Estimate power availability as a staged, site-specific diligence process—not by looking for a nearby substation. Start with a utility-ready load case, identify the distribution utility and transmission operator, screen public capacity and planning data, then obtain written evidence of deliverable megawatts, study requirements, upgrades, cost responsibility, reliability and dates for the exact site. Compare every candidate with the same assumptions and treat maps, queue positions and regional forecasts as screening evidence rather than a promise of service.
The method below is U.S.-focused. Utilities, transmission organizations and connection rules differ in other countries, and capacity, queue status and project schedules can change between your initial screen and land closing.
What “power availability” actually means for a data center
A site has usable power only when the responsible utility and, where applicable, transmission operator can serve your proposed load at the required voltage, redundancy level and date. A line, substation or generation plant visible nearby does not prove that the circuit has thermal headroom, that protection equipment can handle your load, or that an interconnection can be completed before construction.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Availability therefore has several dimensions:
- Capacity: the megawatts that can be delivered at each requested phase, not merely the nameplate rating of nearby equipment.
- Timing: the dates for studies, procurement, construction, testing and energization, including dependencies outside the utility’s control.
- Reliability: the service configuration, outage performance and redundancy required by your facility design.
- Cost: network and customer-side upgrades, study fees, deposits and the share of those costs assigned to the project.
- Flexibility: whether the project can ramp in stages, curtail or shift load, or use temporary on-site resources while grid work proceeds.
PNNL identifies availability, reliability and cost as factors developers may use when comparing sites (Pacific Northwest National Laboratory, September 2024). The date at which a site can support your first megawatt may be very different from the date at which it can support the fully built campus.

Build a load case a utility can study
Utilities cannot give a meaningful answer to “How much power is available?” without a defined load. Create one electrical baseline and use it unchanged when screening every parcel.
Specify peak and steady-state demand
State the maximum coincident demand in MW, the expected steady-state demand, power factor, voltage class and load factor. Explain whether the figure includes cooling, water treatment, offices, battery charging and other auxiliary systems. Distinguish IT load from total facility load so the utility is not asked to infer your overhead.
Show the ramp by phase and date
Provide a table or schedule for initial energization, each expansion block and the ultimate build-out. Include the earliest required in-service date, the date each phase reaches its peak and the latest acceptable date. A phased request can align a large load with substation, feeder or transmission construction, but it is useful only if the utility accepts those milestones and studies the intermediate states.

Document expected daily and seasonal patterns, startup surges, ramp rates and any synchronized events that could create a step change. State whether workloads can be curtailed, shifted to another region or interrupted for a defined period. Flexibility may affect the utility’s planning case, but do not assume it substitutes for firm capacity until the utility puts the arrangement in writing.
Define redundancy and power quality
Tell the utility whether you require dual independent feeds, N+1 or 2N arrangements, separate substations, ride-through for momentary disturbances, or a specific restoration target. A single service sized for the MW total is not equivalent to two physically independent paths. Your electrical engineer should translate uptime objectives into service and protection requirements before requesting a study.

Identify who controls each answer
Map the institutions before you interpret a capacity statement. The distribution utility may own the local feeder and substation; a transmission owner may control the higher-voltage facilities; and an ISO or RTO may administer interconnection studies or regional reliability analysis. In some territories one company performs several roles, while in others responsibilities are divided.
- Identify the retail distribution utility for the parcel and obtain its published large-load or interconnection contact.
- Identify the transmission owner and the balancing authority, ISO or RTO serving the point of interconnection.
- Ask which entity studies the requested voltage level, approves protection settings and determines network upgrades.
- Record whether each response is a preliminary screen, a conditional proposal, an active study result or an executed agreement.
PNNL notes that transmission operators participate in new-load interconnection decisions and reliability studies (PNNL guidance). A distribution representative may be able to discuss local equipment while lacking authority to promise transmission capacity or a final energization date.

