Nuclear decommissioning closes out an existing licensed facility; building a new power station starts a separate installation lifecycle. Decommissioning involves retiring the old facility, managing radioactive and hazardous materials, dismantling equipment, reaching an approved site end state and obtaining regulatory release. A new station needs its own site-specific evaluation, design, construction and commissioning, followed by operating authorization. The same location can be considered for both projects, but its nuclear history does not automatically make it suitable or approved for a new plant.
What is the difference between decommissioning and a new build?
The projects have different starting points and endpoints. Decommissioning addresses an existing installation and its accumulated obligations: what remains in the facility, how it can be safely dismantled, how waste will be managed, and what conditions must be met before the regulator releases the site or parts of it from regulatory control. A new-build project asks whether a proposed installation can be authorized at a particular location and, if so, how to design, construct, commission and operate it safely.
They are separate lifecycle projects even if they happen on the same property. The old plant’s license and the approvals needed to retire it do not stand in for authorizations to construct and operate a replacement. Nor does a new project erase the old facility’s decommissioning responsibilities. National laws determine the precise license names, stages and release criteria; regulators may divide or combine stages differently.
| Question | Decommissioning the existing facility | Building a new power station |
|---|---|---|
| Starting point | An existing licensed installation at the end of, or leaving, its operating life. | A proposal for a new installation, with a defined design and intended site. |
| Main purpose | Retire the old facility, manage its hazards and meet the approved end-state conditions. | Demonstrate that the proposed installation can be sited, designed, built, commissioned and operated under the applicable framework. |
| Core work | Characterization, decontamination, dismantling, waste management, cleanup where needed, final survey and regulatory release. | Site evaluation, design, safety assessment, construction, commissioning and operating authorization. |
| Endpoint | An end state accepted by the regulator; release may be restricted or unrestricted, depending on the authorization and conditions. | Authorization to operate the new installation, subject to its license and continuing regulatory requirements. |
What happens during decommissioning?
Decommissioning is not simply demolition after a plant closes. It is a managed end-of-life process that must account for radioactive materials, hazardous substances, structures and the conditions required for the site’s eventual use or continued control. The sequence depends on the facility, its condition, contamination, waste pathways and national requirements.

- Plan the retirement and end state. Define the intended outcome, the work sequence, safety controls, waste-management approach and criteria that will be used to demonstrate completion. The end state matters: a regulator may authorize restricted release with conditions, or unrestricted release if the applicable criteria are met. Unrestricted public use is not automatic.
- Characterize the facility. Determine where radioactive and hazardous materials are present, their extent and relevant conditions. This information informs worker protection, dismantling methods, waste classification and cleanup planning.
- Decontaminate and dismantle. Remove or reduce contamination where planned, then take apart systems and structures using methods appropriate to the hazards and facility. Some work may require specialized equipment and carefully controlled access.
- Manage radioactive and hazardous waste. Sort, package, store, treat or send materials through routes allowed by the applicable national system. The available routes and regulatory requirements affect both the work plan and its duration.
- Demolish conventional structures and clean up where needed. Once the relevant radiological controls and dismantling work allow, conventional demolition and environmental remediation may proceed. The scope depends on the approved end state and findings at the site.
- Survey and seek regulatory release. Verify that the site or defined areas meet the applicable conditions, document the results and obtain the regulator’s decision on release from regulatory control.
These steps describe the work broadly, not a universal order in which every facility proceeds. A project’s approved strategy, national rules and site conditions determine sequencing and whether particular activities overlap.
What must a new station establish?
A new station is evaluated as a new installation, even if its proposed site already has nuclear infrastructure or decades of operating records. The project must address the proposed technology and design, how the installation would interact with the site and its surroundings, and whether current requirements are satisfied. The typical lifecycle includes siting, design, construction, commissioning, operation, decommissioning and eventual release; the regulator’s framework may combine or subdivide these stages.
- Evaluate the site for the proposed installation. Review whether the available site information is complete and current, and assess the implications of the proposed plant. Existing data can be useful, but must be considered against current regulations, standards, analytical methods and lessons from events since the earlier project.
- Develop the installation-specific design and safety case. Assess the proposed plant rather than assuming that an earlier facility’s approvals or safety conclusions apply. Differences in age, technology and design can mean different licensing requirements.
- Obtain the required construction authorization. The project must meet the applicable national requirements before construction can proceed under the relevant authorization.
- Build and commission the installation. Construction and commissioning are distinct parts of the new-build lifecycle. The regulator’s hold points and evidence requirements depend on the country’s licensing framework.
- Obtain operating authorization. Construction does not itself grant permission to operate. The new installation needs the applicable operating authorization and remains subject to its own regulatory requirements.
The International Atomic Energy Agency’s site-selection guidance states: “The presence of an existing nuclear installation should not warrant the assumption that the site is suitable for a new nuclear installation.” In practical terms, a previous plant can provide useful information and infrastructure context, but it is not a blanket approval for another reactor or power station.

