The UK ranked fourth among the G7 for GDP per hour worked in 2023, about 18% below the United States, according to a 2026 House of Commons Library summary of OECD data. That is a productivity comparison, not an overall score for economic performance. On innovation, the latest UK survey found that 34% of businesses with 10 or more employees were innovation active in 2022–2024, but the available figures do not establish a like-for-like ranking against other advanced economies. The evidence points to a UK economy with a marked productivity gap between leading and lagging firms, substantial R&D spending, and a recent decline in the surveyed share of innovation-active businesses.
What the comparison measures
Productivity and innovation are related, but they answer different questions. Productivity measures how much output an economy or business produces from inputs such as hours worked or labour. Innovation measures activity such as developing or adopting new products and processes; research and development (R&D) spending is one input into innovation, not a direct count of its results.
That distinction matters when comparing countries. GDP per hour worked provides an economy-wide productivity measure; output per worker is a different measure. A business survey’s innovation-active share is different again from R&D expenditure, patents or the contribution of new products to sales. These indicators should not be collapsed into a single league table.

- Productivity growth: the rate at which output per hour or another productivity measure changes over time.
- Firm-level distribution: the gap between more- and less-productive businesses within a country.
- Innovation activity and inputs: survey-defined business activity and expenditure on R&D, which describe different aspects of innovation.
Where the UK stands on productivity levels
The latest international level comparison identified here is for 2023. The House of Commons Library’s September 2026 briefing, summarising OECD productivity data, places the UK fourth among the G7 for GDP per hour worked. The United States was highest and Japan lowest; UK productivity was about 18% below the US level.

| Comparison | Finding | What it establishes |
|---|---|---|
| UK among G7, GDP per hour worked, 2023 | Fourth | The UK was below three G7 economies on this measure in that year. |
| UK versus the US, GDP per hour worked, 2023 | About 18% lower | A difference in productivity level, not a measure of the annual growth rate. |
| G7 endpoints, GDP per hour worked, 2023 | US highest; Japan lowest | The UK’s position is within the G7 range; this does not provide a ranking across every advanced economy. |
The comparison needs a date and a methods caveat. The House of Commons Library says the underlying data were released before the Office for National Statistics (ONS) introduced its new productivity measurement approach. The 2023 ranking is therefore the latest comparable international level result identified here, but it predates that UK measurement change. It should not be presented as a current, method-adjusted ranking under the newer approach.
GDP per hour worked is useful because it accounts for hours as well as output. It is not interchangeable with output per worker, which does not use the same denominator. International comparisons also depend on how output, hours and workers are defined and estimated. The ONS’s revised domestic series uses gross value added (GVA), while the cited international comparison is GDP per hour worked. When reading a country comparison, check the measure, reference year and statistical method rather than treating every figure labelled “productivity” as equivalent.
The long slowdown is shared, but the UK’s history is distinct
Historical ONS analysis shows how sharply UK output-per-hour growth slowed after the financial-crisis period. Between 1997 and 2007, UK growth averaged 1.9% a year; between 2009 and 2019, it averaged 0.7%. The corresponding G7 averages were 1.9% and 0.9% a year. These series end in 2020, so they explain the longer-run slowdown rather than provide a recent UK growth rate or an updated country ranking.

| Period | UK output-per-hour growth, annual average | G7 output-per-hour growth, annual average |
|---|---|---|
| 1997–2007 | 1.9% | 1.9% |
| 2009–2019 | 0.7% | 0.9% |
The broader pattern is not unique to the UK. The OECD’s 2026 productivity compendium says virtually all OECD countries had higher productivity in 2024 than two decades earlier, but the pace of improvement had roughly halved since the early 2000s. Its estimate that productivity levels in 2024 would have been 10–20% higher if pre-2007 trends had continued is a counterfactual for the countries discussed, not an observed UK result.
The compendium reports that labour productivity grew by 2.2% in the United States and 0.2% in the European Union in 2024. Those figures illustrate different recent outcomes in two large economies or blocs; they are not directly comparable to the UK’s 2023 productivity level, and the 2.2% and 0.2% figures are not UK growth statistics.
Why the UK average hides a large firm-level divide
A national productivity average can conceal a wide spread between firms. OECD MultiProd estimates using version 2.1 for 2010–2022 put the value added per worker of a UK firm at the 90th percentile at 13 times that of a firm at the 10th percentile, on average. The corresponding ratio was five times in France and Spain and seven times in Canada.
| Country | 90th-to-10th percentile firm value added per worker ratio | Period and measure |
|---|---|---|
| United Kingdom | 13 to 1 | Average over 2010–2022; OECD MultiProd v2.1 |
| France | 5 to 1 | Average over 2010–2022; OECD MultiProd v2.1 |
| Spain | 5 to 1 | Average over 2010–2022; OECD MultiProd v2.1 |
| Canada | 7 to 1 | Average over 2010–2022; OECD MultiProd v2.1 |
This is a comparison of dispersion within each country, not a comparison of national productivity levels. A 13-to-1 ratio means the 90th-percentile firm’s measured value added per worker was 13 times the 10th-percentile firm’s; it does not mean every leading UK business was 13 times more productive than every lagging business. OECD analysis associates the UK’s unusually wide spread particularly with weaker results among lagging firms.

