Traffic-control robots detect cars and pedestrians by combining sensors with machine-learning software. In the Mineta Transportation Institute’s 2024 pedestrian-crossing robot, LiDAR and video cameras collect information about an intersection; algorithms running in Python classify vehicles, pedestrians, and cyclists; and the resulting assessment supports a coordinated crossing involving the robot and traffic signals. That configuration is a prototype, not a universal design for every traffic robot.

The prototype robot and what it was built to do

The clearest answer to the question comes from Smart Robot Design and Implementation to Assist Pedestrian Road Crossing, Mineta Transportation Institute Report 24-10 by Hovannes Kulhandjian, published June 1, 2024. The National Transportation Library’s ROSA P record describes a robot intended to assist people crossing roads by assessing intersection conditions with machine-learning algorithms, LiDAR, and video-camera data.

The safety context in the report’s abstract is specific to the United States in 2020: it cites 6,516 pedestrian fatalities and approximately 55,000 pedestrian injuries. Those figures establish why intersection assistance matters, but they are not current annual totals and should not be read as a measurement of this robot’s safety performance.

The project’s sensing approach is narrower than the phrase “traffic-control robot” might suggest. The prototype is described as using LiDAR plus cameras. Other systems use different combinations, and commercial product descriptions should not be substituted for the prototype’s specification.

How detection works, from sensor signal to crossing decision

1. Sensors capture different views of the intersection

LiDAR sends laser pulses and measures returning reflections. The measurements provide distance and shape information that can be assembled into a three-dimensional representation of nearby objects. A camera records visual information such as color, texture, signs, lane markings, and human appearance. In the Mineta project, both LiDAR and video-camera data are inputs to the perception software.

These sensors do not independently announce “car” or “pedestrian.” They produce measurements. The software must interpret those measurements in relation to the roadway, crossing area, and other moving objects.

2. Machine-learning models classify road users

The project uses machine-learning algorithms executed in Python to detect vehicles, pedestrians, and cyclists. A detection normally includes an estimated location in the sensor view and a class label. The system can therefore distinguish a person waiting near a crossing from a vehicle moving through the intersection, at least within the conditions represented by its training and validation data.

Camera imagery supplies visual detail, while LiDAR contributes geometric and distance information. Combining the two can give the algorithm more evidence than either stream alone, but the available project summaries do not document every preprocessing, fusion, model architecture, or confidence-threshold setting. Those implementation details should not be invented from the short report descriptions.

3. The software monitors movement over time

A single frame is not enough to determine whether an object is approaching, waiting, or leaving. A traffic system generally compares successive sensor observations so it can maintain tracks, estimate movement, and update its view as conditions change. The June 2024 Mineta report describes continuous monitoring of pedestrian presence and traffic flow. It does not publish a complete technical account of the tracking pipeline, so the safe conclusion is that detection feeds ongoing intersection assessment rather than a one-time snapshot.

4. Detection becomes an input to coordination

The robot’s purpose is not merely to count objects. According to the June 2024 Mineta report, the tested system combines sensing and autonomous-control software with a coordinated crossing sequence involving traffic signals and robot positioning. In practical terms, the system can use its current assessment to help determine when a pedestrian or cyclist is present and when traffic conditions permit the next stage of the crossing procedure.

Sensing is therefore one layer in a larger system: sensors collect evidence, perception software interprets it, control software manages the robot and signal interaction, and the crossing procedure produces the human-facing response. Detection alone does not prove that a crossing is safe in every situation.

A typical detection-and-response sequence

  1. Observe: LiDAR scans the area and cameras capture video of the approaches, lanes, and crossing zone.
  2. Interpret: Machine-learning software identifies likely vehicles, pedestrians, and cyclists from the combined data.
  3. Track: The system continues observing so it can account for movement and changing traffic flow.
  4. Check conditions: The robot evaluates whether a person is present and whether vehicles or bicycles are approaching the relevant conflict area.
  5. Coordinate: The robot’s control system works with the crossing sequence and traffic signals described in the June 2024 Mineta report.
  6. Update continuously: New sensor observations can change the assessment while the sequence is in progress.

This sequence explains why a robot can be described as “detecting” road users even though the useful output is not just a label. The output is a continually updated understanding of who is present, where they are, and how the intersection is changing.

What each sensor contributes

Sensor or combination Evidence it contributes Example system in the sources Role described
LiDAR plus video camera Three-dimensional distance and shape measurements alongside visual scene detail Mineta Transportation Institute prototype Detect vehicles, pedestrians, and cyclists and assess crossing conditions
LiDAR plus vision Spatial perception fused with camera-based scene information SkyEnGen QT100 Vendor-described navigation, obstacle avoidance, and traffic monitoring
LiDAR, cameras, and radar Three-dimensional geometry, visual detail, and radar distance/speed measurements Waymo Driver Autonomous-vehicle perception and prediction, not traffic-robot control
FMCW radar plus 1080p camera Radar measurements combined with video for road-user detection Econolite EPIQ RADAR Roadside vehicle, pedestrian, and bicycle detection for traffic management

The table compares system roles as well as hardware. A mobile crossing robot, a roadside detector, and sensors mounted on an autonomous vehicle have different viewpoints, control responsibilities, and operating assumptions.

