If a crypto deposit is linked to a wallet address described as sanctioned, an exchange may restrict access while it determines what rules apply. If an exchange subject to U.S. sanctions requirements determines that it holds virtual currency that must be blocked, it must deny access to that property, keep it under appropriate controls and report it to the U.S. Treasury’s Office of Foreign Assets Control (OFAC). A customer can apply to OFAC to request unblocking and release, but neither an address match nor an application guarantees a particular outcome.
This is a U.S.-focused explanation. The legal result depends on the applicable sanctions program, the parties’ interests in the property, the exchange’s jurisdiction and the facts of the transfer. An analytics alert or wallet-address match by itself does not establish that a person is sanctioned or that the crypto must legally be blocked.
What “sent to a sanctioned wallet” can mean
“Sanctioned wallet” is common shorthand, not a complete legal determination. OFAC may publish digital-currency addresses as identifiers associated with blocked persons. The underlying U.S. sanctions rules concern property and interests in property of blocked persons—not address strings in isolation. An address entry can be relevant evidence for screening, but a match is not interchangeable with a legal analysis of who owns or has an interest in the crypto and which sanctions rules apply.

A transaction history may show an address in a transfer without establishing, on its own, the identity or legal status of every person connected to the funds. Conversely, the absence of an exact address match does not prove a transaction is unrestricted.

OFAC’s general rule also reaches entities owned, directly or indirectly, at least 50 percent—individually or in aggregate—by blocked persons. OFAC describes that ownership rule in FAQ 560, released March 19, 2018. The issue may therefore extend beyond whether a named person or address appears in a search.
What an exchange may do when a deposit is flagged
Screen the transfer and assess the relevant facts
Exchanges and hosted wallet providers may screen relevant parties, addresses, geography and other risk indicators. OFAC defines a hosted wallet provider as a business that creates and stores a wallet for a customer; many such businesses also provide exchange or payment services. OFAC encourages businesses to use a risk-based compliance program tailored to their activities. It does not prescribe one screening product or a single process that every business must use.
A platform may first restrict an account or transaction while it reviews a possible match. That review is not necessarily a confirmed OFAC blocking determination. An exchange can also impose a restriction under its own terms or another legal obligation. OFAC’s general guidance does not reveal what a particular exchange has decided internally, or require it to disclose every screening detail to a customer.

Block property when the legal requirement applies
If an exchange subject to the relevant U.S. rules determines that it holds virtual currency that must be blocked, it must deny access to that property. It may block an individual wallet or consolidate blocked holdings into an omnibus wallet, provided its controls preserve the ability to return the property only when authorized or when the prohibition no longer applies.
Blocking does not mean the exchange must sell the crypto for dollars or place it in an interest-bearing account. OFAC’s virtual currency guidance says neither conversion to fiat nor interest-bearing custody is required. The asset may remain in digital form under controls that prevent unauthorized access.
Report the blocked property and decide what to tell the customer
Under OFAC’s virtual currency guidance, an institution must report blocked virtual currency within 10 business days and submit annual reports thereafter for as long as the property remains blocked. The 10-business-day period is the reporting deadline described in OFAC’s guidance; it is not a promised customer-service response time or an estimate of how long a restriction will last.

OFAC permits an institution to notify a customer that it blocked digital currency. Its permission to notify does not mean the exchange will disclose the full basis for a match, and it does not guarantee that the customer will receive every screening detail. In FAQ 646, released October 15, 2021, OFAC states: “Owners of blocked virtual currency may also contact OFAC regarding the treatment of their virtual currency pursuant to this guidance.”
How to tell an OFAC block from another restriction
Ask the exchange to identify the status of the action rather than assuming that every withdrawal hold is an OFAC block. Use its official app or website and ask whether it considers the matter to be:
- a confirmed block under OFAC sanctions;
- a preliminary sanctions or identity review; or
- another account, transaction or compliance restriction.
Also ask for the case or reference number, what information the exchange needs, and which functions are affected—for example, whether the restriction applies to one deposit, one asset, trading, withdrawals or the whole account. These questions are practical steps to clarify the case, not a checklist OFAC requires an exchange to answer.

