Democratic gains in the 2026 midterms could shift congressional committee leadership and priorities, potentially increasing scrutiny of financial regulators, Wall Street practices, or cryptocurrency policy. But an election result would not by itself trigger an investigation, enact a law, or establish that any company did something wrong. The outcome, committee organization, and future decisions remain unknown.

What a change in congressional control could—and could not—do

Congress has two distinct levers: oversight and lawmaking. Through hearings, document requests, and investigations, committees can examine agency decisions, industry conduct, or ethics questions. Through legislation, Congress can change statutory rules, subject to the legislative process and presidential approval or a veto override. A change in party control can alter which issues receive attention and who leads committees; it does not guarantee either a particular inquiry or a new law.

Congressional oversight is also separate from the work of independent financial regulators. A committee can question an agency, scrutinize its priorities, or propose statutory changes. It does not automatically direct an agency’s individual enforcement decisions. Likewise, criticism of a regulator is not evidence that a financial or crypto firm violated the law.

Where congressional scrutiny could take place

The House Financial Services Committee is a plausible venue for hearings and oversight involving financial services. Its remit includes areas such as banking, insurance, real estate, and securities, and its current subcommittee structure includes both a Subcommittee on Digital Assets, Financial Technology, and Artificial Intelligence and a Subcommittee on Oversight and Investigations. The committee’s subcommittee listing identifies those panels; the Democratic committee overview describes its broader financial-services jurisdiction.

That jurisdiction makes the committee relevant to Wall Street and crypto policy, but it does not identify any company as a future target. Which committee chairs, members, hearings, or information requests emerge after the election depends on the results and the next Congress’s organization.

Crypto policy was already contested before the midterms

The SEC’s March 2026 interpretation

In March 2026, the Securities and Exchange Commission issued an interpretation addressing how federal securities laws apply to certain crypto assets and transactions involving them. The SEC described the action as clarifying the application of securities laws and connected it to congressional work on a market-structure framework. The interpretation and the SEC’s announcement are agency policy developments, not a final resolution of every question about crypto regulation.

A September Senate dispute

On September 15, 2026, Senate Democrats blocked a motion to advance cryptocurrency market-structure legislation, according to the Associated Press. The report described ethics safeguards and President Donald Trump’s crypto interests as central points of dispute, alongside questions about the design of crypto regulation. The report illustrates current disagreement, not a uniform Democratic position or a prediction that a future Congress will pass or reject a bill. Ethics safeguards and market-structure rules are related political issues, but they are distinct questions.

What recent hearings and committee activity show

At a February 11, 2026 House Financial Services Committee hearing on SEC oversight, Democratic Ranking Member Maxine Waters sharply criticized the agency. The title of her statement said, “This SEC Is Now Putting Wall Street and Billionaires First and America’s Investors Last.” That is Waters’ partisan characterization, not an established finding about the SEC or companies. Her statement and the hearing transcript provide the context for her allegations and the exchanges. Allegations made during a hearing should not be treated as proof of misconduct.

Congressional discussion has not been exclusively critical of digital assets. In June 2026, a House Oversight subcommittee announced a roundtable examining how digital financial systems and crypto assets could support vulnerable people. The announcement shows an opportunity-focused framing alongside debate over risks, regulation, and ethics; it does not establish a consensus among lawmakers.

What to watch after the election

  • Control of each chamber: The House and Senate organize separately, so a party’s control of one does not establish control of the other.
  • Committee leadership and organization: Chairs and subcommittee assignments help determine which issues receive hearings or requests for information.
  • The subject of any inquiry: Oversight of an agency’s policy, questions about ethics, and examination of a firm’s conduct are different matters and require separate evidence.
  • Legislative movement: A hearing or a blocked motion to advance a bill is not enactment. Watch for the actual text, subsequent votes, and whether legislation becomes law.

Before those decisions are made, the specific agenda, targets, scope, and intensity of any post-election scrutiny cannot be stated reliably. No particular Wall Street or crypto company is established as a future target by the developments described here.
