When crude oil gets more expensive, Indian households can feel it through petrol and diesel prices, LPG, transport fares and the cost of goods. But a change in global crude prices does not translate automatically or immediately into an equal percentage change at the pump or in a household’s monthly spending. The rupee, shipping and refining costs, taxes, oil-company decisions and government policy all influence the pass-through.
How crude oil reaches household costs in India
India imports most of the crude oil it consumes. The Reserve Bank of India (RBI) reports that crude import dependency rose from 77.6% in 2013–14 to 88.2% in 2024–25. That exposure makes international oil prices important, but crude is only one component of what consumers ultimately pay.
There are two main routes from oil prices to inflation:

- Indirect costs: More expensive fuel can raise transport and other production costs. Businesses may pass some of those costs on through higher prices for goods and services.
CPI measures changes in retail prices for a selected basket of household goods and services; it is not a measure of any one family’s personal inflation rate. The Ministry of Statistics and Programme Implementation’s CPI catalogue describes the index.

How much can crude oil add to inflation?
In a July 2025 analysis, the RBI estimated that a 10% increase in global crude oil prices could raise Indian headline inflation by around 20 basis points (0.20 percentage points). The estimate draws on analysis spanning 2009–10 to 2023–24. It is a model-based estimate of an economy-wide inflation effect—not a prediction that petrol prices, a household’s fuel bill or every item in the CPI will rise by 10% or by the same amount. The RBI also noted that government intervention has kept retail-price pass-through contained. See the RBI’s July 2025 article, “Revisiting the Oil Price and Inflation Nexus in India”.
An earlier RBI analysis shows why estimates depend on assumptions. Its 2019 Mint Street Memo considered a USD 10-per-barrel increase from a USD 65 baseline. Under its specified 66% pass-through scenario, the memo estimated an inflation increase of about 49 basis points. Under a separate assumption that the full shock was absorbed rather than passed through, it estimated a fiscal-deficit impact of 43 basis points of GDP. These are scenario results from that memo, not current forecasts; they should not be compared directly with the 2025 estimate, which uses a different analysis and framing. The memo is available as “Oil Price Shock, Pass-through and its Impact on India”.

Why crude prices and petrol or diesel prices can move differently
India’s Ministry of Petroleum and Natural Gas describes petrol as market-determined since June 2010 and diesel as market-determined since October 2014. That is the formal pricing framework; it does not mean pump prices must track crude one-for-one each day. The retail price also reflects exchange rates, shipping and inland freight, refinery margins, dealer commissions, central taxes, state VAT and decisions by oil marketing companies.

The Press Information Bureau reported that the average Indian crude basket rose 102%, from USD 43.34 to USD 87.55, between November 2020 and November 2022, while petrol and diesel prices rose less over that period. This is evidence of incomplete pass-through during those dates, not a statement about current prices. The PIB’s December 15, 2022 reply on petrol and diesel prices lists the factors that shape retail prices.

The ministry says domestic LPG’s effective consumer price is modulated by the government, and LPG prices are based on the Saudi Contract Price. As a result, a change in the international reference price does not by itself establish the size or timing of a change in what a household pays. The ministry’s Marketing – Product Pricing page describes these arrangements.
What this can mean for a household budget
The effect depends on what a household buys and how costs travel through the economy. A pump-price increase raises the direct cost of using petrol or diesel. Higher transport or production costs may also affect fares and the prices of goods and services, though the timing and amount depend on businesses’ costs and the degree of pass-through. LPG is a separate exposure: international prices matter, while government modulation influences the effective domestic consumer price.

These are economy-wide channels, not a household-specific bill calculation. The cited sources do not establish a monthly cost change for a particular family or identify which income groups or states bear the largest total impact. A household’s experience also depends on its own fuel use, location, travel and purchases.

Who absorbs the cost when global oil rises?
When higher crude costs pass through more quickly, consumers face more immediate fuel-price pressure, with potential knock-on effects elsewhere. When taxes, government action or oil-company pricing decisions cushion the increase, households may see a smaller immediate change. The cost does not necessarily disappear: it may instead affect tax or subsidy revenue, oil marketing company finances or the government’s fiscal balance.

The policy choice is therefore a trade-off between near-term consumer prices and where the financial burden lands. The RBI’s 2019 scenarios illustrate that trade-off under particular assumptions; they do not establish a fixed rule for how India will respond to any future oil-price shock.