Use public information to shortlist, not to make a commitment
Public data is valuable for eliminating obviously constrained sites and preparing better questions. It cannot establish that your project will receive service.
Local hosting-capacity and utility planning data
Review distribution hosting-capacity maps where the utility publishes them, recent capital plans, rate cases, integrated resource plans and filings that mention large-load requests. Check the map’s voltage level, assumed operating conditions, refresh date and whether it represents available hosting capacity, normal peak headroom or a different metric. A colored “available” area may exclude protection changes, land acquisition or upstream constraints.
Transmission constraints and planned projects
Look for congested interfaces, overloaded corridors, planned substations and transmission projects in the utility or regional planning documents. The U.S. Department of Energy’s National Transmission Needs Study describes current and anticipated capacity constraints and congestion. The page identifies a draft study released July 9, 2026, with its public-comment period closed September 8, 2026; treat it as a draft planning document, not a site-specific service decision.

Regional resource adequacy
Read the DOE Resource Adequacy material for forward-looking context on whether regional resources are expected to support load growth through 2030. The report provides dimensions that can be compared across regions, but a favorable regional outlook does not reserve capacity for your feeder or guarantee deliverability at your requested date.
Generation and interconnection queues
Check the status of relevant generation retirements, additions and transmission upgrades, and note the queue position of projects that may affect the same facilities. A queue entry is not a completed study, a signed agreement or evidence that the project will be built. Likewise, a nearby generator can be fully committed or connected behind a constraint that prevents service to your parcel.
Request site-specific feasibility evidence
Once a parcel survives public screening, send the utility and transmission entities a written request based on your load case. Ask for an answer that distinguishes assumptions from commitments.
- Proposed connection: request the candidate point of interconnection, voltage level, feeder or substation serving it and any alternate configurations considered.
- Deliverable capacity: ask for MW available at each phase and date, the contingency case used and the conditions that could reduce that amount.
- Required studies: identify load-flow, short-circuit, stability, protection, facilities and system-impact studies; ask which are complete, active or not yet initiated.
- Network work: obtain a list of feeder, transformer, substation, transmission and protection upgrades, with procurement lead times and construction dependencies.
- Reliability effects: ask how the load changes contingency performance, fault duty, voltage, congestion and resource-adequacy obligations, and what mitigation is required.
- Schedule: request milestones for application acceptance, study completion, design, permitting, equipment orders, construction, testing and energization for every phase.
- Cost allocation: ask for study fees, deposits, customer-facility costs, network-upgrade estimates and the rules for assigning shared or refundable costs.
- Decision gates: document the next action, responsible party, expiry date and evidence needed to move from a preliminary estimate to a binding service arrangement.
The reviewed national guidance does not establish one universal request form or a nationally standardized binding commitment instrument. Use the utility’s own process, have counsel review the resulting agreement and record the person, organization and date behind every estimate.
Compare candidate sites with one scorecard
Use identical load assumptions and evidence labels for every parcel. A simple scorecard prevents a site with an attractive first-phase date from hiding unaffordable expansion work.

