A CVE Numbering Authority (CNA) assigns a CVE ID when it has reasonable evidence that a vulnerability exists, the issue is publicly disclosed or expected to be disclosed, and the CNA’s approved scope covers it. The CNA with the most appropriate scope receives the first opportunity—usually the supplier, but not always. If that CNA refuses or stays silent on a public vulnerability, the current rules require Root review and can direct a CNA-LR or another appropriately scoped CNA to assign an identifier within defined 72-hour windows.
The governing document is the CVE Program’s CNA Operational Rules v4.2.0, approved August 20, 2026, and effective August 25, 2026. A CVE ID identifies a publicly disclosed vulnerability for shared reference; it does not certify severity, promise a fix, or guarantee that every reported issue receives an ID.
What a CNA is and what a CVE assignment means
A CVE Numbering Authority is an organization authorized by the CVE Program to assign CVE IDs and publish the associated CVE Records. The authorized community includes product suppliers and their security teams, open-source projects and foundations, service providers, vulnerability researchers and coordinators, national CSIRTs, vulnerability databases, and bug-bounty providers. Each CNA must follow CVE Program policies and operate within the scope approved for it. The current CVE glossary explains the program’s terminology, while the List of Partners shows participating organizations and their published scope information.
Assignment creates a stable identifier that vendors, researchers, defenders, scanners, incident responders, and databases can use for the same vulnerability. It is an identification decision, not a security verdict. The CVE process does not, by assigning a number, determine how severe the issue is, confirm exploitability, certify that a patch exists, or state that the affected product is unsafe in every deployment. A CNA may assign an ID even when no fix is available, provided the assignment criteria are met.

The current assignment workflow
Under version 4.2.0 of the operational rules, assignment is a scoped process rather than a race between whoever files the first report. The following sequence is the normal path.
1. Establish that there is a vulnerability and a disclosure basis
The CNA needs reasonable evidence that a vulnerability exists. The issue must have been publicly disclosed or be expected to become public. CNAs are expected to publicly disclose and assign vulnerabilities that may cause significant harm or that require action or risk assessment by people outside the CNA or supplier.
An internal issue that a CNA does not intend to disclose normally should not receive a CVE ID merely because it was logged. The rule prevents private, non-actionable records from being presented as public CVE references. If the issue is already public, or a public disclosure is expected, the CNA evaluates it under the assignment rules instead.

Every CNA must document and operate within an approved scope. Supplier scope commonly covers products that the supplier owns, develops, or maintains. Research or coordination scope commonly follows vulnerabilities that the CNA discovered or coordinated, subject to any more specific coverage held by another CNA. The exact boundaries are published in the CVE Program’s partner listings, so a report should be matched to those boundaries rather than to an assumption that the brand named in a bug report automatically controls the ID.

3. Give the most appropriate CNA the first opportunity
The CVE Program states in its current rules: “CVE ID assignment follows a ‘right of first refusal’ model.” The CNA whose scope is most appropriate must be contacted and given the first opportunity to assign. In many cases that is the supplier of the affected product. It is not an automatic supplier entitlement: a researcher, coordinator, service provider, or another CNA may have the more appropriate approved scope for a particular issue.
4. Escalate a refusal or silence on a public vulnerability
For a publicly disclosed vulnerability, the first-refusal CNA can say in advance that it will not assign, respond within 72 hours that it will not assign, or fail to respond within 72 hours. In any of those situations, an appropriate Root must make a vulnerability determination. If the Root determines that a vulnerability exists, it directs an appropriate CNA-LR or another CNA to assign as quickly as possible, no later than 72 hours after the Root becomes aware of the first refusal.
This fallback prevents a covered public issue from remaining without an identifier solely because the first-choice CNA declines or does not answer. The record’s ownership can be transferred when necessary. The 72-hour clocks in this rule apply to the response and Root-directed assignment windows; they do not mean that every report, regardless of evidence or disclosure status, automatically receives a number.
5. Publish the record and preserve the assignment
When a CNA assigns an ID, the vulnerability must be publicly disclosed by the CNA or by another party. If the required public disclosure does not occur, the CNA must reject the ID. Once published, a CVE ID is not to be changed simply to revise its year component. The CNA publishes a record that describes the vulnerable product, the vulnerability, and the affected versions clearly enough for readers to understand why that identifier was assigned.

