Cyberpunk 2077 uses a hybrid crowd system. Background pedestrians are assembled semi-procedurally from modular bodies, faces, clothes and hairstyles, with planned variation in height, weight and body shape. That keeps Night City visually dense without requiring every passerby to be modeled by hand. Story-critical characters are different: they receive authored animation, facial performances and quest-state logic that can remember what V said or did.
The game also includes systemic perception technology. CD PROJEKT RED presented an acoustic graph combined with ray casts to test whether an NPC can hear an explosion, stealth movement or an interaction such as deliberately breaking a soda machine. What has not been published is equally important: there is no public specification of a persistent identifier, complete biography or daily schedule for every ordinary pedestrian.

A two-layer design: generated crowds and authored characters
Night City has to look populated at street level while reserving development time for characters who carry the plot. Cyberpunk 2077 addresses that production problem with two overlapping layers:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Ambient population: modular character assembly creates many plausible combinations for pedestrians who fill streets, stations and plazas.
- Quest and cinematic characters: designers and animators give important people distinctive performances, dialogue conditions and relationships that persist through a quest.
These layers can share animation and rendering technology, but they do not imply the same kind of identity. A different jacket or face proves visual variation; it does not prove that a pedestrian has a named profile, a permanent record or a continuously simulated life.

How the crowd appearance is generated
Modular parts replace one-off modeling
A 2018 PC Gamer preview reported that crowds were generated semi-procedurally by mixing body parts, faces, clothing and hairstyles. Instead of hand-building a complete model for every background person, the game can select compatible components and assemble a finished pedestrian. The approach is procedural in its combinations but constrained by art direction, rigging and clothing compatibility, which is why “semi-procedural” is more accurate than “random.”
CDPR also planned broader variation in height, weight and body shape. Those dimensions matter because repeating the same silhouette is often more noticeable than repeating a texture. A shorter character in a long coat, a broad character in work clothes and a slim character with a different hairstyle can read as separate people even when they use some shared underlying assets.
Why the system reduces repetition
Modular assembly increases the number of plausible visual combinations without multiplying the cost of sculpting, texturing and animating a wholly new character. It supports the Californian feel that writer Stanislaw Swiecicki said the team wanted for Night City: a large, mixed population rather than a street populated by obvious copies.
The method also lets artists control the boundaries. Components must fit the same skeleton, clothing pieces need appropriate body proportions, and hairstyles or faces must work with the facial rig. A controlled library therefore produces variety that remains technically reliable and stylistically coherent.
Visual variety is not the same as a persistent identity
The public descriptions support a conclusion about appearance, not about a database of individual lives. The following distinction prevents a common misunderstanding:
Rank #2
| Question | What is publicly supported | What is not established |
|---|---|---|
| Why do pedestrians look different? | Body parts, faces, clothing and hairstyles are mixed semi-procedurally, with variation in height, weight and body shape. | Not applicable; this is the clearest documented part of the system. |
| Does every pedestrian have a unique identity? | Different visual combinations can make pedestrians appear distinct. | No published persistent-ID policy, naming system or complete identity record for ordinary pedestrians. |
| Do they retain state after leaving view? | Quest characters can retain narrative state relevant to later interactions. | Spawn, despawn and save-state rules for ordinary pedestrians have not been documented publicly. |
| Does every pedestrian have a daily routine? | NPCs can react to events and use perception systems. | A complete, continuously simulated schedule for every passerby is unverified. |
In practical terms, a pedestrian can be visually distinct without being a persistent simulation object. The reviewed public material does not disclose the runtime data structures that would answer how long an ambient character remains in memory, whether the same generated combination returns later, or whether a routine continues while the player is elsewhere.
Why important NPCs feel individually authored
Animation starts with personality and backstory
Lead cinematic animator Maciej Pietras said the team considered personality and past even when animating NPCs. His description was an “inside out” process: movement and facial behavior should reveal something about the character rather than merely move a generic rig from point A to point B.
That philosophy is most visible in conversations and close first-person scenes. CDPR described a muscle-based facial-animation system and a large library of facial animations. These tools allow subtle changes in cheeks, brows, mouth and eyes, giving a named character a performance that can carry emotion and attitude. They do not turn every street pedestrian into a fully authored actor; they make the characters the camera spends time with more convincing.
Quest state creates durable differences
Quest designer Patrick Mills described a second source of individuality: responses can depend on what the player did earlier. The game can ask whether V spoke to someone before and what information V obtained. Mills gave a sharper example: if the player kills a character’s friend, that character may refuse to help later.
This is not simply a different animation chosen at random. It is authored narrative state: a relationship or fact is recorded, and later dialogue or assistance checks that state. Such dependencies distinguish a quest NPC from an ambient template even when both use the same broad animation technology.

Not every named-looking character is equally deep
Open-world games often place recognizable people in the environment who have a small amount of bespoke dialogue or staging but do not participate in a large quest graph. The safest interpretation is therefore graduated depth: principal characters receive extensive performance and state work; minor or ambient characters may share assets and limited reactions. Public material does not provide a complete tier list for every NPC in the game.

