Data centers can affect nearby communities through cooling-water use and discharges, emissions from on-site equipment, and pollution from power plants that supply their electricity. The scale and location of those effects depend on the facility’s design, water source, permits, electricity supply, and local conditions. A national estimate of data-center electricity demand cannot, by itself, tell you what a particular neighborhood experiences.
How a data center can affect its surrounding community
A data center’s local effects are not limited to the property line. Some pathways begin at the facility, such as water withdrawals for cooling or exhaust from generators. Other effects occur elsewhere in the electricity system: power plants supplying the data center may emit air pollution that reaches communities downwind. Those pathways need to be assessed separately because they involve different places, permits, evidence, and possible remedies.
The practical question is not simply whether data centers have an impact. It is which impacts are plausible for a specific facility, where they occur, how large they are under actual operating conditions, and how they interact with existing water demand and pollution sources. A facility’s name, size, or announced electricity demand does not answer those local questions on its own.
Direct facility effects and electricity-related effects
Direct effects come from activities at the site and its connected water and wastewater infrastructure. Relevant examples include water taken from a municipal supply, aquifer, surface-water source, or reclaimed-water system; water consumed or discharged during cooling; and emissions from on-site power equipment or backup generators when they operate.

Electricity-related effects arise from generating the power the facility uses. A data center’s demand can contribute to the need for electricity from the grid, but the associated emissions depend on the power system serving it and how that system operates. Those emissions are not necessarily next door to the data center. EPA explains that power-plant air pollution can affect communities many miles away, including communities downwind of a plant.
Keeping these categories distinct prevents two common errors: treating every power-sector emission as a measured neighborhood exposure at the data-center site, and assuming that a site with no large on-site power plant has no air-quality connection to electricity generation.
Why electricity growth figures do not measure local pollution
Lawrence Berkeley National Laboratory’s 2024 United States Data Center Energy Usage Report, published December 19, 2024, estimates U.S. data-center electricity consumption historically and presents scenarios through 2028. The U.S. Department of Energy’s December 20, 2024 summary said data-center load growth had tripled over the prior decade and could double or triple by 2028. These are national demand findings and projections, not measurements of emissions or exposure in a particular community.
To understand a local air-quality question, those national figures must be supplemented with information about the proposed facility, its electricity supply, relevant generators and power plants, local background air conditions, and the people and places potentially affected. The national projection alone cannot establish what a particular resident breathes.

Do data centers use a lot of water?
Some data centers use water directly for cooling, but there is no defensible universal water-use rate for all facilities. Cooling design, climate and operating conditions, water source, reuse arrangements, and the way a facility accounts for withdrawals, consumption, and discharges all matter. A figure from one site should not be treated as a typical rate for another.
When a proposal reports water use, ask exactly what the figure measures. A withdrawal is water taken from a source; consumption refers to water not returned to the same water system in the same way or timeframe; and a discharge is water released after use, potentially with treatment. These figures can describe different parts of a facility’s water balance, so they should not be substituted for one another. Also check whether a number covers direct facility operations only or includes water used in electricity generation elsewhere.
Cooling water and local water conditions
Water use has different implications depending on where the water comes from and what else depends on that source. Potable groundwater, surface water, reclaimed water, or another permitted supply each has a distinct local context. In a water-stressed area, a withdrawal may raise different concerns than the same volume in a place with more available supply. A useful review therefore considers competing uses, seasonal conditions, and any limits or agreements governing the source, rather than judging a project by volume alone.
Cooling can also create a wastewater issue. EPA’s Quincy, Washington case study describes mineral-rich blowdown from data-center cooling that challenged the city’s existing wastewater-reclamation system. That example illustrates why a water assessment should look at treatment capacity and discharge arrangements as well as water entering the facility. A municipality may need to manage the quality and volume of a return flow, and treatment can leave concentrated residuals that require separate handling.

Quincy, Washington: a reuse example, not a universal template
In Quincy, the city and Microsoft created a utility to treat cooling water from a Microsoft data center and recirculate it for cooling. The utility became operational on June 30, 2021. EPA’s Water Reuse Case Study: Quincy, Washington, accessed in 2026, reports estimated potable-groundwater savings of 138 million gallons per year (522 million liters per year) through the reuse treatment system. The arrangement both reduced reliance on potable groundwater and addressed the city’s challenge with mineral-rich cooling blowdown.
The project uses multiple treatment steps and manages concentrated brine separately. EPA’s reported savings are specific to this system; they are not a general estimate of savings achievable at any data center. EPA also notes that geography and infrastructure matter: another facility may be too far from a reuse utility to connect, and Quincy’s water sources, treatment infrastructure, and permitting arrangements are particular to that location.
For another proposed site, ask whether reclaimed water is available, whether a connection is technically and geographically feasible, what treatment is required, and who will manage discharge and residuals. Reuse can reduce potable-water withdrawals, but it depends on local infrastructure and ongoing management; it does not make water accounting unnecessary.
Do data centers affect nearby air quality?
They can, but the pathway and magnitude must be established for the facility and community in question. On-site engines or other power equipment may emit pollutants when operated, including during backup or other permitted operation. Separately, power plants supplying electricity can affect air quality beyond their immediate vicinity. The presence of a data center does not by itself establish a particular increase in exposure, nor does the absence of a large on-site generator resolve the electricity-related question.

