Data centers can warm nearby buildings by capturing heat from their servers, using heat pumps to raise it to a useful temperature, and sending it through insulated pipes in a district-heating network. The method works only when a data center can connect economically to a heat network or customers that need the heat; proximity, network design, demand timing, and the heat source being displaced all matter.
How does data-center heat reach a building?
Servers consume electricity and produce heat as a byproduct. The facility’s cooling system must carry that heat away to keep equipment within operating conditions. In a heat-recovery project, some of the heat that would otherwise be rejected is captured and directed toward a useful heating supply.
The captured heat is not necessarily hot enough to send straight to a district-heating network. A heat pump uses electricity to raise its temperature. The upgraded heat can then be transferred into the network’s hot-water pipes, which transport it to connected buildings. At the destination, heat passes into the building’s heating system.

- Servers generate heat. The electricity used by computing equipment ultimately becomes heat, although only a portion is practical to recover for heating.
- Cooling equipment moves heat out of the data center. A recovery installation captures some of that heat rather than rejecting all of it unused.
- A heat pump upgrades the temperature when needed. It consumes electricity to make low-temperature heat more useful to the heating network.
- A heating network distributes the heat. Insulated pipes carry hot water to connected buildings, where the heat is transferred to their systems.
The International Energy Agency (IEA) describes heat pumps as an important way to make low-temperature waste heat usable in district heating. The exact configuration depends on the data center’s cooling system and the network it would serve.
How much heat can be recovered?
The IEA says nearly all electricity consumed in data centers becomes heat and estimates that around 70–80% is recoverable using heat pumps. That range is an estimate, not a guarantee that every site can capture and deliver that share. The usable amount depends on the facility’s cooling system and project design.

- Heat produced: the heat that results as the data center uses electricity.
- Heat recoverable: the estimated portion that could be made useful with heat pumps and suitable equipment.
- Heat delivered: the portion actually captured, upgraded, transported, and used by connected customers.
A technical estimate of recoverable heat is therefore not a measurement of heat already supplied to homes. Actual delivery depends on whether the project is built, how it operates, and whether a network has customers for the heat.
What equipment and connections does a project need?
A project needs a way to capture heat from the data center’s cooling process, a heat pump when the source temperature is too low for the network, and a route for transferring heat to customers. When a district-heating network already serves the area, a connection may provide that route. Otherwise, new insulated pipes may be needed, along with the investment and coordination that entails.
Heat-recovery equipment must fit both sides of the connection. The data center’s cooling arrangements affect what heat can be captured. The network’s design and operating temperatures affect how much upgrading is required before the heat can be accepted. The IEA’s district-heating research compares data-center heat-use scenarios across different generations of networks, underscoring that network temperature and design are relevant to integration (IEA District Heating and Cooling, Annex XIV Project 01: InteGradeDH).

There is no single equipment package that makes every data center suitable. A project must match the source, heat-pump requirements, network connection, and building demand. The IEA also identifies business models and tariff structures as challenges when recovered heat is integrated into existing networks.
What determines whether the idea is practical?
Distance to a network or customers
Heat has to be transported from the facility to somewhere it can be used. Existing nearby pipes or a concentrated group of heat customers can make a connection more plausible. New pipes require investment, and longer routes add a more difficult infrastructure problem. The IEA notes that some of the largest data centers are not close to existing district-heating networks and would need new, long-distance piping (IEA, Energy and AI).
Temperature and network design
Low-temperature heat is not automatically a usable supply at the temperature a particular network requires. A heat pump can raise the temperature, but that uses electricity. Network generation and operating temperatures influence how a data-center source can be integrated, so a design that works for one network cannot simply be assumed to work for another.

