Equal income means matching a specified measure of income; intergenerational welfare equality asks whether people in different generations have comparable well-being. Income can contribute to welfare, but it does not capture everything that matters. A comparison can change when it includes consumption, health, leisure, inequality within each generation, lifetime outcomes, or the rule used to weigh present and future people.
What is the difference?
Equal income is a claim about a particular economic measure. It might mean that individuals, households, or birth cohorts have the same income over a year, or that their average incomes match. Those are not interchangeable comparisons: an average can be equal even when the distribution around it differs, and household income is not the same unit as individual income.
Intergenerational welfare equality is a broader, normative claim about well-being across generations. It asks whether people who live in different periods enjoy comparable welfare, not merely whether one income statistic is alike. To answer, the analyst must define what counts as welfare and how outcomes for people living at different times should be compared and weighted.
Equal income may be evidence relevant to welfare, but it is not proof of equal welfare. Nor is a difference in income enough by itself to establish which generation is better off overall. The result depends on the measure, population, time horizon, and welfare rule selected.

In other words, “equal income” can be a narrow descriptive finding, while “equal welfare” also involves a judgment about which outcomes matter and how to combine them. The same income figures could support different welfare conclusions under different measures or weighting rules. A careful claim should make those choices visible rather than presenting them as automatic.
Why matching income can leave welfare unequal
Consider two hypothetical cohorts with similar measured incomes. One might have more opportunity to consume goods and services, more leisure, better health, or less inequality among its members. Any of those differences could matter to a welfare comparison even if the income measure is the same. This example illustrates the distinction; it does not assert that any real pair of generations has those characteristics.
Income is a resource measure, while consumption records what people spend or use. The two can offer different views of economic well-being. Attanasio and Pistaferri’s review of consumption and income discusses their relative advantages and disadvantages, as well as inequality in spending components, leisure, and intergenerational consumption mobility. The practical implication is not that one indicator always replaces the other, but that a conclusion based on income alone should be described as an income conclusion.
For instance, two cohorts with the same measured income need not have the same consumption opportunities or spending patterns. A comparison may therefore ask whether it is tracking resources received, goods and services consumed, or both. The answer also depends on whether it considers only an average or examines differences among members of each cohort. Looking at spending components can reveal variation that a single total or income average would not show.
Welfare measures can also include non-income outcomes. Jones and Klenow develop a framework incorporating consumption, leisure, mortality, and inequality. Their analysis finds welfare highly correlated with GDP per capita while also finding potentially large deviations; in the cross-country differences they study, mortality is the most important of the components they introduce in accounting for those deviations. This is evidence that an income-related aggregate can track welfare broadly without fully determining it. It is not a universal ranking of welfare factors for every country, cohort, or policy question.
These examples do not imply that every comparison must use every possible outcome. They show why the chosen measure should match the question. A study of annual earnings can answer an earnings question; it cannot, without additional assumptions or measures, establish how generations compare in health, leisure, consumption, or overall well-being.

Choose what “equal” means before comparing generations
A useful comparison begins by making several choices explicit. Changing any one can change what the equality claim means:

| Outcome | Are you comparing income, consumption, health, leisure, subjective well-being, or a combined welfare measure? | A cohort can match another on income while differing on other dimensions included in welfare. |
| Distribution | Do you mean the average for a generation, or the distribution of outcomes among its members? | Equal averages do not establish equal within-generation inequality. |
| Time horizon | Is the measure annual, measured at a date, or accumulated across a lifetime? | A snapshot does not answer whether lifetime resources or well-being are comparable. |
| Population and unit | Are the units individuals, households, birth cohorts, generations, or everyone alive at a particular date? | These groups may contain different people and answer different questions. |
| Cross-generation rule | How should differences within a generation and between present and future generations be weighted? | A welfare comparison requires a rule for combining outcomes, not only a list of measurements. |
These are substantive choices rather than technical footnotes. A statement such as “the generations have equal income” is incomplete unless it identifies the income measure, population, and period. A statement that they have equal welfare needs those choices plus a defined welfare concept and a way to make the cross-generation comparison.
The population choice is especially important when generations are defined differently. Individuals, households, and birth cohorts are not interchangeable units, and comparing everyone alive at a date is not the same as comparing successive cohorts. Results should state who is included and whether the same definition is applied on both sides of the comparison.
There is also no broadly applicable numeric threshold that settles when intergenerational welfare equality has been achieved. A benchmark has to follow from the particular question and framework. Without one, “equal” may mean identical values on a selected measure, similar values within some stated tolerance, or a judgment based on a social welfare rule; those meanings should not be blurred.
Annual income and lifetime welfare answer different questions
Annual income is a period-specific measure. It can show what people receive during a chosen interval, but it does not by itself describe the resources or well-being they experience over their lives. A lifetime comparison therefore needs a time horizon and a method for handling outcomes that occur at different ages or dates.
The IMF’s discussion of inequality in cohort lifetime incomes gives one framework-specific interpretation: under assumptions linking lifetime income to lifetime utility, and with a specified social welfare function, inequality in lifetime incomes can be interpreted in money-metric terms. This is not a universal identity between lifetime income and lifetime welfare. The connection depends on the assumptions and the social welfare rule used.

