Data-centre water use is determined mainly by how a facility rejects heat after removing it from servers. Evaporative systems and cooling towers consume water as heat leaves through evaporation and blowdown. Air-side economizers and dry heat rejection can sharply reduce direct cooling water, but may require more electricity. Direct-to-chip liquid cooling can lower the cooling burden and operate with a recirculating loop, yet it can still send heat to a water-consuming cooling tower. Climate, humidity, workload, equipment density, controls, treatment and the source of water all change the result.
What data-centre water use actually measures
When people ask how much water a data centre uses, they may mean water consumed through evaporation, water withdrawn from a utility or river, or the total water associated with electricity and equipment supply. Those are different boundaries. Cooling-water consumption is the portion that does not return immediately to the source, while withdrawal includes water taken into the system even if some is discharged later. A closed loop can avoid routine evaporation but still need an initial fill, maintenance top-ups and leak repairs.
WUE: a useful intensity metric, not a local-impact score
Water Usage Effectiveness (WUE) compares annual water used for cooling and humidification with the energy consumed by IT equipment. Microsoft defines it as “the annual liters of water used for humidification and cooling” divided by annual kilowatt-hours used to power IT equipment. Lower WUE means less reported water per unit of computing energy, but it does not reveal local scarcity, withdrawal impacts, treatment, watershed stress or the water used to generate electricity.

Where water enters a cooling system
Evaporative cooling and cooling towers
In an evaporative system, water absorbs heat and some of it changes into vapor. That evaporation is the main consumptive use. Cooling towers also discharge “blowdown” because minerals become concentrated as water evaporates. Fresh make-up water replaces both evaporated water and blowdown. Consumption varies with IT heat load, outdoor temperature and humidity, tower controls, water-treatment chemistry and the cycles of concentration the operator can safely maintain.
A tower may reject heat from a chilled-water plant, a liquid-cooling heat exchanger or another secondary loop. Consequently, a server rack can be liquid cooled while the campus still consumes substantial water at its final heat-rejection stage.
Air-side economizing and free-air cooling
Air-side economizers use suitable outdoor air instead of mechanical refrigeration for some operating hours. When the temperature, humidity and air quality are within the equipment’s limits, this mode can avoid the water used by an evaporative tower. Filters, dampers and controls must protect servers from particles and corrosive contaminants, and high humidity or very hot weather can force a change to another mode.

Free-air hours therefore depend on climate and operating policy rather than on a fixed percentage that applies everywhere. AWS describes using free-air cooling when conditions are suitable and direct evaporative cooling during peak summer temperatures. The U.S. Department of Energy’s Federal Energy Management Program (FEMP) likewise describes economizing when outdoor conditions and air quality permit.

Chilled-water and mechanical cooling
Mechanical chillers move heat through compressors, condensers and heat-rejection equipment. A design that replaces evaporation with air-cooled chillers or other dry equipment can reduce on-site water consumption, but compressors and fans generally require more electricity than favorable evaporative operation. Microsoft notes that replacing evaporative systems with mechanical cooling can increase Power Usage Effectiveness (PUE), so a water reduction may carry an energy and emissions penalty.
Direct-to-chip liquid cooling
Cold plates sit on high-power processors and transfer heat into a recirculating fluid loop. Because liquid carries heat more effectively than air, direct-to-chip systems can support higher rack densities and reduce the air-conditioning work required inside the room. The rack loop itself may remain closed, but a heat exchanger still has to reject heat to the building system. If that system is an open cooling tower, site water is still consumed.
Closed-loop and zero-water-evaporation designs
Microsoft describes a design filled during construction and then circulated without a continuing fresh-water supply for cooling. Such a system can avoid routine evaporative consumption, but it does not have zero water footprint in every sense: initial fill, treatment, leaks, replacement fluid, construction and electricity remain relevant. Microsoft also says the design can use more energy than evaporative cooling. Treat its deployment schedule and performance statements as that company’s stated design and plans, not as a universal result for every closed loop.

Climate and weather
Outdoor temperature and humidity determine how often economizers can run and how hard a tower or chiller must work. A cool, dry site may reject heat with outside air for long periods; a hot, humid site may need mechanical or evaporative assistance. Daily weather, seasonal peaks and extreme events matter as much as annual averages.

