Data centers can affect a community’s electricity system, water demand, and employment, but there is no single national outcome for household bills, local water availability, or net jobs. Those results depend on each project’s power and cooling needs, local utility rules, infrastructure, labor commitments, and public agreements. National estimates show why these questions matter; they cannot predict what will happen in a particular town.
Why data centers matter to local utilities and communities
A data center houses computing equipment and the electrical, cooling, and networking systems needed to keep it operating. Its demand can be large and relatively concentrated in one place. That does not mean that every project has the same load, cooling system, staffing level, or effect on nearby customers: facility design and operating conditions differ.
The scale of the national trend is substantial, although the most recent figures are projections rather than a measurement of future use. Lawrence Berkeley National Laboratory’s June 2026 United States Data Center Energy Usage Report: 2025 Update estimates 649 terawatt-hours (TWh) of U.S. data-center electricity use in 2030 in its reference case. The report gives a compounded-uncertainty range of 521–843 TWh, and estimates that data centers will use 11.8% of U.S. electricity in that reference case, with scenario estimates ranging from 9.5% to 15.3%. The estimates are modeled from projected equipment shipments and per-device energy use, along with cooling simulations, facility types, and locations; they are scenarios, not a guarantee of actual 2030 use.

Berkeley Lab’s December 2024 2024 United States Data Center Energy Usage Report estimates that data centers used 176 TWh, or 4.4% of U.S. electricity, in 2023. Keeping the years separate matters: a forecast for 2030 should not be presented as current measured consumption, and the 2023 estimate is not a site-level figure.

Do data centers raise electricity bills?
They can contribute to costs that influence electricity rates, but the national figures do not establish a universal household-bill effect. A facility’s electricity use is not the same thing as the retail rate a household pays. The bill impact depends on what infrastructure is needed, how the utility is allowed to recover those costs, what the customer’s tariff or contract requires, and how regulators assign risks and benefits across customers.
How a large new load can affect the power system
A utility or grid operator may need to plan for additional generation, transmission, substations, or local distribution equipment to serve a new data center. The work can take time and may be required even before a facility reaches its expected load. If construction costs or operating risks are spread across ratepayers, the allocation can affect rates. If the project pays particular costs through an approved tariff or agreement, that changes who is responsible for those costs; it does not by itself prove that existing customers face no risk.
The U.S. Department of Energy’s Office of Policy addressed these design questions in a January 17, 2025 brief. It identifies fair allocation of electricity-system costs, avoiding transfers of costs to other customers, mitigating stranded-investment and resource-adequacy risks, and choices such as onsite generation or matching demand with carbon-free electricity as issues for rate design. In practice, a project’s forecast load, the timing of grid upgrades, the utility’s cost-recovery rules, and the terms of the relevant tariff or contract all matter.

Household rates can change for multiple reasons, and a local project may be only one factor among them. A bill increase after a facility is announced is not enough to establish that the project caused the increase. A developer’s public promise, a proposed policy, an approved rate schedule, and an observed bill effect are different kinds of evidence.

To judge a specific claim, look for the utility’s filed cost estimates, the regulator’s decision, the applicable customer tariff, and any project agreement that is publicly available. Check whether those records explain who pays for generation and network upgrades, what happens if construction is delayed or the facility uses less power than forecast, and how costs are treated if equipment is built but no longer needed. Without those local records, neither “residents will pay” nor “the developer will pay” is a reliable general conclusion.
How much water does a data center use?
There is no single amount that applies to every data center. Water use depends on the facility’s cooling design and operation, its power supply, and local conditions. It helps to separate water used at the site from water consumed in producing the electricity used by the site.
Direct water: use at the facility
Direct water use is water consumed at the data center, often in connection with cooling. Berkeley Lab’s 2024 report estimates that U.S. data centers consumed 66 billion liters of direct water in 2023. This is a modeled national aggregate, not a guaranteed amount for a facility or a measure of how much water a particular community can spare. A project’s actual demand depends on its cooling configuration and operations.

For a local proposal, ask the operator and water utility to identify the water source, expected annual consumption, peak-day demand, cooling system, drought restrictions, wastewater handling, and discharge arrangements. Annual totals alone can obscure whether use peaks during a dry season or when the community’s demand is already high. Ask what information will be reported publicly after the facility opens, and how actual use will be compared with forecasts.

Indirect water: use associated with electricity generation
Electricity production can also consume water. Berkeley Lab separately estimated nearly 800 billion liters of indirect water consumption associated with data-center electricity use in 2023. That estimate applies regional electricity-grid mixes. It does not incorporate each facility’s specific power-purchase agreements or behind-the-meter generation, so it should not be treated as a precise water footprint for an individual project.
Direct and indirect water are separate accounting categories; adding them or comparing one facility’s expected direct use with the national indirect total can give a misleading impression unless the boundaries and assumptions match. For a proposed site, examine its actual electricity supply arrangements as well as its cooling plan, and ask the utility or relevant water authority about local capacity and seasonal constraints. A national total cannot establish that a particular watershed is either safe from added demand or unable to serve a project.
Do data centers create permanent local jobs?
They may support construction employment and ongoing facility work, but those are different kinds of jobs and should be counted separately. Construction jobs are tied to a build or refurbishment period and can involve contractors and trades. Permanent staffing refers to jobs needed to operate the facility over time. Wider claims may also include supplier, utility, or induced jobs, which are not the same as positions located at the data center.
Washington State’s Joint Legislative Audit and Review Committee (JLARC) reported in a preliminary July 2026 review that beneficiaries of a tax preference for qualifying urban-county refurbishment projects reported nearly 300 temporary construction jobs and 53 permanent family-wage jobs. These were beneficiary-reported figures for the reviewed activity, not a national average. JLARC said it could not establish how much of that activity was caused by the tax preference, and the figures alone do not show net new jobs attributable to it.