The distinction affects what process may be available. If the institution confirms it blocked the virtual currency under OFAC rules, a customer may apply to OFAC for unblocking and release. If the platform says the matter is a separate review or restriction, ask it for the applicable customer process; do not assume the OFAC application route resolves an issue that is not an OFAC block.
What an address search can—and cannot—establish
OFAC’s sanctions list search can search a digital-currency address by exact identifier. Its ID field does not perform fuzzy matching, so a near-match or differently formatted entry may not be returned as an exact match. OFAC also warns that its digital-currency address listings may not be exhaustive, and that sanctions programs and listings can change.

For those reasons, a search result is a screening aid, not a safe-harbor test. A no-match result cannot establish that funds are unrestricted. A match is relevant, but it does not, by itself, determine whether the property in a particular transfer is blocked, who has an interest in it, or what the exchange must do. The facts and applicable legal authority matter.

What to do if an exchange restricts your deposit
- Contact the exchange through a verified channel. Use the official app or website, not an unsolicited message or link. Ask what kind of restriction it has imposed, request the case reference, and clarify what account functions and assets are affected.
- Preserve the transaction record. Keep the transaction hash, date and time, asset, network, exchange notices and any records that explain the source and purpose of the transfer. Provide requested material only through the exchange’s verified channel. These are sensible recordkeeping steps for explaining a transaction, not requirements that OFAC imposes on every customer.
- Do not try to route around the restriction. Do not send the funds through another exchange, mixer, bridge or wallet to evade screening. OFAC prohibits evasion and attempts to violate applicable prohibitions; moving assets to disguise their path can create additional legal and compliance problems.
- If the exchange confirms an OFAC block, review OFAC’s release process. OFAC FAQ 647 describes the customer’s right to apply for unblocking and release. The exchange may notify you of the block, but an application is not automatic release; the outcome depends on the facts and applicable authority.
- Consider qualified legal advice where the stakes or uncertainty are significant. A sanctions attorney may be appropriate for a substantial amount, a disputed identity match or uncertainty about jurisdiction. Legal advice can help assess the facts, but it does not replace the exchange’s process or OFAC’s decision.
How release works—and what cannot be promised
OFAC’s FAQ 647 says: “The customer has the right to apply for the unblocking and release of the digital currency.” That is an application route, not a guarantee that OFAC will authorize release. Eligibility and outcome depend on the relevant sanctions program, the parties’ interests in the property, the transaction facts and the authority under which the property was blocked.
The exchange’s role and OFAC’s role are different. The exchange controls the property it holds and must maintain blocking controls when required. OFAC administers the relevant sanctions rules and the application process. A customer should follow the official process identified by OFAC and the exchange rather than treating a support message, wallet search or informal assurance as authorization to move blocked funds.
The available OFAC material does not establish a representative industry-wide rate for how often exchanges restrict deposits linked to listed addresses, how long customer restrictions last, or how often release applications succeed. A particular exchange’s timing and case status should be confirmed with that exchange; no general processing time can be inferred from the reporting deadline.
Whose sanctions rules apply?
This article describes the U.S. OFAC-centered framework, not a universal rule for every exchange or country. OFAC says U.S. persons must comply wherever located. Its general scope also includes U.S.-organized entities and people or entities within the United States; other persons may be covered depending on the sanctions authority. Other countries can impose separate sanctions requirements.
Accordingly, the exchange’s location alone may not answer the jurisdiction question, and a global platform may face more than one legal regime. The relevant sanctions program, the parties, the property and the circumstances of the transfer all matter. OFAC’s digital-currency guidance dates to October 2021, while individual FAQ answers have their own release dates; sanctions programs and listings can change, so consult current official materials for an individual case.
