Mortgage credit-risk transfer (CRT) deals do not directly set the interest rate on your mortgage. They move a defined layer of potential default losses from Fannie Mae and Freddie Mac to private investors, insurers, reinsurers and, in some structures, lenders. By reducing the credit risk and capital the Enterprises retain, CRT can help preserve the capacity and liquidity needed to buy and guarantee mortgages. The effect on an individual borrower’s rate is indirect and can be positive, negative or negligible depending on the cost of the protection and conditions in mortgage markets.
Official publications do not provide a universal borrower-level estimate such as “CRT lowers rates by 10 basis points,” nor do they show how many additional approvals result from a particular transaction. The strongest evidence concerns system capacity and taxpayer exposure, not a guaranteed discount for any one loan.
What mortgage risk-transfer deals actually transfer
Fannie Mae and Freddie Mac (the Enterprises) guarantee qualifying mortgages and mortgage-backed securities (MBS). A guarantee means the Enterprise absorbs specified credit losses if borrowers default, subject to the transaction’s rules. A CRT deal sells or insures part of that potential loss to another party. The Enterprise still acquires and manages the loans, sets underwriting and servicing requirements, and generally keeps a senior layer of risk.
The Federal Housing Finance Agency (FHFA) describes several forms: capital-markets issuances, insurance and reinsurance, senior-subordinate transactions, and lender collateralized recourse. The securities and contracts are designed to cover defined layers of losses rather than transfer every risk associated with a mortgage. Interest-rate risk, servicing risk, operational risk and prepayment risk can remain elsewhere in the financing chain.

What CRT is not
- It is not a rate-setting formula used at the closing table.
- It is not a federal subsidy that automatically reduces a borrower’s note rate.
- It does not guarantee that a lender will approve a borrower who fails underwriting, documentation or ability-to-repay requirements.
- It does not eliminate the Enterprise guarantee; it reallocates selected credit losses behind that guarantee.
How a typical CRT transaction works
- Loans are acquired and pooled. An Enterprise purchases or guarantees a pool of eligible mortgages and identifies the credit-risk layer to be transferred.
- A protection structure is created. The Enterprise issues notes, buys insurance or reinsurance, or obtains collateralized recourse from a lender. The contract specifies attachment points, coverage limits, triggers and payment rules.
- Private capital receives compensation. Investors receive coupon or spread payments; insurers and reinsurers receive premiums; a lender providing recourse accepts an economic share of losses. The amount reflects expected defaults, severity, capital requirements, liquidity and uncertainty.
- Losses are allocated during stress. If covered defaults exceed the transaction’s thresholds, the transferred layer absorbs losses before the Enterprise’s retained layers. Counterparties may have to post collateral or make contractual payments.
- The Enterprise continues its core role. It services or oversees servicing, manages the guarantee and reports performance. When the transaction matures or is called, remaining obligations end according to its terms.
Because the protection has a price, CRT is an exchange: the Enterprise gives up some future loss exposure in return for an upfront or ongoing cost and for the discipline of market or insurance pricing.
CAS, STACR, CIRT, ACIS and lender risk share
The names identify programs, not borrower-facing rate products. Fannie Mae’s main vehicles include Connecticut Avenue Securities (CAS), Credit Insurance Risk Transfer (CIRT) and seller/servicer risk share. Freddie Mac uses Structured Agency Credit Risk (STACR), Agency Credit Insurance Structure (ACIS) and related lender-risk-sharing arrangements.
| Program or structure | Who supplies protection | Typical form | What the structure changes |
|---|---|---|---|
| CAS | Capital-market investors | Notes issued through a bankruptcy-remote trust or related capital-markets structure | Creates tradable pricing for defined credit-loss layers; investors bear losses according to note classes |
| STACR | Capital-market investors | Freddie Mac credit-risk securities with senior and subordinate classes | Transfers subordinate credit risk while Freddie Mac retains senior exposure and program responsibilities |
| CIRT | Insurers and reinsurers | Insurance or reinsurance contract | Provides contractual loss protection in exchange for premiums; introduces insurer credit and collateral considerations |
| ACIS | Insurers and reinsurers | Freddie Mac insurance/reinsurance structure | Uses negotiated coverage rather than a publicly traded note for the covered layer |
| Seller/servicer or lender risk share | Mortgage originators, sellers or servicers | Collateralized recourse or other contractual risk sharing | Keeps part of the economic exposure with the institution that originated or services the loan |
The exact attachment points, loan eligibility, coverage percentage, term and collateral terms differ by deal. A program label alone cannot tell you whether a particular mortgage was covered or what portion of its risk was transferred.