Workload and heat density
Water demand follows heat that must be rejected, not simply the building’s floor area. A site running dense artificial-intelligence or high-performance-computing racks can have a much larger heat load than a similarly sized facility with conventional servers. Utilization, processor generation, rack power and redundancy settings all change the cooling duty.
Operating set points and controls
Higher supply-air or coolant temperatures, within manufacturer and reliability limits, improve the hours in which economizers can operate and reduce refrigeration work. Hot- and cold-aisle containment prevents supply and exhaust air from mixing. FEMP says aisle-separation practices in its referenced best-practices guide can enable 20% less chiller energy, with associated reductions in tower heat rejection and water; that percentage is not a guarantee for every facility.
Water source and treatment
Potable water is not the only option. Reclaimed municipal water, treated wastewater, rainwater and other non-freshwater sources can reduce pressure on drinking-water supplies. AWS and Microsoft describe reclaimed or recycled-water use, while Google reports using non-freshwater sources at some campuses. These approaches still consume water and require treatment, storage, monitoring and a dependable supply.

| Operator and period | Reported figure | Scope and qualification |
|---|---|---|
| Microsoft Datacenters, FY2025 (July 1, 2024–June 30, 2025) | Global WUE: 0.27 L/kWh; global PUE: 1.17 | Sites fully owned and controlled by Microsoft that had operated for 12 months. |
| Amazon, 2024 | Water-use efficiency: 0.15 L/kWh; free-air cooling about 90% of the time | Company-reported figures; the stated period and metric boundary differ from Microsoft’s. |
| Google, 2021 | About 4.3 billion gallons consumed by its global data-centre fleet | Fleet-wide company figure for 2021; not a current or harmonized industry total. |
| Google, 2021 | About 450,000 gallons per day for the average Google data centre | Company description for 2021; “average” does not establish a typical facility across operators. |
Differences in ownership, climate, workload, reporting boundary and whether a figure covers withdrawal or consumption explain why these values cannot be treated as directly comparable.
Does liquid cooling use less water?
Sometimes, but the answer depends on the entire heat-rejection chain. Direct-to-chip cooling can reduce room air-conditioning and make higher coolant temperatures practical, lowering the cooling burden. If the building then rejects heat through a dry cooler or a closed-loop system, direct water use may fall substantially. If it sends the heat to an evaporative tower, water consumption can remain.
Evaluate a liquid-cooling proposal by asking where heat leaves the site, how often that equipment runs, whether the loop is open or closed, and what make-up and blowdown volumes are expected. “Liquid cooled” describes heat transport at the rack; it does not, by itself, describe the facility’s water source or final heat rejection.

- Measure a defined baseline. Record water withdrawal and consumption separately, identify cooling and humidification uses, and calculate WUE with the IT-energy denominator and reporting period stated.
- Map the heat path. Document server cold plates or air handlers, secondary loops, chillers, condensers, cooling towers, dry coolers and discharge points. This reveals where evaporation and blowdown occur.
- Use economizers when conditions allow. Set controls for temperature, humidity and air quality; maintain filtration and alarms so water savings do not compromise equipment protection.
- Contain hot and cold aisles. Prevent bypass airflow, balance supply and return paths, and verify that containment delivers the expected reduction rather than assuming the FEMP-referenced 20% figure.
- Raise set points carefully. Confirm server, storage, networking and warranty limits, then test reliability at higher air or coolant temperatures.
- Optimize tower operation. Tune fan and pump controls, monitor cycles of concentration, improve treatment and minimize unnecessary blowdown while protecting against scaling and biological growth.
- Substitute suitable non-potable water. Assess reclaimed water quality, pretreatment, storage, drought restrictions, backup supplies and the energy required to deliver and treat it.
- Consider targeted liquid cooling. Use direct-to-chip systems where rack density justifies them, but include heat exchangers and final heat rejection in the water model.
- Compare dry or closed-loop options on three ledgers. Quantify direct water, electricity and associated emissions together; a lower WUE is not automatically the lowest total environmental impact.
- Plan for abnormal conditions. Model heat waves, drought restrictions, water-quality changes, treatment outages and leaks, with automatic transitions and maintenance procedures.

Common mistakes and how to avoid them
Calling a water-saving design “waterless”
Dry heat rejection and closed loops can eliminate routine evaporation, but they still involve manufacturing, initial fill, maintenance and electricity. State exactly which water boundary has been reduced.
Confusing withdrawal with consumption
A tower may withdraw more water than it consumes because some water is discharged. Report both values when available and never substitute one for the other.

Treating one operator’s WUE as a universal benchmark
Company-reported values use different scopes and years. Include the operator, period, sites and definition beside every figure.
Assuming liquid cooling automatically saves water
Trace the heat to its final rejection equipment. The downstream tower, dry cooler or chiller determines the site’s continuing water requirement.
Optimizing water while ignoring energy
Mechanical alternatives can increase electricity use and PUE. Compare water, energy and emissions over the same operating conditions instead of declaring a winner from one metric.
Bottom line for facility planning
The most important design question is not “air or liquid?” but “how does this facility ultimately reject heat?” Evaporation and blowdown create direct water consumption; economizers and dry systems can avoid it when climate and equipment limits permit; liquid cooling changes where heat is collected, not necessarily whether water is used. A defensible plan measures withdrawal and consumption separately, uses local climate and scarcity data, and evaluates water, energy, emissions, reliability and operating complexity together.