The sources reviewed do not establish a general statistic for data-center-related health outcomes or neighborhood air exposure. It would be misleading to turn national electricity-demand growth into a claim about a specific health burden. To evaluate a named facility, examine the actual permits, generator types and operating conditions, pollutants assessed, electricity supply, local monitoring data, and nearby sources.
What air permits and modeling can establish
EPA’s Clean Air Act resources for data centers discuss air-quality modeling and permitting. For Prevention of Significant Deterioration demonstrations, EPA describes a staged modeling approach: begin with source-impact analysis, then undertake cumulative-impact analysis if needed. EPA also discusses the importance of representative background concentrations and selecting relevant nearby sources for modeling.
Permitting and modeling can help assess a proposed source under applicable requirements, but they do not automatically answer every question about cumulative pollution or health. The result depends on the sources and background conditions represented, the pollutants considered, and the operating assumptions used. For a community evaluating a proposal, the useful question is what the analysis includes and what it leaves outside its scope—not merely whether a modeling document exists.
Power plants and downwind communities
EPA’s Power Plants and Neighboring Communities page explains that power-plant pollution can travel long distances and affect air quality both near a plant and many miles away. Its mapping resource can help locate fossil-fuel plants and characterize nearby or downwind communities using emissions and socioeconomic indicators. EPA explicitly cautions that the tool does not evaluate air quality or quantify population health risk.

A map is therefore a screening aid, not an exposure measurement or health-risk result. It can help identify sources and community context for further inquiry, but it cannot establish that a particular data center caused a pollution level or health outcome. Local monitoring, permit records, and formal assessment may be needed to answer questions the map does not address.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to assess a proposed data center near you
For a specific site, compare the project’s plans with local water, air, and infrastructure conditions. The following questions help separate evidence about the proposal from broad national trends.
Water source, use, and return flows
- Which source will supply cooling water: potable groundwater, surface water, reclaimed water, or another permitted source?
- What are the projected withdrawals and consumption, and do figures distinguish annual totals from seasonal peaks?
- Do the reported figures cover direct facility water only, or do they also account for water associated with electricity generation?
- What water is recirculated, what becomes blowdown or another discharge, how is it treated, and where does it go?
- Will treatment residuals, including concentrated brine where relevant, need separate management?
- Can the municipal water and wastewater systems handle the project, and who pays for any needed capacity or upgrades?
On-site and electricity-related air emissions
- What on-site engines or other emitting equipment are proposed, and what do the applicable permits allow?
- Under what conditions and how often are generators expected or permitted to operate?
- Which pollutants are modeled, what background concentrations and nearby sources are included, and is cumulative-impact analysis warranted?
- What power plants or other sources may supply electricity, and which communities could be downwind of those sources?
- What local monitoring data are available, and what questions would require formal modeling rather than a screening map?
Public records and community context
Look for permit applications and decisions, water agreements, utility or wastewater plans, and any public reporting commitments. Ask whether the relevant agencies have explained assumptions in the modeling and identified the sources included. Consider nearby pollution sources and the communities potentially downwind, while recognizing that a mapping tool provides proximity and socioeconomic context rather than a direct air-quality or health-risk measurement.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesEPA’s state and local government resource points to data-center water-reuse and air-permitting resources. It can be a starting point for identifying relevant public-sector materials, but the actual permits, water agreements, and local conditions determine what applies to an individual proposal.
Why impacts differ from one community to another
Two facilities with similar computing capacity can have different community effects if they use different cooling systems, water sources, generators, or electricity supplies. Even within one location, the relevant questions can change with season, equipment operation, local water constraints, and other sources of air pollution. Facility design and community conditions therefore matter more than treating “data center” as a single environmental profile.
When comparing proposals, examine water source and scarcity; cooling design and accounting; reuse, wastewater, and residual management; on-site emissions and permit conditions; power-sector emissions; and cumulative community context. Also consider who is responsible for infrastructure and whether the operator or public agencies will report water and operating information over time. These factors help identify meaningful differences without presuming that one cooling method or location is categorically best.
The available U.S.-focused sources describe national electricity scenarios, one local water-reuse case, and EPA permitting and mapping approaches. They do not determine the impact of an unspecified facility, quantify a particular community’s health burden, or establish impacts under other countries’ regulatory systems. A sound local conclusion requires site-specific evidence.
