There is no single “data-center noise” or “generator pollution” level. A facility may produce a continuous mechanical hum from cooling equipment, short periods of loud generator testing, and rare emergency operation. Diesel exhaust can contain nitrogen oxides (NOx), particulate matter, carbon monoxide, and sulfur dioxide, but the amount reaching a home depends on the equipment, controls, operating hours, distance, terrain, weather, and background pollution. A generator count or a project’s name alone cannot predict a resident’s exposure.
The most reliable way to judge a proposed or operating site is to separate four questions: what equipment is installed, how often it runs, what the air and noise permits allow, and what monitoring shows at the property line or other modeled receptor. Local rules differ, and the office that handles noise complaints may not regulate air emissions.
What creates noise at a data center?
Continuous mechanical and cooling systems
Servers generate heat, so data centers operate chillers, cooling towers, pumps, fans, air-handling units, and other HVAC equipment. These systems can run continuously or cycle according to weather and computing load. Unlike a brief construction event, the sound may be present day and night. Residents may perceive a steady hum, a whine, or a tonal component rather than a broad, changing sound.

Backup generators and onsite power
Large standby generators add a different sound profile: engines, exhaust systems, radiators, and load banks can produce a pronounced low-frequency rumble. Some campuses also propose natural-gas engines, turbines, batteries, or other onsite energy equipment. The sound rating for one machine is not the same as the sound measured at a residence; building layout, barriers, simultaneous operation, and distance determine the level that arrives at a property.

Why low-frequency and tonal noise is difficult to regulate
Standard A-weighted decibels (dBA) approximate the sensitivity of human hearing but can underrepresent low-frequency energy. A steady tone may be more noticeable or disturbing than a fluctuating sound at the same overall dBA. Loudoun County, Virginia, reports that resident complaints frequently concern tonal noise and explains that octave-band and C-weighted measurements can provide additional information. Those measurements require specialized equipment and training, and the county says its current rules do not specifically address tonal or low-frequency noise while policy work continues. Read the county’s description of its local approach at Loudoun County’s Data Centers: Noise & Air Quality Concerns.
Loudoun County’s zoning ordinance sets a maximum allowable sound level of 55 dBA at a residential property line. That is a county-specific limit, not a national standard. It also does not by itself answer whether a particular home experiences a low-frequency tone, a nighttime maximum, or a violation under another jurisdiction’s rules.
When do backup generators run?
Testing, maintenance, outages, and grid events
Standby units are normally tested and maintained so they will start during a utility interruption. A site may also operate them during an outage or, if its permits allow, during certain grid emergencies or demand-response events. The schedule, number of engines, fuel, and permitted hours are project-specific.
Loudoun County says most data centers in that county run diesel generators for one hour once per week for testing. The county’s statement describes its local facilities and requirements; it is not an industry-wide schedule. A campus with dozens of units may test them together or in groups, and a permit can impose different hours or conditions.

Examples that show why counts are misleading
| Place or proposal | Configuration described by the public record | What the example does—and does not—show |
|---|---|---|
| Loudoun County, Virginia | Most facilities reportedly test diesel generators for one hour weekly. | A local description of routine testing; it does not establish a national schedule or the sound at any particular home. |
| Falls Township, Bucks County, Pennsylvania | A proposal involving 280 natural-gas-fired engines and three diesel emergency engines. | Shows that fuel and engine types can differ within one project. The Pennsylvania Department of Environmental Protection said the engines would provide backup power during a utility interruption and for limited testing and maintenance; see the DEP announcement dated July 13, 2026. |
| Port Washington, Wisconsin | Permits for 45 diesel emergency generators at one campus. | A permitted project-specific configuration, not evidence that every data center has 45 units or operates them on the same schedule. See the Wisconsin Department of Natural Resources project page. |
In the Pennsylvania announcement, the agency states: “These generator engines will only provide backup electricity to the data center in the event of a main utility power supply interruption and for other limited testing and maintenance purposes.” That language describes the proposed operating purpose; the enforceable limits are in the permit and its technical documents.
What pollutants can generators emit?
Diesel combustion can emit NOx, fine and other particulate matter, carbon monoxide (CO), and sulfur dioxide (SO2). Natural-gas engines generally have a different pollutant profile, but they still emit combustion products and can be subject to permit limits. Exhaust controls, fuel quality, engine size, stack height, operating hours, and maintenance affect the quantity released.
An emissions inventory or permit limit is not the same as the concentration a neighbor inhales. Dispersion depends on stack location and height, wind speed and direction, atmospheric stability, terrain, nearby buildings, and whether several engines operate at once. A home may also receive pollution from traffic, industry, household heating, or regional power generation.
Modeled estimates versus measured exposure
The Pima County Health Department–Johns Hopkins framework summarized by Environmental Health Sciences places backup-generator emissions, operational noise, cumulative impacts, and vulnerable communities among the issues to evaluate during siting, construction, operation, and decommissioning. Its numerical examples require their original context:

