Livestock ships are designed for moving large numbers of animals over long distances, while road transport offers more direct control over vehicles, stops and routing. Air is a recognized live-animal transport mode, but the available official sources do not provide enough livestock-specific welfare, cost or capacity data to rank it against ships or trucks. No mode is automatically safer: welfare depends on the complete journey, including loading, waiting, transfers, weather, ventilation, space, feed, water, handling and the quality of oversight.
The practical answer: compare the whole journey, not just the vehicle
A ship, truck or aircraft is only one part of an animal’s journey. The World Organisation for Animal Health (WOAH) says land journeys should be kept as short as possible. Its sea-transport chapter says duration must be planned around the animals’ condition, fatigue, feed and water needs, available space, weather, vessel type, propulsion and sea conditions. That makes a short trip with poor loading or long terminal delays potentially worse than a longer, well-managed route.
Assessment should therefore include:
- the time from farm or assembly point to final unloading, including queues, customs, transfers and port or airport handling;
- the animals’ species, age, pregnancy status, fitness, health and ability to cope with motion, heat and confinement;
- space to stand, lie down and reach feed and water;
- ventilation, temperature and humidity control while moving and while vehicles or pens are stationary;
- handling quality, loading density, bedding and the risk of falls or injury;
- how often animals can be observed and how quickly staff can respond to illness, injury, equipment failure or bad weather;
- biosecurity, identification and records that allow problems to be traced; and
- the inspections, veterinary supervision and enforcement that apply to the route.
WOAH Regional Representation for Europe summarizes the risk plainly: “Overcrowding, extreme weather conditions and poor handling of animals during transport can lead to injuries, weight loss and diseases.”
EFSA’s 2011 scientific opinion illustrates why a single universal limit is misleading. Its summary recommended a maximum journey duration of 12 hours for horses and 29 hours for cattle. Those figures are recommendations from that 2011 opinion, not current law and not a universal limit for every species or route.

What a livestock vessel can do well—and what it must control
Large-scale, long-distance movement
Livestock vessels can carry many animals on one sea leg and avoid repeated highway changes. That can simplify the number of loading events after embarkation, but it does not make the journey welfare-neutral. Animals may still spend substantial time in pens, and the sea leg adds vessel motion, changing weather and dependence on shipboard systems.
Voyage planning and fitness to travel
WOAH’s 2024 Chapter 7.2, Transport of animals by sea, says the amount of time animals spend on a journey should be kept to the minimum. Planning should match the voyage to the animals’ condition and likely fatigue, the amount and distribution of space, feed and water requirements, forecast weather, the vessel’s design and propulsion, and expected sea conditions. Animals that are unfit to travel should not be loaded; fitness decisions need to be made before embarkation rather than deferred until a problem occurs at sea.
Ventilation, pen space and daily observation
Ship operators must provide effective ventilation in animal areas and manage the vessel so that air movement remains adequate as conditions change. Pen arrangements need enough room for animals to stand and lie in normal postures, with suitable flooring and bedding where required. Staff should inspect animals regularly, record health and environmental conditions, and be able to identify and isolate an animal that becomes sick or injured.
Feed, water and emergency response
Provisioning has to cover the planned voyage and credible delays. Water systems, feed stores, pumps, drainage, lighting and backup arrangements are operational welfare controls, not merely ship equipment. An emergency plan should address equipment failure, severe weather, fire, flooding, illness, injury, mortality and the safe movement or treatment of animals. The plan is useful only if trained personnel, supplies and communications are available during the voyage.
Roll-on/roll-off ships still involve road-vehicle risks
A ferry or roll-on/roll-off vessel does not erase the requirements for a truck or container carried aboard it. WOAH’s land chapter says vehicles and containers on these vessels should be secured. Enclosed decks need adequate ventilation for animals in secondary vehicles or containers. A route that combines truck and ship must therefore be assessed as one chain: loading onto the truck, the road leg, the ferry transfer, conditions on the enclosed deck, and unloading at the destination.

