Data center power usage effectiveness (PUE) is calculated by dividing the facility’s total energy consumption by the energy used by its IT equipment over the same continuous 12-month period: PUE = EDC ÷ EIT. If a facility uses 12 million kWh in total and its IT equipment uses 8 million kWh, its PUE is 1.5.

The PUE formula

PUE = EDC ÷ EIT

EDC is the total energy consumed within the defined data center boundary. EIT is the energy consumed by the IT equipment inside the applicable measurement scope. The standard expresses both quantities in kilowatt-hours (kWh). Because the units cancel in division, PUE is a ratio, not an amount of energy.

For standard PUE, the two energy totals must cover the same continuous 12-month period. The numerator and denominator need to describe the same facility and reporting interval; dividing a facility’s annual total by an IT figure from a different period would not produce a comparable standard PUE result.

What counts toward each energy total?

Total data center energy: EDC

The numerator is total energy consumption within the defined data center boundary. It includes the energy associated with operating the IT equipment and the supporting infrastructure within that boundary. The standard’s definitions identify cooling, air handling, lighting, and controllers as examples of non-IT electrical loads. Those loads contribute to total facility energy, but they do not belong in the IT equipment denominator.

Boundary definition matters because a facility’s energy total depends on what is included and how energy is supplied. The 2026 edition’s preview identifies energy supplied at the boundary and discusses on-site electricity generation and non-electric energy sources. It also lists changes involving exported non-electric energy and cases in which energy cannot be accounted for or measured as specified. The preview does not provide all detailed accounting procedures, so facilities with those arrangements should consult the full ISO/IEC 30134-2:2026 text rather than assume a treatment from the formula alone.

IT equipment energy: EIT

The denominator is the energy used by equipment that stores, processes, or transports data in computer-room, telecommunications-room, and control-room spaces. Examples include servers, storage systems, network equipment, communications equipment, and telecommunications equipment.

Classify loads by their function and by the measurement boundary, not simply by the room in which a device happens to sit. A cooling system supports IT operations but is not itself IT equipment for the denominator; its energy remains part of total data center consumption. A server is IT equipment and its energy contributes to both the facility total and the IT total. This distinction is why PUE is not calculated by dividing cooling energy by server energy or by counting only the equipment that performs computation.

How to calculate PUE step by step

  1. Define the facility boundary. Decide what area and energy supplies are included in the data center being reported. Record the boundary and any shared or mixed-use context so another reader can understand what the total covers.
  2. Identify the IT equipment scope. Include the energy consumed by equipment used to store, process, or transport data in the covered computer-room, telecommunications-room, and control-room spaces. Keep supporting systems such as cooling and lighting out of this denominator.
  3. Collect both energy totals for one continuous 12-month period. Use total data center energy for EDC and IT equipment energy for EIT. They must cover the same facility scope and dates. The 2026 standard preview identifies measurement categories and changes to boundary measurements and watt-meter use, but it does not expose all category-specific procedures or exact meter locations.
  4. Check the quantities before dividing. Confirm that both values represent energy for the same period, use compatible units, and reflect the documented boundary. If readings are in different units, convert them to a common energy unit before calculation.
  5. Divide EDC by EIT. Report the result as a ratio, with the reporting period, boundary, and measurement category alongside it. Do not label a shorter-period or partial-boundary figure simply as annual standard PUE.

Worked example

Suppose a hypothetical data center records 12,000,000 kWh of total energy and 8,000,000 kWh of IT energy across the same continuous 12 months:

12,000,000 kWh ÷ 8,000,000 kWh = PUE 1.5

The result means that total facility energy was 1.5 times the energy consumed by the IT equipment in that period. The difference between those totals is 4,000,000 kWh, but that difference is not itself the PUE. It represents energy outside the IT denominator within the defined total, including applicable supporting loads. This arithmetic is illustrative only; it is not a published facility result, an industry average, or a target.

A PUE of 1.0 would mean the total and IT energy figures are equal under the stated boundary and measurement method. A ratio above 1.0 indicates that total energy exceeds IT energy. The ratio alone does not reveal which supporting systems account for the difference or whether the facility delivers more useful computing work.

Which PUE variant applies?

