Data centers increase electricity demand wherever they operate, but they do not automatically cause local outages or unreliable service. The outcome depends on the facility’s size and operating pattern, the local utility and regional grid, available generation and reserves, transmission and distribution capacity, weather, and whether the new load can be shifted, curtailed, or supported by additional resources.

How large is data-center electricity demand?

The clearest recent U.S. baseline comes from the U.S. Department of Energy’s announcement of the Lawrence Berkeley National Laboratory 2024 report. Data centers used an estimated 176 terawatt-hours (TWh) of electricity in the United States in 2023, about 4.4% of total U.S. electricity consumption that year.

The same report estimated that U.S. data centers could use 325–580 TWh in 2028, equivalent to approximately 6.7–12% of national electricity consumption. Those are estimates across a range of scenarios, not measured 2028 usage and not a forecast for every utility territory.

Figure What it measures Qualification
176 TWh U.S. data-center electricity use in 2023 Estimate summarized by DOE from the LBNL 2024 report; historical year
About 4.4% Share of total U.S. electricity in 2023 Applies to 2023, not 2024 or a later year
325–580 TWh Estimated U.S. data-center use in 2028 Scenario range, not a realized result
About 6.7–12% Estimated national electricity share in 2028 Derived from the 2028 scenario range

Global figures are different. In its 2025 Energy and AI analysis, the International Energy Agency’s Base Case rises from about 460 TWh of electricity generation for data centers in 2024 to more than 1,000 TWh in 2030. That is a global estimate for generation serving data centers, not a U.S. projection and not a statement about any particular community.

Why annual energy use does not tell you local reliability

Electricity consumption is an energy total accumulated over time. Reliability is primarily an operational question: can the system deliver enough power at each moment, including during the highest-demand hours and during equipment failures or severe weather?

Energy versus demand

A facility can consume the same annual energy in very different ways. A relatively steady load may be easier to plan for than a load that ramps quickly or coincides with a utility’s summer or winter peak. A data center’s contribution to coincident peak demand matters because generation, transmission, substations, and distribution equipment must be sized for those simultaneous high-load periods.

DOE’s July 2025 Report on Strengthening U.S. Grid Reliability and Security modeled a midpoint of 50 gigawatts (GW) of new data-center load additions by 2030. Using state-level growth ratios to allocate that national midpoint, the report modeled average coincident peak load rising from 774 GW to 889 GW by 2030. It also estimated 826 GW in 2030 when data centers were excluded from that modeled case. These are national modeling assumptions and projections, not measurements of individual sites.

Local concentration matters

National demand can be spread across thousands of facilities, while a single campus may add hundreds of megawatts in one utility service area. Concentration can create a local transmission, substation, or distribution bottleneck even when the broader regional system has adequate generation. Conversely, a large regional grid may absorb a project if nearby network capacity and reserves are ample.

How a new data center changes the local power system

Generation and operating reserves

The utility or regional balancing authority must have enough generating capability, imports, storage, or demand response to serve the new load and maintain operating reserves. A project may require new generation, a power-purchase arrangement, transmission upgrades, or a combination. If existing generators are already needed during peak conditions, serving the facility can reduce the margin available for unexpected outages.

Transmission transfers

Power may be available somewhere in a region but unable to reach the data center because transmission paths are constrained. A new interconnection can require higher-capacity lines, network upgrades, or substation work. During a contingency, such as a line or generator outage, transfer limits can become stricter and increase the need for local resources.

Distribution and substation equipment

Even when high-voltage transmission is sufficient, the local utility may need to add transformers, feeders, breakers, protection systems, and substation capacity. These projects can have long procurement and construction timelines. The practical limit at a proposed site may therefore be a transformer or feeder rather than a shortage of regional generation.

Ramping and power quality

Computing demand can change as workloads start, stop, or move between facilities. The grid must manage the resulting ramps and maintain voltage and frequency. The effect depends on the facility’s electrical design, power-conversion equipment, backup systems, and the utility’s control requirements; a nameplate capacity alone does not describe the operational behavior.

When reliability becomes stressed

Reliability risk usually emerges from interacting conditions rather than from data-center demand in isolation. The IEA distinguishes resource adequacy—the ability to balance supply and demand in an area under defined normal-weather and generator-outage assumptions—from broader reliability concerns. Definitions and planning standards vary by jurisdiction.

High demand and extreme weather

Heat waves can drive air-conditioning demand across a region at the same time that data centers operate near full load. Severe cold can raise heating demand and create fuel-supply problems for generators. Extreme weather can also damage transmission or distribution assets, reduce generator availability, and limit access to fuel, creating several stresses at once.

Low renewable output

Periods of low wind or solar production can coincide with high demand. The system then needs dispatchable generation, imports, storage, or demand flexibility to maintain reserves. A data center does not create this weather risk, but its constant demand can leave less headroom when the risk occurs.

Generator retirements and outages

Retiring coal, gas, nuclear, or other plants removes capacity and, in some cases, dispatchable or fuel-secure capability. Unexpected generator outages reduce the available margin further. FERC’s March 2025 State of the Markets report noted a 2.8% increase in electricity demand across organized regional markets and described the challenge of rising demand alongside base-load retirements.

Wildfires and transfer limits

Wildfires can force operators to remove lines or generators from service, limiting transfers between areas. A region that normally imports power may have fewer options during a fire, outage, or other emergency. The same data-center load can therefore be manageable in ordinary conditions and difficult during a compound event.