How road transport differs
More direct control over the vehicle and route
Road transport can provide frequent access to the animals and allow the operator to change the route or stop when conditions deteriorate. Its welfare outcome depends heavily on vehicle construction, driver and handler competence, traffic, border queues, road quality and the availability of suitable rest locations. Delays that were not included in the original plan can turn a compliant schedule into a prolonged journey.
Vehicle design, posture and bedding
WOAH’s 2024 Chapter 7.3, Transport of animals by land, addresses vehicles and containers that provide enough room for animals to stand and lie down, prevent escape and reduce injury. Flooring should limit slipping; bedding is needed where the animals, weather or journey conditions make it appropriate. Loading density must allow animals to maintain balance and avoid being crushed or trampled.
Ventilation while moving and stationary
Ventilation must remain effective when a vehicle is travelling and when it is stopped. A truck waiting in a queue can become a high-risk environment if airflow falls or heat accumulates. Operators should plan where vehicles can stop safely, how long they can remain there, and how staff will monitor animals during an unplanned delay.
Rest, feed, water and handling
Land-transport planning covers rest stops, feed and water, observation and handling. A rest location must be suitable for the species and condition of the animals rather than being simply the nearest parking area. Loading and unloading are high-risk moments: calm handling, appropriate ramps and avoidance of slips, falls and overcrowding can prevent injuries before the journey is under way.
Disease control and identification
WOAH also addresses disease-control measures for land journeys. Cleaning and disinfection, separation where necessary, health checks and reliable identification help limit transmission and make it possible to investigate a problem. These controls continue to matter when a road vehicle is transferred to a ship, because the same animals, containers and equipment remain part of the route.

What can—and cannot—be concluded about air transport
The European Court of Auditors recognizes air as one of the modes used to move live animals within and to and from the European Union. However, the official material reviewed for this comparison does not provide livestock-specific, like-for-like figures for air versus sea or road on welfare outcomes, cost, capacity or route performance.
Recommended Free Tools
That evidence limit matters. It is not sound to assume that air is automatically better because a flight may cover distance quickly, or worse because of airport handling, without examining the actual itinerary. A responsible air assessment would need the same information required for other modes: total door-to-door time, waiting and transfer periods, crate or container design, ventilation and temperature protection on the ground, loading procedures, access to water and feed, species and fitness, emergency arrangements and the standards enforced at every location.
For a shipment that includes an air leg, ask the carrier for the complete timeline rather than the scheduled flight duration. Airport acceptance, security or customs holds, transfer between vehicles and aircraft, and final delivery can materially change the animals’ exposure time. The available sources do not establish a numerical air welfare ranking, so a decision should not present one as fact.
Side-by-side comparison of the three modes
| Decision factor | Sea livestock vessel | Road | Air |
|---|---|---|---|
| Typical planning emphasis in the cited standards | Animal condition and fatigue; feed and water; space; weather; vessel type and propulsion; sea conditions; ventilation; observation; emergency plans and records. | Vehicle construction; ventilation while moving or stationary; room to stand or lie; bedding where appropriate; rest stops; feed and water; observation; handling and disease control. | Air is recognized as a live-animal mode, but the cited sources do not establish comparable livestock-specific welfare, cost or capacity measures. |
| Distinctive physical risks | Sea motion, weather changes, prolonged time in pens and dependence on shipboard ventilation, water and other systems. | Traffic, road delays, vehicle movement, loading and unloading, weather exposure and poor stop conditions. | Handling and environmental conditions across airport, aircraft and connecting ground operations must be assessed; comparative outcome data are not established in the cited sources. |
| Observation and response | Regular onboard observation, records and an emergency plan are required elements of responsible management. | Drivers and handlers need safe opportunities to observe animals during stops and respond to delays or equipment problems. | The full chain of handlers and facilities must be checked; the cited sources do not quantify response performance by air. |
| Combined-mode issue | Vehicles or containers on roll-on/roll-off ships must be secured, and enclosed decks need adequate ventilation. | A ferry segment remains part of the road vehicle’s welfare assessment. | Connections to road vehicles or other handling points can add time and transfers that are not captured by flight time alone. |
A decision process for choosing or auditing a route
1. Describe the animals before comparing modes
Record species, age, weight range, sex, pregnancy status, health, fitness to travel and any special needs. The same route can pose different risks to young animals, adults, pregnant animals or animals recovering from illness. Do not use the EFSA 2011 horse and cattle figures as a substitute for a species- and condition-specific assessment.
2. Build a door-to-door timeline
List farm collection, assembly, loading, waiting, border or port procedures, the main movement, transfers, rest opportunities and final unloading. Use the longest credible timeline, not only the published sailing, driving or flight time. Mark every point at which animals may be stationary without normal ventilation or access to water.