| Dimension | Questions to answer | Evidence level to record |
|---|---|---|
| Capacity | How many MW are deliverable at each phase and date? What remains conditional? | Public screen, utility estimate, completed study or executed agreement |
| Time | What are the study, procurement, construction, testing and energization milestones? | Dated schedule with dependencies and expiry conditions |
| Reliability | Can the proposed configuration meet redundancy, power-quality and restoration requirements? | Service design, protection study and reliability assumptions |
| Infrastructure and cost | Which upgrades are required, who pays and how can scope change? | Utility cost estimate, tariff rule or negotiated allocation |
| Flexibility | Can the project phase, curtail or use temporary resources while work proceeds? | Operational commitment or scenario only |
| Energy strategy | Is desired clean energy physically deliverable, or is it a procurement arrangement elsewhere on the grid? | Interconnection evidence separated from procurement claims |
| Site complications | Could remediation, permitting, land control or environmental work delay the electrical schedule? | Site due-diligence findings and responsible-party dates |
Score unknowns explicitly. “Not stated” is a more useful entry than a guessed date or a blank cell, because it creates a specific diligence task before the site is selected.
Interpret timing without false precision
There is no nationally valid lead time for energizing a data center. PNNL wrote in September 2024 that utilities and transmission operators in many parts of the country had waits of several years, but that broad observation is not a forecast for your territory. The National Laboratory of the Rockies’ 2026 report emphasizes the mismatch between rapid data-center development and slower utility planning and construction cycles, including phased energization and structured interconnection frameworks (NLR report).
Build a critical-path schedule instead of relying on a single “power available” date. Separate the time to obtain a study from the time to procure transformers and switchgear, secure permits and rights-of-way, build facilities, test protection and receive permission to energize. Any milestone dependent on another customer’s withdrawal, a generation project, a transmission upgrade or regulatory approval should be marked conditional.
Use dated ranges when the utility is still studying the request. Reconfirm the schedule before buying land, ordering long-lead equipment or representing a power date to investors. The evidence status should move from public screening data to a utility estimate, completed study, conditional service proposal and finally an executed agreement; do not collapse those stages into one claim.
Evaluate alternate delivery pathways carefully
Phased grid service
Request an initial block sized to the earliest operational phase, followed by expansion blocks tied to specific infrastructure milestones. Phasing can align load growth with construction, but it may require temporary operating limits, separate studies or curtailment rights. It accelerates service only when the local utility confirms that the staged configuration is technically and contractually workable.

On-site generation and behind-the-meter resources
NLR identifies on-site generation as a possible large-load strategy, and DOE describes technical assistance for large energy users evaluating on-site technologies (DOE, Clean Energy Resources to Meet Data Center Electricity Demand). Analyze fuel supply, emissions permits, interconnection controls, maintenance, black-start capability, noise, water, operating cost and outage performance. On-site equipment can bridge or reduce grid demand; it does not prove that the utility can provide the remaining load.
Clean-energy procurement
A data center may procure clean electricity elsewhere on the same grid while receiving physical service through the local utility. Keep the contractual energy attribute, generation location and physical deliverability separate in your diligence. A power-purchase or clean-energy contract does not replace a study of the wires, transformers and protection equipment needed to serve the site.
Retired power plants and brownfields
Existing interconnection infrastructure can make a retired plant an attractive candidate, but it may be oversized, degraded or unavailable for reuse. PNNL’s Widows Creek case study describes Google selecting a retired coal-plant site in Alabama in 2015 and reusing its point of interconnection; the project is reported at $980 million in capital investment and more than 100 on-site jobs (PNNL case study). Those figures belong to that historical project, not to a general redevelopment benchmark. Brownfield remediation, demolition, environmental permits and ownership of the interconnection can add time and cost, and the example does not establish spare capacity or a transferable service right at another plant.
Document uncertainty and protect the site decision
Create an evidence register with the source organization, contact, document date, assumptions, confidence level and expiration or revalidation date. Label every item as public screening data, utility estimate, completed study, conditional proposal or executed agreement. Store the load version used so a later change in MW, voltage or ramp does not silently invalidate the comparison.
- Require a written explanation for every “available” MW figure.
- Track which upgrades are customer-funded, shared, refundable or subject to allocation changes.
- Make land acquisition, equipment orders and financing approvals conditional on defined utility gates.
- Recheck queue positions, planning filings, resource-adequacy outlooks and utility schedules immediately before each gate.
- Have the project electrical engineer, commercial counsel and permitting team review the service path together.
Useful context for demand forecasts
DOE cites an Electric Power Research Institute estimate that data centers could account for up to 9% of U.S. electricity generation annually by 2030, compared with 4% of total load in 2023 (DOE, citing EPRI 2024). This is a forecast, not a measured current share, and DOE notes that data-center projections continue to evolve. Use such national figures to understand why utilities are planning for large-load growth, never as evidence that a particular parcel has capacity.
The practical test is narrower: can the identified utility and transmission entities demonstrate, for your exact load case, a technically feasible and contractually defined path to the required MW, reliability and dates at an acceptable cost? If any of those elements remains conditional, keep the site in a contingent shortlist rather than treating it as power-secure.