A June 16, 2026 assessment by the Citizens Research Council of Michigan likewise describes construction-phase work as the primary source of economic activity and calls for case-by-case assessment. It also notes potential property-tax or community-benefit gains. Neither state-specific assessment establishes what another project will deliver.
What a meaningful jobs claim should specify
Ask whether a number is a projection or a count of positions actually filled, and what period it covers. A headcount at peak construction is not directly comparable with ongoing full-time jobs, while job-years describe duration as well as number of workers. Useful details include:
- Construction duration, peak workforce, and total job-years, separately from permanent operating positions.
- Whether positions are full-time, contracted, or projected, and the wages and benefits attached to them.
- How many workers are expected to be hired locally, how “local” is defined, and whether that commitment is enforceable.
- Whether a reported total covers onsite staff only or also includes suppliers, utility work, and modeled indirect activity.
- How job counts will be verified and reported after construction and once the facility is operating.
Who pays for new power and water infrastructure?
There is no automatic rule that a project developer, utility, or local government pays every cost. Responsibility depends on the service, the applicable utility arrangements, regulatory decisions, public incentives, and any project-specific agreements. For electricity, review who funds generation and grid connections and who bears risk if the project’s schedule or demand changes. For water, establish whether the existing system has sufficient capacity or requires new supply, treatment, pipes, or wastewater infrastructure, and which party is responsible for those costs.

Public value should be assessed alongside public cost. Potential benefits can include leases, power sales, infrastructure development, job expansion, or property-tax revenue, but their value and terms are local. The U.S. Department of Energy Office of Indian Energy says that partnering with a data-center developer can offer “tremendous opportunity right now—from land leases, to selling power to the data center through a power purchase agreement, to infrastructure development and job expansion.” Its guidance also calls out water use, community impacts, transmission infrastructure, interconnection, and fiber access as considerations. These are possible opportunities and planning questions, not a guarantee that a particular community will receive a net benefit.

When incentives or public commitments are involved, compare their value with expected public costs and require clear measures of delivery. A public announcement is weaker evidence than an executed agreement with defined obligations, timelines, and reporting. Check whether claimed benefits accrue to local residents and public services, who monitors compliance, and what happens if promised investments, hiring, or other benefits do not materialize.
A local checklist for evaluating a data-center proposal
Use records from the utility, regulator, water provider, local government, and project sponsor wherever available. For two or more proposed sites, compare like-for-like forecasts and operating assumptions rather than comparing one project’s headline promise with another project’s measured result.
Electricity system and rate exposure
- What are the project’s forecast annual electricity use and peak load, and how will they change as the facility is built out?
- What existing capacity is available, and what new generation, transmission, distribution, or interconnection work is required? What is the schedule?
- Which costs are assigned to the project under the approved tariff or agreement, and which may be recovered from other customers?
- What happens if the project is delayed, uses less electricity than forecast, or stops operating after infrastructure is built?
- Does the plan include onsite generation, storage, flexible demand, or matching load to carbon-free supply? What commitments are binding, and what are only proposals?
Water and wastewater
- What is the water source and watershed, and what are baseline conditions, seasonal constraints, and drought rules?
- What are the expected direct annual consumption and peak-day demand under the stated cooling design and operating assumptions?
- How will wastewater be treated and discharged, and are new treatment or distribution investments needed?
- Will actual water use and relevant operating assumptions be reported publicly, and how will they be compared with forecasts?
Employment and public return
- How many temporary construction jobs and ongoing facility jobs are expected, over what duration, and at what wages and benefits?
- Are job numbers projected or filled, onsite or economy-wide, and supported by a method that avoids counting the same activity more than once?
- What local-hiring, property-tax, lease, infrastructure, or community-benefit commitments are documented and enforceable?
- What incentives, utility costs, road or service needs, and public oversight duties accompany those benefits?
- Who will publish progress reports, on what schedule, and what remedy applies if a binding commitment is missed?
Also compare facility size, workload flexibility, cooling design, onsite generation or storage, and the ability to adjust demand. Berkeley Lab’s 2026 update describes work on grid planning, cost allocation, and flexibility, including controls, workload management, and storage demonstrations. Those approaches may be relevant to a project’s planning, but their presence in research or demonstrations does not establish that a particular facility will use them.
What national estimates can—and cannot—tell a town
National data establish that data-center electricity use is a significant and growing planning issue, and that facilities have both direct and electricity-related water demands. They also show why job totals need clear definitions and time periods. They do not tell a resident how much a local bill will change, whether a specific water system has capacity, or how many net permanent jobs a proposed site will create.
Those answers depend on local tariffs and regulatory filings, grid upgrades and cost allocation, project agreements, water sources and operating plans, employment records, and incentive terms. The useful question is not whether data centers always help or harm communities, but whether a particular project’s costs, resource demands, and promised public benefits are transparent, locally supportable, and verifiable over time.
