Data centers can put upward pressure on electricity costs and grid capacity, but they do not automatically make every household bill rise. The outcome depends on where a facility connects, whether local generation and transmission can serve it, how much power it uses during constrained hours, and how regulators assign infrastructure costs through utility rates.

Large computing facilities add a concentrated, sometimes rapidly growing load. That load can require new power plants, transmission lines, substations and distribution upgrades. If supply is tight or transmission is congested, wholesale prices may rise in the affected region. Retail customers see those effects only through their utility’s approved rate design, fuel adjustments and cost-allocation decisions.

How much electricity are U.S. data centers using?

Data-center demand is large enough to influence national planning, yet forecasts vary substantially because the underlying assumptions are uncertain. Lawrence Berkeley National Laboratory’s 2024 report, announced by the U.S. Department of Energy (DOE), estimated that U.S. data centers consumed 176 terawatt-hours (TWh) in 2023—about 4.4% of total U.S. electricity. The same report projected 325–580 TWh by 2028, equivalent to 6.7%–12% of national electricity use. Those are estimates for different years, not measurements that can be compared as if they were the same period. DOE’s December 20, 2024 announcement describes the report and its assumptions.

The 2025 update uses a different reference year, model and uncertainty treatment. Its reference case estimates 649 TWh of data-center consumption in 2030, or 11.8% of U.S. electricity. Compounded-uncertainty cases range from 521 to 843 TWh, or 9.5% to 15.3%. The range reflects uncertain equipment shipments, chip mix, device lifetimes, server idle power and utilization, among other inputs. The LBNL/DOE 2025 update should therefore be read as a set of modeled futures rather than a guaranteed trajectory.

Short-term national demand forecasts also point upward, although they are not data-center measurements. In its September 9, 2026 outlook, the U.S. Energy Information Administration (EIA) forecast electricity sales of 4,135 billion kilowatt-hours in 2026 and 4,211 billion kilowatt-hours in 2027, with nearly 2% annual growth in both years. EIA identified data-center development and manufacturing as contributors. These figures are forecasts, not final recorded sales. EIA’s electricity outlook provides the forecast context.

Then-Energy Secretary Jennifer M. Granholm described the broader trend in DOE’s December 2024 announcement: “The United States has seen an incredible investment in artificial intelligence and other breakthrough technologies over the last decade and a half, and this industrial renaissance has created greater demand on our domestic energy supply.” That is a policy statement accompanying the report, not an independent estimate of future bills.

How new data-center load can affect electricity bills

The effect reaches a household bill through several separate links. Keeping them separate prevents a modeled wholesale-price change from being mistaken for a guaranteed retail increase.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. More load creates a supply requirement. A new campus may need dedicated substations, generation capacity, transmission upgrades and local distribution work. Utilities can also need reserve resources to meet the facility’s peak demand.
  2. Regional conditions determine energy cost. If existing plants and transmission have spare capacity, the additional electricity may be supplied with little short-term price impact. If the region is tight, generators with higher operating costs may set the market price, and congestion can separate one location’s price from another’s.
  3. Wholesale costs flow through market and utility mechanisms. Utilities and competitive suppliers buy energy and capacity under regional market rules or bilateral contracts. Fuel prices, weather, outages and congestion affect those costs alongside data-center demand.
  4. Retail tariffs decide the customer impact. A public utility commission or other regulator approves how utilities recover generation, transmission and distribution costs. A tariff may charge a large facility for its incremental facilities, impose demand charges or require a minimum payment. It may also spread some costs across customer classes.

Because these links are conditional, there is no supported national dollar amount for how much a typical household bill rises “because of data centers.” EIA’s analysis warns that faster demand growth can stress regional supply and raise modeled wholesale prices, but it does not calculate a nationwide household-bill increase attributable solely to data centers. Local utility tariffs, regulatory filings and a method that separates data-center effects from other cost drivers would be needed for a state- or utility-specific estimate.

Wholesale prices are not the same as your retail bill

Wholesale electricity prices are the prices paid in bulk markets or contracts to supply the grid. EIA explains that they respond to the cost of serving demand, including fuel costs and system conditions. Most residential customers do not see those prices change every hour on their bill. Instead, their utility may use regulated energy charges, fuel clauses, time-of-use rates, fixed charges or a competitive supplier’s contract.

For example, a short period of high wholesale prices might be absorbed by a utility’s hedging or recovered later through a fuel-adjustment filing. Conversely, a utility could seek a rate increase for a new substation or transmission project even when wholesale energy prices are stable. The timing and size of any retail effect therefore depend on regulatory approval and tariff design, not on a one-for-one pass-through.

EIA’s March 2026 scenario analysis illustrates the distinction. In its high-demand case for 2027, the modeled ERCOT wholesale price was $37 per megawatt-hour (MWh), 79% above the February Short-Term Energy Outlook forecast price for ERCOT. The same scenario showed a modeled increase of $2.60/MWh, or 4%, for PJM and $3.00/MWh, or 5%, for New England and New York ISO versus the February forecast prices. These are scenario comparisons, not observed prices and not estimates of household bills. See EIA’s March 12, 2026 analysis.

Why the grid impact varies by region

Electricity is delivered through interconnected but regionally managed systems. A data center’s effect depends on the queue and rules for connecting it, nearby generation, available transmission, local distribution limits and the timing of its demand.