The OECD estimates should not be substituted for ONS firm-level estimates as though the methods and populations were identical. The OECD notes differences in population and weighting. The useful conclusion is about the comparative scale of dispersion within this specific OECD dataset, not a precise conversion into an ONS figure or an explanation of every cause behind the gap.
How many UK businesses are innovation active?
The UK Innovation Survey 2025 asked businesses about activity during 2022–2024. It found that 34% were innovation active, down from 36% in the 2020–2022 survey period. These are survey-defined shares, not the percentage of all economic activity attributable to innovation.
| Survey period | UK businesses classed as innovation active | Coverage detail |
|---|---|---|
| 2020–2022 | 36% | UK Innovation Survey comparison period |
| 2022–2024 | 34% | Latest UK Innovation Survey 2025 result |
The 2025 survey sampled 31,150 businesses with 10 or more employees and received 14,075 responses, a response rate of 45.2%. Its findings describe that survey population. They do not count every business in the UK, including firms below the 10-employee threshold, nor every kind of innovation across the economy. The survey also notes that innovation varies by firm size, sector and location and can be difficult to measure.
The fall from 36% to 34% is a change in the share classified as innovation active between the two survey periods. It does not by itself show that total UK innovation, R&D spending or productivity fell by the same amount. Those indicators capture different things and may move in different directions.
UK R&D spending: substantial input, not a result measure
ONS figures show that UK businesses performed £55.6 billion of R&D in 2024, an increase of £2.4 billion, or 4.5%, on 2023 in current prices. Software development was the largest product group reported in the business R&D figures, at £10.3 billion or 18.5% of business-performed R&D.
Total UK R&D expenditure amounted to 2.71% of GDP in 2024, slightly below 2.72% in 2023. ONS attributes this small decrease in R&D intensity to the GDP denominator rather than to lower R&D spending. The two statistics answer different questions: the £55.6 billion figure is business-performed spending in current prices, while the percentage expresses total national R&D expenditure relative to GDP.
| Indicator | UK result | How to interpret it |
|---|---|---|
| Business-performed R&D, 2024 | £55.6 billion | Up £2.4 billion, or 4.5%, from 2023 in current prices. |
| Software development share of business-performed R&D, 2024 | £10.3 billion; 18.5% | A product-group breakdown of business R&D. |
| Total UK R&D as a share of GDP, 2024 | 2.71% | Slightly below 2.72% in 2023; ONS attributes the change to the GDP denominator. |
R&D expenditure is an innovation input. It does not establish how effectively research becomes a new product, process, commercial revenue or productivity gain. Nor can business R&D alone be used as a proxy for total national R&D intensity: the £55.6 billion figure and the 2.71% GDP share have different scopes.

What a defensible peer comparison requires
A credible UK-versus-peer statement can be built as a sequence rather than a single score:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Choose one question. Decide whether you are comparing a productivity level, a growth rate, firm dispersion, innovation activity, an R&D input or an innovation output.
- Fix the period. The latest figures here cover three different windows: productivity levels in 2023, innovation activity in 2022–2024 and R&D in 2024. Do not imply they describe one simultaneous year.
- Use the same denominator. GDP per hour cannot be ranked beside output per worker without explaining the difference. Likewise, a currency R&D total is not the same as R&D as a share of GDP.
- Check the population. The innovation survey covers businesses with at least 10 employees and received 14,075 responses from a 31,150-business sample. A peer statistic must use a comparable size threshold, sector set and survey design.
- Report units and methods. State whether values are current-price pounds, percentages, ratios or growth rates, and identify the dataset. OECD MultiProd’s population and weighting are not automatically the same as ONS estimates.
- Separate level from change. The UK being 18% below the US is a level comparison. The US’s 2.2% and EU’s 0.2% figures for 2024 are growth rates. Neither substitutes for the other.
This process also prevents a common error: treating a higher R&D budget or a larger innovation-active share as proof of higher productivity. Inputs, reported activities and economic outcomes can move at different speeds.
Can the UK be ranked against peers on innovation?
Not from the UK’s 34% survey result alone. The UK Innovation Survey says its information can be compared internationally and supplies a subset of industries aligned with OECD reporting. However, a direct peer-country table of innovation-active rates is needed to establish whether the UK is ahead of or behind other economies on that particular measure. The 34% UK figure is not such a comparison.
The OECD Business Innovation Indicators database is designed to support cross-country and cross-sector comparisons beyond R&D expenditure or patents. Its April 2026 release covers 2020–2022 for 33 OECD member countries and seven partner or accession economies. The OECD Science, Technology and Innovation Scoreboard contains more than 1,000 indicators. In either case, a meaningful comparison requires selecting a specific indicator and checking its country coverage, period, definitions and survey population.
Innovation comparisons also need to distinguish inputs from activity and outputs. R&D spending can be compared as a currency amount or as a share of GDP, but those comparisons answer different questions. Patents, new products or processes, and turnover from innovation are other possible measures, each with its own coverage and comparability limits. A country may look different depending on which dimension is selected.
What the figures imply for businesses and policymakers
The 13-to-1 firm spread suggests that an aggregate UK average is compatible with very different experiences on the ground. High-performing firms can coexist with a large group of lagging firms, so an improvement in the national average could come from frontier firms, from catch-up by laggards, or both. The figures themselves do not identify the cause, but they show why policies or business strategies aimed only at the frontier would not describe the whole economy.
The innovation figures call for the same care. A two-percentage-point fall in the survey’s innovation-active share is modest in size and limited to the survey definition and periods. At the same time, business-performed R&D rose 4.5% in current prices. These movements are not contradictory: a firm can conduct R&D without meeting the survey’s innovation-active classification, and an innovation-active firm need not have a large R&D budget.