What the recent U.S. outlook actually says

FERC’s May 15, 2025 release on the June–September 2025 summer assessment said all regions were expected to have adequate generation for forecast demand and operating reserves if normal conditions prevailed. It also said margins were tightening as generation retired and load increased, with hyperscale users such as data centers identified as an important source of growth.

FERC identified NPCC–New England, MISO, ERCOT, SPP, and PJM as regions with a higher likelihood of tight generation availability under combinations of above-normal demand, low wind and solar output, wildfire impacts on transfers or generators, and retirements. That was a dated seasonal outlook. It was not a finding that every host community would experience outages, nor a forecast of conditions in October 2026.

FERC’s 2024 market report also listed 2,289 GW of active interconnection-queue capacity at the end of 2024, down from 2,368 GW in 2023. Queue capacity is not immediately available generation and does not guarantee that projects will be built; it indicates requests moving through interconnection processes.

How utilities evaluate a proposed facility

A local answer requires more than a national electricity forecast. Utilities, regulators, and regional operators generally need a project-specific study covering the following items:

  1. Define the load: expected megawatts, construction phases, operating hours, ramping behavior, power factor, and the timing of expansion.
  2. Identify the grid location: serving utility, balancing area, transmission owner, substations, and regional market or reliability organization.
  3. Run interconnection studies: test normal operation and contingencies such as a line, transformer, or generator outage.
  4. Check resource adequacy: compare demand with dependable generation, imports, storage, demand response, and required reserves during seasonal peaks.
  5. Assess network upgrades: determine whether transmission lines, substations, transformers, feeders, protection systems, or controls must be added or replaced.
  6. Assign costs and responsibilities: establish who pays for dedicated facilities, shared upgrades, standby service, backup supply, and any required reliability improvements.
  7. Set operating conditions: specify telemetry, curtailment rights, ramp limits, emergency procedures, and testing requirements for onsite equipment.

The resulting timeline can be constrained by equipment lead times, permitting, rights-of-way, generator construction, and the interconnection queue. A project with an attractive site may still wait years for deliverable grid capacity.

Options for serving data-center load safely

DOE’s December 2024 announcement identified several approaches. None is automatically sufficient or least expensive; the appropriate mix depends on the local system and the project’s commitments.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Onsite generation and storage

Generators, batteries, or other storage can supply part of the load, provide backup, and potentially reduce the facility’s demand during system peaks. Their value depends on fuel availability, emissions and permitting requirements, duration, controls, and whether the utility can count the resource toward reliability needs. Onsite equipment does not automatically make a data center a grid asset.

Flexible computing demand

Some workloads can be scheduled for periods when the grid has more capacity. Contracts can also allow temporary curtailment or load shifting during emergencies. The feasibility depends on workload latency, service-level commitments, customer requirements, and the speed and duration of any reduction.

Reuse of existing energy infrastructure

DOE highlighted the potential to reuse infrastructure at retired coal facilities. Existing substations, transmission connections, industrial land, and workforce resources may reduce some development barriers, although the available equipment still must be tested and upgraded for the proposed load.

Innovative rates and agreements

Time-varying rates, demand charges, minimum bills, interruptible service, and dedicated infrastructure agreements can align the facility’s payment with the costs and risks it creates. Rate design is jurisdiction-specific and does not by itself create physical generation or transmission capacity.

Broader grid investment

New generation, storage, transmission, distribution upgrades, efficiency measures, and demand-response programs can be combined. A portfolio may be more resilient than relying on one technology, but it requires coordinated planning and clear cost allocation.

How to compare communities or proposed sites

When evaluating two locations, compare the same evidence for each rather than relying on a national percentage or a developer’s nameplate figure.

Comparison axis Questions to ask
Location and grid region Which utility, balancing area, and regional operator serve the site? Is the project inside a constrained pocket?
Load shape What is the expected size, ramp rate, seasonal peak contribution, and expansion schedule?
Supply and reserves What dependable generation, imports, storage, and reserve margin are available during the relevant peak?
Network capacity Can existing transmission, substations, transformers, and feeders serve the load, and what upgrades are required?
Stress exposure How do heat, cold, drought, wildfire, fuel constraints, and generator outages affect the area?
Flexibility and cost allocation Can the load be shifted or curtailed? Who pays for dedicated and shared infrastructure?

For a household or small business, these comparisons do not establish a specific bill change or outage probability. Those outcomes require a named utility, project, service territory, rate case, and current local planning documents.

What data centers can and cannot tell you about outages

A new facility can increase the amount of power the system must serve and can accelerate the need for infrastructure. It can also arrive with storage, backup generation, flexible demand, or funding for upgrades. Whether reliability improves, stays adequate, or becomes more stressed is therefore a local engineering and regulatory result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It is not valid to infer that a national 2028 consumption estimate will produce outages in every host town. Nor is it valid to assume that a large interconnection queue solves the problem: queued projects may be delayed, withdrawn, or unable to deliver during the hours that matter. The most informative evidence is a utility or regional operator’s load forecast, interconnection study, resource-adequacy assessment, transmission plan, and approved service conditions for the specific project.

Bottom line for residents and planners

Data centers are a rapidly growing source of electricity demand. U.S. use was estimated at 176 TWh, or about 4.4% of electricity, in 2023, while DOE’s 2028 scenarios range from 325 to 580 TWh. Those totals explain the scale but not the local result. Reliability depends on when the load appears, where it connects, how much generation and reserve capacity is available, whether the network can transfer power, and how the system performs during extreme weather or equipment failures.

The practical question for any community is not simply “How much electricity will the data center use?” It is “Can this particular grid serve the facility through its worst credible conditions, and are the costs, upgrades, and operating flexibility clearly assigned?”