ERCOT’s more pronounced modeled response

EIA expects rapid demand growth in ERCOT and PJM during the forecast period. In the high-demand scenario, ERCOT had the largest modeled wholesale-price response. EIA notes that ERCOT has limited connections to the Eastern and Western grids, so it has less ability to draw on neighboring regions when local supply is scarce. This is a scenario result under stated assumptions, not a prediction that every new facility will produce the same price effect.

PJM, New England and New York ISO

The same EIA scenario produced smaller modeled price changes for PJM, New England and New York ISO relative to their February outlook prices. A smaller percentage response does not mean those systems have unlimited capacity; it reflects their modeled load, generation mix, transmission and market conditions in that case.

Transmission and interconnection

When generation and large loads are added in different places, the grid may need new high-voltage lines or upgrades to relieve congestion. DOE’s National Transmission Needs Study identifies load growth as a reason for additional transmission and addresses generation and load interconnection and congestion relief. Its 2026 public-comment period closed September 8, 2026. Transmission projects can take years to plan, permit and build, so a facility’s announced schedule may not match the grid’s construction schedule.

Who pays for new capacity and the risks of stranded investment?

Rate design determines whether a large load pays its incremental costs or whether some costs are shared. DOE’s January 2025 brief identifies four recurring regulatory questions:

  • Fair allocation: Should the data center pay for a dedicated line, substation or generation commitment, and how should shared facilities be divided among customers?
  • Stranded-asset risk: If a project cancels, downsizes or leaves, who pays for infrastructure built for its expected demand?
  • Resource adequacy: Should utilities procure additional capacity before the load arrives, and should the customer provide a contract or financial guarantee?
  • Technology risk-sharing: If a proposed nuclear, gas, storage or other project underperforms or costs more than expected, which customers bear that risk?

Utilities may use minimum-demand commitments, construction contributions, security deposits, exit fees or special large-load tariffs to address these risks. The details differ by jurisdiction, and DOE’s brief does not establish one policy adopted by every utility. Read DOE’s Electricity Rate Designs for Large Loads for the policy options and trade-offs.

Can flexibility prevent outages?

Some large loads can reduce or shift consumption when the system is stressed. EIA’s October 2024 Texas analysis describes voluntary curtailment agreements for certain large facilities, primarily cryptocurrency-mining operations but also data centers and industrial facilities. Participants may temporarily reduce demand during high-demand periods or when generator availability is low. EIA says this flexibility can mitigate some effects of rapid load growth.

Flexibility is not a universal substitute for capacity. The Texas analysis does not establish that every data center participates, that all facilities can curtail without affecting critical workloads, or that curtailment eliminates the need for generation and transmission investment. Agreements, compensation, notification rules and technical limits determine how useful a program is. Historical or forecast-era figures from 2024–2025 should not be treated as current program totals.

Will data centers cause power outages?

A large load does not automatically cause an outage. Grid operators study interconnection requests, require protection and control equipment, schedule generation and maintain operating reserves. Problems arise when demand grows faster than approved supply and network upgrades, when a major plant or line fails, or when extreme weather combines with high demand.

Operators can manage risk with staged energization, transmission upgrades, additional capacity contracts, demand-response agreements and operating limits. The practical question is whether the responsible utility and regional operator have completed those steps before the facility reaches each construction and commissioning milestone. An announced data-center project is not the same as energized load.

Texas illustrates why current status matters. EIA’s September 2026 outlook reported that Texas had paused connections of new data centers while a regulatory audit of proposed projects was underway. That policy is time-sensitive; readers should verify the latest action with Texas regulators or the relevant grid operator before relying on it for a project or investment decision.

  1. Connection point and schedule: Which utility, transmission owner and balancing authority will serve the facility, and when will each phase energize?
  2. Incremental infrastructure: What substations, lines, generation or storage must be built, and which customer or project funds them?
  3. Peak versus average demand: How many megawatts are required at peak, how quickly can demand ramp, and does cooling or computing load vary by hour or season?
  4. Interconnection status: Has the project completed studies, received an agreement and secured a construction path, or is it only in a queue?
  5. Tariff protections: Does the approved rate include minimum bills, demand charges, deposits, exit fees or other protections if the project does not materialize?
  6. Flexibility: Is there a signed, compensated curtailment agreement, and what conditions trigger it?
  7. Retail-rate process: Which commission docket would recover shared costs, and what other load, fuel or storm costs are being considered at the same time?

This checklist distinguishes a facility’s physical demand from the policy choices that determine who pays. It also separates a credible, funded connection from a speculative announcement.

What the forecasts can—and cannot—tell you

The LBNL estimates establish that data-center electricity use is becoming a material national load. EIA’s scenarios show that regional supply conditions can change modeled wholesale prices, with especially large effects in a high-demand ERCOT case. DOE’s rate-design work shows why customer cost allocation and stranded-asset protections are central regulatory issues.

None of those sources proves that every household in the United States will pay more, that a particular state will experience a specific dollar increase, or that data centers alone will determine outage frequency. Those conclusions require local data, approved tariffs and observed operating results. Treat national projections as planning ranges and market scenarios—not as a bill calculator.