For decision-makers, the practical requirement is to match an intervention or target to the indicator. A productivity target needs an output-and-hours measure; a diffusion target needs evidence about firms adopting products or processes; and an R&D target needs a clearly defined spending scope. Without that match, a headline improvement can conceal no change in the outcome of interest.

- For productivity levels: identify GDP per hour or output per worker, the reference year, and whether the comparison is international or domestic.
- For productivity growth: check the start and end dates. The UK’s 1997–2007 and 2009–2019 averages describe historical periods, not current annual growth.
- For differences between firms: confirm the percentile comparison, whether the measure is value added per worker, and the dataset’s population and weighting.
- For innovation activity: check the survey period, employee-size threshold, sectors covered and whether peer-country rates use aligned definitions.
- For R&D: distinguish business-performed expenditure from total national expenditure, and a currency total from R&D as a share of GDP.
- For innovation outcomes: name the chosen output measure rather than treating spending or survey participation as proof of commercial success.
The periods in the latest available indicators do not line up exactly: productivity levels are for 2023, the UK innovation survey covers 2022–2024, and R&D figures are for 2024. That timing difference is another reason not to turn them into a single composite verdict.
Overall assessment
The evidence supports a qualified conclusion. The UK’s 2023 GDP-per-hour level was below the leading G7 economies, with a gap of about 18% to the United States. Its historical productivity growth slowed sharply after 2007, while the OECD describes a broader slowdown across advanced economies. Within the UK, OECD data show a particularly wide productivity spread between firms near the top and bottom of the distribution.
On innovation, the newest UK survey reports a modestly lower innovation-active share than in its prior period, while business R&D spending rose in current prices and total R&D intensity was nearly unchanged. These findings are compatible because they measure different things. Without matched peer-country innovation rates on a clearly specified, comparable measure, the UK can be assessed on these innovation indicators, but not placed confidently in an overall advanced-economy innovation ranking.
Frequently Asked Questions
Is the UK the least productive G7 economy?
No. The 2023 GDP-per-hour comparison placed the UK fourth among the seven G7 economies. The United States was highest and Japan lowest. The UK was about 18% below the US on that level measure.

Why is the 2023 ranking described with a methodology warning?
The House of Commons Library says the underlying international data were released before the ONS introduced a new productivity measurement approach. The ranking remains the latest comparable result identified here, but it predates that domestic change.
What does the UK’s 13-to-1 firm ratio mean?
For 2010–2022, OECD MultiProd estimated that a UK firm at the 90th percentile produced 13 times the value added per worker of one at the 10th percentile, on average. It measures dispersion within the UK, not a national ranking or a comparison of every individual firm.
Did UK innovation fall because the innovation-active rate declined?
The survey-defined rate fell from 36% in 2020–2022 to 34% in 2022–2024. That does not prove that all innovation, R&D spending or productivity fell. The measures have different definitions and can move in different directions.

Are £55.6 billion of business R&D and 2.71% of GDP the same statistic?
No. £55.6 billion is business-performed R&D in 2024, in current prices. The 2.71% figure is total UK R&D expenditure as a share of GDP. ONS says the slight fall from 2.72% in 2023 reflected the GDP denominator.
Can the UK’s 34% innovation-active share be ranked directly against other advanced economies?
Not without matched peer data using aligned definitions, industries, size thresholds and periods. The OECD provides databases intended for that work, but the UK percentage alone does not establish whether the country is ahead or behind its peers.
Which dates should a reader attach to the headline figures?
The productivity level is for 2023; the latest innovation survey covers business activity in 2022–2024; and the R&D figures are for 2024. Because the periods differ, they should not be presented as one-year components of a combined score.
The Bottom Line
Bottom line: The UK was fourth in the G7 for GDP per hour worked in 2023 and about 18% below the US, with an unusually wide gap between high- and low-productivity firms. Its latest survey found 34% of eligible businesses innovation active, while business R&D reached £55.6 billion. Those facts show important strengths and weaknesses, but they do not support a single UK innovation ranking without matched peer data and consistent definitions.