Demand and timing
Data centers produce heat while operating, whereas building-heating demand varies by season and time. The network needs customers who want heat when it is available. The existence of a nearby building does not establish that it can absorb the heat year-round, or that the volumes of supply and demand will match at every point in time.
Connection costs and commercial arrangements
Construction and connection costs, access to the network, tariffs, and the division of responsibilities between the data-center operator and heating-network operator all affect whether a project can proceed. The parties need a durable arrangement for supplying, upgrading, distributing, and paying for heat. A technically recoverable resource does not by itself establish a workable business case.
What heating supply the project replaces
Recovered heat can displace another source of heat, but its net climate benefit depends on which source is displaced and on the electricity used by the heat pump. It is not automatically zero-carbon or emissions-free heating. The project’s effect must be assessed against the heat supply it actually replaces and the energy needed to upgrade and deliver the recovered heat.

What do the European examples and estimates show?
Examples from Stockholm and Espoo illustrate different kinds of evidence: an existing contribution reported for a city network, and an expected supply from a cluster of new facilities. A much larger European estimate describes conditional potential, not heat already reaching buildings.
| Example or estimate | What the IEA reports | How to interpret it |
|---|---|---|
| Stockholm, Sweden | More than 20 data centers supply 1.5% of the district-heating needs reported for Stockholm. | An existing contribution reported by the IEA; it is specific to Stockholm, not a typical share for other cities. |
| Espoo, Finland | A cluster of new data centers is expected to provide enough heat for around 100,000 homes. | An expectation reported by the IEA, not a measured result showing heat already delivered to that number of homes. |
| European buildings within 5 km | Up to 300 TWh of space heating by 2030 could be supplied if data-center heat is fully integrated into district-heating networks. | A modeled potential with a 5 km distance condition and full-integration assumption, not current delivered heat. The IEA says this could equal around 10% of European homes. |
| European heating demand and global data-center waste heat | European space-heating demand is more than nine times the total waste heat of all data centers worldwide. | A scale comparison: data-center heat may contribute in suitable locations, but it cannot meet Europe’s total heating demand. |
The IEA reported the Stockholm, Espoo, and European potential figures in its commentary on district heating; the modeled potential is conditional on distance and full network integration (IEA, “Opportunities for district heating in the changing energy landscape”). The global comparison is reported in the IEA’s Energy and AI. These figures refer to different places and evidence types, so they should not be combined into a single forecast of heat that will be delivered.
How should a project’s claims be assessed?
When a proposal says a data center can heat nearby buildings, identify whether it describes a resource estimate, a planned installation, or operating heat delivery. Those are different claims. A useful assessment also asks how the facility connects to customers and what conditions underlie any reported number.

- Check the project’s status: distinguish an operating system with reported delivery from a planned project or a modeled potential.
- Check the geography: identify which city, network, buildings, or distance threshold a figure applies to.
- Check the temperature pathway: determine whether the heat can be used directly or needs a heat pump, and account for the electricity that requires.
- Check the customer match: establish which buildings or network will take the heat and whether their demand aligns with its availability.
- Check the delivery basis: find out whether a number refers to heat produced, estimated as recoverable, or actually delivered.
- Check the commercial arrangement: consider connection investment, network access, tariffs, and responsibility for operating the system.
- Check the climate comparison: identify the heat source being displaced and consider the heat pump’s electricity use before assigning an emissions benefit.
In Europe, the European Commission’s data-center energy-performance page describes EU reporting and policy work that includes tracking sustainability and promoting waste-heat reuse in nearby facilities and heat networks. The policy landscape can change; that page is the appropriate place to check current Commission information rather than infer project-level obligations from a general description.
Why isn’t this a solution for every data center?
The heat source may be substantial, but a useful heating project also needs a place to send it. A facility far from an existing network may face the cost and difficulty of building a pipe connection. A nearby network may not have the right operating conditions or customers with sufficient demand. Heat pumps can address a temperature gap, but they add equipment and electricity use. And a project still needs agreements that make the connection and heat supply workable.
For these reasons, the strongest candidates are not simply the data centers that produce the most heat. They are sites where recoverable heat, a compatible route to customers, suitable network conditions, and a sustainable operating arrangement come together. The IEA examples show that data-center heat can contribute to district heating and that modeled potential can be large under specified conditions; they do not establish that every facility, city, or nearby building can use it.
