CS2 tournament invitations are generally based on Valve Regional Standings (VRS), which rank five-player rosters rather than team organizations. For a ranked event, the organizer selects the applicable VRS list, announces the number of direct invitations and starting rank, then invites eligible rosters in order. A non-Major invite can generally survive up to two roster changes if at least three players from the invited roster play every match and the event’s other criteria are met. Majors have a stricter intact-roster rule.
What is VRS, and what does it rank?
Valve Regional Standings, or VRS, is Valve’s official monthly system for ranking Counter-Strike 2 rosters. Valve’s Tournament Operation Requirements define it as the basis for direct VRS invitations. The important distinction is that a VRS roster consists of five specific athletes, not simply the organization name on a jersey. If players move to another organization, the roster identity relevant to an invitation still depends on those players.
That makes VRS eligibility a question of both rank and roster continuity. An organization cannot assume that a new lineup automatically inherits the old lineup’s place. Likewise, a roster’s invitation is not necessarily lost whenever one player changes: the general ranked-tournament rules provide a minimum-continuity test, while Major rules require the roster to remain intact.

How does a ranked tournament issue direct VRS invitations?
The organizer sets the list, slots, and starting point
A tournament organizer determines which VRS list or lists to use, how many rosters to invite from each list, and the rank at which invitations begin. The organizer must use the latest VRS version available on the date invitations are issued and send direct invitations sequentially down the chosen list. Therefore, seeing a roster high on a list does not by itself establish that it will be invited: the event’s chosen list, starting rank, number of slots, and any permitted criteria also matter.
Valve’s current Tournament Operation Requirements state that the version applicable to a tournament is the version current as of the event’s Additional Information deadline. Invitation details are time-sensitive, so check the event’s own current announcement and rulebook rather than relying on an older ranking or a prior edition’s invitation plan.
Declined or ineligible rosters do not block the next invitation
If a roster declines an invitation or cannot accept it, the organizer proceeds to the next eligible roster in the announced sequence. A roster’s position is therefore not the only issue: it must also be able to satisfy the acceptance requirements and any event-specific invitation criteria. The rules do not mean that every roster appearing above an invite cutoff will necessarily attend.
What a roster must do to accept
For a general ranked-tournament direct invitation, the invited roster may accept only if at least three athletes who were on that roster on the invitation date play every match at the event. It must also meet the event’s invitation criteria and must not already have declined that event invitation. These conditions are cumulative: meeting the player-continuity threshold does not override a failure to meet another stated criterion.

How many players can change and keep a general VRS invite?
Under the general ranked-event rule, at least three of the five athletes from the invited roster must remain and play every event match. In practical terms, that permits no more than two of the original five to be replaced, provided the same three qualifying players play every match and the roster satisfies all other event requirements. The rule is about the athletes on the invited roster on invitation day—not merely whether the organization keeps the same name.
This is a minimum-continuity condition, not a blanket guarantee that any lineup with three familiar players may attend. The event’s invitation criteria still apply, and the roster cannot accept if it has already declined that event invitation. Also, do not apply this general rule to a Major: its supplemental rulebook separately says the invited roster must remain intact.
What other ways can a CS2 team qualify?
Open qualifiers
Valve’s rules permit open qualifiers, subject to the event’s tier and requirements. If a ranked event has fewer eligible VRS rosters than the number of announced direct-invite slots, the organizer may use open qualifiers to fill the shortfall. Qualifier criteria must be reasonable and transparent and may not target particular rosters. Tier 2 events may rely entirely on open qualifiers; Tier 1 requirements are different and are outlined below.
An open qualifier is therefore not simply an informal substitute for a VRS invitation. Its availability and format depend on the event rules, and any criteria must meet Valve’s requirements. Check the organizer’s published qualification path for registration, dates, and other event-specific terms; the general rules alone do not establish those details.

Wildcard invitations
For each eight rosters invited from a VRS, an organizer may issue two Wildcard Invites. A wildcard roster must be ranked below 12 on the Global VRS and, as of the invitation date, meet at least one of these tests:
- At least three players were individually members of a top-12 roster on an invite VRS list during the preceding six months.
- The roster placed first or second at a tournament of equal or lower tier during the preceding six months.
These are limited, conditional invitations, not a second general ranking route open to every roster outside the direct-invite cutoff. The six-month lookback and rank condition are assessed as of the invitation date, so an older achievement or a ranking from a different date may not establish eligibility.
How do Tier 1 and Tier 2 requirements differ?
| Requirement | Tier 1 | Tier 2 |
|---|---|---|
| Direct VRS invitations | At least 20 rosters must be invited directly from official VRS lists, beginning with the top-ranked roster. | The event may rely entirely on open qualifiers. If it uses direct VRS invitations, it must invite at least four rosters. |
| Other filters | The cited general tier requirements do not specify a comparable filter allowance. | When direct invitations are used, non-targeting filters such as country or gender may be applied. |
| Main Stage | Must include at least eight rosters. | Not stated in the cited general tier requirements. |
These are minimum and structural requirements, not a complete invitation list for any particular tournament. A Tier 1 event’s stated minimum does not tell you how many additional slots it will have or which regional lists it will use. For Tier 2, permission to use filters does not allow criteria aimed at particular rosters; the event’s published rules should explain the actual criteria.

