls or a terminal is unavailable.

Also note whether contracts are concentrated among the same suppliers as physical imports. Contract diversification and geographic diversification are related but not identical: several contracts can still depend on one export country or route.
3. Terminal capacity and utilization
Monitor the number of operating terminals, nameplate regasification capacity, storage tanks, send-out rates and maintenance schedules. EIA currently identifies three terminals and combined capacity of 1,013 Bcf. Compare available send-out capacity with seasonal peak demand rather than with annual average demand.
Historical context shows why utilization matters. An IEEFA analysis reported that the two terminals then in service had combined capacity of 16 million tonnes per year and operated above 100% utilization. That finding describes an earlier system, not the current three-terminal configuration, so use it as a warning about demand outgrowing infrastructure and verify present capacity before drawing a current conclusion.
A terminal outage can reduce imports even when LNG is available and ships are on schedule. Check whether another terminal can receive the cargo, whether pipeline connections can move gas to the needed region and whether storage can bridge the outage.

4. Inventory days versus the legal floor
Convert reported gas stocks into days of demand using the same demand basis each time. Taiwan’s legal minimum natural-gas safety stock is 11 days; MOEA says it will rise to at least 14 days in 2027. The legal floor is a minimum buffer, not a guarantee that every customer or location has that many days of immediately deliverable gas.
Historical Legislative Yuan evidence found business inventories below eight days during 2017–2021 and 7.2 days from January through August 2022. Those figures show why a dashboard should publish the actual stock level, the calculation method and the date, rather than only stating that the legal requirement was met.
Interpret inventory with incoming cargoes and weather. Eleven days of stock with multiple tankers reliably scheduled is different from 11 days with several delayed arrivals, a closed port or a major cold-weather demand spike.
5. Shipping routes, arrivals and chokepoints
Maintain a vessel-arrival log covering expected arrival date, loading country, destination terminal, route, delay and final discharge. Watch port closures, typhoons, severe weather, maritime-security incidents, sanctions, canal restrictions and congestion at chokepoints. This monitoring approach follows directly from Taiwan’s seaborne dependence; it is a practical risk method rather than a published probability or loss statistic.

Route length can change the time available to recover from a delay. CPC’s memorandum concerning Alaska LNG cited an approximately 10-day voyage that avoids the Panama Canal. Use that example to compare routes, not as a universal transit time: actual duration depends on loading port, vessel speed, weather and routing decisions.

- Set a dated baseline. Record the latest annual import total, supplier shares, contract mix, terminal count and capacity, inventory days and scheduled arrivals. Put the publication date beside every number.
- Refresh trade data. Download the newest EIA country data and reconcile it with CPC and MOEA releases. Do not mix tonnes and cubic feet in one trend line without a documented conversion.
- Refresh procurement data. Note new contracts, renewals, cancellations and any change in medium/long-term versus short-term or spot purchases. Preserve the earlier value so the direction of change is visible.
- Check infrastructure. Confirm which of the three terminals are operating, their maintenance status, storage levels and current send-out capability. Replace historical capacity figures with current official data when available.
- Calculate inventory days. State whether the denominator is recent average demand, projected seasonal demand or another measure. Compare the result with the 11-day legal minimum and the 14-day minimum scheduled for 2027.
- Reconcile ships with plans. Compare vessel-tracking or port-arrival information with CPC’s scheduled cargoes. Flag late, diverted, cancelled or repeatedly rescheduled cargoes.
- Classify the signal. Mark each indicator as normal, watch or severe. A late ship alone is usually a short-term logistics issue; a low inventory level combined with terminal constraints or concentrated supply is a structural warning.
How to interpret common disruption scenarios

What the evidence can—and cannot—tell you
The import and contract figures establish high dependence on overseas LNG and show meaningful, though imperfect, diversification. They do not produce a precise probability for a blockade, war, storm or canal closure. Maritime conditions, contract clauses, terminal availability and government stock reporting can change faster than annual statistics.
Use the dashboard as an early-warning system. The most informative pattern is not one dramatic number but alignment among indicators: supplier concentration rising, spot purchases increasing, inventory approaching the legal floor, terminals operating near practical limits and ships taking longer or less certain routes. Conversely, diversified suppliers, reliable arrivals, spare terminal capacity and inventory comfortably above the minimum provide stronger resilience even when one shipment is delayed.

Reading Taiwan’s gas risk in one sentence
Taiwan’s natural gas arrives almost entirely by LNG tanker, so supply security depends on more than the number of countries named in an import table: it depends on whether CPC can secure flexible cargoes, move them through available terminals, keep inventory above its safety floor and maintain safe, timely shipping routes.