Use the label that matches the duration and scope of the reported figure. ISO/IEC 30134-2:2026 defines the following related metrics:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Metric Meaning When to label it this way
PUE Standard PUE based on total data center energy and IT equipment energy over a continuous 12-month period. When reporting the standard annual measurement.
iPUE Interim PUE for a specified period other than a continuous 12-month period. When reporting a shorter or otherwise non-annual period; state the period rather than implying a full-year result.
pPUE Partial PUE for a defined boundary. When the result covers a specified portion or boundary rather than the entire data center scope being discussed.
dPUE Designed PUE, a projection based on design targets. When reporting a design-stage projection, not measured operational energy for a 12-month period.
mPUE Mixed-use building PUE for the data center portion of a mixed-use building. When the data center is within a building that also serves other uses.

These labels are not interchangeable. For example, a projected design figure is not an operational annual measurement, and a partial-boundary result does not describe the same scope as a whole-facility result. State the metric name, period, and scope together so readers can tell what was actually measured or projected.

How to interpret and compare reported PUE values

PUE is useful for tracking energy associated with infrastructure that supports IT relative to IT equipment energy. It is not a complete score for a data center. The metric does not, by itself, quantify computing productivity, carbon intensity, water use, or overall environmental performance. ISO/IEC 30134 does not set KPI limits or targets, and it does not imply a combined overall KPI unless one is explicitly stated.

Before comparing two values, check the conditions under which each was calculated:

  • Boundary: Does each total cover the same facility scope and energy supplies? Shared building services or different boundary choices can change what the numerator represents.
  • Period: Do both figures cover a continuous 12 months, or is one an interim result? Seasonal operating conditions can make unlike periods difficult to compare.
  • Measurement category and method: Were the measurements taken and reported under comparable categories? The standard’s current preview identifies categories, but detailed procedural requirements are in the full text.
  • Building context: Is either data center part of a mixed-use building? The 2026 edition includes an mPUE derivative for this context.
  • IT energy and workload context: PUE divides total facility energy by IT energy. Differences in IT energy levels or workloads can affect the ratio, so PUE alone is not a direct measure of useful work per unit of energy.

A lower reported ratio is not sufficient context on its own. It should not be presented as proof of superior computing efficiency or as compliance with an ISO target. Report the metric with its boundary, period, and category, and use other measures when the question concerns computing output, emissions, water, or total environmental impact.

The ISO preview lists changes related to required boundary measurements; on-site electricity generation; recording EDC and EIT; use of watt meters; accounting for exported non-electric energy; cases where energy cannot be accounted for or measured as specified; a new mPUE derivative; and additional designed-PUE examples. These changes make it important to identify the edition used when presenting a formal result, especially if comparing with an older report.

The public preview does not expose every detailed procedural requirement. Exact meter locations, category-specific reporting rules, treatment of unmeasured energy, and supply-specific accounting should be checked in the full ISO/IEC 30134-2:2026 text. ISO/IEC 30134-2:2026 is available from the standards publishers; IEC lists paper and digital formats. Verify the edition and format before obtaining a copy.

Common calculation and reporting mistakes

  • Mixing periods: Dividing an annual total by a quarterly IT figure makes a mismatched ratio. Collect both quantities across the same continuous interval or label the result with the applicable interim metric.
  • Putting cooling in the denominator: Cooling is a supporting load, not IT equipment energy. Include it in the total facility energy within the boundary, not EIT.
  • Leaving the boundary unstated: A ratio without scope information is hard to interpret, especially where services are shared or the building has non-data-center uses. Document the included facility and supplies.
  • Calling a design projection an operating result: dPUE is based on design targets. Clearly distinguish it from a value derived from measured energy use.
  • Comparing unlike scopes as though they were equivalent: A partial PUE, mixed-use building result, or interim result is not automatically comparable with standard annual PUE. Name the variant and period.
  • Treating PUE as a target or environmental verdict: The standard does not specify a KPI limit or target. PUE also does not measure carbon, water, or computing productivity on its own.
  • Relying on an older edition for current reporting: ISO/IEC 30134-2:2026 replaces the 2016 edition and adds or revises measurement and reporting matters. Confirm that the edition used matches the requirements being claimed.

Why PUE has no universal “good” number

A PUE figure has meaning only alongside its measurement context. The standard defines how to express the relationship between total facility energy and IT energy; it does not establish a universal pass/fail threshold. The official publication information available for the 2026 edition does not supply a current industry-average figure, so an average or benchmark should not be inferred from the formula or from a single facility example.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an operational comparison, first make sure the two reports use comparable boundaries, periods, and measurement categories. Then treat PUE as one facility-energy KPI among others. If a decision depends on useful compute delivered, emissions, or water consumption, seek metrics that directly address those outcomes instead of interpreting a lower PUE as a substitute.
