When crude oil gets more expensive, U.S. diesel prices generally face upward pressure because crude is the largest single component of the pump price. But the change is not immediate or one-for-one: refining margins, diesel supply and demand, distribution costs, taxes, and regional conditions all affect how much of a crude-price move reaches drivers—and when.
How crude oil becomes part of the price at the pump
Crude oil is an input for refineries, which turn it into diesel and other fuels. A simplified path is: crude is purchased, refined into diesel, moved through distribution networks, and sold by retailers. Each stage contributes to the final price, and each can respond to market changes on a different schedule.
The U.S. Energy Information Administration (EIA) separates the retail on-highway diesel price into four broad components: crude oil, refining costs and profits, taxes, and distribution and marketing costs and profits. The crude component is not the whole bill. Refiners’ costs and margins, moving fuel to market, operating a retail station, and applicable taxes also matter.

That is a historical average across the period, not a fixed share for every month, state, or point in a price cycle. The remaining share includes refining, distribution and marketing, and taxes; the mix can change over time.

In practical terms, a crude-price increase raises the cost pressure on diesel, but it does not dictate the pump price by itself. A change in the wholesale value of diesel and the other price components determines how that pressure flows through to retail.
Why pump prices do not move in lockstep with crude
Crude benchmarks and retail diesel are different prices at different stages of the fuel market. A crude quote reflects the market for crude oil, while a pump price includes the value of refined diesel plus costs and margins incurred after crude enters the supply chain. Comparing the two as if they were the same product can make normal differences in timing and market conditions look puzzling.
Retail prices also take time to respond to spot-price changes. EIA explains that this lag can cause the refining and distribution-and-marketing components in its price breakdown to vary from month to month. For example, if wholesale costs change before local retail prices adjust, the calculated contribution of downstream components may temporarily appear larger or smaller. That does not mean crude has stopped mattering; it means the stages are not repricing simultaneously.

There is no single lag duration or universal pass-through rate that applies to every crude move and every pump. A claim such as “a $10-per-barrel increase raises diesel by a fixed number of cents within a set number of days” would overstate what the available EIA evidence establishes. The direction of pressure is generally clear; the precise size and timing depend on the circumstances.

Diesel-specific factors that can outweigh or amplify crude changes
Refining margins and the diesel crack spread
The refining margin is the difference between the value of refined diesel and the cost of crude used to make it. A wider diesel crack spread—a common way to describe that relationship—means the wholesale value of diesel has risen relative to crude. That can put upward pressure on diesel prices even when crude is steady. Conversely, a narrowing margin can offset some crude-driven pressure.
This is why checking crude alone may not explain a diesel price move. The diesel-specific wholesale market matters: a change in the value of the finished fuel can occur independently of the crude input.
Distillate supply, demand, and inventories
Diesel is part of the distillate fuel category. Tight distillate supply, changing consumption, and inventory conditions can affect wholesale prices. EIA’s forecasting framework considers variables including distillate consumption, inventory levels, monthly seasonality, crude-price changes, and lagged prices. The inclusion of these factors reflects that diesel prices respond to a set of related conditions, not just the latest crude quote.

Distribution, retail operations, and taxes
Fuel must be transported and marketed before a retailer sells it. Distribution and station operating costs are not mechanically tied to crude, and retail prices may adjust at a different pace from wholesale prices. EIA’s component method treats distribution and marketing as a distinct residual component, which can move as prices catch up with earlier changes elsewhere in the supply chain.
Taxes also add to the retail price but do not automatically rise or fall with crude. As a dated reference, EIA’s diesel page listed a federal on-highway diesel tax of 24.40 cents per gallon and an average of 35.86 cents per gallon for state taxes and fees as of January 2026. Local taxes may also apply. These figures are specific to that reference period and tax measure; they should not be treated as current rates for every location or as a timeless national total.
Why the same crude market can produce different local diesel prices
Crude benchmarks may be shared across broad markets, but retail diesel prices vary by geography. Federal, state, and local taxes differ. Station ownership and operating costs, competition, and the cost of transporting fuel also vary from place to place.

The West Coast is especially distinct because it is less connected to other U.S. fuel markets. EIA notes that this relative isolation can leave the region facing higher costs when a refinery outage disrupts local supply. California is also affected by higher taxes. As a result, a national crude-price move does not imply that a driver in one state will see the same pump price—or the same-sized change—as a driver elsewhere.

How to make a fair comparison between crude and pump prices
Use like-for-like periods and a clearly defined diesel series. Comparing a single day’s crude quote with a weekly retail average—or comparing unrelated dates—can create a misleading impression of how quickly or strongly prices are linked.
- Identify the crude benchmark and dates. Record which crude price you are using and the time period it represents. Do not compare it with a diesel price from a different time window without accounting for that mismatch.
- Check the wholesale diesel market. Look at the diesel price or refining margin alongside crude. If diesel’s value rises relative to crude, the refining margin may help explain why pump prices are not tracking crude alone.
- Compare with a retail series that matches your question. EIA’s weekly U.S. on-highway diesel measure is a sampled price for ULSD at retail outlets in the contiguous states. It is useful for national or regional trend comparisons, not as a quote for a particular station.
- Account for taxes and location. Check whether the prices include taxes and identify the state or region. Local prices can differ because of taxes, transport constraints, and market conditions.
- Allow for timing differences. Retail prices can take time to reflect spot-price changes. Interpret a short-term mismatch as a timing and market question, rather than assuming a fixed conversion from crude to pump price.
EIA’s component methodology notes that component shares vary with the point in the price cycle. A single snapshot should therefore not be used to infer a permanent crude share or a permanent pass-through relationship.

EIA’s weekly U.S. on-highway diesel series is based on cash, self-serve prices that include taxes. The survey collects prices at 8:00 a.m. local time on Monday for ultra-low sulfur diesel (ULSD) at sampled retail outlets across the contiguous United States. It is a weekly survey measure, not a live nationwide quote and not a record of what every station charges.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThat definition matters when comparing prices. The series is appropriate for tracking a broad U.S. trend on a weekly basis, provided the comparison uses consistent periods and geography. It should not be described as the current price at every pump, as an all-hours average, or as a measure covering locations outside the contiguous states.

Diesel prices and freight fuel surcharges are separate decisions
Many carriers use EIA diesel prices in their own fuel-surcharge formulas, but those formulas are company or contract decisions. EIA supplies price data; it does not set or recommend how a carrier calculates a surcharge. A change in pump prices may influence a surcharge under a given contract, but the applicable index, baseline, adjustment schedule, and formula depend on the carrier’s terms.
For a shipper or customer reviewing a surcharge, the useful question is not simply whether crude rose. Check which diesel series the contract uses, what dates it compares, and how its formula translates that series into a charge. A surcharge formula should not be mistaken for a universal measure of crude’s effect on retail diesel.
What to conclude when crude and diesel move differently
If crude rises and diesel rises later, the lag is consistent with the different timing of spot, wholesale, and retail prices. If diesel rises faster or by more than crude, look for a wider refining margin, tight distillate conditions, or regional supply constraints. If diesel barely moves while crude changes, downstream prices may not yet have adjusted, or other components may be offsetting some of the pressure. Taxes and geography can explain why the same broad market movement produces different local outcomes.
The soundest explanation combines the crude trend with diesel’s wholesale value, the retail series and its timing, tax treatment, location, and supply conditions. Crude is the main single influence on U.S. on-highway diesel prices over the long run, but the pump price is the result of the whole fuel chain.
