Data centres can affect nearby communities through construction and operating traffic, persistent equipment noise, and demand for water—especially where facilities are clustered or local supplies are under pressure. The size of any effect depends on the site, cooling system, facility scale, nearby homes and infrastructure, and applicable planning rules. A national average cannot establish what a particular project will mean for its neighbours.
Why impacts differ from one data centre to another
A data centre is not just a building: its location, power capacity, cooling equipment, construction programme and relationship to local infrastructure all shape its potential effects. A facility near homes or a stressed water supply raises different planning questions from one on a site with greater separation and available utility capacity. Several facilities drawing on the same catchment or supply system may also have a different local footprint from a single facility viewed in isolation.
That is why planning review is more useful when it examines the individual proposal and its setting than when it relies on broad claims about data centres as a category. Scotland’s 2026 environmental assessment direction, for example, identifies potential effects on water resources and noise among other location-dependent considerations. Virginia’s 2025 review describes water use as varying with facility size, computing density and cooling system.

Cooling equipment and other building systems can create noise during operation. The concern is not only how loud sound is at a single moment: a steady or recurring sound, including low-frequency sound, may be more noticeable to nearby residents, particularly at quieter times. A Virginia review found that some residents report effects on well-being, while a large majority of data centres in that state do not generate noise complaints, often because of their location or design. That is a Virginia-specific finding, not a universal rate or a guarantee about another site.

What a useful noise assessment should show
- Where sound was measured or modeled, including at the nearest homes and other sensitive locations—not only at the site boundary.
- Which equipment and operating conditions were included, and whether the assessment accounts for low-frequency sound.
- What operating hours and background conditions were assumed, including quieter nighttime periods if relevant.
- What limits or assessment method the local authority applies, and how the project is expected to comply.
- How complaints will be handled and whether post-construction monitoring or corrective measures are proposed.
Ask whether the analysis reflects the design actually being proposed. If equipment, layout or operating assumptions change, the assessment may need to be revisited. A mitigation measure is more useful when the application identifies how it will be implemented and checked, rather than merely stating that noise will be controlled.
How local controls can work
Fairfax County describes a county role in zoning and land use that can include noise studies, design standards, visual screening, separation distances and public hearings in some cases. It also identifies state-level roles for matters such as energy regulation and air pollution. The division of responsibility is specific to that jurisdiction: residents elsewhere should check which planning body, environmental regulator and utility have authority over each issue.
Traffic: separate construction from routine operations
Traffic is a recognized community and construction concern, but the evidence summarized here does not establish a typical vehicle count or a general traffic impact rate for data centres. A project-specific transport assessment is therefore more informative than a sector-wide estimate. The Australian Government’s 2026 consultation paper includes construction impacts and traffic among the issues its proposed standards aim to address; that is a description of concerns under consideration, not a finding that every project causes significant harm.

Construction traffic
Construction can involve delivery vehicles, workers and equipment moving to and from the site. Ask the applicant to identify the construction schedule, vehicle types, expected peak periods, routes and arrangements for road safety. The review should make clear which roads or intersections are likely to be used and how temporary disruption, access and pedestrian safety will be managed. If the project relies on a traffic estimate, check what work stages and assumptions it covers.
Operating traffic
Operational traffic should be assessed separately rather than assumed to match construction. Request the proposal’s own estimate and explanation of routine vehicle types, timing, routes and access arrangements. The public material summarized here does not provide a reliable universal number to use as a substitute. Where the application gives no clear account, ask the planning authority whether additional information is required and how it will assess road capacity and safety.
Water use: distinguish national totals from local supply pressure
Water use depends in part on how a facility is cooled, how much computing equipment it supports and how densely that equipment is deployed. The Australian Government Department of the Prime Minister and Cabinet estimated that data centres used 5.5 gigalitres of water for cooling in Australia in 2025, around 0.04 per cent of the country’s total industrial water use that year. These are national estimates published in a 2026 consultation paper, not a benchmark for an individual facility and not evidence that local impacts are negligible.

The same consultation paper warns that local effects can matter where facilities cluster within one supply system or catchment. It also identifies possible competition with agriculture and concerns about community resilience in regional or remote areas. In practice, the relevant questions include the proposed source of water, peak demand, utility capacity, local water stress and how the project would operate during constraints.

How to read Water Usage Effectiveness
Water Usage Effectiveness, or WUE, is calculated as annual water use in litres divided by annual IT energy use in kilowatt-hours. It can help describe water use relative to IT energy consumption, but the Australian Government’s consultation paper cautions that WUE may not capture every local water-stress factor. A project metric should therefore be considered alongside the water source, demand at peak periods and conditions in the relevant catchment or supply system.
What responsible water planning should address
The Australian Department of Industry, Science and Resources states: “Data centres should use innovative, efficient and sustainable solutions to minimise water use.” Its 2026 expectations also call for considering non-potable water and circular-water opportunities where possible, engaging utilities and communities early, planning for resilience and reporting transparently over time. These are Australian Government expectations; readers should distinguish them from binding requirements in the jurisdiction where a project is proposed.