3. Check space, flooring and posture
Confirm that the vehicle, vessel pen or crate allows the animals to stand and lie normally and that flooring, partitions and bedding reduce slipping and injury. Ask how loading density will be adjusted for species, weather and the animals’ size.
4. Verify ventilation and weather controls
Ask how airflow is maintained while moving, during loading, in queues and on an enclosed ship deck. Compare the planned route with forecast heat, cold, storms and rough seas. A contingency plan should identify who can delay departure, change the route or move animals to a safer location.
5. Confirm feed, water and rest arrangements
Obtain the provisioning plan for the full journey plus delays. For road routes, identify actual rest locations and whether they can safely receive the species. For sea routes, check onboard water and feed capacity, distribution equipment and backup systems. For air routes, include every ground interval before and after the flight.
6. Examine handling and emergency capability
Ask who loads, unloads, observes and treats animals, what training they have, and how an injured or non-ambulatory animal is managed. The emergency plan should cover vehicle or vessel breakdown, ventilation failure, severe weather, fire, flooding, illness, injury and mortality, with named responsibilities and communication channels.

8. Verify the legal and inspection framework for the route
WOAH’s 2024 chapters are international recommendations, not automatically binding law in every country. Identify the national rules, permits, veterinary checks and enforcement authority for each jurisdiction crossed. For an EU route involving a livestock vessel, confirm which 2023 controls apply and which authority will perform them.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.EU livestock-vessel oversight since 2023
The European Commission’s Animal welfare during transport overview describes EU-specific measures adopted in 2023. Implementing Regulation (EU) 2023/372 concerns livestock vessels, official controls and exit points. The Commission summarizes requirements for an electronic database of inspection results, a veterinarian aboard a vessel’s first journey, and a port with a nearby control post where animals can rest. Delegated Regulation (EU) 2023/842 enhances official controls, including checks involving veterinarians and maritime engineers.
These measures are EU rules and should not be described as global law. They also do not guarantee an outcome on every voyage: inspection quality, operator performance, weather and the animals’ condition still affect welfare.
Standards on paper versus conditions in practice
WOAH’s May 2026 thematic study, Animal Welfare During Transport by Land or Sea: How Members’ Veterinary Services Are Implementing Welfare Standards, examines how Veterinary Services implement land- and sea-transport standards. It combines quantitative survey data with interviews and focus groups to consider regulatory frameworks, enforcement and practical realities.
The study’s scope is useful for interpreting any comparison: written requirements and actual enforcement are different questions. Its landing-page information does not establish a universal ship-versus-road outcome rate, so it should not be used to claim that one mode consistently produces fewer injuries, deaths or delays.
Common comparison mistakes
- Comparing only the main leg: published sailing, driving or flight time excludes collection, waiting, transfers and unloading.
- Treating a mode as a welfare guarantee: a modern vessel or truck can still be undermined by overcrowding, poor handling, heat, inadequate water or weak emergency response.
- Ignoring combined routes: a truck on a roll-on/roll-off ship remains subject to vehicle, securing and enclosed-deck ventilation requirements.
- Using old science as current law: the EFSA 2011 durations are dated scientific recommendations, not universal legal limits.
- Assuming air has a proven advantage: the cited official sources recognize air but do not supply comparable livestock-specific welfare, cost or capacity statistics.
- Confusing standards with enforcement: WOAH recommendations and EU measures describe controls; they do not show that every operator applies them equally.
- Choosing by distance alone: species, age, fitness, weather, space, posture, ventilation and handling can change which route is acceptable.
What a defensible comparison should report
A transparent route assessment should publish the animals and fitness criteria, the complete door-to-door schedule, loading density and space calculation, ventilation and weather controls, feed and water plan, rest locations, handlers’ responsibilities, emergency procedures, cleaning and identification records, inspection authorities and any delays or incidents. It should identify which statements are legal requirements in the relevant jurisdiction, which are WOAH recommendations, and which are operator commitments.
That level of detail is more informative than declaring ships, trucks or aircraft the “best” mode. The evidence supports comparing controls and exposure for a specific consignment, not assigning a permanent ranking to the three modes.