Channel 1: Lower retained credit and capital burden
If protection is efficient, an Enterprise can retain less credit exposure for a given pool. That may reduce the capital or economic-reserve burden associated with the guarantee and help the Enterprise maintain competitive guarantee pricing. Lower funding or guarantee costs can flow through to MBS prices and, eventually, lender rate sheets.

Channel 2: The price of protection can offset the benefit
Investors, insurers and reinsurers do not provide coverage for free. Their coupon, spread or premium is a cost of mortgage finance. If that cost is high because expected defaults, loss severity, market volatility, capital charges or liquidity risk are high, the CRT expense can offset or exceed the savings from transferring risk. A lender may pass the cost through its guarantee fee, servicing economics, MBS execution or borrower rate.
Channel 3: Competition and market execution
Mortgage rates also reflect Treasury yields, MBS spreads, warehouse financing, lender operating costs, points, loan size, property type, credit score, loan-to-value ratio and competition. CRT changes only one part of that chain. A cheaper CRT deal could coincide with higher market rates, leaving the borrower’s quote unchanged; an expensive deal could occur while other spreads narrow.
What the historical cost evidence shows
In a review covering July 2013 through February 2021, FHFA estimated a $15 billion net cost for the CRT programs over that period. That figure is a program-level historical estimate, not a charge assigned to a particular borrower and not proof that every deal raises rates. It demonstrates why a risk transfer cannot be treated as an automatic discount: protection has an observable cost that must be weighed against the value of reducing retained losses and government exposure.
Neither FHFA’s cited publications nor the other official sources summarized here publish a single causal estimate for the number of basis points CRT changes on an individual mortgage. Any fixed borrower-rate claim needs a borrower-level study with current market data.

How CRT can affect loan availability
Preserving secondary-market capacity
When an Enterprise shares losses with private capital, it does not have to retain every dollar of credit exposure on its balance sheet or in its risk limits. That can support continued acquisition and guarantee of conforming loans, especially when capital is constrained or investors are demanding more compensation for mortgage risk.
Maintaining liquidity and risk-pricing information
Tradable CRT securities give investors observable prices for mortgage credit risk. Insurance and reinsurance transactions provide another source of private capacity. The Federal Reserve Bank of New York concluded in Staff Report 838 (2018) that CRT reduced federal-government exposure without disrupting the liquidity or stability of secondary mortgage markets and that a market for pricing and trading mortgage credit risk was developing.
Why availability is not guaranteed for every borrower
CRT does not change a lender’s underwriting rules by itself. A lender may still tighten credit because of fraud concerns, documentation quality, appraisal risk, servicing capacity or local property conditions. Protection may also be concentrated in particular loan types or credit-risk layers. Therefore, CRT can support aggregate lending capacity without increasing approvals for every credit-score, income or down-payment segment.
How large is the CRT market?
The scale has changed with mortgage production and market conditions. FHFA’s 2024 reporting on the fourth quarter of 2023 recorded $6.7 trillion of unpaid principal balance (UPB) and $210 billion of risk in force (RIF) transferred from 2013 through 2023. RIF was about 3.2% of UPB, showing that the transferred amount is a defined risk layer rather than the full principal balance.