For a specific application, look for an explanation of the source and amount of water needed, how demand could change over time, and what alternatives or efficiency measures were considered. Ask whether the utility has assessed supply capacity and whether the applicant has described a response to drought, restrictions or other interruptions. Where water use is expected to be reported publicly, check what will be reported, how often, and whether the information will let residents understand actual demand rather than only a general efficiency ratio.
What planning and environmental review can require
Review procedures vary by jurisdiction, and consultation statements should not be mistaken for law. Scotland provides a current example of a formal threshold: under the Scottish Government’s EIA Direction, effective 17 September 2026, environmental impact assessment is mandatory for specified new data-centre development classes exceeding 50 MW. Lower-capacity projects remain subject to case-by-case consideration of whether EIA is needed. The Direction identifies potential effects that include siting, landscape, biodiversity, soils, water resources, noise and backup-generator air quality.
In a 16 September 2026 Chief Planner letter, Dr Fiona Simpson, FRTPI, wrote: “The Scottish Government recognises that data centres are a rapidly evolving sector attracting a broad range of views, opinions and concerns, and that evidence on the environmental impact of data centres continues to develop.” The letter’s point is a useful reminder to examine the project’s evidence and the rules that apply, rather than assume all questions have one settled answer.

In England, the Environment Agency’s 2024–25 Chief Regulator report forecasts a further 1 billion litres per day of water demand across several sources collectively, including food production, energy generation, data-centre cooling and direct industrial abstraction. This is a forecast across named demand sources, not a data-centre-only estimate. It should not be used to infer a project’s water demand.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical checklist for reviewing an application
Use the local authority’s application portal and planning documents to locate the project’s environmental, transport and utility assessments. Compare proposals on equivalent assumptions where possible; a headline figure is difficult to interpret without its scope, timeframe and conditions.
- Confirm what is being proposed. Note the site, facility scale and power capacity, development phases, cooling approach and nearby homes or sensitive land uses. Check whether the documents describe a single building or a phased or clustered development.
- Review the noise evidence. Find modeled or measured sound at nearby residences, low-frequency analysis, operating hours, mitigation commitments and the proposed process for monitoring or complaints.
- Separate transport phases. Check construction and operational traffic independently. Look for vehicle types, peak periods, routes, access, road safety measures and the assumptions behind any estimates.
- Trace water demand to its source. Identify the source, expected demand and peak needs; assess local supply or catchment conditions, alternatives, resilience arrangements and what will be disclosed after the facility opens.
- Check the governing rules and responsible agencies. Establish which authority handles land use and planning, which handles environmental review, and which utility or regulator addresses water and infrastructure. Thresholds and powers vary by place.
- Test whether mitigation is verifiable. Look for specific commitments, responsible parties, timelines, monitoring methods and public reporting. A promise without a way to check delivery is harder for residents and authorities to enforce or evaluate.
- Consider cumulative effects. Ask whether other existing or proposed facilities share the roads, water sources or catchment, and whether the assessment considers combined demand and effects rather than only the site in isolation.
How to compare two proposals fairly
Use the same questions for both projects and compare the underlying assumptions, not just the summary statements. A project with greater capacity is not automatically more disruptive, just as a smaller national water share does not settle local effects. The comparison should reflect site conditions and the rules governing each application.
| Comparison area | What to compare |
|---|---|
| Scale and siting | Power capacity, development phases, proximity to homes and sensitive land uses, and whether other facilities are nearby. |
| Noise | Modeling at residences, treatment of low-frequency sound and operating hours, plus mitigation and monitoring commitments. |
| Traffic | Construction versus routine operations; vehicle types, peak periods, routes and safety measures. A typical sector-wide traffic volume is not established in the sources summarized here. |
| Water | Water source, expected and peak demand, local catchment or supply stress, efficiency measures and resilience planning. |
| Accountability | Mitigation details, public reporting, monitoring methods and the authority responsible for each issue. |
What the evidence does—and does not—show
Government reviews and policy documents identify plausible issues and offer examples of how authorities may assess them. They do not establish a universal water-use rate per facility, typical noise readings, typical traffic volumes or a causal estimate of health effects. Nor does a national water-use share determine whether a particular town’s supply is under pressure. Those questions require site-specific information and the applicable local standards.
Virginia’s 2025 JLARC review also notes that nearly all data centres maintain on-site diesel backup generators, with operation and annual emissions limited by Virginia Department of Environmental Quality permits. It characterizes generators as a relatively small contributor to regional pollution in Northern Virginia while noting the need for further local study. That is context for a related environmental question, not a substitute for assessing a project’s noise, traffic or water use.