The acoustic graph and ray-cast combination
In a 2023 GDC presentation titled Populating the world with an acoustic graph in Cyberpunk 2077, CDPR showed a system designed to answer whether an NPC can hear a particular event. The examples included an explosion, the player sneaking and a soda machine deliberately broken. The presentation labeled the approach a “RAYCAST + GRAPH COMBO.”
An acoustic graph can represent how sound travels through connected spaces, while ray casts can check direct obstruction or line-of-sight-like conditions between points. Combining them lets the game account for both the structure of the environment and a specific geometric path. A wall, doorway or open street can therefore change whether an event reaches an NPC strongly enough to matter.
What the slide numbers mean
The GDC processing slides showed figures of 36 horizontal directions, seven vertical angles and 36 raycasts per frame for the presented acoustic-processing system. Those numbers should be treated as specifications of the demonstrated system, not as a published count for every perception query in every version of the game. They show that the team was sampling the environment systematically rather than relying on a single distance check.
Hearing an event is only one stage of behavior. A game still needs rules for deciding whether the sound is suspicious, which NPC reacts, how the reaction is animated and when the alert expires. The acoustic presentation is evidence of event-aware perception infrastructure; it is not proof that each pedestrian runs a complete autonomous schedule.

Are Cyberpunk 2077 pedestrians actually simulated?
They are simulated enough to support convincing ambient motion and selected reactions, but the available evidence does not justify calling every passerby a fully simulated citizen. Ambient locomotion, crowd spawning, animation selection and perception checks can be systemic while identity, employment, relationships and long-term schedules remain limited or absent for most background characters.
This distinction explains several apparently contradictory observations. A crowd can avoid obvious visual repetition, react to a loud event and use believable navigation while still being regenerated or despawned as the player moves through the city. Conversely, a quest character can remember a consequential action because that relationship is explicitly represented in narrative state.
What changed after launch
Version matters when discussing crowd behavior. Axios reported that the February 2022 next-generation update included revamped crowd and enemy behavior in all versions of the game. A comparison between the 2020 launch build and a later console or PC patch may therefore produce different results, even in the same location.
When documenting an observation, record the platform, game version and whether the next-generation features are enabled. Without those details, a claim that “the crowd AI” behaves a certain way can combine systems from different releases and lead to an inaccurate conclusion.

How to evaluate a crowd claim without overinterpreting it
If you are testing whether an NPC is unique or merely visually varied, separate the questions. A repeatable observation plan can help:
Best Value
- Record appearance: note face, body proportions, clothing layers and hairstyle. Similar components do not by themselves establish reuse of the same character.
- Test a local reaction: create a controlled sound or disturbance and observe which NPCs respond. This demonstrates perception and behavior rules, not a permanent identity.
- Leave and return: move far enough away for the area to reload, then compare the character. A changed pedestrian does not prove a bug; it may reflect ordinary crowd spawning.
- Check narrative context: for a quest character, repeat the interaction after a documented earlier choice. A changed line or refusal is evidence of authored state.
- Log the build: write down platform, patch number and relevant mode before comparing observations with another player.
This method keeps visual generation, short-term reaction and long-term narrative memory as separate measurements instead of treating them as one “AI” feature.
What remains undocumented
Max Pears, when asked about the crowd technology, said CDPR was looking into expanding and improving it and declined to provide technical detail. The public material consequently leaves several implementation questions open:
- Whether ordinary pedestrians receive persistent unique identifiers.
- How spawn and despawn decisions are made as the player travels.
- Whether generated appearance combinations are stored for later reuse.
- How much state, if any, is saved for an ambient NPC after it leaves the active area.
- Whether pedestrians have schedules that continue outside the player’s simulation bubble.
Those gaps are not evidence that the systems do not exist; they mean the claims cannot be verified from the published descriptions. Treat videos, anecdotes and repeated visual patterns as observations rather than proof of an undocumented architecture.

When comparing Cyberpunk 2077 with another open-world game, use separate axes rather than a single “best AI” label:
| Axis | What to ask |
|---|---|
| Visual generation | Are people individually modeled, assembled from modules, or a mixture? |
| Identity persistence | Does a person retain identity and state after unloading and revisiting an area? |
| Behavior depth | Are actions limited to ambient locomotion, or do authored routines and quest conditions change them? |
| Perception | Can NPCs respond to sight, sound and environmental events, and how are those checks computed? |
| Version scope | Are you comparing launch behavior, a later patch or a platform-specific update? |
On this framework, Cyberpunk 2077’s strongest documented distinctions are its semi-procedural visual assembly, authored performance for important characters, quest-state reactivity and acoustic perception work. Its ordinary pedestrians’ persistence and full life simulation remain undocumented.
Bottom line
Cyberpunk 2077 makes Night City feel crowded by combining scalable procedural variation with selective hand-authored depth. Modular bodies, faces, clothes and hair explain the visual variety. Facial-performance technology and quest state explain why major characters feel personal and remember consequential choices. The acoustic graph and ray-cast system shows that some world reactions are calculated from the environment rather than triggered by a simple universal script. None of that establishes a unique, permanently simulated biography for every pedestrian, so claims about complete daily routines or persistent identities should be presented as unverified.