Why LiDAR, cameras, and radar are not interchangeable

LiDAR: geometry and distance

LiDAR’s reflected laser measurements are useful for estimating where an object is in three-dimensional space. That geometric evidence can help separate objects from the road surface and establish distance to a potential conflict. The Mineta robot’s documented sensor mix includes LiDAR, but the available summaries do not state its model, scan rate, range, or performance in particular weather conditions.

Cameras: visual context

Video cameras can show details that distance-only measurements do not, including colors, signs, markings, and visual distinctions between scene elements. They can also be affected by the quality and visibility of the scene. The June 2024 Mineta report confirms cameras were integrated into the prototype but does not publish a universal camera specification or a complete list of operating limits.

Radar: distance and speed in some systems

Waymo’s explanation of its separate autonomous-driving system says radar contributes object distance and speed and is effective in rain, fog, and snow. That is a description of Waymo’s sensor suite, not evidence that every radar-equipped traffic robot has the same performance. Radar is included here to explain why another system may choose a different sensor mix from the Mineta robot’s LiDAR-and-camera design.

Other systems illustrate why there is no standard traffic-robot sensor suite

SkyEnGen QT100

The vendor describes QT100 as an autonomous traffic-management robot that fuses LiDAR and vision for navigation, obstacle avoidance, and traffic monitoring. Its description also refers to a panoramic camera and LiDAR providing 360-degree perception. The vendor says full specifications are still being finalized, so those statements are capability descriptions rather than a complete, independently verified specification sheet.

Waymo Driver

Waymo Driver is an autonomous vehicle, not a roadside or pedestrian-crossing robot. Waymo describes a combination of LiDAR, cameras, radar, onboard computing, and artificial-intelligence software. Its system identifies other road users and predicts possible paths so the vehicle can choose a driving response. It is a useful example of multi-sensor perception, but its hardware and software should not be attributed to the Mineta prototype.

Econolite EPIQ RADAR

EPIQ RADAR is roadside traffic-detection equipment rather than a mobile robot. Econolite describes FMCW radar paired with a 1080p camera for detecting vehicles, pedestrians, and bicycles and supporting traffic-management applications. Because this is a vendor capability statement, it is not an independent comparison with the prototype.

Ouster BlueCity

In a June 10, 2026 announcement, Ouster described BlueCity as a LiDAR-and-AI traffic-management solution for intersection and highway detection and analytics. The announcement demonstrates another commercial approach to roadside perception, but it does not constitute independent head-to-head validation against the Mineta prototype or other sensor configurations.

What the prototype’s accuracy figures actually mean

The June 2024 Mineta report reports project-specific validation results:

Reported measure Figure How to interpret it
Pedestrian and cyclist detection 90.48% average validation accuracy The figure reported by the report for the project’s validation work
“Vehicle and road cyclist detection” 90.1% average validation accuracy The report uses this exact category wording; it is unclear whether the category combines vehicles and cyclists in one measure

The second label should not be silently rewritten as “vehicle-only accuracy.” Neither number is a universal score for LiDAR, cameras, or traffic robots generally. The report describes testing on roads at Fresno State, which establishes reported project testing, not performance across all intersections, traffic volumes, lighting conditions, or weather.

Conditions the published summaries do not settle

The reviewed material does not provide a like-for-like benchmark comparing LiDAR, camera, and radar for this exact crossing-robot use case. It also does not establish a standard sensor design, universal detection range, failure rate, privacy policy, or deployment readiness for the prototype.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That absence matters when reading marketing claims. A vendor may describe a product as having 360-degree perception or robust weather operation, while a prototype may report validation accuracy from a particular test setup. Those are different kinds of evidence and cannot be ranked without common data, test conditions, classes, and metrics.

Real intersections also contain situations that a detection label alone cannot resolve: a person may stand near but not enter the crossing, a cyclist may change direction, or a vehicle may approach outside the expected lane. A responsible traffic-control design must continue monitoring and coordinate its response rather than treating one classification as infallible. The available sources support that system-level description, but they do not quantify how often each edge case occurs.

How to evaluate a traffic-control robot’s detection claims

  • Identify the system type: Is it a mobile crossing robot, roadside detector, or autonomous-vehicle sensor suite?
  • Check the sensor mix: Record whether the system uses LiDAR, cameras, radar, or fusion, rather than assuming all robots use the same hardware.
  • Ask what is detected: Look for explicit classes such as cars, pedestrians, bicycles, signal violations, or broader traffic patterns.
  • Separate output from action: Detection, analytics, signal coordination, and vehicle control are different functions.
  • Read the evidence level: A validation result is not the same as a vendor announcement or product capability page.
  • Check test conditions: Region, intersection layout, weather, lighting, traffic volume, dataset, and metric all affect how an accuracy figure should be read.
  • Look for missing specifications: If scan rates, ranges, classes, or failure conditions are not published, treat them as unknown rather than filling in a typical value.

Bottom line

Traffic-control robots detect cars and pedestrians by turning sensor measurements into a tracked scene model. For the Mineta Transportation Institute’s 2024 crossing robot, LiDAR and video cameras feed machine-learning algorithms that detect vehicles, pedestrians, and cyclists; that assessment then supports continuous monitoring and coordination with a crossing sequence and traffic signals. Other systems use different combinations, including LiDAR-vision fusion or radar-camera equipment, so no single sensor recipe represents every traffic-control robot. The published prototype accuracy figures are useful project results, but they are not universal guarantees of detection or safety.