| Period and source | UPB transferred | RIF transferred | Context |
|---|---|---|---|
| 2013–2023 cumulative, FHFA 2024 report | $6.7 trillion | $210 billion | RIF equal to approximately 3.2% of UPB |
| 2023, FHFA 2024 reporting | $422 billion | Not stated in the cited summary | Issuance volume fell 60% from 2022, primarily as higher rates reduced acquisition volume |
| 2024, FHFA 2025 annual report | $365 billion | $11.9 billion | Cumulative transfers reached about $7 trillion of UPB and $222 billion of RIF since 2013 |
| Second quarter 2026, Fannie Mae | Approximately $1 trillion covered through CIRT | Not stated in the cited summary | Fannie Mae’s CIRT coverage reported as of Q2 2026 |
Lower issuance in 2023 and 2024 should not be read automatically as a decision to restrict borrowers. FHFA attributed the 2023 decline primarily to higher mortgage rates reducing acquisition volume. CRT supply is therefore endogenous: when fewer mortgages are produced, fewer new pools need protection.
Who ultimately pays for mortgage credit risk?
The economic cost is distributed rather than assigned to one invoice. Investors receive returns for assuming loss risk. Insurers and reinsurers collect premiums and may require collateral. Originators and servicers can bear losses under recourse arrangements. Enterprises retain senior or uncovered layers and incur transaction, administration and capital costs. Lenders incorporate guarantee fees, MBS execution, hedging, servicing values and operating expenses into pricing. Borrowers pay through the interest rate, points, fees or the availability of a loan product, but the pass-through is not one-to-one or separately disclosed on a closing disclosure as “CRT.”
Taxpayers are affected through the Enterprises’ government support and the amount of mortgage credit risk ultimately left with the public sector. Transferring risk to private parties can reduce that exposure, while a counterparty failure or a contract that covers too little risk can leave more exposure with the Enterprise.

FHFA identifies CRT-cost measurement, counterparty risk, structure design and the information value of CRT pricing as continuing areas for analysis. Those factors help explain why no single structure is always cheapest or most effective.

What borrowers should expect when shopping for a mortgage
- Compare the loan offer, not the program name. Ask for the annual percentage rate, note rate, points, lender fees and required mortgage insurance. CAS, STACR, CIRT or ACIS will usually not appear as a borrower-selectable option.
- Control the variables that do affect pricing directly. Compare the same term, fixed or adjustable structure, loan amount, occupancy, property type, credit assumptions and lock period across lenders.
- Ask whether the loan is conforming and who will service it. The Enterprise channel can affect execution and servicing, but the lender’s underwriting and pricing overlays still matter.
- Treat broad claims cautiously. A statement that CRT “lowers your rate” or “guarantees approval” is not supported without a specific, current comparison that isolates the borrower and market conditions.
What is established—and what remains unknown
The evidence supports three conclusions. First, CRT has transferred substantial, defined layers of mortgage credit risk to private capital and insurance markets. Second, it can reduce public-sector exposure and help preserve secondary-market liquidity and lending capacity. Third, the borrower-level rate effect is not a fixed or published number because protection costs and other mortgage-pricing inputs vary over time.
Official sources reviewed for this topic do not quantify how many additional borrowers receive mortgages because of CRT, nor do they identify a universal basis-point pass-through to individual loans. A credible estimate would need borrower-level identification, a comparison group, the exact CRT cost, lender pricing data and current market conditions.
Bottom line for borrowers
CRT deals are a behind-the-scenes risk-allocation tool, not a coupon discount. They may make the mortgage system more resilient and keep private capital involved in funding home loans, which can support availability during periods of stress. The protection itself costs money and can offset those benefits. Your rate is determined by the complete pricing chain—market yields, MBS spreads, lender competition, your risk profile and loan terms—not by whether a CAS, STACR, CIRT or ACIS transaction exists somewhere behind the loan.