This distinction matters when a snapshot is used to make a claim about an entire generation. Equal income in one year says something about that year and chosen unit; it does not alone establish that lifetime resources or utility are equal. Conversely, a lifetime-income comparison involves more than comparing annual figures: the framework must explain how outcomes over different periods are represented and how the welfare comparison is made.
There is an additional difficulty when generations do not overlap in time. A 2026 NBER working paper considers economies in which no date has all individuals alive at once and proposes perpetual-consumption-based units as a meaningful comparison unit for its framework. That proposal addresses a particular demographic comparison problem; it does not establish a single accepted metric for all intergenerational welfare analysis.
The broader lesson is that time itself is part of the definition. Comparing cohorts at the same age, comparing their outcomes over a lifetime, and comparing all people alive at one date are different exercises. A result from one setup should not be treated as if it automatically answered the others.

Welfare equality is not the same as intergenerational mobility
Intergenerational mobility concerns how economic outcomes or opportunities are linked between parents and children. It asks, for example, how strongly a person’s outcomes are associated with their family background, or how persistent advantage is across generations. Intergenerational welfare equality instead compares the welfare levels of people in different cohorts or periods. One concerns transmission and opportunity; the other concerns the level and distribution of well-being.
The concepts can be studied together, but neither settles the other. A society could have a particular degree of mobility while successive cohorts have different average welfare. Conversely, matching welfare levels across cohorts would not by itself show that children’s opportunities are independent of their parents’ circumstances.
Aiyar and Ebeke’s IMF paper treats mobility as equality of opportunity in its analysis of inequality and growth, and reports that the relationship between income inequality and growth varies with mobility. That finding reinforces the distinction: a result about how inequality relates to growth under different mobility conditions is not a direct measure of equality in welfare between generations.

Subjective well-being can also be considered alongside mobility and inequality. Justina A. V. Fischer’s 2009 OECD working paper, The Welfare Effects of Social Mobility, describes survey information on 44,000 individuals in 30 OECD countries and examines perceived and actual mobility, educational equality, and life satisfaction. Those numbers describe the study’s sample, not a general statistic about welfare equality or mobility.

Perceived mobility and actual mobility address different aspects of how people understand or experience movement between social positions; life satisfaction is a subjective well-being outcome. They can inform a wider discussion, but they do not by themselves define a universal test for equal welfare between generations.
A practical way to assess an equality claim
When a report, policy proposal, or public argument says that generations are “equal,” use the following questions to identify what has and has not been established:
- Identify the outcome. Check whether the claim concerns income, consumption, a broader welfare index, or a subjective measure such as reported life satisfaction.
- Identify the unit and group. Establish whether the figures refer to individuals, households, cohorts, or people alive at a given date, and whether both generations are defined consistently.
- Check the distribution. Find out whether the claim compares averages or also considers how outcomes are distributed within each generation.
- Check the time frame. Distinguish a yearly or point-in-time comparison from a lifetime comparison. For the latter, look for the assumptions and method used to connect resources across a person’s life to welfare.
- Inspect the welfare rule. If several outcomes are combined, determine which outcomes count and how differences within and across generations are weighted.
- Separate mobility from levels. Ask whether the analysis is about parent-child persistence and opportunity, or about the welfare level of each generation.
- Limit the conclusion to the evidence. Matching one measure supports equality on that measure and for the stated population and period; it does not establish equality on every dimension of welfare.
This check is useful because there is no broadly applicable numeric threshold that defines intergenerational welfare equality. The relevant benchmark must come from the question and framework being used, rather than from a universal cutoff.
In practice, a concise equality claim can be made more precise by naming its scope: for example, whether it concerns average annual income for defined cohorts, the distribution of consumption among their members, or a combined lifetime welfare measure. If a claim does not specify those elements, ask what it means by “equal” before drawing a broader conclusion.

Together, these approaches show why an income comparison is narrower than a welfare comparison. They do not produce one universally accepted welfare metric, prove that equality in any single dimension guarantees equality in another, or provide a general numerical test for deciding when generations are equally well off. A defensible conclusion should therefore name what is compared, for whom, over what period, and under which rule for judging well-being.
Frequently Asked Questions
Does equal income mean equal well-being across generations?
No. Equal income establishes equality only for the specified income measure, population, and period. Welfare may also depend on consumption, health, leisure, inequality within each generation, lifetime outcomes, and how outcomes are weighted.
How do economists compare welfare between generations?
They first define the outcomes, population, and time horizon, then specify how outcomes within and across generations are combined. Some frameworks compare lifetime resources or use broader measures that include consumption, leisure, mortality, and inequality; there is no single universally accepted metric.
Is intergenerational welfare equality the same as social mobility?
No. Mobility concerns how outcomes or opportunities are linked between parents and children. Welfare equality compares well-being levels across generations. Mobility can be studied alongside welfare, but neither measure establishes the other.
Is there a numeric cutoff for intergenerational welfare equality?
No broadly applicable threshold is identified. Any benchmark depends on the question, the welfare concept, and the rule used to compare people across generations.
The Bottom Line
Equal income is equality on a specified income measure, not proof of equal well-being. To assess intergenerational welfare equality, define the outcomes, population, distribution, time horizon, and rule for weighing people across generations.