- A Texas modeling study summarized in the framework appendix estimated about 12 metric tons of NOx per large facility each year. This is a modeled estimate, not a measured value that applies to every facility.
- Data centers were summarized as consuming 4–4.4% of total U.S. electricity demand in 2023. That is a national electricity-use estimate, not a measurement of emissions at a particular campus.
- Modeling studies summarized in the same 2026 framework projected approximately 600,000 asthma-symptom cases and 1,300 premature deaths annually in the United States by 2028 when data-center electricity demand is traced through power-plant emissions. These are projected national impacts, not observed cases attributed to people living beside one facility.
See the Environmental Health Sciences summary published August 26, 2026 for the framework context. A modeled risk can identify a pathway worth controlling; it cannot prove that a particular resident received a specific dose or suffered a specific outcome.
Can noise or emissions affect health?
Noise
Persistent mechanical sound, especially a noticeable nighttime tone, may cause annoyance and can interfere with sleep for some residents. The practical question is not simply whether a facility is “loud,” but whether sound at the receiving property is continuous, tonal, low-frequency, intermittent, or concentrated at night. A single dBA number may miss characteristics that make a sound intrusive.
Resident complaints are important evidence of experience and timing, but complaints alone do not establish a measured level or a medical cause. A calibrated, properly located measurement and the applicable ordinance are needed to determine compliance. Ask whether measurements used A-weighting only or also included C-weighting and octave bands, what weather conditions existed, and whether the generators or cooling equipment were operating during the test.

Air pollution
NOx, particulate matter, CO, and SO2 are pollutants with recognized hazards, yet hazard is not the same as exposure. Health implications depend on concentration, duration, personal susceptibility, and the mix of other sources. Children, older adults, people with asthma or heart and lung disease, and communities already burdened by pollution may warrant particular attention in a cumulative-impact review. The framework’s vulnerable-community category is a reason to examine local conditions, not a finding that every nearby household will experience harm.