Who gets first refusal in common situations?
The deciding factor is approved scope, followed by the relationship between the issue and the parties involved. These examples show how the rule works without treating any one organization type as universally responsible.
| Situation | Most appropriate first-refusal CNA | What happens if it declines or stays silent? |
|---|---|---|
| A flaw in a vendor’s maintained product | Usually the supplier CNA whose scope covers that product | For a public issue, Root review can lead to CNA-LR or another appropriately scoped CNA assigning within the 72-hour fallback window. |
| A vulnerability researched and coordinated by a CNA with a defined research scope | The research or coordinating CNA, unless a more specific supplier or other scope controls the case | The same public-disclosure refusal and Root-review process applies. |
| A flaw in an upstream dependency discovered by a downstream supplier CNA | The upstream supplier CNA, if that upstream supplier is a CNA | The downstream CNA notifies and defers first-refusal assignment; unresolved public cases can still move through Root coordination. |
| No other CNA covers a vulnerability within a Root’s area | A CNA-LR can fill the coverage gap | The CNA-LR assigns within the Root’s scope, subject to the evidence and disclosure requirements. |
| Two CNAs have overlapping approved scope | The CNAs coordinate to identify the more appropriate scope | If they cannot agree, the decision goes to the lowest-level organization shared by them: Root, TL-Root, or Council of Roots. |
How the rules decide how many CVE IDs are needed
A CVE ID represents a vulnerability, not a patch, product line, or report count. The rules therefore distinguish whether issues can be fixed independently and whether products contain the same vulnerable code.
Independent vulnerabilities normally receive separate IDs
Separate vulnerabilities that can be fixed independently should generally receive separate CVE IDs. If a CNA is uncertain whether two reported issues are independently fixable, the rules direct it to assign one ID rather than splitting the case speculatively. Fully interdependent vulnerabilities must not receive different IDs, because separate identifiers would imply that the issues can be understood or remediated separately when they cannot.
Shared code can support one identifier across products
When several affected products contain the same vulnerable code, one shared ID is generally appropriate. If the products do not share the vulnerable code, separate IDs are recommended even when the symptoms look similar. The record should explain the common component or the distinct implementations so users can tell why one ID or several were chosen.

Dependencies and product functionality require a security-use analysis
When one product uses another product’s functionality or specification, the CNA considers whether the dependent product can be used securely with the upstream component. The rules distinguish an implementation that has a secure mode or configuration from a case in which no secure use is possible. That distinction affects whether the dependency issue is recorded as one vulnerability shared across products or as separate implementation-specific vulnerabilities; the CNA must describe the relationship rather than assigning by product name alone.
| Assignment question | General rule |
|---|---|
| Does a fix already exist? | Not required. A vulnerability can receive an ID before a fix is available. |
| Can the issues be fixed independently? | Independent issues generally receive separate IDs; uncertain independence favors one ID. |
| Are the issues fully interdependent? | Do not assign different IDs. |
| Do products share vulnerable code? | Shared code points toward one shared ID; separate code points toward separate IDs. |
| Is the technology category unusual, such as cloud or AI? | The category alone cannot determine whether an ID is assigned. |
Scope conflicts, upstream dependencies, and coverage gaps
Overlapping CNA scopes
CNAs with overlapping scopes should coordinate, preferably before public disclosure. A CNA must not assign outside its approved scope. If coordination does not settle which CNA should act, the matter goes to the lowest-level organization shared by the CNAs—Root, TL-Root, or Council of Roots—rather than being resolved by whichever party publishes first.
Upstream dependency flaws
A supplier CNA that discovers a vulnerability in an upstream dependency must notify the upstream supplier and defer first-refusal assignment to that upstream supplier when the upstream supplier is itself a CNA. This keeps the record with the party that owns the relevant upstream scope while allowing downstream effects to be described in the record.
CNA-LR coverage
A CNA-LR exists to fill coverage gaps for vulnerabilities within its Root’s scope when no other CNA covers the issue. It is not a license to assign outside scope. The same evidence, public-disclosure, and record-publication requirements apply.