How are Major invitations and regional places determined?
The 32 places are split across three stages
The Major Supplemental Rulebook describes 32 Major places: 16 invitations to Stage 1, eight to Stage 2, and eight to Stage 3. Regional stage allocations are tied to how teams from each region performed at the previous Major: each team from a region that reached Stage 3 earns that region a Stage 2 invitation, and each team that reached the playoffs earns that region a Stage 3 invitation.

The rulebook’s displayed Winter 2025 allocation is an event-specific example, not a permanent map of regional places. Allocations can depend on the previous Major’s results, so a past event’s distribution should not be treated as the allocation for a later Major. Consult the relevant Major rulebook for the event in question.
Invitations go out in stage order, with a stricter roster rule
Major invitations are sent first to Stage 3 invitees, then Stage 2, then Stage 1. The invited roster must remain intact. If it declines or is no longer intact, the next-highest-ranked roster receives the invitation; if no roster remains, a last-chance regional qualifier fills the place. This is stricter than the general ranked-event threshold of three returning players, so a lineup change that could satisfy the general rule does not preserve a Major invitation.
How a Major assigns a roster to a region
The region represented by the majority of a roster’s players determines its regional assignment. If the roster is tied, the rulebook resolves the tie according to which region has greater Major representation, in this order: Europe, then Americas, then Asia. A roster cannot receive a regional assignment if it appeared on another region’s VRS list during the preceding three calendar months.

Do VAC bans affect tournament eligibility?
For Majors, the Supplemental Rulebook says a player who is VAC-banned in Counter-Strike may not be qualified or allowed to participate in a qualifying event unless Valve approves that player in writing. The same section reserves Valve’s discretion to disqualify participants. This is the relevant Major-specific rule described here; check the applicable event documents for other competitions.
A 2021 Valve announcement for the RMR described a different, time-limited test for that RMR context: a VAC ban disqualified a player if it had been received less than five years earlier or after the player’s first Valve-sponsored event. That historical RMR guidance should not be treated as a universal current rule for every CS2 event. The event’s current rules govern.
How to check whether a specific roster is eligible
- Find the event’s current announcement and rulebook. Confirm the tournament tier and whether it is a Major; the Major Supplemental Rulebook adds requirements that do not follow from the general ranked-event rules.
- Identify the VRS list and version the organizer uses. Check the list or regions named by the event and match them to the ranking version applicable on the invitation date. Do not substitute a later monthly ranking for the version used when invitations were issued.
- Read the invitation cutoff and sequence. Note the starting rank and number of direct slots for each list. Check whether the event uses permitted filters, wildcard invitations, or open qualifiers.
- Verify roster continuity against the correct rule. For a general direct invite, confirm that at least three athletes from the invited roster on invitation day will play every match. For a Major, confirm that the roster remains intact.
- Check remaining acceptance conditions. Confirm that the roster meets the event’s invitation criteria and has not already declined that event invitation. For a Major, also check the regional assignment rules and event-specific eligibility provisions, including the applicable VAC-banned-player language.
- Use the event’s published qualification path if the direct invite is unavailable. Determine whether an open qualifier or wildcard route exists and whether the roster meets that route’s stated requirements.
What to compare between two CS2 tournaments
Two events can both use VRS while producing different invitation outcomes. Compare the actual rules rather than assuming that the same rank guarantees the same opportunity:
- Which VRS list or region is used, and which publication/version applies on the invitation date?
- What is the starting rank, and how many direct invitations are available?
- Are there filters, Wildcard Invites, or open qualifiers, and what criteria govern them?
- Does the general three-player continuity rule apply, or does a Major’s intact-roster rule apply?
- What event-specific deadlines and additional eligibility terms appear in the announcement and rulebook?
The event-specific announcement and rulebook answer details that the general rules cannot: the selected list, cutoff, available slots, filters, and deadlines. If a rule or invitation detail is not stated there, do not assume that another tournament’s format carries over.