How to interpret the evidence about a specific facility
| Evidence type | What it can answer | What it cannot establish by itself |
|---|---|---|
| Air permit and emissions inventory | Equipment, fuel, pollutant limits, control technology, allowable operating hours, and reporting duties. | The actual concentration at a home during a particular wind or operating condition. |
| Noise study | Predicted or measured sound at stated receptor locations, with the weighting, frequency bands, time of day, and assumptions documented. | A universal noise level for the campus or a guarantee that every resident perceives the same sound. |
| Dispersion or health-risk model | Potential pollutant concentrations or risk under specified equipment, meteorology, and operating assumptions. | Observed exposure or a confirmed individual health outcome. |
| Post-construction monitoring | Conditions measured after operation, if the permit requires suitable locations, methods, and reporting. | Conditions during unmonitored events or before the monitoring period began. |
| Resident complaints and logs | When people notice noise or odors, how often events occur, and which locations are affected. | Regulatory noncompliance or causation without corroborating measurements and source attribution. |
Why exposure differs from one home to another
- Operating mode: Cooling load, generator testing, an outage, or a permitted grid event can produce very different sound and emissions.
- Equipment and controls: Engine type, exhaust after-treatment, mufflers, enclosures, stack design, and maintenance change releases and sound.
- Distance and geometry: Sound generally changes with distance, while buildings, walls, and terrain can shield, reflect, or channel it. Stack height and nearby structures affect plume dispersion.
- Weather: Wind direction, temperature inversions, humidity, and atmospheric stability can change both audibility and pollutant concentrations.
- Background conditions: Road traffic, industrial sources, household equipment, and regional power-plant emissions can add to the same exposure pathway.
- Measurement location: A property-line result, a bedroom-window result, and an interior measurement answer different questions and should not be treated as interchangeable.
Which agencies and rules apply?
Noise and air pollution are often regulated by different authorities. A county noise office may investigate sound complaints, while a state environmental agency issues air permits and enforces emissions limits. Planning or zoning departments may review siting, setbacks, and conditions of approval. Ask each office which rule, permit section, measurement method, and appeal or complaint process applies in your jurisdiction.
Local requirements may call for a pre-construction noise study, property-line limits, air-quality modeling, health-risk analysis, complaint investigations, and corrective action. The standards vary by place. California’s CEQAnet record for the 444 North Nash Street Data Center Project illustrates how a review can contain separate air-quality, health-risk, and noise appendices; the record is available at CEQAnet record 2022110041. An appendix is an evaluation document, not automatically an operating permit or proof of compliance.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to investigate a named data center
- Identify the responsible agencies. Find the local noise-enforcement office, planning department, and state or regional air regulator. Confirm whether complaints are submitted online, by phone, or through a formal case system.
- Obtain the current air permit and application. Look for each engine or turbine, fuel type, horsepower or rating, stack parameters, pollutant limits, control equipment, allowable annual hours, startup and shutdown provisions, and recordkeeping requirements.
- Build an equipment and operating map. Note generator locations, cooling equipment, substations, exhaust stacks, property lines, nearby homes, schools, and other permitted sources. Separate routine testing from emergency-only operation.
- Read the noise study method. Check receptor coordinates, baseline conditions, nighttime assumptions, weather, operating scenarios, and whether results are A-weighted, C-weighted, or reported by octave band. Do not treat an equipment manufacturer’s sound-power rating as a residence measurement.
- Check monitoring and enforcement provisions. Find out whether the permit requires commissioning tests, continuous or periodic monitoring, public reports, complaint-response deadlines, retesting, or corrective measures. Determine who pays for an investigation and what evidence a complainant should provide.
- Keep a contemporaneous log. Record date, start and end time, weather, whether the sound is tonal or intermittent, windows or outdoor location, and any visible odors or symptoms. Audio recordings can document timing but are not calibrated compliance measurements.
- Request a coordinated review. Give the noise office your log and ask about a qualified measurement. Send emissions questions to the air regulator, including whether a generator test, outage, or grid event was authorized. Ask for the agency’s interpretation rather than assuming one department’s response covers both issues.
How to compare alternative power designs
When a project offers multiple configurations, compare the alternatives using the same assumptions and receptor locations. The relevant questions are:
- Are the prime movers diesel engines, natural-gas engines, turbines, batteries, or a combination?
- How many units can run simultaneously, for how many routine-test hours, and under what emergency or grid-event provisions?
- What pollutant limits and exhaust controls are enforceable, and are the figures maximum permitted, modeled, or measured?
- What sound levels are predicted at the nearest homes and property lines, and were nighttime, tonal, low-frequency, and cumulative conditions evaluated?
- What monitoring, complaint investigation, reporting, and corrective-action requirements remain after construction?
Do not rank one proposal as cleaner or quieter from its generator count alone. A smaller number of larger engines, a larger number of cleaner engines, or a different fuel can produce different results only after the project’s permit limits and technical analysis are examined.

What nearby residents can reasonably ask for
Residents can request plain-language explanations of operating schedules, advance notice of planned testing where available, and access to permits, studies, and monitoring reports. Ask agencies to identify the applicable property-line point, nighttime limit, averaging period, frequency weighting, and procedure for investigating a tonal complaint. If an event appears outside the permitted purpose or hours, report the date and operating condition promptly so investigators can compare it with facility records.
For health concerns, document symptoms with a clinician and share relevant timing, while recognizing that a personal symptom report does not identify the pollutant source. Public-health review is strongest when permit data, validated measurements, meteorology, operating logs, and community observations are considered together.
Bottom line
Data centers can create persistent mechanical noise and episodic generator noise, and combustion equipment can emit NOx, particulate matter, CO, and SO2. Neither the presence of a data center nor the number of generators proves that a nearby home is over an air or noise limit. The answer for a particular resident comes from the site’s operating mode, permit conditions, sound and emissions measurements, modeled receptor results, weather, and the rules enforced by the relevant local and air-quality authorities.