End-of-life products
End-of-life handling depends on the CNA’s published scope. A supplier’s scope may specify how it handles products that are no longer supported, and another appropriately scoped CNA may be able to assign when the supplier CNA does not. End-of-life status by itself does not create a vulnerability and does not automatically warrant a CVE ID.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Boundaries: when an issue normally should not receive an ID
- No public disclosure: An issue that the CNA does not intend to disclose generally should not be assigned, unless it is already public or expected to become public.
- No reasonable evidence of a vulnerability: A request, rumor, duplicate ticket, or ordinary product defect is not enough without evidence that a security vulnerability exists.
- Never-public products: A vulnerability in a product that was never publicly available generally should not receive a CVE ID.
- Deliberately vulnerable training material: Educational or research vulnerabilities intentionally implemented for training are excluded.
- Technology label alone: Calling something a cloud, AI, or other emerging-technology issue cannot by itself decide assignment.
These limits explain why a reported problem can be real and still not receive a CVE: the issue may lack the required disclosure basis, fall outside the deciding CNA’s scope, be a duplicate or inseparable part of another vulnerability, or fit an explicit exclusion.
How the CVE year is selected
The year in a CVE ID is based on the calendar year in which one of three events occurs: the vulnerability is first publicly disclosed, the CVE Record is first published, or the ID is reserved. Assignment may therefore happen in one year while publication occurs in the next. After an ID has been published, the CNA must not change it merely to make the year match a later interpretation of those events.
Recommended Free Tools
Because several events can qualify, the year is not necessarily the date a vendor released a patch, the date a researcher sent a private report, or the date a database imported the record. The record’s publication history and the applicable rule version provide the context.
Worked assignment scenarios
Supplier declines a public flaw
- A researcher provides evidence and publicly discloses a flaw in a maintained product.
- The supplier CNA is identified as having the most appropriate scope and receives first refusal.
- The supplier says within 72 hours that it will not assign, or does not answer within 72 hours.
- Root reviews whether a vulnerability exists. If it does, Root directs a CNA-LR or another appropriately scoped CNA to assign no later than 72 hours after Root becomes aware of the first refusal.
- The assigning CNA publishes a record tied to the public disclosure. The identifier remains stable after publication.
One vulnerable library used by several products
- A CNA confirms that the products use the same vulnerable code in the library.
- The CNA evaluates the upstream supplier’s scope and defers first refusal to that supplier if it is a CNA.
- Because the vulnerable code is shared, one ID can describe the library flaw and affected products, provided the record makes the relationship clear.
- If a product uses a separate implementation rather than the vulnerable code, that implementation is evaluated for a separate ID.
Two reports that cannot be fixed separately
- The CNA maps the reports to the same underlying condition.
- It finds that remediation of one cannot be separated from remediation of the other.
- The rules prohibit assigning different IDs to fully interdependent vulnerabilities, so the CNA records them under one identifier and explains the linkage.
What reporters and vendors should prepare
- Evidence: Include a reproducible description, affected versions, impact, and the condition that makes the issue exploitable or unsafe.
- Disclosure plan: State whether the issue is already public or when public disclosure is expected; private issues that will never be disclosed are generally outside assignment.
- Scope check: Use the CVE Program’s List of Partners to identify the CNA whose approved scope most closely matches the product, dependency, research, or coordination role.
- Dependency map: Identify upstream components, shared code, separate implementations, and whether a secure configuration is possible.
- Fixability analysis: Explain which reported conditions can be fixed independently and which are inseparable.
- Response records: Preserve dates and messages showing a refusal or 72-hour non-response, since those facts determine whether Root fallback is triggered.
The current rules, rather than archived request pages, govern live assignments. The CVE Program’s older Request CVE IDs page and archived end-of-life assignment process are historical references and should not be treated as current hierarchy or timing guidance unless confirmed against version 4.2.0.
The practical takeaway
Who assigns a CVE number is decided by authorized scope. The CNA with the most appropriate scope gets first refusal; a supplier is common but not automatic. Public disclosure, evidence, independent fixability, shared code, dependency ownership, and scope conflicts determine the next step. If the appropriate CNA refuses or remains silent, Root can require a CNA-LR or another suitable CNA to assign within the current 72-hour fallback windows. The resulting CVE ID is a shared reference for a publicly disclosed vulnerability—not a severity rating, a guarantee of remediation, or an entitlement attached to every report.