Does an old nuclear site already have approval for a new reactor?
No general assumption of approval is justified. A past license concerns the installation and circumstances covered by that authorization. A proposed replacement has its own design, safety case and site-specific assessment, and must obtain the authorizations required by the current national framework.
Even where the same broad location is proposed, the regulator and project must consider whether older site data remain adequate, whether rules or analytical methods have changed, and what has been learned from events since the prior facility was assessed. The proposed installation may also change the demands placed on site services or introduce new interactions with other facilities.
This distinction matters whether the old plant is still operating, has shut down, or is already being dismantled. The status of the earlier facility affects what hazards and interfaces must be considered; it does not collapse the new installation’s licensing process into the old one.

Can decommissioning and construction happen at the same time?
Yes. At a site with multiple facilities, one facility can be operating or under construction while another is being decommissioned. International Atomic Energy Agency guidance on multi-facility sites addresses combinations of facilities operating, under construction or undergoing decommissioning. But overlapping schedules do not turn the work into one project or one license. They create site-wide coordination and safety responsibilities.
Coordinate shared services, staff and infrastructure
Projects may depend on shared services, site access, infrastructure or staff. Planners need to identify where one facility’s action—or failure to act—could affect another. That includes considering the availability and demands of shared resources as work changes over time, rather than treating each facility’s schedule in isolation.
Assess interactions and common hazards
Safety assessments should consider radiological hazards, toxic chemicals and other conventional hazards, as well as emergency arrangements, loss of grid power and other common-cause events. They should also examine consequential effects: an accident or activity at one facility may affect another. A proposed new installation can face design or operating constraints from an existing plant, including constraints related to heat-sink needs.

Plan emergency preparedness and security across the site
Emergency preparedness and nuclear security require deliberate coordination when facilities have different activities and operating states. Plans must account for the site as a whole and for the interactions among its facilities, rather than presuming that proximity alone provides a common or adequate arrangement.
Align site-wide planning and financial arrangements
Multi-facility work also calls for site-wide planning and suitable financial arrangements. These issues are relevant because work on one facility may depend on, or impose demands on, resources used elsewhere at the site. The detailed arrangements depend on the facilities and the applicable national framework.

How should the schedule and cost be understood?
There is no sound universal comparison that says decommissioning is always faster or cheaper than building a new station, or vice versa. The projects have different scopes and endpoints. Decommissioning duration and cost depend on matters such as plant condition, contamination, waste routes, cleanup needs and the approved end state. New-build duration and cost depend on the site, design, construction scope and regulatory review, among other project-specific conditions. A meaningful comparison needs a defined jurisdiction, facilities, scope and schedule basis.

The International Atomic Energy Agency’s publication Decommissioning Strategies and Implementation says that the conventional demolition and site-release phase can take between one and ten years, depending on regulatory requirements, the nature of the facility and the extent of contamination. That range refers to this phase only—not to the full decommissioning project, and not to a comparison with the construction schedule for a replacement station.
IAEA INSAG-26 illustrates approximate programme phases of about two, four and nine years for a country embarking on a nuclear power programme. The publication cautions that specific activity timelines are not necessarily to scale. Those illustrations are not a forecast for building one station on an existing nuclear site and should not be used as a project estimate. For an actual project, schedule assumptions need to be tied to the site, design, regulatory process and work being measured.
What determines whether reuse of the site makes sense?
The former site’s records, infrastructure and established context can be relevant inputs, but suitability depends on an evaluation of the proposed installation and its interfaces under current requirements. A useful assessment distinguishes information that can be reused from conclusions that must be established anew.

- Information quality: Are site data complete, current and applicable to the proposed installation?
- Changed requirements and knowledge: Do current standards, analysis methods or lessons from later events alter the assessment?
- Facility interactions: Could the new plant affect an existing facility, or could that facility constrain the new plant’s design or operation?
- Hazards and emergency arrangements: Have radiological, chemical and conventional hazards, common-cause events and accident consequences across facilities been considered?
- Decommissioning end state: What parts of the old facility or site must be dismantled, cleaned up, retained or kept under controls, and how does that affect the proposed work?
- Regulatory pathway: Which separate authorizations, evidence submissions and release conditions apply to the old facility and the proposed new one in the relevant jurisdiction?
These are evaluation questions, not a substitute for a site-specific safety determination. Without a named site, design and jurisdiction, it is not possible to conclude that a particular location is suitable or to provide a defensible project estimate. The governing principle is that prior nuclear use may inform a new evaluation, but does not replace it.
